Ave. Majority of the lot is at the same level as the Burlington Northern Railroad track.
The variance requested is to provide an open deck at the main floor (Sunset Ave.)
level. The deck is to be enclosed underneath (below Sunset Ave.) for a parking garage.
The fact that the deck is enclosed underneath, by building code definition, makes the
total "covered" area of the building over 35%.

vicinity?

by Nancy Dilworth, Landscape Designer, Edmonds Parks and Recreation.

Meandering pattern does not allow space for oarking

IMPLEMENTATION PROCEDURE AND FURTHER RECOMMENDATIONS.
Initial step is to set up temporary traffic diverters/signs, and
impose a 15 MPH speed limit.
.. Contact Cities of Seattle and Tacoma to see how they handled
liability and other legalities for traffic revisions of this
nature. (Ex. Capital Hill).
. A problem to avoid is a slalom course which hopefully will not
occur through a lowered speed limit.
Materials:
Extruded concrete curbs that can be anchored into the asphalt.
These are recommended first because people recognize what they
are. Diverters of other materials could lead to liability suits.
Railroad ties, landscape ties, or peeler cords laid horizontally
and anchored into the asphalt.
Broken concrete and rocks in combination with the above.
It is important at this stage to interact with the residents affected
to find out any parking peculiarities that have gone unnoticed by
the improvement team, and help determine the success and failures
of the revisions, and to give guidance for needed improvements.
When a satisfactory solution has been reached, more permanent
structures and plantings can be put in. This includes possible
demolition of existing curb and filling, in up to the new curb with
top soil and adding turf and low shrubs, picnic tables and benches,
followed by the addition of art pieces, and further development of a
linear promenade.
Some areas may need bank reinforcement: may be able to/have to work
with Burlington Northern.
TO THINK ABOUT:
Because of alley access and other available routes,is vacation of
Sunset Avenue between Bell and Edmonds Street a possibility?
SUNSET AVENUE

accommodated.
