MOTION: the Edmonds Fire Department. COUNCILMAN CARNS MOVED, SECOIIDED BY COUNCILtIAN
NORDQUJST, TO PASS RESOLUTION 421, COM'iENDING CLINTON F. GRAY FOR SERVICES TO
TI1E CJTY AND THC CITIZENS THEREOF. MOTION CARRIED. Mr. Gray was in the audience
to receive the conlilendation.
Mayor Harrison referred to a memorandum from t•i.A.A. Dibble on the subject of
lobbying and asking what Mr. Dibble's communications role should be to the
Council on legislative matters. A4lC legislative bulletins .and action calls
were discussed. It was suggested that Kent slasher of the Al'IC be requested to
telephone people when there is something important, rather than depending on
notification by r::ail which sometimes arrives too late forany action to be
taken. The Council vrere in agreement that they would like to have the AUC
communications nailed directly to their homes, rather than to the City offices,
to reduce the tine for delivery. There I;as some discussion regarding the forms
which must be filed in connection I'dith lob!ying by a public official. Little
lobbying by the Council had been done in the past., and it did not appear that
much was anticipated.
Mayor Harrison announced that there I':as a vacancy on the Board of. Adjustment,
caused by the resignation of Al Bailey. He asked that the Council rl:ret in his
office prior to next I•:eWs meeting, at 7:15 p-in., to interview tluryl liedina
t'rhom he was proposing to fill this vacancy. . .

In response to your letter of November 15, 1978, regarding
parking adjacent to your residence located at 134 Third Avenue
North, a report will be made to the City Council at their
December 5, 1978, meeting.
The City Council adopted Ordinance #2021 on September 5,
1978 (see attached copy), which creates a two-hour parking
limitation from 8:00 a.m, to 6:00 p.m, except Sundays and
Holidays along Third Avenue.
Your conversations with Bill Nims.of the Engineering
Division have apparently resolved the question. If you have
