There were employees here approximately5:05 p.m. and the floor was very dark. The EXIT lights were illuminated (on battery backup/generator power) but did provide the requisite illumination to safely exit the building. IBC 1206 requires that "means of egress illumination be provided at all times the space is occupied". i The exit signs are already on the generator circuit but they are dispersed between both floor exits and probably would not adequately illuminate for that purpose. The switch on the ceiling near with each curtain only functions to raise it back up after it has been deployed. All curtains operate independently of each other, and smoke at the detector on one floor will not affect any other floor's curtain. A system alarm will not automatically drop the curtains, but the activation of any curtain by its smoke detector will set off the building fire alarm system. I'm glad this concern came up because I think it brought us also some good understanding about how this part of the City Hall fire alarm system is set up to operate. I can tell it was a controlled incident because they immediately were able to tell me how long to expect it to last when I called them upon hearing of the outage. At times when the cause is unknown, I have always received the response early on that they had crews on the way to assess the problem and could not provide any estimates. In any case, the conversation I had with my supervisor, Phil Williams, shortly after the restoration reminded me of how many new people there are in City Hall over the past few years. The installation of the City Hall generator dates back to 2006 and I am certain several folks will be surprised to hear it was never intended to provide coverage to the entirety of City Hall during an outage. The attachment here shows what is automatically powered by the generator and what we can additionally power with the use of extension cords and floor lamps. For each of the floors, the drawings show where lights and receptacles will have power from the generator. Lights are the black circles with a cross through them and receptacles are the black circles with two parallel lines. There are places that have both lights and power and places that have one, the other, or neither. A few years after this generator was provided, I was asked to come up with an estimate of costs to enable it to power the whole building. While the existing generator is large enough for the lights and receptacles, it is insufficient to carry the additional load to heat the building too. The initial estimate to add the remaining receptacles and lights at that time was $75,000, likely more today. Logically, about the only way this work could be done while keeping City Hall operational would be if it was performed at night, so that would have a major effect on the ultimate cost of making this change. Understanding that most prolonged outages happen in winter when a building without heat would not remain long useable, but also understanding that City Hall lies in an area of Edmonds that is not subject to prolonged outages, we concocted the power distribution plan to allow additional offices to stay in operation for an indefinite period during a significant outage. This is what we have depicted using the colored symbols on the attachment. Each colored line represents an extension cord of a certain length, and each green circled L represents a floor lamp placement. The idea is that Facilities Maintenance has stockpiled these items at City Hall and we would use the extension cords to power UPS units for computers in offices, and lamps would mostly plug into these units as well. Since we formulated this plan in 2008-09, we have once needed to break out the cords and lamps, and it was for a partial day. The largest windstorm in the last decade, which many have termed the Windzilla Storm in late 2006 (my own home was without power for three days), was resolved for City Hall the following day. That's not to say we are immune, only to speak to the relative risk. Obviously the original layout for power and lights was influenced by fire administration on the third floor. I still plan on setting out cords and lights with the plan for the third floor here because I cannot run extension cords between floors and any vacant space on the third floor could be of use to an individual on another floor whose office would otherwise remain in the dark. One of 1 the first is to verify that there is a payback through deletion of existing telephone lines or avoidance of adding more phone lines to meet our building needs. The best answer I have is someone may have been dusting their work area on the 2nd floor. The airborne dust can activate a smoke detector which is what happened today. On a side note be careful not to overcook any food items in the kitchen areas on the floors. Smoke from burnt popcorn will travel to the detectors and cause evacuation of the building. You may have noticed none of the windows in this building open. This is even more reason not to leave any cooking unattended. We still must dial 9"911" because the alarm is not monitored off site yet. The smoke -containment system shall be installed by factory trained personnel. B . The Installer shall provide and install the following complete system: 1. HOUSING: 10" deep x 10" high rough opening (4" high x 10" wide rewind motor top or side mount, see note 24 or 25 below) x various width, 20 gauge primed metal container with a primed metal hinged door and l2v DC rewind motor provided and installed by installer. Housing connected to backing plate mounted to face of hoistway wall by installer. Contractor shall provide clear paintable silicone sealant along bottom edge at wall after housing is set. CURTAIN: 2 mil reinforced polyimide film attached to continuous flexible magnets along each vertical edge by installer._ Curtain is rolled around a 4" diameter aluminum cylinder. 