The Critical Areas Checklist contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds -prior
to his/her submittal of a development permit
to the City -
The purpose of the Checklist is to enable
City staff to determine whether any potential
Critical Areas are or may be present on the
subject property. The information needed to
complete the Checklist should be easily
available from observations of the site or
data available at City Hall (Critical Areas
inventories, maps, or soil surveys) -
JA N 21 1992
aMMMnr SERVUS
An applicant, or his/her representative, must
fill out the checklist, sign and date it, and
submit it to the City. The City will review
the checklist, make a precursory site visit,
and make a determination of the subsequent
steps necessary to complete a development
permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map
of the parcel with enough detail that City
staff can find and identify the subject
parcei(s). In addition, the applicant is
encouraged to include any other pertinent
information or studies in conjunction with
this Checklist to assist staff in completing
their preliminary assessment of the site.
I have completed the attached Critical Area Checklist and attest that the answers provided -are
factual, to the best of my knowledge (fill out the appropriate column below).

BARBARA FAHEY
MAYOR
I was advised to write you a letter to inform you the plan you submitted is inadequate for
the Engineering Division review. Engineering does not typically review incomplete
submittals.
Per John Bissell's letter of March 11, 1996, you were instructed to contact me for any
questions. As of this date, I have had no communication with you or anyone representing
you. The plans submitted to the Planning Division on March 15, 1996 did not meet the
minimum submittal requirements. Mr: Bissell was quite clear in addressing what had to be
submitted and included a copy of the ADB submittal requirements. It is necessary that we be
provided the information so that the Engineering Division can commence review.
Engineering staff will review the ADB submittal for adequacy and will indicate any required
changes at that time.
As this project is in violation, it is imperative that you expedite compliance with the
required information. I will be available for discussion after May 29, 1996, at 771-0220.
Sincerely,
Gordon C. Hyde/=

RE: AAA Furniture
BARBARAFAHEY
MAYOR
As you are aware, the City has temporarily stayed enforcement action based on our
December meeting whereby you agreed to resolve the following outstanding issues:
1. Obtain City approval to access the building via Dayton Street and utilize the grassed
lawn as a parking and loading area. In order to use this space it would have to be
improved to City standards (i.e., paved and striped, with possible storm water
improvements).
2. Obtain City approval to use the grassed area west of the building as a parking area. In
order to utilize this space it would also have to be improved to City standards (same as
above).
3. Provide one on -site handicapped parking space.
Most departments have approved the plan, however, the Engineering Division has
outstanding requirements for this project. Copies of the required corrections have been
repeatedly sent to you but have gone without a response, and the permit cannot be issued
until these items are resolved.
I know that it is your intent to resolve this matter and I understand you may be feeling
frustrated but compliance to the codes is mandatory to ensure the fair and equal treatment
of all citizens. The responsible City officials Gordy Hyde, Engineering Coordinator and
myself are available to meet during business hours with you to discuss these requirements.
The last resort the City uses to gain code compliance is the Civil Penalties Ordinance
whereby fines of $100 per day are assessed until the matter is resolved. It is not our
intention to initiate this process at this time unless this letter and the corrections are
disregarded.
Thank you,
Jeannine L. Graf

MEMORANDUM
November 9, 1995
TO: Jeff Wilson, Planning Supervisor
FROM: Gordy Hyde, Engineering Coordinatorqc4k--
SUBJECT: Comments on R-95-125 for AAA Furniture Refinishing
It has come to my attention that this rezone has been approved by the Planning Board and is scheduled
to be heard by the City Council on November 21, 1995. The applicant has not approached the Engineering
Division regarding parking lot construction requirements as suggested in the October 19 letter from
Jeannine. There will be parking lot construction required. The applicants may not be aware of this
requirement and may not be prepared for the costs of this construction. I would recommend emphasis of
this issue at the Council hearing. At the very least, you should remind the applicant that the October 19
letter contains some useful information that should be heeded.
You may also be interested to know that the Council has already amended the three hour parking
restrictions to include this area.

November 27, 1995
TO: Jeannine Graf, Building Official
FROM: Gordy Hyde, Engineering Coordinator
SUBJECT: Review for AAA Furniture Restoration at 117 Sixth Ave. S.
These plans cannot be reviewed at this time as they are completely inadequate. I
am not aware that ADB application has ever been processed for this parking lot.
No details are provided regarding stormwater detention, type of surfacing, or
parking dimensions. No contact has been made with the Engineering Division
staff as recommended in your October 13 letter to the applicant.
