(Giles) has completed a geotechnical engineering exploration, analysis and design for the above referenced project. A brief description of the project and scope of services are included in the following paragraphs. Giles' scope of services for this project included subsurface explorations, geotechnical analysis, and recommendations for repair and stabilization of the slide area. The geotechnical design includes information for the owner or insurance company to obtain bids from contractors for the emergency slide repair. The report and attached plans (Figures 1 and 2) were prepared for submittal to the City of Edmonds for permits. Additional information required by the City of Edmonds included an Environmental checklist, Critical Areas checklist for 1215 Viewland Way, and building permit applications for the repair work. Copies of the documents submitted to the City of Edmonds are enclosed with this report. PROJECT DESCRIPTION The landslide occurred at the Beresford residence located on the north side of Viewland Way, at 1215 Viewland Way in Edmonds, Washington in early October 1996. Adjacent property at the base of the slope was also affected by sliding of soils and vegetation and by accumulation of slide debris. The lower property is owned by Mr. Robin Kearsley who recently built a new house close to the base of the slide area. The Kearsley residence and an unfinished foundation near the base of the slide area are in the 1300 block of 12th Avenue North in the City of Edmonds' Short Plat No. 5-1-88. The slide was reportedly caused by a broken sprinkler pipe which saturated near surface and colluvial soils and caused them to slide down the slope. The slide resulted in a gully feature which averages an estimated 3 feet deep and 25 feet wide and extends from the top to bottom of slope. A block of soils remaining near the top of the slope has moved an estimated 18 inches downslope resulting in tension cracks and damaged landscaping rockeries in the Beresford yard. Tension cracks are also present in soils under the pier -supported deck. Repair of the slide would be undertaken for the following reasons: • Prevention of further erosion of exposed soils in the gully feature due to rainfall and runoff, • Buttressing of soils surrounding the slide to reduce potential for sliding of adjacent areas; • Reducing potential for further downslope movement of soil "block" at the top of slope which would lead to additional damage of Beresford yard; • Prevention of further damage to property to base of slope from sliding debris; • Mitigation of aesthetic concerns. It is recommended that permitting and construction of repairs be accomplished as quickly as can be arranged. Impending wet weather could lead to further erosion of exposed soils and sliding of soils surrounding the new gully feature including the block of soil in the Beresford yard which has already shown signs of downslope movement. Further sliding and erosion could increase the area requiring repair and lead to further damage to both of the affected properties. It is probable, in our opinion, that the damaged area could regress to damage both the improvements (deck and patio) on the Beresford property and the property downslope of the slide, unless repairs are undertaken to prevent continued erosion during winter rains. This report has been prepared exclusively for the client in order to aid in the evaluation of this property and to provide additional information to supplement the project plans and specifications. Copies of this report may be provided to contractor(s), with contract 'Emergency Slide Repair Project No. 6G-9610009 November 26, 1996 Page No. 3 documents, to disclose information relative to this project. Reproduction and distribution of this report must be authorized by the client and Giles. This report has been based on assumed conditions/characteristics of the existing features where specific information was not available. It is recommended that the property owners, along with any design professionals involved in this project, carefully review these assumptions to ensure they are consistent with the actual conditions. When discrepancies exist, they should be brought to our attention to ensure they do not affect the conclusions and recommendations provided herein. The analysis of this site was based on a subsoil profile interpolated from a limited subsurface exploration. If the actual conditions encountered during construction vary from those indicated by the borings, Giles must be contacted immediately to determine if the conditions alter the recommendations contained herein. It is recommended that a Giles representative be present onsite during earthwork activities to evaluate the conditions encountered and to provide recommendations consistent with the site conditions. The conclusions and recommendations presented in this report have been promulgated in accordance with generally accepted professional engineering practice in the field of geotechnical engineering. No other warranty is either expressed or implied. GEOTECHNICAL ENGINEERING EXPLORATION The subsurface exploration program consisted of two test borings. Borings B-1 and B-2 were drilled to a depth of 12%2 and 21'/2 feet, respectively, below existing ground surface. The borings were completed with hand -portable equipment at the base and top of the slope as shown on Figure 1. The field exploration consisted of performing Standard Penetration Tests (SPT) in general accordance with ASTM:D-1586 specifications at 2'h foot intervals throughout the first 15 feet, and 5 feet thereafter, and/or at each major change in subsurface characteristics. This test and sampling method consists of driving a standard 2 inch outside diameter split -barrel sampler a distance of 18 inches into the soil with a 140 pound hammer free -falling a distance of 30 inches. The number of blows required to drive the sampler through each of three 6 inch penetration intervals is counted and the total number of blows struck during the final 12 inches is considered the Standard Penetration Resistance, or "blow count." The resulting Standard Penetration Resistance values (N-values) provide a measure of the relative density of granular soils and the relative consistency of cohesive soils. A geotechnical engineer from our firm Emergency Slide Repair Project No. 6G-9610009 November 26, 1996 Page No. 4 