Greetings,
I've been researching your request to have a bible college use the property at 1212 9th Avenue
North located in the single family residential RS-12 zone. Thank you for your patience on this
matter - I wanted to be sure to provide you with accurate information as well as confirm that
the rest of the planning division was aware of your question. I received a detailed letter from
the Tacoma Bible College (attached) and based on the use proposed, the bible college would be
the primary use of the site.
ECDC 16.20.010 lists churches as a permitted primary use in single family zones subject to ECDC
17.100.020 (Community Facilities). However, when you read through ECDC 17.100.040 (below)
you'll see that schools require a conditional use permit.
ECDC 17.100.040 Conditional use plan - Additional criteria.
Conditional use permit requirements have. been imposed upon community churches and
schools solely for the purpose of mitigating negative impacts to the surrounding
neighborhood. The provisions of this chapter and the conditional use permit criteria of
Chapter 20.05 ECDC shall be liberally construed and applied in order to permit,
encourage and accommodate churches within the neighborhood and all zones of the
city, so long as the negative impacts from the church are adequately mitigated. Schools
shall be conditionally permitted pursuant to Chapter 20.05 ECDC and ECDC 17.40.050
(B). Nothing herein shall be interpreted to or condition the programmatic and
educational authority delegated to the school district by state statute. The provisions of
this chapter shall not be applied in a way which exclude a church which has adequately
mitigated its impacts from any zone of the city. The city will take all reasonable steps
necessary to accommodate a church use in accordance with state and federal law.
Schools are an essential part of the life of a community and all appropriate deference
shall be given to the programmatic decisions of the school district. [Ord. 3353 § 12,

2001].
Therefore, based on the attached letter and the above referenced code sections, the planning
department agrees that a conditional use permit would be required for a bible college to
establish itself as a primary use on site. '

I am writing on behalf of Tacoma Bible College to request the permission of the City
of Edmonds for the use of St Peter's by the Sea Luther Church building as a site for q
our north college campus. We currently have approximately 45 students enrolled at
our north campus. Classes meet Monday - Friday from 9:00 AM to 4:00 PM, and
occasionally in the evenings from 6:00 - 9:00 PM. We anticipate using up to three 1 yj S
classrooms in the building structure. We also anticipate the student body growing G
over the next several years to as many as 80 students. These students will be taking
their courses at different times, depending on course schedules with an estimated
maximum of 60 students on campus at one time.
We do not have any plans to use the facility for in housing or dorms, nor for any
other purposes than those related to our college activities. We may sublease the use
of the building to a local church for Sunday and mid -week worship services, or to

other community"groups for assembly purposes.
