Box 6005 Edmonds, WA 98026 SUBJECT: Mixed Use Building Proposal at 120 Third Avenue North Dear Mr. and Ms. Fleury, BARBARA FAHEY MAYOR This letter is in response to plan concepts submitted to Ray Miller, Development Services Director, on November 3, 1999. I reviewed the plans with the City Engineer, Jim Walker, and have the following comments. Scheme — proposes 19% slope to basement parking with a 20' wide ramp. The City of Edmonds staff has typically required slopes accessing indoor parking garages to conform to the street standards as set forth in ECDC 18.80.070. This code section requires that access slopes not exceed 12% unless the City Engineer grants a waiver to a maximum of 15%. The width for accessing more than four parking spaces in the B and C zones is required to be a minimum of 24 feet. ECDC 18.80.010 requires 22 feet of paving plus curbs and gutters, or 24 feet from face -of -curb to face -of -curb. Scheme — proposes 19% slope to basement parking with an 18' wide ramp. However, the width is reduced to 21' adjacent to the proposed commercial units 101 and 102. The width for accessing more than four parking spaces in the B and C zones is required to be a minimum of 24 feet. ECDC 18.80.010 requires 22 feet of paving plus curbs and gutters, or 24 feet from face -of -curb to face -of -curb. Scheme — proposes access directly off Third Avenue North. The ECDC 18.80.060 specifically eliminates this method. After reviewing you request with staff,. I have made the following determination. The City of Edmonds staff has consistently required slopes accessing indoor parking garages to conform to the street standards as set forth in ECDC 18.80.070. This code section requires that access slopes not exceed 12% unless the City Engineer grants a waiver to a maximum of 15%. Because you are requesting a waiver in excess of the maximum, I am granting a waiver to 15%. As is the case with all staff decisions, you have the right of appeal. If you wish to pursue an appeal, I recommend that you discuss the appeal procedure With staff from the Planning Division. The Traffic Engineer has been assigned to review parking lot standards for internal parking lots but I do not expect that we will have any modifications to propose to council for several months.
