The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. (ECI) for the construction project at the residence of Tom Peterson, 1158 A _ Avenue, South in Edmonds, Washington. The general location of the site is shown on the "Vicinity Map," Plate 1. The purpose of this study was to explore the subsurface conditions at the site and, based on the conditions encountered, to develop geotechnical engineering recommendations for constructing a 600 square foot addition to an existing single family residence. Project Description The subject property occupies approximately 0.25 acres and is situated on the northwest corner of A Avenue South and Elm Street in Edmonds. The property is bound on all sides by residential properties. The project involves the construction of an addition to an existing dwelling. The subject property is associated with Snohomish County Assessor's parcel number #00619400700500 located in Snohomish County, Washington. i At the time our study was performed, the site and exploration locations were approximately as shown on the "Test Pit Location Plan," Plate 2. If the above project criteria change or are incorrect, we should be consulted to review the recommendations contained in this report. In any case, ECI should be retained to perform a general review of the final design. Scope of Services We performed this study in general accordance with the scope of services outlined in our July 8, 2008, proposal. On this basis, our study addresses the following: • Three to five hand -dug potholes advanced in various locations on the site. All data obtained recorded in the field and referenced to pothole number. Soil is classified in the field logs in accordance with applicable ASTM standards and other standards, including, but not limited to, ASTM standard D2488. The classification for final logs is based on field information, results of laboratory tests and further inspection of samples in the Earth Consulting, Inc. Page 2 GEOTECHINCAL ENGINEERING STUDY S-80101G Peterson Residence July 29, 2008 laboratory by the Geotechnical Engineer preparing the report; A chart illustrating the soil classification criteria and the terminology and symbols used on the logs; • Identify the ASTM standards or other recognized standard sampling and test methods used; • Provide a plot plan giving approximate locations of potholes; • Provide sampling method used, date of start and finish, surface elevations, description of soil and thickness of each, and, where applicable, groundwater elevation and time when water reading was made. Note of the location of strata containing organic materials, wet materials or other inconsistencies that might affect engineering conclusions; • Description of the existing surface conditions and summarize the subsurface conditions; • Estimate potential variations in elevation and movements of subsurface water because of seasonal influence; • Report all laboratory determinations of soil properties; • Frost penetration problems will be considered; • Infiltration testing may be performed but soil characteristics will be the primary method for determining the stormwater design methods; SITE CONDITIONS Surface The site is developed to residential use, as are all adjacent properties. The surface slopes gently from the southeast, to the northwest. On site development includes a single family residence, a parking slab on the southwest corner, and well cared for landscaping consisting of a sidewalk, lawn, shrubbery and trees. The west side of the site fronts an alley. Subsurface The subsurface of the site was evaluated by advancing four hand auger borings (potholes) surrounding the proposed foundation footprint of the proposed structure. Plate 2 shows the locations of the soil borings. The borings were advanced with the use of a 4 inch inner diameter stainless steel bucket auger. Borings 1 and 4 penetrated the subsurface to five feet below the surface, Boring 2 to three and a half feet, and Boring 3- to four feet. A description of the field exploration methods is included in Appendix A. The following is a generalized description of the subsurface conditions encountered. Dense silty sand (SM using the Unified Soils Classification System) was encountered from the surface to one and a half feet below ground surface (bgs) at each sampling location. Well graded sand (SW/USCS) and rounded cobbles were encountered in the subsurface where investigated. Groundwater Groundwater was not encountered in the subsurface at time of our exploration (July 2008). Earth Consulting, Inc. The contractor should be aware that groundwater levels should not be considered static. Groundwater levels fluctuate depending on the season, amount of rainfall, surface water runoff, and other factors. Generally, the groundwater level is higher in the wetter winter months (typically October through May). Laboratory Testing Laboratory tests were conducted on representative soil samples to verify or modify the field soil classification and to evaluate the general physical properties and engineering characteristics of the soil encountered. Visual classifications were supplemented by grain - size analyses on representative samples. Moisture content tests were performed on all samples. The results of laboratory