(Giles) has completed a geotechnical engineering exploration, analysis and design for the above referenced project. A brief description of the project and scope of services are included in the following paragraphs. Giles' scope of services for this project included subsurface explorations, geotechnical analysis, and recommendations for repair and stabilization of the slide area. The geotechnical design includes information for the owner or insurance company to obtain bids from contractors for the emergency slide repair. The report and plans were prepared for submittal to the City of Edmonds for permits. The results of our field exploration and laboratory testing were utilized in a geotechnical engineering analysis to provide the following information: • Determination of generalized subsurface soil and groundwater conditions and engineering characteristics at the site. • Design recommendations for repair of the slide. • Soil and rock material types, placement and compaction recommendations. • Subgrade preparation recommendations. 0 Plan and cross-section view and quantity estimate for the recommended repair. Emergency Slide Repair 1215 Viewland Drive Edmonds, Washington Project No. 6G-9610009 Page No. 2 GEOTECHNICAL ENGINEERING EXPLORATION The subsurface exploration program consisted of two test borings. Borings B-1 and B- 2 were drilled to a depth of 12 %2 and 21 Meet, respectively, below existing ground surface. The borings were completed with hand -portable equipment at the base and top of the slopes as shown on Figure 1. The field exploration consisted of performing Standard Penetration Tests (SPT) in general accordance with ASTM:D-1586 specifications at 2 Moot intervals throughout the first 15 feet, and 5 feet thereafter, and/or at each major change in subsurface characteristics. This test and sampling method consists of driving a standard 2 inch outside diameter split -barrel sampler a distance of 18 inches into the soil with a 140 pound hammer free -falling a distance of 30 inches. The number of blows required to drive the sampler through each of three 6 inch penetration intervals is counted and the total number of blows struck during the final 12 inches is considered the Standard Penetration Resistance, or "blow count." If a total of 50 blows is struck within one 6-inch interval, the driving is ceased and the blow count is recorded as 50 blows for the actual number of inches of penetration. The resulting Standard Penetration Resistance values (N-values) provide a measure of the relative density of granular soils and the relative consistency of cohesive soils. An experienced geotechnical engineer from our firm continuously observed the boring, logged the subsurface conditions, obtained representative soil samples, and transported the samples to our laboratory for further classification and testing as deemed necessary. Conventional field and laboratory testing was performed on the materials encountered in the test borings to determine their classification, strength, compressibility, permeability and other characteristics typically used in evaluating design and general construction considerations. Laboratory testing included two grain size determinations, and several moisture content determinations. Grain -size distribution curves were generated from two sieve analyses performed on selected samples The attached boring logs describe the various types of soils encountered in the boring, based primarily on visual interpretations made in the field and supported by our subsequent laboratory testing of selected samples. Our logs also indicate the approximate depth of the contacts between different soil types, although these contacts may be gradational or undulating. Where a change in soil type occurred between sampling intervals, we inferred the depth of contact. Depth to groundwater is also indicated on the boring logs, where applicable. Groundwater depth is typically estimated from the moisture content of soil samples, the wetted height of the drilling rods, and/or the groundwater level measured in the boring after the auger has been extracted. SOIL CONDITIONS The generalized soil profile encountered at the borings included near -surface deposits of silty, fine sand apparently derived from filling activities during previous site development. Boring B-2 was advanced at the top of the slope through a block of soil showing evidence of recent downslope movement and recealed this apparent fill to extend to a depth of approximately 6 Meet. Apparent fill depth of Boring B-1 was estimated at approximately 5 feet. Below the fill, the borings encountered a dense, fine to medium sand known as the Esperance deposit. This material was deposited as Vashon glaciers advanced and was subsequently overridden by several thousand feet of glacial ice. As a result of this