continuously observed the boring, logged the subsurface conditions, obtained representative soil samples, and transported the samples to our laboratory for further classification and testing as deemed necessary. Conventional field and laboratory testing was performed on the materials encountered in the test borings to determine their classification, strength, compressibility, permeability and other characteristics typically used in evaluating design and general construction considerations. Laboratory testing included two grain size determinations, and several moisture content determinations. Grain -size distribution curves were generated from two sieve analyses performed on selected samples. The attached boring logs describe the various types of soils encountered in the boring, based primarily on visual interpretations made in the field and supported by our subsequent laboratory testing of selected samples. The logs also indicate the approximate depth of the contacts between different soil types, although these contacts may be gradational or undulating. Where a change in soil type occurred between sampling intervals, the depth of contact was inferred. In addition, the logs indicate the Standard Penetration Resistance at each sample location, and any laboratory tests performed on the soil samples. Depth to groundwater is also indicated on the boring logs, where applicable. Groundwater depth is typically estimated from the moisture content of soil samples, the wetted height of the drilling rods, and/or the groundwater level measured in the boring after the auger has been extracted. SOIL CONDITIONS The generalized soil profile encountered at the borings included near -surface deposits of silty, fine sand apparently derived from filling activities during previous site development. Boring B-2 was advanced at the top of the slope through a block of soil showing evidence of recent downslope movement and revealed this apparent fill to extend to a depth of approximately 6%2 feet. Apparent fill depth of Boring B-1 was estimated at approximately 5 feet. Below the fill, the borings encountered a dense, fine to medium sand known as the Esperance deposit. This material was deposited as Vashon glaciers advanced and was subsequently overridden by several thousand feet of glacial ice. As a result of this over consolidation, the Esperance deposit exhibits high shear strength characteristics. Groundwater was not encountered at boring location B-2. At B-1, water was encountered at a depth of approximately 7'/z feet and rose to a level of 3 feet below the surface after drilling. Soil density as revealed by blow counts and groundwater conditions suggest that the upper portion of B-1 may have been advanced through backfill for a drainpipe reportedly Emergency Slide Repair Project No. 6G-9610009 November 26, 1996 Page No. 5 installed in the area. The groundwater which was encountered may have been perched within fill soils above the contact with the dense native sands. The slide removed the majority of fill soils and colluvial deposits from the slope face exposing the dense Esperance sands. A block of this fill remains at the top of the slope near boring B-2 as shown on Figure 1. This block shows evidence of downslope movement estimated at approximately 18 inches at the time of this report. CONCLUSIONS AND RECOMMENDED REPAIR The slide which occurred on the property removed an estimated 3 to 4 feet of fill and colluvium from the slope. The slide exposed the underlying dense Esperance sands which approximately follow the contours of the existing slope which averages 40 degrees. Some small gullies and rills were eroded into these sands from water which flowed down the slope from a broken sprinkler pipe following the slide. The dense, native sands are considered highly erodible due to their gradation and slope angle. However, repair of the slide area will be necessary to restore the slope to its original condition to protect the soils from further erosion, to buttress surrounding slope soils, and to mitigate aesthetic concerns. The preferred repair will involve filling the gully formed by the slide to restore the slope to near its original contours. The replacement fill will consist of 4 to 8-inch quarry spalls which would have characteristics required to remain in place on the 40 degree slope. Other materials would not reliably perform at this inclination. Preparation of the slide area prior to reconstructing the slope should consist of the following steps. Once temporary erosion control measures have been installed (per Figure 1), all vegetation except trees greater than 8 inches in diameter should be removed from the slide area as delineated on the plan. Ornamental shrubs should have the roots balled and should be stored for replanting at owner's discretion after repairs have been made. All remaining loose fill and soils should then be removed from the slide area to expose the underlying dense sands as confirmed by the Geotechnical Engineer. The area below the pile -supported deck should not be disturbed. In addition, no equipment should be allowed on this deck. At the top of the slope, in the area surrounding Boring B-2, a block of soil has shown evidence of downslope movement of up to 18 inches. This "sliding block" is delineated on Figure 1. Movement of the block has created tension cracks at the top of the slope and led to damage of small landscaping rockeries. These rocks should be temporarily removed from the work area for replacement to original configuration following repair of the slope. Depth of the GILES ENGINEERING t ISSOCIATES, INC. Emergency Slide Repair Project No. 6G-9610009 November 26, 1996 Page No. 6 sliding block is estimated at 5 to 6%2 feet based on visual assessment and information gathered at boring B-2. Stabilization of this block of soil will require removal of a portion of these soils. However, removal of the entire block, which would impact landscaping and walkways at the top of the slope, is not considered necessary. It is recommended that soils be removed to form a smooth contour between the toe of this block (at approximately elevation 280) and top of the slope, elevation 302. Estimated volume of soil removal for this portion of work is 35 cubic yards. Removal of this soil, combined with the addition of spalls, landscaping rocks and topsoil to original configuration is considered