3. AUXILIARY RAIL: Hoistway door frames that are non-ferrous, stainless steel, brass, bronze, aluminum or do not have a flat 2" face profile require a'2" wide primed flat metal rail and sub rail mounted to hoistway wall by installer directly outboard and adjacent to hoistway door frame. Contractor shall provide clear paintable silicone sealant at inside and outside edge of rails after rails are set. Typical (2) for each smoke containment unit. Painting by contractor, see painting note. 5. CONTROL STATION: Single units: 16" x 10" x 5" NEMA 1 box for each smoke containment unit provided and installed by installer. Grouped units on a common floor activated by a single smoke detector require a Multiple Activation Control Station (MACS) 20" x 10" x 5" NEMA 1 box, and one additional control station for each additional unit provided and installed by installer. 6. REWIND SWITCH: Spring type single or double pole switch, battery monitor LED and stainless steel cover plate provided by manufacturer and installed by installer. Multiple units on a common floor activated by a single smoke detector are limited to (2) units per rewind switch. C. The General Contractor shall complete the following Scope of Work for each elevator hoistway door opening in accordance with code prior to installation of the smoke containment system: 7. HOUSING MOUNTING AREA: Contractor shall provide a clear, level, and unobstructed area flush with the finished wall 14" high x full width of housing located above each elevator hoistway door. For new shaftwall construction, contractor shall provide and install 20 gauge metal backing full height and width of housing in each housing mounting area. Contractor shall remove trim and other objects that extend into swing path of housing door. Contractor shall remove ceiling and grid in area designated for housing and provide adequate working clearances and rough opening dimensions. 8. CURTAIN INSTALLATION AREA: Contractor shall install lobby side of elevator shaft plumb, level, true, and straight with no distortions. Contractor shall remove all obstructions and projections with housing width centered on hoistway door from bottom of housing to lobby floor. Remove all trim and projections within 3" beyond the outer edge of hoistway door frame or auxiliary rail. Where auxiliary rails are required, hall call stations that are located within the area of auxiliary rails must be relocated. 9. CONTROL STATION AREA: Contractor shall provide a clear, level, unobstructed, and accessible area located near each elevator hoistway door. 08300-5 Smoke Containment System 10. ELEVATOR HOISTWAY DOOR FRAME: Elevator hoistway door frames shall be fire rated 16 gauge steel. Maximum hoistway door opening for a listed smoke containment system is 48". Hoistway door frames that are non-ferrous, stainless steel, brass, bronze, aluminum or do not have a flat 2" face profile require auxiliary rails. Field painted door frames require stripping of paint and repainting by contractor as described in painting note. Factory painted hoistway door frames require no additional prep unless scheduled to be field painted. 11. VALANCE AND CEILING RECESSES: Contractor shall locate bottom of valence or ceiling flush with top of housing door hinge after smoke containment unit is set. Do not attach to housing. Extend 1-hour rated enclosure around housing as required. 12. CLEARANCES: Contractor shall provide adequate working clearances and minimum rough openings for all material installed by installer. Clearances for all electrical items shall be provided by contractor and maintained to meet code. Elevator position indicators projecting beyond wall more than 1" beyond wall surface shall be relocated by contractor. Contractor shall relocate position indicators where housing is mounted directly above hoistwav door. Contractor shall hold valence or ceiling 1/4" away from housing door hinge, minimum. 13. PAINTING: Contractor shall patch wall surfaces and provide a bead of clear paintable silicone sealant adjacent to the auxiliary rails, cove base and housing then shall paint all wall surfaces adjacent to housing and auxiliary rails. Do not field paint frame, auxiliary rails, cove base, housing, housing door or hinge without first contacting installer. Do not paint housing door shut or fill hinge with paint. Field painting hoistway door frames, auxiliary rails, and cove bases will require stripping of existing paint to base metal and repainting with a sprayed 0.005 inch thick maximum paint resistant to 4000 F. Use Valspar Hi -Heat Silicone Coatings or Sherwin Williams Flame Control 850 Series or manufacturer approved alternate. Factory painted hoistway door frames do not need to be field painted. 