over consolidatoin, the Esperance deposit exhibits high shear strength characteristics. Groundwater was not encountered at boring location B-2. At B-1, water was encountered at a depth of approximately 7 '/2 feet and rose to a level of 3 feet below the surface after drilling. Soil density as revealed by blow counts and groundwater conditions suggest that the upper portion of B-1 may have been advanced through backfill for a drainpipe reportedly installed in the area. The groundwater which was encountered may have been perched within fill soils above the contact with the dense native sands. The slide removed the majority of fill soils and colluvial'deposits from the slope face exposing the dense Esperance sands. A block of this fill remains at the top of the slope near B- 2 as shown on Figure 1. This block shows evidence of downslope movement estimate at approximately 18 inches. CONCLUSIONS AND RECOMMENDED REPAIR The slide which occurred on the property removed an estimated 3 to 4 feet of fill and colluvium from the slope. This exposed the underlying dense Esperance sands which approximately follow the contours of the existing slope which averages 40 degrees. Some small gullies and rills were eroded into these sands from water which flowed down the slope from a broken sprinkler pipe following the slide. The dense, native sands are considered stable against large-scale earth slides. However, repair of the slide area will be necessary to restore Emergency Slide Repair 1215 Viewland Drive Edmonds, Washington Project No. 6G-9610009 Page No. 4 the slope to some semblance of its original condition to protect the soils from further erosion, to buttress surrounding slope soils, and to mitigate aesthetic concerns. The preferred repair will involve filling the gully formed by the slide to restore the slope to near its original contours. The replacement fill will consist of 4 to 8-inch quarry spalls which would have characteristics required to remain in place on the 40 degree slope. Other materials would not reliably perform at this inclination. Preparation of the slide area prior to reconstructing the slope will consist of the following steps. Once temporary erosion control measures have been installed (per Figure 1), all vegetation except trees greater than 8 inches in diameter should be removed from the slide area as delineated on the plan. Ornamental shrubs should have the roots balled and should be stored for replanting at owner's discretion after repairs have been made. All remaining loose fill and soils should then be removed from the slide area to expose the underlying dense sands as directed by the Geotechnical Engineer. The area below the pile -supported deck should not be disturbed. In addition, no equipment should be allowed on this deck. At the top of the slope, in the area surrounding Boring B-2, a block of soil has shown evidence of downslope movement of up .to 18 inches. This "sliding block" is delineated on Figure 1. Movement of the block has created tension cracks at the top of the slope and led to damage of small landscaping rockeries. These rocks should be temporarily removed from the work area for replacement following repair of the slope. Depth of the sliding block is estimated at 5-to-6 '/2 feet based on visual assessment and information gathered at boring B-2. Stabilization of this block of soil will require removal of a portion of these soils. However, removal of the entire block, which would impact landscaping and walkways at the top of the slope, is not considered necessary. It is recommended that soils be removed to form a smooth contour between the toe of this block (at approximately elevation 280) and top of the slope, elevation 302. Estimated volume of soil removal for this portion of work is 35 cubic yards. Removal of this soil, combined with the addition of spalls at the toe of this block is considered adequate to stabilize this area. Once a suitable subgrade has been exposed, as determined by the Geotechnical Engineer, the dense sands must be keyed and benched prior to placement of quarry spalls. Keying and benching details are shown on Figure 1 and Figure 2. Location of the benches will be determined by field conditions. However, it is estimated that a minimum of 4 benches cut into the dense sands will be required and should be evenly distributed between the top and bottom of the slope. The maximum vertical height of the benches should be about 4 feet. The keyway at the base of the slope may encounter a 6- inch drain pipe reportedly installed in this area. If encountered, the pipe should be returned to its original condition. Quarry spalls will be placed on the prepared subgrade and in the keyway. The estimated volume of spalls required for the project is 350 cubic yards. The estimated average thickness of spalls required to return