What are the physical characteristics, (i.e. topography, shape of lot, etc.) which create a hardship for you in regard to development of your property? The lot drops steeply from Sunset Avenue to approximately 121' below Sunset Ave. Majority of the lot is at the same level as the Burlington Northern Railroad track. The variance requested is to provide an open deck at the main floor (Sunset Ave.) level. The deck is to be enclosed underneath (below Sunset Ave.) for a parking garage. The fact that the deck is enclosed underneath, by building code definition, makes the total "covered" area of the building over 35%. 2. How does your property differ from other property in the same vicinity? Property is similar to develODed ieighborinq_.j2arcels on north and south side, both of which haye decks at Sunset Avenue level on the railroad side 3. Will this variance be detrimental to the public or damaging to other property or improvements in the vicinity? No. since the enclosed area beyond 35$ is at or below the level of Sunset Avenue. 4. What hardships will result to you if the variance is not granted? Will these hardships have been caused by your own action? These lots were oriainal_ly platted] at 60' wide (Sunset Avenue) by 120' deep. The Great Northern right-of-way reduces this property on the west side to a depth of 89.82' of usable length lace setbacks, Because of the steep hillside the design of the home lends itself to a step type of structure in which the basement level extends beyond 5. Can you make reasonable use of your property without the variance? Owner has alreadv substantiallv reduced desired square footage of home to try to meet all zoning requirements • &S.E. 1/4_,0F S.E '/41 23, T. 27 N., R. 3 E.W. M. 3 I" = 200' p \ o p S.W. Cor. City Engineer POW/jf P.O. Wilson Dt RECEIVED MAR 21 1980 Dir. Of Puhlir, March 20, 1980 MEMO TO: Sunset Avenue Improvement Team FROM: Nancy Dilworth, Landscape Designer Parks and Recreation Division SUBJECT: SUNSET -AVENUE. For your information, attached are the proposed recommendations that were discussed at the second Sunset Improvement meeting and will be presented at the April 8, 1980 City Council Meeting. ND/j cc: Team Members: -3111 -`N'ims Dan Prinz Einer Johnson Mary Lou Block Nancy Dilworth Charles G. Dibble SUNSET Avenue: Refinement of "Alternative Two" from original package presented by Nancy Dilworth, Landscape Designer, Edmonds Parks and Recreation. . 2-way traffic on Sunset between Main and Bell Street Meandering pattern does not allow space for oarking Linear flow allows for on -street parking: 20' roadway; 900 parking 24' roadway; parallel parking only All residents (with the possible exception of one) have alley access parking Parking restrictions 1. If a neighborhood residential need for on -street parking is not established, the a 10:00 PM parking curfew is recommended 2. If a neighborhood residential need .for on -street narking is established, then an "Overnight Residential Parking Only" is recommended. QUESTION: Because of adjacent businesses and physical detachment from park, should a narking curfew or other restriction be imposed? . 2-Way traffic on Sunset between Bell and Edmonds Street Meandering pattern is possible if Parking is decreased or eliminated Parking 20' Roadway 900 parking 24' Roadway Parallel parking only . Linear flow allows for more on -street parking Parking same as above All residents appear to have alley access parking. Parking restrictions: 1. If a neighborhood residential need for on -street parking is established, then an "Overnight Residential Parking Only" restriction is recommended. 2. If no residential need for on -street parking is established, then a 10:00 PM parking curfew is recommended. 1-Way North meandering traffic flow between Edmonds St. and the intersection of 2nd Ave. and Casper Street. 12' roadway Pedestrian safecross (3 located) concomitant with 40' curb cut which provides space for emergency pull over. Parallel parking provided on Sunset for a total of 12 spaces. NOTE: Angle parking provides 17 spaces but is not recommended due to problems that are generated -may this configuration from teenagers. AI 0 PAGE 2 .. 900 back -in parking on Casper Street NOTE: Since parking is NOT in direct association with Sunset Avenue, the situation previously noted may not occur. .. All residents have either alley access parking or private drives. Parking restrictions: 10:00 PM parking curfew on Sunset Avenue and Casper Street. IMPLEMENTATION PROCEDURE AND FURTHER RECOMMENDATIONS. Initial step is to set up temporary traffic diverters/signs, and impose a 15 MPH speed limit. .. Contact Cities of Seattle and Tacoma to see how they handled liability and other legalities for traffic revisions of this nature. (Ex. Capital Hill). . A problem to avoid is a slalom course which hopefully will not occur through a lowered speed limit. Materials: Extruded concrete curbs that can be anchored into the asphalt. These are recommended first because people recognize what they are. Diverters of other materials could lead to liability suits. Railroad ties, landscape ties, or peeler cords laid horizontally and anchored into the asphalt. Broken concrete and rocks in combination with the above. It is important at this stage to interact with the residents affected to find out any parking peculiarities that have gone unnoticed by the improvement team, and help determine the success and failures of the revisions, and to give guidance for needed improvements. When a satisfactory solution has been reached, more permanent structures and plantings can be put in. This includes possible demolition of existing curb and filling, in up to the new curb with top soil and adding turf and low shrubs, picnic tables and benches, followed by the addition of art pieces, and further development of a linear promenade. Some areas may need bank reinforcement: may be able to/have to work with Burlington Northern. TO THINK ABOUT: Because of alley access and other available routes,is vacation of Sunset Avenue between Bell and Edmonds Street a possibility? SUNSET AVENUE Refinement of "Alternative Three" from original package presented by Nancy Dilworth, Landscape Designer, Edmonds Parks and Recreation. Same scheme as preceding proposal for Sunset Avenue between Main and Edmonds Streets. 2-way meandering traffic flow (20-23' road width) on Sunset with dead-end at intersection of Casper St. and Sunset Avenue; hammerhead tu%n around with plantings. If emergency through access is required, then removable bollards and Grascrete are recommended. (see overlay to plan), . Parking restrictions same as preceding proposals. Only parallel parking between Edmonds and Casper Streets can be accommodated. QUESTION: How necessary is through access. 0 • ' • • DATE: -3' ?9 17A 14EMO TO: Building Division Community Development Department STRLL FILE FROM; Engineering Division Public Works Department SUBJECT: 126 S UN !r PILL PMIM T- After review of the subject building permit application, we have the following comments: _Py R& I4.
