Engineering does not typically review incomplete submittals. Per John Bissell's letter of March 11, 1996, you were instructed to contact me for any questions. As of this date, I have had no communication with you or anyone representing you. The plans submitted to the Planning Division on March 15, 1996 did not meet the minimum submittal requirements. Mr: Bissell was quite clear in addressing what had to be submitted and included a copy of the ADB submittal requirements. It is necessary that we be provided the information so that the Engineering Division can commence review. Engineering staff will review the ADB submittal for adequacy and will indicate any required changes at that time. Obtain City approval to access the building via Dayton Street and utilize the grassed lawn as a parking and loading area. In order to use this space it would have to be improved to City standards (i.e., paved and striped, with possible storm water improvements). 2. Obtain City approval to use the grassed area west of the building as a parking area. In order to utilize this space it would also have to be improved to City standards (same as above). 3. Provide one on -site handicapped parking space. Most departments have approved the plan, however, the Engineering Division has outstanding requirements for this project. Copies of the required corrections have been repeatedly sent to you but have gone without a response, and the permit cannot be issued until these items are resolved. I know that it is your intent to resolve this matter and I understand you may be feeling frustrated but compliance to the codes is mandatory to ensure the fair and equal treatment of all citizens. The responsible City officials Gordy Hyde, Engineering Coordinator and myself are available to meet during business hours with you to discuss these requirements. The last resort the City uses to gain code compliance is the Civil Penalties Ordinance whereby fines of $100 per day are assessed until the matter is resolved. The applicant has not approached the Engineering Division regarding parking lot construction requirements as suggested in the October 19 letter from Jeannine. There will be parking lot construction required. The applicants may not be aware of this requirement and may not be prepared for the costs of this construction. I would recommend emphasis of this issue at the Council hearing. At the very least, you should remind the applicant that the October 19 letter contains some useful information that should be heeded. You may also be interested to know that the Council has already amended the three hour parking restrictions to include this area.