the slope to pre -slide contours is approximately 3 feet. This dimension will vary according to field conditions but should not be less than 8 inches. A new 3-foot high rockery will be constructed at the toe of the slope as shown on the plan. The ends of the rockery will taper out of each end outside of the slide area. The rockery will be founded on the quarry spall, keyway backfill. The rockery should be constructed in accordance with City of Edmonds requirements. Backfill behind the rockery drainage course will consist of common fill soil compacted to a firm and unyielding condition. Once quarry spalls are in place on the slope, the spall backfill will be covered by a minimum of 6 inches of common fill soil. This soil could consist of excess soil generated on the site. The slope should then be hydroseeded, covered with jute matting and then covered with visqueen until the hydroseed vegetation has become established. The Planting Schedule on the plan should be consulted for other planting requirements. A 2x2 gravel drain was installed previously at the toe of the slope. As part of this project approximately 150 lineal feet of this drain will be uncovered and restored to functional condition. Also, the yard surrounding the house at base of slope will be regraded to promote drainage away from the structure and into this drain. Water at the top of the slope should be diverted away from the slope face to a suitable discharge point. All equipment access for repair work will be from the base of the slope. Therefore, placement of spalls to the top of the slope may require construction of a temporary bench midway up the slope for equipment access, use of a crane or other methods. Intermittent construction monitoring by a Giles representative is expected to be required to confirm that construction proceeds in accordance with the design covered in this report. PROJECT AND SITE CONDITIONS 1.0 INTRODUCTION This report presents the results of our subsurface exploration and geotechnical engineering study for the yard deck and slope regrading project at your residence. The approximate locations of the explorations accomplished for this study are presented on the Site and Exploration Sketch, Figure 1. In the event that any changes in the nature, design or location of the project are planned, the conclusions and recommendations contained in this report should be reviewed and modified, or verified, as necessary. ■ 1.1 Purpose and Sco..pe ' The purpose of this study was to provide subsurface soil data to be utilized in the design and development of remedial measures for repair of the slope failure at the above mentioned project site. Our study included a review of available geological literature, hand dug ' exploration holes, and performing geologic studies to assess the type, thickness, distribution and physical properties of the subsurface sediments and shallow ground water conditions. Engineering studies were also conducted to determine a type of suitable deck foundation, allowable soil bearing pressures, lateral earth pressures, slope stability considerations, and ' drainage considerations. This report summarizes our current field work and offers development recommendations for reconstruction of the failed area based on our present understanding of the project. ' 1.2 Authorization Written authorization to proceed with this study was granted by Mr. Jack Flynn. Our study ' was accomplished in general accordance with our scope of work letter dated February 5, 1991. This report has been prepared for the exclusive use of Mr. Flynn and his agents, for specific application to this project. Within.the limitations of scope, schedule and budget, our services ' have been performed in accordance with generally accepted geotechnical engineering and engineering geology practices in effect in this area at the time our report was prepared. No other warranty, expressed or implied is made. It must be understood that no recommendations or engineering design can yield a guarantee of stable slopes. Our observations, findings, and ' opinions are a means to identify and reduce the inherent risks to the owner. , 2. 