adequate to stabilize this area. Once a suitable subgrade has been exposed, as determined by the Geotechnical Engineer, the dense sands must be keyed and benched prior to placement of quarry spalls. Keying and benching details are shown on Figure 1 and Figure 2. Location of the benches will be determined by field conditions. However, it is estimated that a minimum of 4 benches cut into the dense sands will be required and should be evenly distributed between the top and bottom of the slope. The maximum vertical height of the benches should be about 4 feet. The keyway at the base of the slope should be excavated as shown on Figure 2 and backfilled with quarry spalls. Excavation may encounter a 6-inch drain pipe reportedly installed in this area. If encountered, the pipe should be replaced to its original configuration. Temporary slope stability is a function of many factors, including the following: • The presence and abundance of surface water and groundwater; • The type and density of the various soil strata; • The depth of cut; • Surcharge loadings adjacent to the excavation; • The length of time the excavation remains open. It is exceedingly difficult under the variable circumstances to pre -establish a safe and "maintenance -free" temporary cut slope angle. Therefore, it should be the responsibility of the contractor to maintain safe temporary slope configurations since the contractor is continuously at the job site, able to observe the nature and condition of the cut slopes, and able to monitor the subsurface materials and groundwater conditions encountered. It may be necessary to drape temporary slopes throughout the site with plastic sheeting or other means to protect the slopes from the elements and minimize sloughing and erosion. We do not recommend unsupported vertical slopes or cuts deeper than 4 feet if worker access is necessary. The cuts should be adequately sloped, shored, or supported to prevent injury to personnel from local sloughing and spalling. The excavation and all construction activities on or adjacent to the site slopes or excavations should conform to applicable Federal (OSHA), State (WISHA), and local regulations. The maximum estimated volume of spalls required for the project is 350 cubic yards. The estimated average thickness of spalls required to return the slope to pre -slide contours is approximately 3 feet. This dimension will vary according to field conditions but should not be less than 8 inches. , zII A new,3-feehigh rockery will be constructed at the toe of the slope as shown on the plan. The ends of the rockery will taper out of each end outside of the slide area. The rockery will be founded on the quarry spall, keyway backfill. The rockery should be constructed in accordance with City of Edmonds requirements. Backfill behind the rockery drainage course will consist of a combination of quarry spalls common fill soil compacted to a firm and unyielding condition. Once quarry spalls are in place on the slope, the spall backfill will be covered by a minimum of 6 inches of common fill soil. This soil could consist of excess soil generated on the site. The slope should then be hydroseeded, covered with jute matting and then covered with visqueen until the hydroseed vegetation has become established. The Planting Schedule on the plan should be consulted for other planting requirements. A 2' x 2' gravel drain was reportedly installed previously at the toe of the slope. As part of this project approximately 150 lineal feet of this drain will be uncovered and restored to functional condition. Also, the yard surrounding the house at base of slope will be regraded to promote drainage away from the structure and into this drain. Water at the top of the slope should be diverted away from the slope face to a suitable discharge point. All heavy equipment access for repair work will be from the base of the slope. Therefore, placement of spalls to the top of the slope may require construction of a temporary bench midway up the slope for equipment access, use of a crane or other methods. In researching past files it was found that the Street Vacation ST-1-84 was never completed. During application for a building permit on Lot 3, Michael Rand was contacted regarding the remaining information needed from him before the Street Vacation could be brought before City Council for final approval. We are still awaiting this information and would like to see this matter come to a close as I am sure you would as well. Please submit the required 8-1/2"x 14" map of the proposed vacation/easement and change the contact agency in the conditions of the Native Growth Protection Easement on the face of the map. Once received, we will submit it to City Council for final approval. Also during application review it was found that the location of the access easement on the approved civil plans for subdivision improvements is not as legally described and approved under subdivision (S-1-88). A survey prepared by Columbia Land Survey & Engineering in 1993 places the actual location of the easement approximately 10 feet south of its approved location. The subdivision documents must be corrected to reflect the accurate location of the access easement. This requires that Subdivision File S-1-88 be reopened and that it be reviewed with the correct legal descriptions and map location through a public hearing, and be re -recorded. Since the City Engineering Department approved the placement of the access easement at this location, the City will waive the subdivision application fee, however, you are responsible for providing the City with a revised map and legal descriptions for the access easement, lots and native growth protection easement. During our discussion at the counter regarding access to Lot 2 across Lot 1, it was determined that you would need to do a Lot Line Adjustment to correct this matter. Since the subdivision must be reopened and new map and legal descriptions submitted, the proposed easement to Lot 2 may be included as part of the revised documents. Once you have submitted the revised subdivision documents, John Bissell, Associate Planner, will be processing the subdivision. Please direct your questions regarding the subdivision documents to Mr. Bissell. Currently there is an issued building permit for Lot 3 and building permit applications under review for Lots 1 and 2.
