John Bissell presented the staff report and explained that Wells Fargo Bank has purchased First Interstate Bank and is proposing to change the sign plan to conform to their colors and logos. The current sign plan consists of an internally illuminated freestanding sign adjacent to the parking lot entrance. The applicant is proposing to replace the freestanding sign and add an internally illuminated wall -mounted sign on the building wall facing Edmonds Way. Both the freestanding sign and the south elevation wall -mounted sign are plastic faced illuminated cabinet signs, and will have orange letters on a burnt orange and black background with white logo. Existing landscaping is adequate. The freestanding sign area is 24 square feet, where 24 square feet are allowed, and the wall sign area is 31.2 square feet, where 65.5 square feet are allowed. Sign heights are proposed at 12 feet, where 14 feet are allowed. In order to approve this application, the Board must find that it is in compliance with the Design Guidelines found in the Comprehensive Plan and the Zoning Ordinance. There were no audience comments on this proposal. Boardmember Pierce asked about the appropriateness of free-standing signs in this area. John Bissell explained that the City's policy and Code discourages free-standing signs and should only be allowed if it can be determined that this type of sign is the best reasonable method for advertising the business. Board Chairman Young asked if there is sufficient existing landscaping to meet the landscape requirements. John Bissell clarified that the existing landscaping is sufficient. Boardmember Pierce commented that he feels the sign is appropriate for the area and the business use. O z John Bissell reviewed Edmonds Community Development Code Chapter 20.10, which defines projects or proposals which do not require review/approval by the Architectural Design Board, but rather, can be acted upon by City staff. Mr. Bissell requested that the Board provide an interpretation of that Chapter and how it relates to a construction project being planned by the Port of Edmonds to replace structures damaged during recent snow storms. -_-_ Following Board discussion, attended by Bill Tosky from the Port of Edmonds, 336 Admiral Way, ' Edmonds, it was the consensus of the Board that the Port of Edmonds should make appropriate application with the City and that their proposal be placed on an upcoming Architectural Design Board ® meeting for final review/approval. 8.