0 PROJECT AND SITE DESCRIPTION The Flynn residence is situated at 1215 Viewland Way in Edmonds, Washington. The lot was generally level on top around the residence; however, the northern edge of the back yard sloped down toward 196th Avenue at an approximate slope of 1-1/2H:1V (Horizontal: ' Vertical). The total elevation change between the yard area and the toe of the slope was about 50 feet. The eastern portion of the yard was at a level about 9 feet higher than the west, with concrete stairs connecting the two yard areas. A small, concrete -lined fish pond with about 1- ' 1/2 feet of standing water was located near the northwest corner of the yard. Vegetation consisted of a grass yard with various landscaping plants that include small trees and shrubs. An approximately 8 foot high, treated timber (railroad tie), retaining wall was located on the ' slope along the north side of the yard. We understand that the wall was built about a year ago by a landscape contractor. The wall was built to provide a larger, level north yard area. During this past winter, after heavy rains, the slope and wall failed. The wall, the planter area ' behind the wall, and part of the adjacent yard have all been displaced in the downslope direction. The failure resulted in the sprinkler system in the planter area being pulled apart in several locations and the northern end of the fish pond being undermined. ' As directed by the owner, the scope of this project will include remediation of the slide to reduce the risk of future earth movement and the reconstruction of the yard area to provide a space similar to the pre -slide conditions. In general, remediation of the slide will involve ' partial removal of the upper portion of the existing timber wall and the existing fill behind the wall. The remaining soil will be regraded to provide positive surface drainage of the failed area. Reconstruction of the yard will include building a cantilevered concrete/steel composite, ' deck out over the existing failed area. Top soil and landscape plants will be placed over the deck. Improvements to the surface and subsurface drainage of the deck, yard, and slope area will also be incorporated into the project. Structural plans for the deck and yard reconstruction will be designed by Nelson-Bourdages, Inc., structural engineers. 3.0 SUBSURFACE EXPLORATION ' Our field study included excavating a series of hand -dug exploration holes around the and an north slope to gain shallow subsurface information about the site. The various yard of sediments as ,well as the depths where characteristics of the sediments changed are indicated on ' the exploration logs presented in the Appendix. The depths indicated on the logs where conditions changed may represent gradational variations between sediment types in the field. Our explorations were approximately located in the field by measuring from known site ' features around the residence. A site sketch was prepared by Associated Earth Sciences, Inc. to show the,relative locations of our exploration holes and various yard features. ' The conclusions and recommendations presented in this report are based on the 8 hand -dug exploration holes completed for this study. The number, location, and depth of the explorations were completed within site and budgetary constraints. Due to restricted equipment access, deep exploration borings or backhoe exploration pits were beyond the scope ' of this study. Because of the nature of exploratory work below ground, extrapolation of subsurface conditions between field explorations is necessary. It should be noted that differing subsurface conditions will probably be present due to the alteration of topography by past ' grading and/or filling. The nature and extent of any variations between the field explorations may not become fully evident until construction. If variations are observed at that time, it may ' be necessary to re-evaluate specific recommendations in this report and make appropriate changes. 4.0 SUBSURFACE CONDITIONS ' Subsurface conditions across the north side of the property were inferred from the field explorations accomplished for this study, visual reconnaissance of the site and review of applicable geologic literature. As shown on the field logs, the exploration holes generally encountered fill materials overlying natural deposits of medium dense sands and dense sands. ' The following section presents more detailed subsurface information organized from the upper (youngest) to the lower (oldest) sediment types. 4.1 Stratieranh Fill soils (those not naturally placed) were encountered in all of our exploration holes. The fill ranged in thickness from 1 to 4-1/2 feet in EH-1 and EH-7, respectively. As noted on the ' exploration logs, the fill consisted of loose to medium dense, moist to wet, brown or grey, silty, fine to medium sand with some gravel and occasional organics, and minor amounts of rubble and debris. These materials vary in both quality and depth across the site. The quality of the fill materials is very poor due to the apparent lack of compaction or suitable keying and benching during placement. In addition, the fill is not free -draining material, and is currently oversteepened in some areas of the site. ' Natural soils beneath the fill materials in EH-2, EH-3, EH-5, and EH-6 consisted for the most part of medium dense, damp to moist, brown, fine to medium sands with some gravels and varying silt contents. This unit was about 1 to 2 feet thick in EH-3 and