14. ACCESS PANELS: Contractor shall provide full and permanent access to meet code at each control station and all junction boxes. 15. SMOKE DETECTOR: Contractor shall provide smoke detector complying with UL 268 at lobby ceiling per code, equipped with an auxiliary normally open contact and supplied with battery backup or emergency power. Smoke containment system is connected to the local detector, not the general alarm. No voltage shall exist across the auxiliary contact. 16. CONTROL PULL BOX: Provided and installed by contractor. (1) Four -square deep box to pull the smoke detector, rewind switch, and housing wiring through to the control station. 17. 120 VOLT AC POWER: Ground provided and terminated by contractor. Locate 120v AC power junction box above each hoistway door in close proximity to the control station area where shown in the drawings. Contractor shall hardwire control station disconnect (provided by manufacturer) after control station is set by installer. 18. REWIND SWITCH J-BOX: Provided and installed by contractor. Locate a four -square deep box with single gang mud ring for each smoke containment system in visual proximity of smoke containment system where directed by architect. See below for grouped units. 19. ALARM CIRCUIT: Provided and installed by contractor from the normally open auxiliary contact of the lobby smoke detector to control station through control pull box. See below for grouped units. 20. REWIND / BATTERY CIRCUIT: Provided and installed by contractor from rewind switch J-box through control pull box to control station. The taller the buildins and the colder the outside temperature, the greater the "stack effect" draft in the hoistway shaft. Because the elevator shaft connects directly to all major exitways, smoke can be quickly drawn into exitways far from the source of the smoke. The NFPA FIRE INVESTIGATION REPORT of the 1993 World Trade Center bombing concluded, "smoke movement through the elevator shafts with closed doors and intact enclosure walls also contributed to the vertical smoke movement in Tower 1 and was the primary means for smoke travel to the upper floors in Tower 2 and the Customs House." Accorclinv to the U.S. Fire Administration, smoke is the leading cause of death and damage in a fire. 75% of the people who die in building fires are victims of smoke inhalation. Most deaths, injuries and damage attributed to smoke occur above the fire floor. Every year, in the United States, there are over 25,000 fires in mid -rise buildings and 4,500 fires in high rise buildings, resulting in 200 deaths, over 3,000 injuries, and causing approximately $3 billion dollars in property damage. Recosnizins the potential danger, the Uniform Building Code (UBC) has required the use of an enclosed lobby to separate the elevator hoistway from the rated exitway since 1979 in high rise buildings. The solution was so widely accepted that in 1991, lobby separation was required in mid -rise buildings as well. From a code standpoint, this lobby can only be used as a means of egress in a fully sprinklered office buildins. Therefore. additional corridor space must be used to circumvent the enclosed lobby, because it conceivably will be tilled with smoke during a fire. In 1993, the Smoke Guard System was officially recognized as a "tight -fitting smoke- and draft -control assembly" when used with a rated hoistway door and frame. This unique combination eliminates the requirement for the enclosed lobby in mid -rise buildings and allows the enclosed lobby to be used as a means of egress in high rise buildings. The Smoke Guard System should be used in renovations where space is tight and in new construction where cost, usable area and aesthetics are important design considerations. Smoke Guard consists of a 2 mil roll of transparent reinforced Dupont Kapton - film connected to a continuous flexible magnet along each vertical edee. The system is equipped with a supervised 12 volt DC battery to provide reliable secondary power during an emergency situation. A 12-voft motor rewinds the film back into the housing. S. Materials: 1. Film: The film is Dupont Kapton Type 200 HN, a poly- imide plastic film with a transparent orange color. The film Is 2 mils thick and is reinforced with 200 denier Nomex Aramid filament yarn spaced 1/4 inch each way. 2. Magnets: Magnet strips are attached to each longitudinal edge of the film. The strips measure 21/2 inches wide and are 1/ inch thick, utiliz- ing a Type PM14 multipole flexible magnet of energized ferrite in a nitrite rubber binder exerting a minimum force of 1.4 MGOe., The strips are manufactured by 3M Electrical Specialties Division. The magnets are attached to the film using 1/2. to 1-inch-wide by f/g- to 3/16-inch-thick continuous beads of silicone sealant, In addition, two 1/8-inch-wide strips of 0.002-inch-thick elastomeric adhesive are attached at third points along the length of the strong face of the magnet. 