The monument sign will have an area of 1192 square feet, where 32 square feet are allowed, and the
wall signs and awning signs will have an area of 32.4 square fee t, where 42.75 square feet are allowed.
All signs are well below the maximum height limit. Existing landscaping is adequate.

In order to approve this application, the Board must fmd that it is in compliance with the Design
Guidelines found in the Comprehensive Plan and the Zoning Ordinance.
Lee Matlick clarified that a large portion of the sign is black, and will not emit an light,

Boardmember Sullivan stated that both signs are appropriate as proposed.
Boardmember Goodrick agreed and commented that the signage design is effective.

No site lighting or signing is proposed. A mixture of different colored red brick will be used for the
exterior, with black aluminum window frames and black pipe railings. Since the building is in a zone
which allows and encourages zero setbacks, and nearly completely fills the site, no landscaping is being

restaurant, explained that his client is opposed to this proposal due to the fact that Mr. Gorman currently

has an agreement with the Markezinis to use a small portion of their property, located next door to his
restaurant, for trash collection. He explained that if this proposal is approved, his client would not have
space for trash collection and would not be allowed to continue to operate his restaurant.

Richard Eadie, neighboring property owner, spoke in favor of the proposal and the design alternative

Mr. LaFon clarified that Mr. Gorman's trash collection site was previously located on his own property,

however, after remodeling his building, he made an agreement with the Markezinis' to locate his trash'

Boardmember Pierce commented that he feels the building is well designed and would be an asset for the

downtown area. He also indicated that he prefers the rounded modulation on the second design

alternative and would support a recommendation that that option be used if possible.

Boardmember Oaklief agreed and commented that the parking is particularly well designed for the

downtown area. He also indicated that he prefers the barrel vault design if it is allowed, and suggested
that he would like to see the brick continued up to the second floor with the use of stucco on the top floor
only. Mr. Oaklief clarified that the location of the neighbor's trash enclosure is not an issue that the
Board has authority over.
Boardmember Goodrick agreed with other Board comments and stated that likes the design features

Boardmember Sullivan commented that the sides of the building seem too long and out of balance and
clarified some design features with Mr. LaFon. He also agreed that the barrel vault design alternative is

preferable, if possible, and that the parking design is very well done.
Boardmember Chalupnik also agreed with other Boardmember comments and stated that he likes the
design of the project and prefers the barrel vault design alternative as well.
Boardmembers Sullivan and Oaklief discussed changing the exterior design slightly regarding the brick

and stucco surfaces and the paint choices to be used. Mr. LaFon stated that the brick could be brought up
higher and rolled into the stucco area.

side of the building facing the parking lot. The applicant is proposing to replace each of these
signs with the same type and style as existing signs, but with the Wells Fargo colors and logos.
�1 It should be noted that after the Board approved the sign package for First Interstate Bank, and
S the sign package was subsequently installed, several Board Members stated for the record that
p t ' they believed the sign package was not in compliance with the requirements of the design
z in guidelines. Specifically, that the sign package did not conform to the general design theme of
the development as required by ECDC section 20.10.070(5).
D. Staff Analysis
1. Material:
Monument sign: Vinyl letters are proposed.
West Elevation Wail Mounted Sign: Plastic faced illuminated cabinet sign.
Marquee Sign Hanging from Awning: Plastic faced, non -illuminated cabinet
signs.
2. Lighting: The illuminated plastic faced cabinet sign on the west elevation of the
building will be internally illuminated.
3. Colors: All the signs proposed have orange letters on a burnt orange and
black background with white logo.
4. Landscaping: The Community Development Code requires an area of landscaping
surrounding a freestanding sign two times the area of the face of the sign. In this case
the base of the existing freestanding sign is landscaped with adequate landscaping area.