EH-2, respectively, ' and was greater than 3 feet thick and extended below the depth of our exploration holes in EH- 5 and EH-6. Lodgement till was found to exist near the surface in the representative areas around exploration holes EH-1, EH-2 and EH-4. This material was overrun by several thousand feet of ice during the last glacial advance which resulted in a compact soil possessing high strength, low compressibility, and low permeability characteristics. The lodgement till commonly consists of dense, damp, grey, silty, fine to medium sand with some gravel. The lodgement till was found at depths ranging between 1 and 3-1/2 feet in EH-1 and EH-2, respectively. Underlying the sandy gravels in EH-3 at a depth of about 4 feet below the surface, was a dense, moist, grey, fine to medium sand. This material extended beyond the bottom of our 6 foot deep exploration hole. 4.2 Hvdrolo No ground water seepage was encountered in any of our exploration holes at the time of our ' field study. Some minor ground water seepages were noted beneath the fish pond. This ground water appeared to be "perched" atop the relatively impermeable lodgement till which is underlying the fill soils in this area. The level and amount of ground water seepage will vary ' with rain, irrigation and time of the year. 1 1 ' March 27, 1991 Project No. 9102-10G H. DESIGN RECOMMENDATIONS ' 5.0 INTRODUCTION As stated previously, the owner has optioned to partially mitigate the risk of future earth movement in the failed area and to construct an earth -covered, cantilevered deck to replace the yard area lost to the slide. Our exploration indicates that, from a geotechnical standpoint, both of these objectives can be met. We emphasize that full mitigation of the risk of future earth movement on this slope is not feasible pe and that some risk of slope failure will always remain. The conclusions and recommendations presented in this report are offered as a means to ' identify and reduce risks associated with. the north slope. It -should -be understood that our �recommendations are not±rneant to ablize}agamst future earth rnovmenbut will provide vertical foundation support only for the proposed deck, without the proposed deck construction ' increasing the potential for future slope movements. The deck support would be accomplished using a series of drilled piers along the edge of the ' existing scarp to transmit foundation loads into the dense, natural, in -place core sediments of the slope. Support of the rear (south end) of the cantilever would be accomplished using a continuous footing that is keyed into the relatively shallow, dense, natural sediments that underlie the remaining, unfailed yard area. ' Partial mitigation of the potential for future movement of the existing fill would be accomplished by reducing the driving forces on the existing fill and timber wall. This would ' involve partially dismantling the wall and regrading the fill as described in the following sections of this report and the fill regraded as described herein. Measures to control surface and potential subsurface water are also recommended. Development of the project using any of the recommendations presented in this report should proceed only if the owner accepts full ' responsibility for any damage in the event of slope movement. 6.0 SLOPE STABILITY CONSIDERATIONS Based on our visual observations, the uncontrolled fill encountered in our hand -dug exploration .holes and on the failure of the existing wood wall, it is our opinion that the stability of the surface sediments on the north slope is less than that which is generally acceptable by current geologic hazard assessment and geotechnical engineering standards. We strongly recommend that no cutting of the toe of this slope ever be conducted, by you or by others. Removal of the ' sediments at the toe of this slope could cause the uncontrolled fill or -natural slope sediments on the slope to slide. ' The core sediments-- the dense glacial till and advance sands-- are generally considered at this time to be in a stable condition on this slope. Minor sloughing of these sediments may occur at the top of the existing slide scarp over time. By supporting the proposed yard deck and drilled piers into the dense core sediments, the minor sloughing or possible future movement of the ' fill soils on the slope are not expected to have an adverse effect on the proposed structure. 4 7.0 REMEDIATION AND RECONSTRUCTION RECOMMENDATIONS There are 3 main areas which will require remediation or reconstruction. These include the fish pond, the upper slope north of the stairs and upper patio, and the main slope area. Our recommendations for each of these areas are as follows. 