3. Nonferrous, beveled or field -painted frames will require auxiliary steel side ralls. To surface mount the units, a 2-inch by 20-inch sheet metal angle is attached to the wall In an approved manner 71/2 Inches above the elevator door frame. The Smoke Guard system container is then attached to the angle. The joint between the container and the doorhead frame is sealed with silicone sealant. McComas, Fire Marshal Fire Detection/Alarm System, Executive Building To provide a basic fire alerting system for our building I propose that the following equipment be installed: • Manual fire alarm boxes. Manual fire alarm boxes should be distributed throughout the building so that they are readily accessible, unobstructed, and are located in the normal route of travel from every exit from every level. • Control Units and annunciator panels. Shall be designed, installed and maintained in accordance with the code. • Alarm initiation and signal. When activated, fire alarm -initiating devices shall activate an alarm signal which is audible and visual throughout the building. This level of protection would allow anyone discovering a hazardous situation in our building to alert everyone simultaneously, so that evacuation will not be delayed. Beyond the basic protection described above I also recommend that we consider the following enhancements, in order to provide automatic detection: System smoke detectors in all corridors and exit enclosures. System smoke detectors in all office areas. Heat detection in all storage areas, mechanical spaces and bathrooms. Connection to a twenty four hour monitoring agency. In the past city forces have designed and installed similar systems in city buildings, but because of the size and complexity of our new administration building, it may be desirable to have a private contractor design and install the proposed system. Phase 1 is activated by the key switch at the main recall floor, at a remote panel, and by the smoke detectors at each elevator entrance, the top of the"hoistway, and the elev- for machine room. Smoke detectors. shall be mounted within ten feet of the elevator doors. 2. The main recall floor is where the fire department would enter the bldg. in an emerg- ency. 3. The alternate recall floor is any other floor the fire dept. chooses. 4. The smoke detector mounted at the top of the hoistway shall not send the elevator to the bottom floor. 5k The elevator can be run under normal conditions while the smoke detectors are still in alarm by turning the Phase 1 key switch to the bypass posistion. 6. To reset the Phase 1 recall, clear all smoke detectors, with the elevator at the main recall floor or at the alternate recall floor turn the Phase 1 key switch to the Bypass posistion and then to the off posistion. This is the only place the Phase 1 recall can be reset. Phase 2 ( Firemans Service) 1. The Phase 2 key switch is located inside the elevator car. Phase 2 can only .be activated when Phase 1 is in effect. The Phase 1 key can be used to activate Phase 2. Turn the Phase 2 key switch to the on posistion. 2. The elevator door open and close buttons are constant pressure for Firemans control. (peek -a -boo -feature) 1. If a call is entered by mistake, you can cancel the call by pushing the call cancel button. 4. When you go to another floor to investigate turn the Phase 2 switch to the hold posistion and put the key in your pocket before you leave the elevator. 5. To have equipment brought up to you while you stay at the floor, Turn the Phase 2 key to the to the off posistion, the elevator will return to the recall floor. Shunt Trip 1. The FA system is doing it's job. Gene discovered that the alarms were not system failures, but smoke detector trips during periods when the building heat pumps were "asleep". The temperatures have been cold enough to trip the floor thermostats of electric heating elements that have accumulations of dust from non-use during warmer WX. Gene tells me that burning the dust off from the electrical elements will be a part of the future pre -season building maintenance. Gr4 Building Official DATE: February 26, 1996 RE: 121 5th Avenue North, City Hall Building Enclosed please find a copy of my plan review notes dated 2/13/96 for the meeting I had with the professional consultants on the 121 Building. I reviewed the 1976 UBC and the consultant report and noted items that were required under the 1976 code that should have been installed during the original building construction, for example, the garage mechanical ventilation. I would recommend that most of the missing building code requirements be installed during our remodeling with some being deferred to 1997. From the meeting it was apparent that several design consultants' are going to try to convince you to upgrade their items. For example, the mechanical consultant believes the entire mechanical system should be changed out and the structural engineering consultant has two proposals for seismic upgrades. Neither of these items are required by code. Also, there still seems to be some confusion on the stairs. The existing north and west stairs met the code for the original construction as an office use. Even though we may designate the building as a "public building" the Uniform Building Code does not make such a distinction. The "public" importance within the code is geared more to "assembly" uses within buildings and things like ventilation and toilet facilities are affected. So the stairs may remain as -is. However, I would recommend some alterations be made to bring the stairs closer to current code for example; install plexi-glass to reduce the spacing between intermediate rails from 9" to 4"--such minor alteration would not require a complete stair upgrade. On