SUBJECT: Architectural Design Board Agenda and Staff Report
Your application been scheduled for the October 15, 1997 Architectural Design
Board (ADB) Meeting. Enclosed are an agenda and staff report for the ADB
meeting. Please find your item on the agenda. A representative must be
present for each item, including the Consent agenda. The Board often moves'
items off the Consent agenda and onto the regular agenda. If a representative is
not present, the Board will not act on the item.
Please note the statement at the top of the agenda. You must obtain sign
hermits, building permits and any other required hermit from the Building
Division in addition to obtaining approval from the ADB The review by the
ADB is not a substitute for review of building permits and an approval by
the ADB does not grant construction approval

B. Site Location: 130 2nd Avenue South
C. Introduction: The applicant is proposing to alter the siding, windows, parapet wall and awnings for
the existing office building located at 130 2nd Avenue South. The applicant is also proposing to alter
the James Street and 2nd Avenue entrances to comply with the State Barrier Free regulations.
D. Background:
1. Zoning: The property is zoned Community Business (BC) which allows the existing and
proposed use.
2. Environmental Review: The proposal is exempt from the State Environmental Policy Act
(SEPA). Therefore no environmental checklist is required and the applicant and the City have
completed the SEPA review process.
3. Issues: Design of the building, site, and landscaping have all been addressed by the applicant
in their proposal, and the Architectural Design Board must determine the appropriateness of the
proposal.
E. Staff Analysis:
1. Building Design: The existing building is a stucco building with a poorly defined primary
entrance and with no cornice and corner trim. The applicant is proposing to re -side as necessary
with stucco or dryvit type material. The applicant is also proposing to raise the height of the
parapet wall to conceal roof top mounted mechanical equipment. In addition the applicant is
proposing to replace the windows with larger windows, and to add glass awnings over the street.
a) Materials:
The applicant has proposed dryvit and aluminum framed windows and aluminum framed glass
street awnings.
b) Lighting:
The applicant has proposed lighting within the canopies of the two entries.
c) Colors:
The applicant has proposed dark beige for the body of the building with light beige for the
corners, cornice and trim. The aluminum windows and awnings frames will be black.

d) Signing:
The applicant has proposed a building name sign for the 2nd Avenue side of the building. The
sign will be black plastic and foam letters mounted to the building. The proposed sign will be
15 square feet where 90 square feet of signage is pernutted. The proposed sign has a height of
18 feet where the maximum sigh height is 14 feet. The applicant has stated that they will apply
for a variance for the proposed sign:
F. Compliance with criteria: In order for the ADB to approve this item, the Board must make the
J following findings:
1. That the proposal is consistent with the Comprehensive Plan and other adopted City
policies.
2.That the staff has found that the proposal meets the requirements of the zoning ordinance,
or the City has approved a variance or a modification under the zoning ordinance.
4 3. That the proposal as approved or conditionally approved satisfies the criteria and purposes
ECDC section 20.10, ADB Criteria, ECDC section 20.12 , landscaping, and ECDC section
20.60, sign code.
Staff believes that the Board can find compliance with the required findings with the following
conditions:
} That, to comply with the required zoning standards and the requirements of ECDC section 20.60, the
applicant apply for and obtain approval of a variance for height of the proposed sign.
