This business has always been operated from home with no impact or problems with neighbors. The only difference between this house and any house in the neighborhood is that the people who work there would park there during the work day. Most of tle cars could easily be parked unobtrusively on their property. As there would be no customers coming and going, no signs or other advertisement of the business, and no manufacturing and no noise associated with the business, it would be difficult for a neighbor to even identify the house as a house with a business, rather than just a house with several people living in it. A particular advantage of the site we are interested in is that neighbors or people on the street cannot see into the house, and cars parked off the street would also not be visible to neighbors or passers by. In our modern economy this type of arrangement is becoming more and more common. In many ways having the home occupied by responsible adults during the daylight hours, adds to the security of the neighborhood. The only other likely use for a home of this size is a rather large family. In our experience, kids and teenagers have a much larger impact on the serenity of neighbors. - .Oscar and Carla have always stressed in their own goals and with their employees that it is a very high priority to be a good neighbor. The house is 8,700 sq. ft. We propose using the basement level, approximately 3,000 sq. ft. for a home business. The number of employees varies because some work part time at their own home offices. Usually there would be 4 employees on premises during work hours. The business is a management consulting firm that designs employment tests and training programs. We design the tests and training materials which are then used by our clients. We do not conduct training or testing. Any consultation we do with clients is on their premises. No customers come to the business, in fact more than 90% of our clients are out of state. King, Architect 20016 50th Avenue West, Building B Lynnwood, Washington. 98036 Referring: Proposed Swimming Pool Rev;sion Bailey Residence Edmonds, Washington Gentlemen: W-3212 In accordance with a request from Mr. Bailey, we have performed a visual evaluation of the proposed pool and associated facilities. This report summarizes our findings and makes recommendations pertinent to site development. At the time of our visit with Mr. Duane McMahan, Structural Engineer, a 10 to 12 foot high rockery had already been constructed and backfilled with a slightly silty, fine to medium sand. An excavation for a pool had been completed; it appeared that the deeper part of the pool had penetrated natural ground, which also consisted of fine to medium sand. Since completion of the rockery, new plans call for expansion of the pool and facilities, necessitating that the rockery be moved outward approximately five feet. This will require removal and reconstruction of the rockery. CONCLUSIONS AND RECOMMENDATIONS 1. The rocks of which the rockery are constructed appear sound and of sufficient size for the intended purpose. Even so, rockeries are not Mr. Ron Bailey Page Two December 14, 1979 engineered structures and their true factor of safety is unknown. To minimize any risk of a rockery failure, we suggest every attempt be made to reduce the overall rockery height. This can ba accomplished by lowering pool deck grade or placing compacted fill in front of the rockery toe. Some jurisdictions are now limiting rockeries to a maximum height of 8 feet. 2. When the rockery is relocated, the largest rocks should be placed at the base and the work performed by a competent contractor. The back of the rockery should be blanketed with angular quarry spalls to facilitate drainage; rounded gravel should not be used as this tends to ravel out with time. The rockery should have a batter of 6 vertical to 1 horizontal. 3. The soil placed behind the rockery should be laid in 8 inch lifts and compacted to at least 90 of ASTM:D-1557. Since compaction of the existing fill material is questionable, we suggest this material be reworked during the new construction. Eventual settlements in poorly compacted fill can lead to distress in bcth the pool and deck. 4. The existing fill and on -site soils can be recompacted in the new work. However, they do contain just enough silt so that compaction may be difficult or impossible when the soils are more than a few percent above their "optimum moisture content". Thus, if drying cannot be achieved, or the work must proceed in wet weather, it may be necessary to import "select" sand and gravel containing little or no fines. 5. Original plans called for construction of a specially lined pool. Considering that the pool is being constructed next to a rockery, we recommend that consideration be given to construction of a conventional gunite pool with steel reinforcing. This type of pool is quite strong and would minimize horizontal 'orces on the rockery. Mr. Ron Bailey Page Three December 14, 1979 6. Both rockeries and retaining walls undergo some minor horizontal movement over their life time. This movement is quite small but can sometimes cause cracking in adjacent pieces of unreinforced decking. Consideration might be given to either providing a thin expansion joint or tying the entire deck together with mesh or bar. 7. Foundations for the adjacent structures should be designed for an allowable bearing pressure of 2,000 psf. Major or heavy foundations should not be placed at deck grade immediately behind the rockery. Major foundations within 10 feet of the rockery should extend to the rockery base. These foundations, considering their increased depth, may be designed for an allowable bearing pressure of 3,000 ps,f. All other exterior footings should be placed at least 18 inches below adjacent grade for frost protection. We.appreciate this opportunity to be of service.