tests performed on specific samples are provided in Appendix B. It is important to note that these test results may not accurately represent the overall in -situ soil conditions. Our geotechnical engineering recommendations are based on our interpretation of these test results. ECI cannot be responsible for the interpretation of these data by others. In accordance with our Terms and Conditions, the soil samples for this project will be discarded following completion of this report, unless we are otherwise directed in writing. DISCUSSION AND RECOMMENDATIONS General Based on the subsurface conditions observed at the test pit locations, it is our opinion the proposed construction is feasible from a geotechnical engineering standpoint. The building foundations can be supported on conventional spread and continuous footings bearing on compacted native soil. Slab -on -grade floors should be supported on a minimum of 6 inches of structural fill or compacted native soil. Site Preparation and General Earthwork We anticipate the site earthwork will consist of installing erosion control measures; stripping the site; excavating the foundation; moisture conditioning and compacting the foundation subgrade; placing and backfilling the foundation with structural fill; installing underground utilities; backfilling and compacting utility trenches; and preparing the area for placement of a concrete slab -on -grade, if required. Stripping Prior to stripping, on -site erosion control measures consisting of silt fencing and surface water controls should be installed around the perimeter of the site, and catch basin socks should be installed in nearby catch basins. Page 4 1 GEOTECHINCAL ENGINEERING STUDY S-80101G Peterson Residence July 29, 2008 The building, paved areas and areas to receive structural fill should be stripped and cleared of surface vegetation, organic matter, existing pavements and other deleterious material. Based on the thickness of the topsoil and vegetation cover encountered at the exploration locations, we anticipate a typical stripping depth of approximately 4 inches. The actual stripping depth should be based on field observation at the time of construction. In no case should the stripped materials be used as structural fill or mixed with material to be used as structural fill. The stripped materials may be "wasted" on site in non-structural landscaping areas, or they should be exported. Existing utility pipes to be abandoned should be removed and, where underlying. future construction, the trench should be backfiiled with structural fill. Following the stripping operation and building overexcavation, the ground surface where structural fill, foundations, or slabs are to be placed should be observed by a representative of ECI. Structural Fill Structural fill is defined as compacted fill placed under buildings, roadways, slabs, pavements, or other load -bearing areas. Structural fill under floor slabs and footings should be placed in horizontal lifts not exceeding 8 inches in loose thickness and compacted to a minimum of 95 percent of its laboratory maximum dry density determined in accordance with ASTM Test Designation D1557 (Modified Proctor). The fill materials should be placed at or near their optimum moisture content. Fill under pavements and walks should also be placed in horizontal lifts and compacted to 90 percent of the maximum dry density, except for the top 12 inches which should be placed in 6-inch loose lifts and compacted to 95 percent of the maximum dry density. Based on the results of our laboratory tests, at the time of our exploration, the site soils appeared. to be near their optimum moisture content, but may need to be moisture conditioned prior to use as structural fill. Based on observed conditions, the site soils consist of sand and gravelly sand with varying silt content. Soil with fines in excess of 5 percent is moisture sensitive, and compaction and grading will be difficult if the soil moisture varies significantly from its optimum level. Soils on site generally have a relatively high void ratio, so any import material should be sandy (USCS SW, SP or SM). For silty or clayey imported soils, measures should be taken to prevent subsidence due to fine soils migrating into the native sands. Foundations In our opinion, the proposed structure can be supported on. conventional spread and continuous footings bearing on compacted native soil. A representative of ECI should be on site to assess the extent of footing excavation. The excavation should extend a minimum of Earth Consulting, Inc. Page 5 GEOTECHINCAL ENGINEERING STUDY S-80101G Peterson Residence July 29, 2008 18 inches beyond the perimeter of the foundation element. In most cases, excavated soils may be placed as structural fill if the moisture content is appropriate. For foundations bearing as described above, an allowable soil bearing capacity of 1500 psf can be used for design. The allowable bearing capacity is limited to promote minimal differential settlement with respect to existing structures. A 1/3 increase in the above allowable soil bearing capacity can be assumed for short-term loading conditions as indicated in Chapter 16 of the Building Code. Continuous and individual spread footings