Westfall; 'HARRYHOSEY@GMAIL.COM' Cc: 'Bjorback, Leif; 'harrison@ci.edmonds.wa.us' Subject: RE: BLD 2013-0733 Water Works TI Harry: Thanks for meeting today. When Leif returns and with your revised plans, we will return to evaluate your redesign for purpose of exiting safety in your building. I've included some of the performance needs I would like to see in your redesign. 1) 1 suggest that you cite ALTERNATIVE METHODS IBC 104.10 and make a performance proposal to work around prescriptive requirements for the exit in question. 2) Even though tenant business managers have agreement in place, I would like assurance that the member engineering operators in "outside" space can be free of concerns so no question of security for their workplace so they go to no length or concern to lock or block exit from downstream. Provide obvious means to assure security for both tenants and their staffs. 3) Provide clear delineation or identification indicating the (preserved) path intended for the "inside" tenant to exit stair. Colored paint may not necessarily be the minimum requirement, you are encouraged to continue your decorative trends inside this area. 4) Area on exit side of "inside" tenant's exit door should be KEPT CLEAR and not conducive as a storage or furnishings space or area to stage obstructions. 5) Calculations must show adequate separation of exits for "inside" tenant, see IBC 1015.2. Leif will make final determination upon your design separation. 6) Our final point is agreed that the approved egress arrangement could be "revocable by the Building Official for due cause". John From: John J. Westfall Sent: Monday, July 29, 2013 7:26 PM To: 'HARRYHOSEY@GMAIL.COM' Cc: 'Bjorback, Leif Subject: BLD 2013-0733 Water Works TI Harry: Building Official Bjorback and I have had discussions regarding your proposed exiting arrangement on the second floor. We cannot approve your proposal as designed. 1) IFC 1014.2.1 states where more than one tenant occupies any one floor of a building, each tenant space shall be provided with access to the required exits without passing through adjacent tenant spaces. Although tenants may be amenable to the exiting arrangement today, exits will be compromised when one of the tenants (or a new tenant) decides they don't want to provide free access to their neighbor for reasons of "security". Exits can be unknowingly blocked from downstream and the intent of this requirement is where each tenant space, and tenant, remains in control of their own egress. Let us know if you would like to discuss other proposals or design arrangements. John J.
