The Critical Areas Checklist contained on this form is
to be filled out by any person preparing a
Development Permit Application for the City of
Edmonds prior to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable City staff to
determine whether any potential Critical Areas are. or
may be, present on the subject property. The
information needed to complete the Checklist should
be easily available from observations of the site or
data available at City Hall (Critical Areas inventories,
maps, or soil surveys).
An applicant, or his/her representative, must fill out
the checklist, sign and date it, and submit it to the
City. The City will review the checklist, make a
precursory site visit, and make a determination of the
subsequent steps necessary to complete a development
permit application.
Please submit a vicinity map along with the signed
copy of this form to assist City staff in finding and
locating the specific piece of property described on
this form. In addition, the applicant shall include
other pertinent information (e.g., site plan, topography
map, etc.) or studies in conjunction with this Checklist
to assist staff in completing their preliminary
assessment of the site

Dear Madam/Sir:-
A recent application for a remodel brought up the issue of lot coverage within the Elm Place
Planned Residential Development. Most residential zones have a limit of 35 percent of the lot
which can be covered with buildings or structures. In Planned Residential Developments (PRDs)
the limit can be raised as part of the overall plan of the PRD. In the case of Elm Place, though
setbacks were reduced to zero on all but the street setback which would allow for more of the lot
to be covered with structures, the 35 percent maximum lot coverage requirement was not
changed. This causes a problem when homeowners bring in plans for additions to their homes
in Elm Place.
In order to allow for additions to homes, we have made an interpretation that the 35 percent
coverage rule shall apply to the Elm Place PRD as a whole. The following page shows our
calculations, which were made with the assistance of the computer. What we determined is that
if each homeowner is given an equal right to develop their lot, they would be able to cover 75
percent of their lot with buildings or structures. Our intent is to allow the 75 percent lot coverage
for each lot owner. If an owner wishes to exceed this 75 percent lot coverage limit, we would
require that they provide us with more specific information showing how much of the entire
PRD is currently covered with structures before we would be able to approve the higher
coverage. The total for the entire PRD, excluding streets, is 35 percent coverage.
Please be aware of this decision as you review proposals before the Homeowners Association.
anticipate that the 75 percent lot coverage will be quite adequate for most homeowners in Elm
Place.

The project is now substantially completed in your area. Completion of ground restoration should
be done by Friday, June 9, 1995. '
The temporary patch work for the homes on Elm Street will remain this way for several months, at
which time the road will be completely resurfaced. This is to allow time for any settlement that may
occur. Questions may be addressed to Jim Roberts at 771-0220, extension 321, on this issue.
The road at 6th and Birch will remain with temporary patching material for several months, due to
the ground water in this area. I feel this may be an eye sore, but this will allow adequate time to
have any settlement occur before the road is permanently patched.
All other aspects of the project restoration have been completed. If you have any questions or
concerns, you should direct them to my office as soon as possible. Otherwise, the project
restoration will be considered completed.