a sidenote, there is one missing handrail on the north stair lower section that we should replace prior to occupancy. Also, since several staff members have asked me I would like to let you know that in each of these rated stair enclosures there may be no use of enclosed useable space under the stairways nor shall the open space under the stair be used for any purpose. I am available to discuss required code items, budgetary concerns, planning for City improvements, etc., for the new building if I can be of assistance. EXISTING LATERAL FORCE RESISTING SYSTEM The lateral force resisting system for this building include moment frames in the North South direction along grid lines A and D and shear walls in the east -west direction along grid lines 1 and 7 as shown in Figure.1. The shear walls consist of 10" concrete basement walls and 8" fully grouted masonry walls above first floor. Preliminary analysis of the building indicate that the shear walls have adequate strength to resist seismic loads. There are two types of columns used in the moment -resisting frame. They are the 14"xl4" columns and the wall pier columns which have a typical cross section dimension of 12"x42" (see Fgiure.2 for column locations). It appears that the 14"xl4" columns are gravity columns and are not part of the lateral force resisting system. 2. SEISMIC LOAD COEFFICIENT Rw Current UBC classifies Concrete Moment -resisting Frames as following. Rw=12 Special Moment -Resisting Frames for seismic zones 3 and 4 Rw=8 Intermediate Moment -Resisting Frames for seismic zone 2 Rw=6 Ordinary Moment -Resisting Frames for seismic zone 1 The Rw value reflects the requirements for member strength and ductility. The higher the Rw is, the more stringent the ductility requirements are and the lower the design seismic force is, as demonstrated in Figure.3. The existing moment frames was designed as Special Moment -Resisting Frames per 1976 UBC code. But, they do not meet all the ductility detailing requirements of 1994 UBC code as discussed below. It is DCI's opinion that Rw=8, should be used to determine the design seismic loads. 3. SEISMIC IMPORTANCE FACTOR I This building was designed for an office building with seismic importance factor of I=1.0 which is considered to be adequate to provide substantial life safety. However, after a sever earthquake, the building may have major structural and non-structural damages to cause operational disruption and may require significant retrofit prior to re - occupancy. If the building is expected to remain occupied and remain functional immediately after an earthquake event, a higher seismic importance factor, I=1.25, should be used to check the strength of the existing building. This will increase the design force by 25%, as shown in Figure 4. However, the structural safety of the building should be substantially improved. 4. DEFICIENCIES IN THE MOMENT -RESISTING FRAMES Column Width -to -Depth Ratio Per 1994 UBC section 1921.4.1.2, the width -to depth ratio shall not be less than 0.4. The minimum width for a 42" deep column shall be 16.8". All 12"x42" columns do not meet this requirement and should be classified as wall piers per 1994 UBC section 1921.6.12 which are not recommended to be used for Special Moment -Resisting Frame. Column Transverse Reinforcement Per 1994 UBC section 1921.4.4.1.2, the minimum transverse reinforcement is required at column -beam joints to ensure column ductility at connections. The existing 12"x42" column has 60% of the transverse reinforcement required by current code. 14"x14" Columns Current UBC code requires that the flexural strength of columns shall be 20% greater than the flexural strength of the beams connected to them. All 14"xl4" columns do not meet this requirement. However, it appears that these columns were not included as part of the lateral resisting system since the big 12"x42" columns would be adequate to provide both strength and stiffness per 1976 UBC code. Beam Flexural Reinforcement Splices Per 1994 UBC section 1921.3.2.3, lap splices shall not be used within a distance of twice the member depth from the face of joint. Hoops spaced at 4" shall be provided over the lap length. However, existing beams have bottom reinforcement spliced at the face of joint and hoops spaced at 6" are used for all lap splices. 5. OTHER CONCERNS Bearing Shear Walls The shear walls along grid line 1 and 7 are also bearing walls supporting 14' of tributary floor area. If they are considered as bearing wall system, Rw=6 need to be used to calculate the design seismic forces. Furthermore, 1994 UBC section 1628.3.3 requires to use Rw=6 for both direction. This will increase the seismic design force for the moment -resisting frames by 1/3 as illustrated in Figure.3. However, if independent gravity frames can be added along grid line 1 and 7, Rw=8 can used for both shear walls and moment -resisting frames. Discontinuity in Chord Members It is essential to have a continuous chord member between the shear walls on either side of the building. The perimeter beams along grid line A and D would be good for the chord members. However, the existing drawings indicate that those beams are interrupted at the entry and at the elevator openings on second and third floors, as shown in Figure.5. Additional steel struts may be required, if alternate chord members cannot be found in the existing structures. Masonry Veneers It appears that the masonary veneer wall on line D has been remodeled and some defects are reported in the previous study. Although the masonry veneers are not part of the lateral force resisting system, adequate gravity and lateral supports shoulded be provided to prevent any local structural and non-structural damages. 6. SUGGESTED SEISMIC STRENGTHENING APPROACHES It is obvious that the 14"x14" columns are lack of the required strength and ductility to be counted as part of the moment -resisting frames. Instead of disqualifying the entire frames as suggested in previous study by Whiteley Jacobsen and Associates, we think that those 14"x14" columns can be treated as gravity columns and all other columns/wall piers (12"x42" columns) can still be used as part of moment -resisting frames. Recognizing that beams and columns do not 100% meet the ductility requirements per 1994 code, we suggest to use a lower ductility coefficient, say Rw=8 which is use for intermediate moment -resisting frames per current code. It has to be pointed out that additional gravity frames at the bearing walls on lines 1 and 7 are need to avoid using Rw=6 as discussed in previous sections. Furthermore, if the building is required to provide operational continuity", the important factor I=1.25 should be used and the ductility of the existing moment frames should be improved. (UBC 1006.11) The stairway enclosed must be protected from adjoining window spaces for 10 feet horizontally by openings with a 3/4 hour fire protection rating. F. Doors should be self -closing or be automatic closing by acuation of a smoke detector. J. Existing doors to the stair enclosure do not have the required 18" of clearance at the strike side of the doors. ALS E 1. Ground Floor: The door leading to the outside exterior balcony from the stair enclosure is not an exit and should have a "NO EXIT" sign. The exterior balcony does not provide a continuous route of access from the building. Railings are less than required 42" in height at several locations and spaces between vertical railing elements is 8-1/2" vs. the 4" maximum allowed. ALS 1. 2. Grade changes of +/- 8" each side of the entry lobby do not have accessible ramps currently. Ramps, landings and railings on ramps over 1:20 will be required. ALS 1. 3. Toilet facilities on the first floor do not meet current accessibility code requirements and are are limited in size. If the spaces that are to be made available to the public are to be limited to the first floor, new accessible toilet facilities will be required. ALS 2&3.1. Toilet facilities on the second and third floor do not meet current accessibility standards. The following deficiencies were noted. A. Toilet room doors are only 2'8" wide and, therefore, do not provide the required net opening dimension of 32". B. The required depth dimension for vestibules is not provided at the entrance to the women's toilet room. C. The required 18" clearance at the strike side of the door to the men's toilet room is not possible because of the narrow corridor width. D. At the interior side of the entry door the corridor reduces the 12" minimum clearance to 37. E. Supply and drain piping at the accessible lavatories is not wrapped or protected as required. F. Mirrors are mounted higher than the required 40". G. Toilet stalls do not meet current standards for depth and width for floor mounted toilets. Existing dimensions are 54" wide x 57" deep. Required dimensions are 60" wide by 59" deep. H. Based on your feedback, the attached are the "approved" block plans. The consultant team will now begin to work with each of you on spatial arrangements within each of the blocks. We are proceeding carefully from the general to the specifics to make sure all of the big issues are resolved first. Issues such as shared lunchrooms and copy work rooms, how the building's reception/switchboard functions work, and staff versus public restrooms will be deliberated in the next several weeks. I have enclosed a list of important questions on how we will conduct ourselves in the new building; this was distributed to you some four months ago. Please review this information and put your thinking caps on and continue to bring forth constructive ideas. There was a question raised to me about the square footages shown on the attached drawings versus those shown the tabulations in my January 17th memo. The tabulations show only the programmed square footage, or each of your usable space. The consultant has added 35% to the tabulations to account for corridors, hallways, thickness of walls and partitions and other non -useable space. Will there be one central building receptionist/switchboard? If so, will there be other staffed reception/switchboard desks in the building? If not, how will the separate reception/switchboard functions be coordinated? I am specifically concerned about start -of -day, lunch hour and end -of -day coverage. 2. Will there be a continuation of the individual copier/reproduction functions in the new building? If not, what provisions will there be for shared/integrated copying/reproduction services? Who will oversee the administration of this function? Will there be a user committee with representation from all departments/divisions? 3. Will there be a centralization of the purchasing function? If so, how will it be administered? If not, will there be separate storage areas? Who will oversee the administration of this function? 4. Will there be a centralization of the mail distribution function? If so, how will it be administered? If not, will there be separate mail distribution assignments? Who will oversee the administration of this function? 5. What will be the protocol for operating hours of the building, of the switchboard? How will this affect the staffing and position assignments? Who will oveifsee the administration of this function? 6. 1 assume there will be a centralized archival storage system with a single point control for access and retrieval. I am budgeting staff and non -labor resources accordingly. Please inform me ASAP if this is not the case. 7. 1 am assuming that there will be a single address to be used by all tenants of the building once we occupy it All stationery, letterhead, business cards, etc. should reflect the identical information. How do we budget for this changeover if this is the agreed upon direction? 8. There are a number of fax machines being used by the various departments. Do you visualize a centralization of the fax function in the new building? If so, how? If not, what efforts are required to coordinate fax usage to be more cost-effective? 9. 1 see a great opportunity to obtain the Internet capability as we get into the new building. How do we position ourselves to gain entry in the most cost-effective manner? -- 10. There will be an increase in building operation and maintenance costs when we move into the new building. What assumptions do we make on maintaining the existing buildings(Executive, Finance, Community Services) after these are vacated? 11. Will there be a centralization of scheduling and prioritization of using conference rooms in the new building? If so, how will it be administered? If not, will there be separate scheduling/prioritizing responsibilities? Who will oversee the administration of this function? 12. Will there be a centralization of building usage management/coordination in the new building? If so, how will it be administered? MEMORANDUM August 1, 1994 TO: Mayor's Cabinet FROM: Paul Mar 0 RE: Financial Center Building Analysis -Results of July 28th Visual inspection On July 28th, Bob Alberts, Jeannine Graf, Tom King, Paul Mar, and Gary McComas visually inspected the Financial Center on 5th Ave. guided by Mr. Bill McDonald, one of the owners. We were proved with as -built drawings, up-to- date floor plans and some cost information. The following is a summary of our findings: 1. What is the structural condition of the building? Based on visual inspection, the building appears to be very sound. Does the building comply with the most up-to-date seismic codes? The building has not been assessed as to its compliance with the updated seismic code, according to the owner. What improvements must be made? There does not appear to be any required structural improvement, unless the updated seismic assessment identifies such. 2. If the building were to be renovated for a new tenant, what ADA upgrades would have to be provided? The first floor's floor differential between the north and south portions would have to be corrected with a ramp. The restrooms would need ADA related upgrades. The second and third floor restrooms are handicapped accessible but may need some minor upgrades. Based on visual observations, the first floor restrooms need major grades to meet ADA standards. 0 I If the tenant were a public agency, such as the City, would these upgrades be more than for a private sector occupant? By federal law —yes, since it is deemed a public accommodation. Based on the City's current practice, the exterior doors and doors to public assembly rooms should be fitted with handicapped accessible door openers. Parking should include 20% handicapped accessible spaces 3. If an additional elevator were to be required, where would it be best located, functionally? The elevator could be located either at the west end, adjacent to the stairwell, or at the south end of the building. Would this require additional structural work to the building? In either case, additional structural work is required. 4. if it were desirable to develop a single, centralized front entrance to the building, how would the existing trrst floor, including the numerous entrances off 5th Ave. have to be reconfigured? The double entry doors at the primary front entrance should probably be moved outward(closer to 5th Ave); it presently is 30 feet in from the edge of the building. This would create a "main lobby" effect. The five other existing entrances off 5th Ave should be closed off. 5. What is the largest possible floor area, without floor -to -ceiling columns interfering with line -of -sight, available on the first floor? on the upper floors? The structural columns are located 28 feet apart. Thus, the largest floor area(with no visual obstruction) is 28 feet wide by some multiple of 28 feet long(for example, 28x84=2,352 sq ft.). The City Council chamber could fit on the south side of the first floor in a 4,000+ floor area with possible visual obstruction from 2 structural columns. This area has the highest floor -to -ceiling height in the building, about 9-to-10 feet. K 6. Can the existing HVAC system, with its controls, appropriately service a large meeting room, such as a Council chamber? an entire floor of open landscape office configuration? If not, what improvements/upgrades are needed? There are 28 individual HVAC zones in the building. Each of the upper floor has ten zones. The first floor has eight zones. It appears, based on visual inspection, that minimal improvements will be needed. The HVAC should be able to service the Council chambers. 