7.1 Fish Pond The northern two to three feet of the fish pond has been undermined by the recent failure. As of the writing of this report, three alternatives for mitigating the fish pond have been proposed. The first alternative would be to remove the fish pond entirely. The area would then be backfilled and the yard deck could be extended closer to the west property boundary. This method also has the least long-term risk associated with the continuing soil creep on the hillside. The second alternative would be to reduce the size of the fish pond by eliminating the northern undermined end. This could be accomplished by cutting the concrete pond back to where it still has natural bearing soil beneath it. A new retaining wall and footing would then be cast on the bearing soil at this location. Landscape fill could then be regraded around the new end of the pond. With the new pond end founded on dense natural sediments, the risk of damage to the pond from future soil creep on the slope would be small, but some periodic regrading of the landscape fill may be necessary. rThe'third�alternative would be to: -construct a*, retainikng .wa,11 around'the-undermined end of the fish pond and to backfill. the void- with controlled density fill (CDF)�: The retaining wall footing must be keyed a minimum of 2 feet into the dense, natural sediments. Bearing capacity for this wall should be limited to 1000 psf due to the wall's location on the slope. The height of this wall cannot be definitely determined until construction but is anticipated to be between 6 to 8 feet high depending on the depth to suitable bearing sediments in this area. The wall should be designed for equivalent lateral fluid of 35 pcf if it is free to yield at the top. If the top is fixed to the pond, the equivalent lateral pressure should be 45 pcf. A drain pipe must be placed behind the wall at the footing elevation. The drain should consist of rigid, perforated, PVC pipe surrounded by pea gravel or washed drain rock. The back of the wall should be lined with approved drainage boards to prevent the building of hydrostatic pressure. This alternative would have the highest risk of future damage to the pond due to further soil creep on the hillside. ' 7.2 The Upper Slope The upper slope area had developed several tension cracks near the top of the slope. We understand these cracks have occurred in the past according to Mrs. Flynn. The cracks are a ' surface manifestation of the fill soils as they creep down the slope. No direct stabilization of the upper slope area will be attempted. Instead, indirect methods, i.e. reducing the driving force and controlling ground water, will be used to reduce the potential for future movement. Therefore, we recommend that any of the existing concrete rubble and other debris that could be removed from the slope, without causing any damage to ' the existing slope, removed from this area. An interceptor drain should be constructed at the top of the slope to. collect'surfaceand �ground waier'before.it reaches the slope. The drain should extend at least 6 inches into the underlying dense sediments which are approximately 3- 5 1 1/2 feet deep in this area. The drain should be a minimum of 1 foot wide and contain near the ' base of the trench, a 4 inch diameter, perforated, rigid PVC pipe surrounded by washed drain rock or pea gravel. The pipe should be placed at the bottom of the trench with the perforations oriented to the lower quadrant of the pipe. 011ie -drain should -be constructed to allow gravity ' discharge to the west where it will be tightliried tolfie storm water system along the west side ofthe-house. The trench should be backfilled to the surface with washed drain rock or pea gravel. ' 7.3 Main Yard/SlopeArea Prior to construction of the yard deck, some preparatory work to the displaced area of the north slope should be completed. In order to reduce the driving force which can cause further slope movement, it is desirable to remove as much fill material off of the north slope area as possible (within geometric and economic constraints). Therefore, the upper 3 to 5 feet of the ' existing timber wall should be removed such that an approximate 3 foot high portion of the existing wall is left in place. The existing fill behind the timber wall should be removed and the area regraded to create a 1.5H.1V slope. All fill to be removed from the slope should be completely removed off of the site and not placed elsewhere on the north slope. A cantilevered yard deck is to be constructed along the north side of the existing yard area. The deck, as designed by Nelson-Bourdages Engineers, is understood to consist of wide flange ' steel beams cantilevered out over the slope which support a steel/concrete composite deck. Topsoil, sod and planters will then be placed over the deck. To provide foundation support and a suitable setback of the foundation load from the edge of .' the slope, we recommend