Observations of the top of the east concrete foundation wall, base of the wood wall studs, and top of first floor trusses at the bearing on the foundation wall were made from the exterior and at two interior locations where part of the floor sheathing had been sawcut and removed for framing observation along the edge of wall. General observations on the exterior noted that wood rot damage has occurred at the base of the wood wall studs along the east exterior foundation wall condition. The rot appears to have damaged the bottom 16"+1- of most of the individual and bundled jamb studs which were exposed for observation during our site visit, Review of the existing structured drawings on site, dated 7/2011993, and observations from the interior noted that the first floor trusses do not appear to have been installed per the structural details on the existing drawings. The existing structural detail for the bearing condition at the top of the east concrete foundation wall specifics the Floor trusses to be top chord bearing on a 4x ledger connected to the interior face of the foundation wall, with the top of truss elevation to match the top of7x sill plate elevation. This w�iuld allow the floor diaphragm sheathing to Cull flush over the joists and sill plate for diaphragm edge nailing to the 2x sift plate icr lateral load transfer to the concrete foundation wall. The existing :onditions observed, however, are Y1;itl' of the floor trusses in a top chord bearing condition directly on the wall sill plate with no 4 ledger and no blocking between the truss top chords along the top of wail. Reference the attached structural sketches. I. Sawcut, remove, and replace in -kind nil existing damaged wall studs, jamb studs, and wall bottom Plate along the east exterior wall in a staggered manner, as shown in the attached sketch, SK-1, Generally, wood framing that can be penetrated by a sharp probe more than 1/4" should be removed and replaced. Framing with surface damage may remain in place provided that the surface tot Is cut or grinded to competent wood, no more than 1/4" removed, and treated with a moldicide agent prior to enclosing, The new wood members should be face nailed to the existing per SK-1. 2. Sawcut and remove the existing plywood floor sheathing a minimum of 2'-0" from the inside face of the east exterior wall for access to the top of foundation wal I tu)d fbr diaphragm edge connection retrofitting. Install new 2x8 shim plates between the puss top chords, beneath the wall bottom plate, for the extents shown on the attached sketch, SK-2. The shim plates will provide solid bearing for the gravity lond bearing walls and jamb studs to the sill plate on the concrete foundation wall below, as well as accepting the diaphragm edge nailing for lateral load transfer to the existing sill plate and foundation wall. 3. Reinstall new 3/4" T&O floor sheathing along the east edge where removed. All plywood edges not supported by the truss top chords shall have flat 2x blocking so that all edges of the new sheathing are supported or blocked. Edge nail all edges of plywood with 10d nails at 4"OC, including the existing plywood edges now supported by the new flat blocking. The blocking may be fastened to the existing truss top chords with (2)I0d toe -nails each end. tnstall Simpson ccil strap as shown il] SK-1. 4, Install 1/4" lag screws through new or existing wall bottom plates, floor sheathing and new shim plate into the existing sill plate on the foundation wall per SK-1. , 5. Add additional bottom plates as required to accept new panel edge nailing into the bottom of the exterior wall sheathing at the three shear wall piers along the east extarior wall. The shearwall locations at-e noted on SK-2. The panel edge nailing should be as specified in the shearwall Schedule on the existing structural drawings, 6. Install new flashing and waterproofing per the Architectural details and requirements. The repair and retrofit recommendations outlined above are what would be nacessary to provide proper gravity load support and lateral load transfer to the foundation wall along the east side of the building based on our limited site observations and review of the existing structural drawings. DEI reviewed the east exterior wall conditions at the main floor level only and did not complete an evaluation of the entire building or other portions thereof. The building owner should consider further selective demolition on the north and south sides of the building at the main floor level for verification of adequate gravity load support and lateral load transfer as they may have similar deficient framing conditions and may require similar repairs. DEI's review Is specific to the areas addressed in this letter and does not provide warranty, either expressed or implied, to the building, the reliairs, or conditions and commentary observed while onsite. Also of significant concern is the likelihood of a significant reduction in shear capacity of the joist dLe to the pioxinAity of the damage to tt:e joist support, where shear su-ess._s are greatest. MEMORANDUM CITY