RE: Eleventh Place and Viewland Way Pavement Surface
Dear Mr. Bulger:
I am writing this letter in response to your letter of October 19, 2001 regarding the pavement
surface at Eleventh Place and Viewland Way. I agree with you that the existing_ pavement at this
location is in distress and in need of an overlay.
This winter, the City will be formally evaluating the pavement conditions of your street and
many others. It is likely that your street will rate high and be repaved sometime during the next
three years. If the budget allows, we will most certainly attempt to include your street in our
2002 Street Overlay Program.

Re: Landslide area north of 196th St. S.W. (Puget Dr.), adjacent to 12th Ave .
Dear Mr. Bugler,
The area of state highway you describe in your letter has always been treated as a state limited
access highway. We contend right-of-way maintenance on state limited access routes is the
responsibility of the State, but a member of our staff visited the site November 21, 1997 to see
if the bluff was on private property or in the right-of-way. Based on his taped measurements,
it appears the vertical bluff is on private property and the area to the south would be the
WSDOT's responsibility to maintain. Since we believe the bluff is on private property, may
we suggest you contact the owner(s) of the property and discuss your concerns with them. If
you still think the area in question is in the right-of-way, please contact the State Department
of Transportation to resolve your concerns.
I am sorry we cannot be of any further help, but if the bluff is on private property or is
actually within the right-of-way, resolving your concerns will have to be done by the
aforementioned parties.

This letter is to confirm our telephone conversation
regarding the landslide area on 196th St S.W.( Puget Dr )at the
intersection of 12th Av. & 94 P1 W.
As mentioned, this was the location of a small slide earlier in
the year & apparently nothing has been done,since then,to prevent
a recurrence. Now that the most rainy season is upon us & living so
close to the area mentioned I find myself very concerned &
hesitating to use that route,particularly during periods of heavy
rainfall. There are several tree stumps overhanging the precipitous
bank,with more trees standing on the edge just waiting to topple
when their roots get soaked,or in a windstorm.
This is state route 524,so where the division of
responsibility lies,I suppose,has to be determined,and is a fairly
heavily travelled roadway with the potential for serious
consequences WHEN'the slide occurs. Examination of the area will,I
think, confirm that it is not matter of IF A SLIDE OCCURS but WHEN
IT OCCURS.
Please rectify this situation to avoid a catastrophe.