supporting the structure on drilled piers must be a minimum of 14 inches in diameter and must extend a minimum of 10 feet into the dense, natural sediments. Properly reinforced piers would be capable of supporting 15 ton/pile vertical loads. ' Anticipated settlement of the piers is less than one inch. The installation of the piers should be inspected by Associated Earth Sciences, Inc. to verify that their depths are consistent with the recommendations set forth in this report. ' The allowable bearing capacity for the soil support portion of the cantilevered beam may be considered to be 2000 pounds per square foot (pso. An increase of 1/3 may be used for short term wind or seismic loads. If a keyway is necessary to provide lateral support for the structure, a passive pressure of 350 pounds per cubic foot may be used. The keyway must be poured directly against undisturbed, dense, natural sediments for this value to apply. This passive pressure includes a factor of safety of 3 to minimize the amount of movement required to provide this support. 8.0 DRAINAGE CONSIDERATIONS ' As previously discussed, the control of water, both surface and subsurface is essential in reducing the potential for further slope movement. All .of the drains recommended in this ' reportshould either be tied into the existing site storm sewer system or tightlined to the bottom ofthenortfiralope. No drainage should be allowed to discharge onto the slope. An_,mtereeptor drain should be constructed behind the deck keyway in order to collect any potential perched ground water flowing laterally across the top of the dense sediments. This drain should be a minimum of 1 foot wide and should extend a minimum of 1/2 foot into the ' 6 I�� 1 dense sediments. A rigid, perforated, PVC pipe should be placed near the bottom of the ' trench with the perforations in the lower quadrant of the pipe. The drain should be surrounded, and the remainder of the trench backfilled, with pea gravel or washed drain rock. , T kyard de&,should be sloped to drain to the north and west.,. The tightline should discharge onto a` ro,,ekmat at the toe of the slope to dissipate the flow energy. ' 9.0 CONSTRUCTION MONITORING We are available to provide geotechnical engineering, the required pier inspections and ' monitoring services during construction. The integrity of the foundation depends on proper site preparation and construction procedures. In addition, engineering decisions may have to be made in the field in the event that variations in subsurface conditions become apparent. Construction monitoring services are not part of this current scope of work. If these services are desired, please let us know and we will prepare a cost proposal. Project Name: Permit Number: Site Location: 1215 Viewland Way Property Tax Acct #: 7295 000 003 00 06 Project Description: Non -Project Specific Determination: Study Required: During review and inspection of the subject site, it was found that the site appears to contain and/or is adjacent to a Steep Slope Hazard Area pursuant to Chapter 20.15B of the Edmonds Community Development Code (ECDC). To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. Any slope over 40 % with more than 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50 foot buffer is required from both the top and toe of the slope. A 15 foot building setback is required from the 50 foot buffer. For development of any kind which is proposed within the critical area, 50 foot buffer or 15 foot buffer setback, it must be shown that the development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: For development proposals which will occur within the 50 foot buffer, but no closer than 10 feet from the top or toe of the slope, the 50 foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. All Critical Area Studies must be completed by a licensed Geotechnical Engineer (as defined in ECDC 20.15B.020.Y) or under a three party contract where the City hires the professional required, and the applicant pays for the study (pursuant to ECDC Section 20.15B.140). 2. '1 'A'T'T`ACHMEhIT 41:�9 ' 1986 Washington State Energy Code = WAC 51-i2 Effective Date - April 1, 1986 These Prescriptive Requirements are applicable only to low-rise residential buildings which are designed under the prescriptive (Chapter 6) approach to the 1986 Washington State Energy Code and are located in Zone 1. (<6000 Degree Days) A. CEILING & ROOF SECTIONS 1. Provide a minimum added insulation level of R-30 at all roof/ceiling areas for an overall U-value of .035. 2. Provide a minimum added insulation level of R-38 (U-.026) at all roof/ceiling areas in buildings utilizing electric resistance heat where framed with other than single joist or rafter construction. P. EXTERIOR WALLS 1. Provide a minimum added insulation level of R-19 at all exterior walls for an overall U-value of .05. 