should have minimum widths of 18 and 24 inches, respectively. ' Exterior foundation elements should be placed a minimum depth of 18 inches below final exterior grade. Interior spread foundations can be placed at a minimum depth of 12 inches below the top of slab except in unheated areas, where interior foundation elements should be founded at a minimum depth of 18 inches. Provided the foundations are placed in accordance with the recommendations contained in this report, we estimate total settlement of approximately 0.6 inches and differential settlement of approximately 0.4 inches. Most of the anticipated settlements should occur during construction as dead loads are applied. Lateral loads can be resisted by friction between the base of the foundation and the supporting soil and by passive soil pressure acting on the face of the buried portion of the foundation. Resistance to lateral loads from passive earth pressure can be calculated using an equivalent fluid with a unit weight of 300 pounds per cubic foot (pcf). To achieve adequate passive resistance, the foundations must be backfilled with structural fill. For frictional capacity, a coefficient of 0.30 can be used for foundations bearing on structural fill. These lateral resistance values are allowable values. Footing excavations should be observed by a representative of ECI prior to placing. forms. ECI should also observe areas where overexcavation is required to remove loose or unstable soils. Slab -on -Grade Floors Slab -on -grade floors should be supported on at least 1/2 foot of structural fill or compacted native soil. Loose or unstable subgrade soils should be stabilized prior to construction of the slab. The use of a geotextile and crushed rock can be considered for stabilizing the subgrade soils, if necessary. L A 4-inch drainage course consisting of a free -draining, poorly graded sand or gravel with less than 5 percent fines (percent passing the U.S. No. 200 sieve, based on the minus 3/4- inch fraction) should be placed below the slab. In areas where slab moisture is undesirable, a vapor barrier, such as a 6-mil plastic membrane, should be placed in accordance with current guidelines. Subgrade soils in slab -on -grade areas of the site should be observed by a representative of ECI prior to placing drainage course material. Earth Consulting, Inc. Page 6 GEOTECHINCAL ENGINEERING STUDY Peterson Residence Seismic Design Considerations S-80101 G July 29, 2008 Earthquakes occur in the Puget Lowland with regularity;. however, the majority of these events are of such low magnitude they are not detected without instruments. Large earthquakes do occur, as indicated by the 1949, 7.2 magnitude earthquake in the Olympia area and the 1965, 6.5 magnitude earthquake in the Midway area and the 2001, 6.8 magnitude earthquake in the Nisqually area. There are three potential geologic hazards associated with a strong motion seismic event at this site: ground rupture, liquefaction, and ground motion response. Ground Rupture The strongest earthquakes in the Puget Lowland are widespread, crustal and subcrustal events, generally resulting from subduction of the Juan de Fuca Plate. Two surface faulting features from these events have been identified in the region. These features are limited in area. Therefore, it is our opinion, that the risk of ground rupture at this site during a strong motion seismic event is negligible. Liquefaction Liquefaction is a phenomenon in which soils lose all shear strength for short periods of time during an earthquake. Groundshaking of sufficient duration results in the loss of grain -to - grain contact and rapid increase in pore water pressure, causing the soil to behave as a fluid. To have a potential for liquefaction, a soil must be cohesionless with a grain -size distribution of a specified range (generally sand and silt), it must be saturated, and it must be subject to sufficient magnitude and duration of groundshaking. The effects of liquefaction may be large total and/or differential settlement for structures founded on the liquefying soils. In our opinion, the liquefaction potential at this site is moderate. The liquefaction -induced settlements may be 2 to 3 inches, but would not occur uniformly across the site. Ground Motion Response The 2006 International Building Code (IBC) regulations contain a static force procedure and a dynamic force procedure for design -base shear calculations. Based on the encountered soil conditions, it is our opinion Site Class C, "Very Dense Soil Profile," as defined in Table 1615.1.1 of the IBC, should be used to characterize the site soils. In accordance with section 1615.1.2 of the IBC, site seismic coefficients are S1 = 0.4 and SS = 1.2. Earth Consulting, Inc. Page 7 GEOTECHINCAL ENGINEERING STUDY S-80101G Peterson Residence July 29, 2008 Excavations and Slopes The following information is provided solely as a service to our client. Under no circumstances should this information be interpreted to mean that ECI is assuming responsibility for construction site safety or the contractor's activities; such responsibility is not being implied and should not be inferred. In no case should excavation slopes be greater than the limits specified in local, state I!i (WISHA), and federal (OSHA) safety regulations. Based on the information obtained from our subsurface exploration, the soils would be classified as Type B by WISHA/OSHA. Temporary cuts greater than 4 feet in height in Type B soils should be sloped at an inclination of 1 H:1 V. An ECI representative should observe temporary excavations to verify soil and groundwater conditions and the soil type. If slopes of the above inclinations or flatter cannot be constructed, temporary shoring may be necessary. Shoring will help protect against slope or excavation collapse and will provide protection to workers in the excavation. If temporary shoring is required, we will be available to provide shoring design criteria. Site Drainage If seepage is encountered during construction, the bottom of the excavation should be sloped to one or more shallow sump pits. The collected water can then be pumped from these pits to a positive and permanent discharge point. Depending on the magnitude of such seepage, it may also be necessary to connect the sump pits by a system of connector trenches. The appropriate locations of subsurface drains, if needed, should be established during grading operations by ECI's representative, at which time the seepage areas, if present, may be more clearly defined. During construction, the site must be graded such that surface water is collected and tightlined to an appropriate drainage facility. Water must not be allowed to stand in areas where buildings, slabs, or pavements are to be constructed. Loose soil surfaces should be sealed by compacting the surface to reduce the potential of moisture infiltration. Final site grades must allow for drainage away from the building foundations: The ground should be sloped at a gradient of 3 percent for a distance of at least 10 feet away from the building. Footing drains should be installed around the perimeter of the building at or just below the invert of the footing, as shown on the "Typical Footing Subdrain Detail," Plate 3. Under no circumstances should roof downspout drain lines be connected to the footing drain system. Earth Consulting, Inc. Page 8 GEOTECHINCAL ENGINEERING STUDY S-80101G Peterson Residence July 29, 2008 Roof downspouts must be separately tightlined to discharge. Cleanouts should be installed at strategic locations to allow for periodic maintenance of the footing drain and downspout tightline systems. In conformance with the Washington Department of Ecology Stormwater Management Manual Table 3.8 and based on laboratory data presented in Appendix B of this report, a long-term design infiltration rate of 9 inches per hour is indicated. Utility Support and Backfill The site soils should generally provide adequate support for utilities. Where loose soils or unstable conditions are encountered, remedial measures, such as overexcavating soft soils or compacting subgrade soils exposed in the trench bottom, may be required. In addition, caving of trench walls should be anticipated in trench excavations in the loose soil or where seepage is encountered in the excavation. Utility trench backfill is a primary concern in reducing the potential for settlement along utility alignments, particularly in pavement areas. It is important that each section of utility line be adequately supported in. the bedding material. The material should be hand tamped to provide support around the pipe haunches. Fill should be carefully placed and hand tamped to approximately 12 inches above the crown of the pipe before heavy compaction equipment is brought into use. The remainder of the trench backfill should be placed in lifts having.a loose thickness of less than 12 inches. Native soils may be suitable for pipe bedding material, depending on utility -specific specifications. Earth Consulting, Inc. DATE 7/29/08 PLATE 1 APPENDIX A FIELD EXPLORATION S-80101 G Earth Consultants, Inc. (ECI) performed the field exploration on July 14, 2008. Subsurface conditions at the site -were explored by advancing four hand auger soil borings ft.depths of 3.5 feet to 5.0 feet below existing grade. The borings were advanced by ECI staff with the use of a four inch inner diameter stainless steel bucket auger. Boring locations were selected based on information provided by the client. The locations and elevations of the borings should be considered accurate only to the degree implied by the method used. These approximate locations are shown on Plate 2. The field exploration was performed by a geologist from our firm who classified the soils encountered, maintained a log of each boring pit, obtained representative samples and I observed pertinent site features. The samples were visually classified in accordance with the Unified Soil Classification System (USCS), which is presented on the "Legend," Plate Al. Representative soil samples were collected and returned to our laboratory for further Iexamination and testing. . Logs of the borings are presented on Plates A2 through A4. The final logs represent our interpretations of the field logs and the results of the laboratory examination and tests of field samples. The stratification lines on the logs represent the approximate boundaries between soil types. In actuality, the transitions may be more gradual.
