It has come to my attention that you have questioned the process
of shutting off your water when your account is delinquent.
Further, it is my understanding you have persistently attempted
to influence our Utility Billing Clerk to disregard the City's
policy and.defer full payment when your water is scheduled to be
turned off.'
In reviewing your record, I have noticed that .for 1984 this has
occurred for all six billing periods. Also this occurred for the
first period in 1985. Attached you will finda listing of the
scheduled turn-off dates and the balances due at that time. I
wish to inform you that this.practice will no longer be.tolerated
and in order for you to receive water/sewer service, you will be
required to.pay the full balance before the turn-off date. I
have also attached the applicable page of Ordinance No. 2139.

Section.5. Section 6.16.165 of.the Edmonds City Code is hereby
amended to read as follows:
6.16.165 - Turn -on and Turn-off Charges.
The charge for turning on or turning off the water shall be ten
dollars. If the water is turned on or turned off at any time other than
regular working hours (eight04,,e p.m.), on weekends, or on any
holiday, the charge shall be S. These..charge's shall not

Section 6. Section 6.16.180 of the Edmonds City Code is hereby
amended to read as follows:
6.16.180 - Deposit.- Refund
When an application is made to the Water Division for the domestic
use of water by any person other than the owner or purchaser of the
premises for which the water will be used, such as a renter, lessee or
tenant of said premises, said applicant shall be required to make a
fifty dollar deposit with the'Water Division. If there have been no
delinquencies in the account for one year, the eater Division shall
refund the deposit to -the customer; provided, however, the Water Divi-
sion may require the customer to make a fifty dollar deposit if a de-
linquency occurs subsequent to the refund of the deposit:
