The information you gave serves as primer on public oversight of projects and so forth; and we thank you for it. What prompted our questions in the first place is the fact that stuff happens at Old Milltown. • Electrical wires shorting out. • Crane uncomfortably close. • Shuddering and shaking. And just days after we began our inquiries the gas line at Old Milltown blew its cork. While we were surrounded by commotion, no one told me or any board member of potential hazards or need for evacuation. While the Bellevue crane disaster forced action (reaction) from law makers, we'd much rather see proactive measures in place to keep us out of harm's way. As you point out, however, our only remedy comes through the courts after the fact. It behooves us, therefore, to air out our thoughts for whatever they may be worth and maintain good documentation. Accordingly, we will apprise the state's Department of L & I of our concerns. We appreciate your taking the time to advise and inform. After much research, we have found that the cause may have been a flapper that needed replacement in one of the toilets. This toilet is located in a tenant area and we were not informed about the problem until it had been going on for some time. We did have it repaired as soon as we became aware of it. I have enclosed a copy of that bill also. Is it possible to get an adjustment on that billing, as the tenant did not inform us that there was a problem. Representing the City of Edmonds, I presented drawings of the cabin for discussion. One drawing showed all elevations and depicted specific logs that must be replaced. The second drawing illustrated details for the foundation and roof repairs. All references from the City of Edmonds had been removed from the drawings. Mary indicated that the committee has received permission from the City to proceed with the project. I noted that the eventual contractor will be required to follow all the City requirements including obtaining all required permits. The review process is typically three to four weeks. All City permits will be issued at no fee. AP Von Meter suggested that the autocad files for this project be e-mailed to him so that corrections can be integrated into the drawings. Of Public Works Edmonds, WA 98020 RE: STREET TREES FOR THE M..AVENUE YLAZA BUILDING AT ,121 FIFTH AVENUE NORTH The Architectural.Design Board at its June 4, 1980 meeting approved five flowering crabapple trees for the 5th Avenue Plaza building. The crabapple trees unfortunately did not survive. On July 16, 1980, Jim Dunn, of Kinderfather, Chaffos, Dunn Architects, called and asked whether or not trees to match those in front of the Milltown complex could be planted at this location. I told Mr. Dunn as a replacement were also to be take over their that Liquidamber Styraciflua-Sweetgum were acceptable as long they were 1 3/4" caliper and staked. They maintained for one growing season before the City would maintenance. On Monday, July 21, 1980, the dead crabapple trees were removed and Sycamores Maples - Acer Pseudoplatanus were installed, without staking. On Tuesday, July 29, 1980, I contacted Mr. Dunn and informed him that the trees (Sycamore Maples) were dying and that they must be replaced with the proper trees. (Liquidamber Styraciflua - Sweetgum). Subsequently, the trees died. I noticed that on August 18, 1980 they were replaced again with Sycamore Maples and again are not.staked. Final ADB approval cannot be given until the Sycamore Maples are replaced by the Liquidamber Styraciflua, 1 3/4" caliper, to match those in front of Milltown. They should be staked and maintained"for one growing season, then the City will accept their maintenance. Attached is a memo from the Public Works Department which outlines the problems that the Sycamore Maples will cause within ten years. Herzberg Director of Public Works STREET TREES ON 5TH AVENUE AND BELL STREET The Planning Department recommended that the specie selected for planting in front of 555 5th Avenue be the same as that of Old Milltown ( Liquidamber Styraciflua - Sweetgum). The contractor decided on flowering crabapple, as it was called out on the unapproved landscape plans. Under City Ordinance 7.18.040, a permit is required for plant- ing or removal of any trees within the City's right-of-way. No permit was applied for nor given. On Monday, July 21, 1980, the Crabapples were removed and replac- ed with Sycamore Maples - Acer useudoplatanus. This specie will grow up to 130 feet or more with a very extensive root system. A p1 nting strip of 4 x 4 feet with a decorative.; ground -level li(i- fixture will not support a tree of this stature for more that 10 years. A minimum of 40 feet spacing is highly recommend- ed, as this specie supports a rather large crown. The upheaving of both the sidewalk and street will be the problem the City will have to face within 10 years. Planting of large boulevard trees in this particular area should be discouraged. Therefore to prevent backflows of storm water into the base- ment parking area of.this project the installation of a flood control flap gate in necessary in catch basin manhole No. 1. The attached plan with specifications are for an ARMCO steel flap gate which will be the minimum standard for this installation. MEDIUM DUTY FUP GATES ■ For seating heads ■ Round, square and rectangular openings ■ Flat back ■ Cast iron seating surfaces ■ Adjustable top pivot points These flap gates have fully ad- justable top pivot points. Through the use of two continuous stud the top pivot point can be move laterally from the wall to adjust the sensitivity of the gate or t compensate for slight misalign- ment in installation. The tw threaded studs with double lock- ing nuts make it possible for this adjustment to be accomplished without disassembly of the gate. By moving the top pivot point back, additional head is required to open the gate as the weight of the flap tends to keep the gate closed and reduce fluttering ac- tion caused by waves. Links are of cast iron, the same material as the frame and flap. They are bronze bushed. Galva- nized steel assembly bolts, through the link and double -eared pivot lug at the top and through double bosses on the flap at the bottom, are in double shear. A lifting eye is cast integrally with the flap to permit manual op- tion. Since these flapgates are d for "medium duty" corrosive con- ditions as well as medium seating o heads, they are available only With cast iron faces and galva- nized fasteners. When corrosion resistant fasteners and faces are needed, use the heavy duty flap gate series. For Attaching to Pipe Round medium duty flap gates in sizes 48-inch diameter and smaller are available in spigot back for attaching to corrugated steel pipe. These spigot back gates may also be embedded in concrete. However, extra care must be used to avoid warpage of the gate seat. Flat back gates are recommended for attaching to concrete walls with galvanized steel anchors. All component parts shall be of the type material shown in the Materials section of this specification. Through s 14 the use of two continuous studs the top pivot point can be moved laterally from the wall to adjust the sensitivity of the gate or to compensate for slight misalign- ment in installation. The two threaded studs with double lock- ing nuts make it possible for this adjustment to be accomplished without disassembly of the gate. By moving the top pivot point back, additional head is required to open the gate as the weight of the flap tends to keep the gate closed and reduce fluttering ac- tion caused by waves. Links are of cast iron, the same material as the frame and flap. They are bronze bushed. Galva- nized steel assembly bolts, through the link and double -eared pivot lug at the top and through double bosses on the flap at the bottom, are in double shear. A lifting eye is cast integrally with the flap to permit manual op- Ifttion. Since these flap gates are for "medium duty" corrosive con- ditions as well as medium seating heads, they are available only With cast iron faces and galva- nized fasteners. When corrosion resistant fasteners and faces are needed, use the heavy duty flap gate series. For Attaching to Pipe Round medium duty flap gates in sizes 48-inch diameter and smaller are available in spigot back for attaching to corrugated steel pipe. These spigot back gates may also be embedded in concrete. However, extra care must be used to avoid warpage of the gate seat. Flat back gates are recommended for attaching to concrete walls with galvanized steel anchors. Double nuts on an- chors should be used for align- ment of the gate seat before it is grouted in place.
