The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are. or may be, present on the subject property. Edmonds, WA 98020 Dear Madam/Sir:- A recent application for a remodel brought up the issue of lot coverage within the Elm Place Planned Residential Development. Most residential zones have a limit of 35 percent of the lot which can be covered with buildings or structures. In Planned Residential Developments (PRDs) the limit can be raised as part of the overall plan of the PRD. In the case of Elm Place, though setbacks were reduced to zero on all but the street setback which would allow for more of the lot to be covered with structures, the 35 percent maximum lot coverage requirement was not changed. This causes a problem when homeowners bring in plans for additions to their homes in Elm Place. In order to allow for additions to homes, we have made an interpretation that the 35 percent coverage rule shall apply to the Elm Place PRD as a whole. The following page shows our calculations, which were made with the assistance of the computer. What we determined is that if each homeowner is given an equal right to develop their lot, they would be able to cover 75 percent of their lot with buildings or structures. Our intent is to allow the 75 percent lot coverage for each lot owner. If an owner wishes to exceed this 75 percent lot coverage limit, we would require that they provide us with more specific information showing how much of the entire PRD is currently covered with structures before we would be able to approve the higher coverage. The total for the entire PRD, excluding streets, is 35 percent coverage. Please be aware of this decision as you review proposals before the Homeowners Association. anticipate that the 75 percent lot coverage will be quite adequate for most homeowners in Elm Place.
