A horizontal separation of at least 16 inches or. a pony wall, from the floor to at least 16 inches above the sink basin, is required between the raw meat/poultry/seafood preparation sink and the vegetable preparation sink. The only acceptable. option to the pony wall, other than the 1.6 inch horizontal separation, is the use of a partition of at least 1 % inch in thickness (similar to the partitions in restroom stalls) from the floor to at least 16 inches above the sink basin of a material that is waterproof. If this option is used it must also be shown on the floor:plan along with an accurate description of the material to used and method used for installing and securing the this partition. 8. A horizontal separation of at least 16 inches or a vertical partition 16 inches in height is required between the handwash sink and all food preparation areas. 9. The hot water for the facility must not be used, at any plumbing fixture, for a minimum of 6 hours prior to the preoperational inspection. This is required so that proper testing of the 15-second time requirement for hot water availability can be completed. 13. All food service equipment, both new and used, must be listed by the National Sanitation Foundation (NSF) or equivalent for its intended use. Used and new refrigeration must be capable of holding food at temperature of 41 °F or below. 14. Used equipment is subject to onsite inspection to determine acceptability for use in the proposed food service establishment. Used equipment must be clean, in proper operating condition, and in good repair. Used refrigeration must be capable of holding at a temperature of 41°F or below. 15. The proposed menu indicates that eggs and steak will be served. When raw or undercooked meats, eggs, fish, or seafood and/or unpasteurized juices are offered for service or for sale as ready to eat a consumer advisory must be available. The raw or undercooked meats, eggs, fish, or seafood and/or unpasteurized food items must be clearly identified as raw, undercooked or unpasteurized on the menu, product label, or on a sign clearly visible to the patrons. The sign, product label, or menu must also indicate the increased risk of food borne illness associated with the consumption of raw, undercooked, or unpasteurized food items.'Whether on the menu, the product label, or on a sign the consumer. advisory must be clear and easily readable. A copy of the consumer advisory that will be used must be submitted prior to the request for a preoperational inspection. Approval to open will not be given without submittal and approval of the consumer advisory. 16. Extra wall protection is required on walls behind all sinks, including restroom handwash sinks, and food preparation. counters and tables. A 16-inch high backsplash of plastic laminate, fiberglass -reinforced plastic or equal is acceptable. A backsplash higher than 16 inches is required on the wall behind counter top equipment taller than 16 inches. Floor to ceiling protection is required on the wall behind dishwashers. Wall protection behind mop sinks must cover the entire splash zone. Plastic coated hardboard is not acceptable. 17. All floors in the kitchen, food preparation, food service, food storage, and dishwashing areas must be surfaced with a durable, nonabsorbent, easily cleanable material. Expansion joints, seams, saw cuts and the like in concrete floors in all areas, including customer seating areas; must be filled and sealed so as to provide a smooth and cleanable surface. 18. The ceiling above the food preparation areas must be non -perforated, nonabsorbent, smooth and easily cleanable. 19.-Cab inet'shelving must be nonabsorbent, smooth and easily cleanable. Please -note that the use of screw -on type Wye' adaptors at the mop sink faucet for use with chemical dispensing systems is prohibited. The following text explains in further detail the City's interpretation of the sign code as it applies to the Harbor Square property. Signs in the City are regulated by Edmonds Community Development Code (ECDC) Section 20.60 (available at http://www.mrsc.org/me/edmonds/Edmond20.html#20.60). Note that this site was rezoned with a contract rezone to General Commercial (CG), and one of the conditions of approval of the contract rezone was that sign area would be calculated using regulations for the Community Business (BC) zone. The maximum total permanent sign area for allowed or permitted uses in the BN, BC, and CW zones shall be one square foot of sign area for each lineal foot of the wall containing the main public entrance to the primary building or structure located upon a separate legal lot. 4. The maximum number of permitted permanent signs is three per site, or one per physically enclosed business space on commercial sites with multiple business tenants, whichever is greater. The total sign area of all signs permitted on -site must also comply with the maximum total permanent sign area specified in this chapter. Paragraph A 1 is interpreted by the City such that the longest frontage of the entire building that contains the main public entrance can be used to determine the maximum amount of signage for the entire building. In this instance, the building contains four main entrances. The site plan you submitted shows that the south face appears to be the longest face of the building, contains one of the main entrances, and measures 250 linear feet. This means that all the permanent signage for all the tenants of the building can not exceed 250 square feet. The City has typically limited sign size for each tenant at this site to a size equal to the number of linear feet of exterior frontage the tenant has along the outside of the building. In this instance, where the tenant does not have any exterior frontage (this is the first time this situation has arisen at this property to my knowledge), the DATE FAXED U /A ( PAGE OF i City will limit the size of the sign to the amount of square footage equal to the amount of linear frontage the tenant has along the interior public corridor of the building. The memo from Jamal Mahmoud in Engineering indicates agreement with the methodology used in the analysis (performed by Reid Middleton). As I stated in previous correspondence, we will continue to treat minor modifications to buildings within Harbor Square as minor changes which do not trigger modifications to the Harbor Square Contract Rezone or EIS (an example of this would be the 1,800 square foot addition you and Warren mentioned for the Athletic Club), and that these would be able to obtain permits. More specifically, so long as the cumulative traffic impacts of existing development and new additions do not exceed the impacts identified in the original EIS, then you have cleared that hurdle. This assumes that minor projects will only have a potential traffic impact and that other impacts are already addressed in the EIS. The 3,874 trips (page 40 of the EIS) appears to be the level of trips which was used for the original analysis of impacts considered in the EIS. As shown in the Reid Middleton analysis, current traffic levels are at approximately 2,999 + 17 = 3,016, which is less than the 3,874 trips estimated in the EIS. The memo from Jamal did indicate that a traffic analysis for specific projects may be requested by the State, and that there is a question regarding the vacancy rate for the hotel. Please be aware that the Engineering Division is creating standard mitigation fees to compensate for traffic impacts generated by development. If your proposal is submitted prior to adoption of those standards, it may be subject to little or no cost for mitigation of traffic impacts.
