Ms. Jarboe complained about a flooding incident that had taken place in the backyard. She explained that recently the owner had paid a landscape company to take care of a flooding problem. The company poured approximately a 6" thick, trapezoidal, gravel swale above the existing streambed, with a small perforated pipe running through it. The gravel was poured well above the existing pipes coming into the property. This "solution" resulted in an even bigger flooding problem in her backyard. Neither the City, the Department of Wildlife, nor any other agency was notified about this project prior to its implementation. Ms. Jarboe requested that the City take action to fix the situation because it posed a safety problem for her infant. She was told by Don and Jim that the City did not have an easement to the stream and so had no ability to work on her property. They also told her that the Department of Wildlife would probably have jurisdiction. Don contacted Tony Opperman at the Department of Wildlife concerning the matter, and Tony made a site visit to the property. He ascertained that the Department of Wildlife did, in fact, have jurisdiction of the stream because trout were evident in Willow Creek downstream. A Hydraulic Project Approval would be required to fix the current situation, and Tony's recommendation was to remove the gravel and enlarge the existing streambed. The streambed had diminished capacity due to siltation filling over the years, and this seemed to be the most appropriate action. Don also met with Ms. Jarboe a second time to listen to her concerns and to make sure she understood the situation correctly. She voiced the concern she still had about the pipes and the possibility of her infant crawling into them. Don told her that through his investigation of the development of the parcel upstream, and discussions with the neighbors, that the pipes had been in place for over three years. Again he reiterated that the installation of these pipes was by the private homeowners/developers (although possibly a Department of Wildlife issue as well). She seemed to understand the situation, and Don told her that if she needed any more assistance she could feel free to contact him. Side slopes shall be not steeper than 3:1 for vegetation -lined channels and 2:1 for rock -lined channels unless engineered (roadside ditches shall be per local government Road Standards). Minimum Velocity: In order to promote infiltration, biofiltration, and deposition of silt prior to entering closed pipe systems or natural channels, the minimum velocity is 0.5 fps. Channel Freeboard: Provide minimum 0.5 ft. above design flows. Maximum Slone/Velocity: Vegetation -lined channels shall have bottom slope gradients of 5 percent or less and a maximum average velocity at design flow of 5 fps. Stabilization: Rock -lined channels or bank stabilization of natural channels shall be used when design flow velocities exceed 5 fps. Rock lining shall be in accordance with Table III-2.7 or stabilized with bioengineering methods as described below. Easements: An access easement for maintenance is required along all constructed channels located on private property. Required easement widths and building setback lines vary with channel top width as.required by the local government. Bioengineered Channels and Bank Stabilization Soil "Bioengineering" is a highly specialized science that uses living plants and plant parts to stabilize eroded or damaged land. Its application to eroded stream or river banks provides desirable alternatives to the conventional methods of rock armoring. Properly bioengineered systems are capable of providing a measure of immediate soil protection and mechanical reinforcement. As the plants grow they produce a vegetative protective cover and a root reinforcing matrix in the soil mantle. This root reinforcement serves several purposes: (1) The developed anchor roots provide both shear and tensile strength to the soil, thereby providing protection from the frictional shear and tensile velocity components to the soil mantle during the time when flows are receding and pore pressure is high in the saturated bank. (2) The root mat provides a living filter in the soil mantle which allows for the natural release of water after the high flows have receded. (3) The combined root system exhibits active friction transfer along the length of the living roots. This consolidates soil particles in the bank and serves to protect the soil structure from collapsing and the stabilization measures from failing. The vegetative cover provides immediate protection during high flows by laying flat against the bank and covering the soil like a blanket. It also reduces pore pressure in saturated banks through transpiration by acting as a natural "pump" to "pull" the water out of the banks after flows have receded. Her address is 1275r7th Place South, her home phone number is 775-8659, and her work phone is. 643-6100. The name of the non-resident owner of the subject property is Stan Yu. I am referring this to your office as it does not appear to be legislative in nature, but administrative. Ms. Jarbo relayed to me that she moved into the house two months ago. She said there used to be an open.stream bed in the yard, however it has been recently covered over. She said'there was a drainage pipe put in to control water problems.which may have been done without permits. She had spoken with Jim Roberts, Engineering Technician, and he was out to the property. Ms. Jarbo says there are several pipes that.bring water on to her property, some of which are 18" in diameter and she experienced water flow even during our.period of dry weather. I am,not completely convinced.that this problem has been caused by any action of the City, but I told her that I would ask you and Bob Alberts to look into the situation to see who is the responsible party and to look into some type of solution. She currently has a one year lease on the property and fears for the safety of her infant due to the level of standing water in her yard.