2 X 4 walls filled with R-13 insulation and covered with an R-5 continuous sheathing or 2 x 4 walls filled with R-11 insulation and covered with an R-5.4 continuous sheathing shall be considered to meet the installed insulation level requirements. 2. Basement walls, when finished, need to be insulated to the same added insulation level as required for above grade walls. C. FLOOR SECTIONS Provide a minimum added insulation level of R-19 at all floors over unheated spaces for an overall U-value of .055. Trade-off calculations are required if crawlspace vents are installed in rim -joists within the space required to be insulated. D. SLAB PERIMETER 1. Slab perimeter edges within 12" of grade in heated spaces are required to be insulated to provide a_thermal break between the slab and the foundation wall cry for rwinopours, between the slab edge and the exterior. The insulation shall extend downward from the top of the slab for a minimum distance of 24 inches or downward to the bottom of the slab and then horizontally beneath the slab for a minimum total distance of 24 inches. 2. For perimeter insulation, only water resistant material, such as extruded polystyrene, may be used. All plastic foam products - must be protected against damage and covered or coated to prevent exposure to daylight. , 3. Insulation levels for slabs is a minimum of R-8. E. GLAZING & SKYLIGHTS 1. The type of glass installed is determined by the type of heating system to be installed, as shown in the chart below. All Class 60 and Class 75 windows are required to be tested and labeled. Maximum glass area is not to exceed 21% of the gross floor area. 3. All skylights shall bedouble glazed. The area of all Class 90 and untested skylights shall be multiplied times two (X2) and added to the total glass area in 'percentage of glassf calculations. The actual area of Class 60 and Class 75 skylights may be used and shall be added to wall glazing areas in 'percentage of glass' calculations. P y ( F. INFILTRATION CONTROL 1. Exterior Joints around windows and door frames, openings between walls and foundations, between walls and roof and between wall panels; openings at penetrations of utility services through walls, floor, and roofs; and all other such openings in the building envelope, including access panels into unheated spaces, shall be sealed, caulked, gasketed, or weatherstripped to limit air leakage. 2. All exterior doors, other than fire -rated doors, shall be designed to limit air leakage, around their perimeter when in a. closed position. Door* between residence and garage are not considered 'fir& -rated' and must meet the above requirement. 3. All exterior windows shall be designed to omit infiltration into or from the building envelope which shall be substantiated by test ing.to Standard ASTM E 203-73. Si to built and millwork shop made wooden sash are exempt from testing but shall be weatherstripped, caulked# and made tightly fitting. 8. VAPOR BARRIERS/GROUND COVERS 1. An approved vapor barrier shall be properly installed in roof decks, in enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters, and at exterior walls. Inset stapled batts with a perm rating less than one may be installed if the vapor barrier is to the warm side, staples are placed not more than 8 inches on center and gaps between the facing and the framing do not exceed 1/16". 2. A ground cover of 4 all. (0.004") polyethylene or equivalent, shall be laid over the ground in all crawl spaces. The ground cover shall be overlapped one foot at each joint and shall extend to the foundation wall. H. HEATING EQUIPMENT 1. Required heating system efficiencies are determined by the type of glazing installed. For a breakdown of required heating systems for each type of glazing, see Item E - Glazing, above. 2. HVAC equipment for low-rise residential shall be sized no great- er than 150X of design load. 1. FIREPLACES (Site built & zero -clearance) O 1. Fireplaces shall be provided with: a) Tightly fitting flue dampers, operated with a readily accessible manual or approved automatic control. b) An outside source for combustion air. Minimum duct size - six square inches, with readily operable damper. Outlet must be inside front of firebox. J. DUCT INSULATION 1. Duct insulation is required and shall be installed in accordance with Washington State Energy Code - Table 4-16. K. PIPING INSULATION 1. Piping for hot water/steam heating systems or piping for continuously circulating hot water service systems is required to bi insulated per Table 4-17. r_ S L. SHOWERS ' 1. All showers shall have flow control devices to limit flow y to a maximum rate of, 3 gallons per minute per shower head M. WATER HEATERS 1. Water heaters are required to meet the requirements of ASHRAE Standard 9OA-80, and be labeled as such.