7. If the entire building were to be converted to a public use facility, such as a city hall, what upgrades are required to comply with fire codes? Based on visual inspection, the building appears to meet the fire code. There could be some minor "fixes" identified with a more detailed building analysis. 8. Is the building's electrical system and distribution network equipped to house a centralized computer system and a local area network to serve up to 100 computer workstations? Based on visual inspection of several occupied spaces and one unoccupied space, there appears to be sufficient electrical capacity and distribution network. In an open landscape concept, power to work stations can be obtained by routing below the floor to the designated location. There is sufficient vertical space between the floors to achieve this. The building's lighting system appears to be very adequate to service a large single tenant. 9. Assess the adequacy of the building's security system to accommodate the needs of a public use, such as a city hall. What upgrades are required? According to the owner, there is not much public traffic in the building, with the current occupants. There probably will have to be an upgrade to the security system to meet the needs for a city hall. Details of this system have yet to be worked out. 3 10. Assess the degree of difficulty to convert the existing interior spaces to accommodate the office/work station needs of the non-public safety functions current housed at the civic center. Based on visual inspection, it will not be difficult to convert the existing interior spaces to accommodate city hall functions. Most of the work, and cost, will be associated with demolishing/reconstructing floor4o-ceiling walls, carpet replacement and constructing the open landscape work stations. There are numerous existing enclosed offices and enclosed conference rooms that can be reused. The building owner presented actual cost information for a total "gut and remodel' of 2,000 sf of first floor space at about $21 per sf. Can the necessary adjacencies and functional relationships be achieved within the available floorplate? The building was constructed with a central core running east -west the length of the building. The north portion of each floor has about 6,000 square feet of open area, while the south portion has about 4,000 square feet. This could work well for the city functions. The major challenge will be to determine what functions need to be located on the first floor, since it is important to focus most of the public functions here, to reduce the amount of public access to the upper floors. 11. Assuming that the building will house all the non-public safety functions currently at the civic center plus a council chamber, what changes will have to be made in the parking/auto circulation- ingress/egress to meet code? to achieve a user friendly environment? The code states that office use with on -site customer service requires one parking space per 400 sq ft of building. The code also states that indoor places of public assembly require one parking space per four seats or per 40 square feet, whichever is greater. Assuming that the Council chamber takes 4,000 square feet and there 26,000 square feet of office use, 165 parking spaces are required to meet code. There are 81 spaces currently available on the site.(this satisfies the code under the current use). With respect to a "user friendly environment", there should be some short term on street parking near the front entrance, and possibly a passenger drop-off area in the basement. 12 12. What is the condition of the exterior of the building? of the roof? of the foundation? Are there any improvements that should be done now? The exterior of the building could use a cleaning job. Visual inspection revealed several masonry wall sections were fatigued. The roof was repaired several years ago. It may need further attention. A detailed assessment_ is suggested. The foundation was not assessed during the visual inspection. 13. Other observations. The elevator must be speeded up in order to be an effective means of vertical transportation. The two existing stairwells meet the code, but should be improved adding rails on the inboard side and strengthening the stairs themselves. Signage in the building will be very important in getting guests, visitors and the public to the proper destination without trafficking through work areas. To be ADA compliant, raised and Braille characters plus pictorial symbols should be incorporated. For a single tenant with numerous "coffee break" and lunchroom areas, the plumbing would have to be significantly modified on the upper two floors. Presently there are three ways to vertically access the'building, one elevator and two stairwells. .It may be desirable to add one elevator and one stairwell.