OF EDMONDS PLANNING DIVISION To: Bob Alberts, City Engineer From: Robert Chave, Planning Manager Subject: Sidewalk at 120 3rd Avenue South Date: August 19, 1993 The applicant requested an exception from the code standard for a minimum sidewalk width of seven (7) feet for the project at 120 3rd Ave South. The reasons for granting the exception include an ADB recommendation for a planting strip and the fact that a nearby property has a sidewalk only five (5) feet wide. The code requirment is subject to review and approval by the Planning Director and City Engineer pursuant to ECDC § 18.90.030(3). I do not recommend approving the exception because the wider (minimum 7-foot) sidewalks are needed in the downtown area to provide an adequate pedestrian environment to support future downtown activity and development. While five (5) feet may be adequate for a single family residential neighborhood, it is not adequate to support the higher pedestrian volumes in a downtown business district. It is my understanding that if the planting strip is not provided, at least a 7-foot-wide sidewalk can be constructed. The building will be located on the west side of 3rd Avenue, one half block south of Main Street on a 0.29 acre site. The proposed structure will have two stories of office use totalling 8,000 s.f. of leasable space.' .The top floor of the proposed building will house .4 condominiums. Existing Street System The building site is located in downtown Edmonds:. These surface streets provide access to the various commercial sites and residences in downtown Edmonds. The streets also provide access to. the Washington state ferry terminal at the west end of Main Street where the Kingston Ferry makes regular departures. As a result, the major routes are under jurisdiction 'of Washington State Department of Transportation (WSDOT). The project is enclosed by state -highways.. SR-524 begins at the ferry terminal, and consists of Main Street west of 3rd Avenue and 3rd Avenue north of Main Street. SR-104 also begins at the ferry terminal and proceeds south on Edmonds Way and provides access to SR-99 and 1-5. A spur of SR-524 begins on 3rd Avenue at Main and includes 3rd Avenue to Dayton and Dayton to Edmonds Way. Trip Generation The total number of vehicle trips expected to be generated by were determined using the ITE Trip Generation Manual, 5th Edition, 1991. The expected trip generation was determined based on the number of condominium units and the square footage of the office building. The ITE Trip Generation Manual also provides information regarding situational and local traffic characteristics that can influence the number of expected trips. Factors prevalent that would reduce the trip generation are; the proposed building contains multiple uses, • Mr. Gordon C. Hyde Engineering Coordinator Page 2 is located in downtown Edmonds within walking distance of other offices and services (banks, restaurants, etc), and is served by public transit. The following trip generation reductions were applied to the office building trip generation: Multiple use - 5% Availability of local services - 10% Availability of transit facilities (bus & ferry) - 10% By-pass or multiple trips - 10% Total reduction = 35% The expected trip generation from the proposed building is shown in the attached table. Trip Distribution The project fronts 3rd Avenue. The vehicular entrance to the proposed building is located on the alley on the west side of the building. Primary access to the building entrance is expected to be provided by the alley between the entrance alley and 3rd Avenue located on the north side of the building. Additional public access via alleys is also provided south to James Street, north to Main Street and west to 2nd Avenue. Trip distribution for average daily traffic and the PM peak hour traffic as provided in.the ITE Trip Generation Manual is shown on the attached Trip Distribution map. The basis of trip generation is that approximately half the traffic will access the site via Edmonds Way south of Edmonds. The remainder of the traffic is expected to travel by major routes to and from north, major routes to and the east, and a smaller portion diffused through the City of Edmonds surface streets. For that traffic travelling to and from Edmonds Way, the two routes prevalent routes available are Edmonds Way south of Dayton and 5th Avenue south of Dayton. Neither route exhibits a clear advantage with respect to travel time. The 5th Avenue route does provide more convenience for traffic exiting the site. The projected PM peak hour traffic generation of 21 PM peak hour trips generated by the project is shown in on the attached Trip Distribution Map. Due to the various access options described above, it is unlikely that any segment of the WSDOT road system immediately adjacent to the project will have 10 or more PM peak hour trips. It is estimated that the segment of SR-104 southeast of its intersection with 5th Avenue where the two access options merge will have the greatest number of PM peak hour trips, but will still be less than 10 PM peak hour trips.
