If it is mounted on the interior side of an exterior metal, concrete, or block wall it is mounted on an insulating board to prevent direct contact with moisture or temperature extremes. Our ultimate goal is the safety of our residents and the preservation of property and the environment. The monitoring of your fire alarm system provides for a quicker response by the Fire Department, thereby reducing fire loss, providing for a greater chance of survivability in rescue situations, and quicker assistance to persons with reduced mobility. A fire alarm control panel (FACP) is the heart of a fire alarm system, getting input from initiating devices (pull stations, heat detectors etc), activating local notification (horn/strobes, mini horns etc) and sending the alarm to a monitoring company who then sends it to the Fire Dispatch Center. A system that lacks monitoring requires an individual to call 911 and report the alarm, thereby delaying responses. Many system upgrades are brought on by failing panels and/or devices. The current codes and standards are in place and are revised every three years to keep pace with safety concerns that have evolved and changes in technology. The system may not have been required to be monitored at the time of construction but because of the upgrades (new panel) to the system, monitoring is now required. International Fire Code (2012) 907.6.5 "Monitoring. Fire alarm systems required by this chapter or by the International Building Code shall be monitored by an approved supervising station in accordance with NFPA 72" Exception: Monitoring by a supervising station is not required for: 1. No person shall molest, tamper with, damage or otherwise disturb any apparatus, equipment or appurtenance belonging to or under the supervision and control of the fire department without authority from the chief or his authorized representative to do so. Tampering with Fire Hydrant or Fire Appliance See. 10.202. No person shall remove, tamper with or otherwise disturb any fire hydrant or fire appliance required to be installed or maintained under the provisions of this code except for the purpose of extinguishing fire, training purposes, recharging, or making necessary repairs, or when permitted by the fire department. Whenever a fire appliance is removed as herein permitted, it shall be replaced or reinstalled as soon as the purpose for which it was removed has been accomplished. Hydrant Use Approval Sec. 10.203. No person shall use or operate any hydrant or other valves installed on any water system intended for use by the chief for fire sup- pression purposes and which is accessible to any public highway, alley or private way open to or generally used by the public, unless such person first secures a permit for use from the chief. This section does not apply to the use of a hydrant or other valves by a person employed by and author- ized to make such use by the water company which supplies water to such hydrants or other valves. Tampering with Barricades, etc. Sec. 10.204. No person shall place or keep any post, fence, vehicle, growth, trash, storage or other material or thing near any fire hydrant, fire department connection or fire protection system control valve that would prevent such equipment or hydrant from being immediately discernible or in any other manner deter or hinder the fire department from gaining im- mediate access to said equipment or hydrant. Access Roadways for Fire Apparatus Sec. 10.207. (a) Every building hereafter constructed shall be accessible to fire department apparatus by way of access roadways with all-weather driving surface of not less than 20 feet of unobstructed width, with ade- quate roadway turning radius capable of supporting the imposed loads of fire apparatus and having a minimum of 13 feet, 6 inches of vertical clearance. EXCEPTION: When there are not more than two Group R, Division 3 or M Occupancies as defined in the Building Code, the requirement of this sec- tion may be modified when, in the opinion of the chief, fire -fighting or rescue operations would not be impaired. (b) The required width of access roadways shall not be obstructed in any manner, including parking of vehicles. "NO PARKING" signs and/or other appropriate notice prohibiting obstructions may be required and shall be maintained. (c) The access roadway shall be extended to within 150 feet of all por- tions of the exterior walls of the first story of any building. Where the ac- cess roadway cannot be provided, approved fire protection system or systems shall be provided as required and approved by the chief. (d) Where fire protection systems approved by the chief are provided, the above required clearance may be modified. (e) The chief shall have the authority to require an increase in the minimum access widths where such width is not adequate for fire or rescue operations. Premises Identification € Sec. 10.208. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road fronting the property. Said numbers shall contrast with their background. I Division III INSTALLATION AND MAINTENANCE OF FIRE - PROTECTION, LIFE -SAFETY SYSTEMS AND APPLIANCES Installation Sec 10.301. (a) The chief shall designate the type and number of fire ap- Q 10.301 UNIFORM FIRECODE pliances to be installed and maintained in and upon all buildings and premises in the jurisdiction other than private dwellings. This shall be done according to the relative severity of probable fire, including the rapidity with which it may spread. Such appliances shall be of a type suitable for the probable class of fire associated with such building or premises and shall have approval of the chief. Portable fire extinguishers shall be in accordance with U.F.C. Standard No. 10-1. (b) In occupancies of an especially hazardous nature or where special hazards exist in addition to the normal hazard of the occupancy, or where access for fire apparatus is unduly difficult, additional safeguards may be required consisting of additional fire appliance units, more than one type of appliance, or special systems suitable for the protection of the hazard involved. Such devices or appliances may consist of automatic fire alarm systems, automatic sprinkler or water spray systems, standpipe and hose, fixed or portable fire extinguishers, suitable asbestos blankets, breathing apparatus, manual or automatic covers, or carbon dioxide, foam or other special fire -extinguishing systems. Where such systems are installed, they shall be in accordance with the applicable Uniform Fire Code Standards or standards of the National Fire Protection Association when Uniform Fire Code Standards do not apply. (c) An approved water supply capable of supplying required fire flow for fire protection shall be provided to all premises upon which buildings or portions of buildings are hereafter constructed. When any portion of the building protected is in excess of 150 feet from a water supply on a public street, there shall be provided, when required by the chief, on -site fire hydrants and mains capable of supplying the required fire flow. Water supply may consist of reservoirs, pressure tanks, elevator tanks, water mains or other fixed system capable of supplying their required fire now. In setting the requirements for fire flow, the chief may be guided by the standard published by the Insurance Services Office, "Guide for Determination of Required Fire Flow.' The location, number and type of fire hydrants connected to a water supply capable of del ivering required the r uired fire flow shall be provided on the public street or on the site of the premises to be protected as required and approved by the chief. All hydrants shall be accessible to the fire depart- ment apparatus by roadways meeting the requirements of Section 10.208. (d) When fire protection facilities are to be installed by the developer, such facilities including all surface access roads shall be installed and made serviceable prior to and during the time of construction. When alternate methods of protection, as approved by the chief, are provided, the above may be modified or waived. Plans and specifications shall be submitted to the fire department for review and approval prior to construction.. Maintenance Sec. 10.302. (a) All sprinkler systems, fire hydrant systems, standpipe systems, fire alarm systems, portable fire extinguishers and other fire -pro- tective or extinguishing systems or. appliances shall be maintained in an operative condition at all times and shall be replaced or repaired where defective. Fire -protective or extinguishing systems coverage, spacing and specifications shall be maintained in accordance with recognized standards at all times and shall be extended, altered or augmented as necessary to maintain and continue protection whenever any building so equipped is altered, remodeled or added to. All additions, repairs, alterations and servicing shall be made in accordance with recognized standards. Inverting types of soda -acid, foam, loaded stream, antifreeze and water fire extinguishers shall not be recharged or placed in service for fire protec- tion use. (b) The building owner shall be responsible for assuring that the fire and life -safety systems required by Sections 1807 and 1907 of the Uniform Building Code shall be maintained in an operable condition at all times. Unless otherwise required by the chief, quarterly tests of such systems shall be conducted by qualified persons approved by the chief. A written record shall be maintained and be made available to the inspection authority. Vapor Liquid and Liquefied Gas Extinguishers Sec. 10.303. (a) Vaporizing liquid extinguishers containing carbon tetrachloride for chlorobromomethane shall not be installed or used in any location for fire protection use. (b) Liquefied gas extinguishers containing approved halogenated agents Halon 1211 or Halon 1301 may be installed and used in accordance with U.F.C. Standard No. 10-1. Sale of Defective Fire Extinguishers Sec. 10.304. No person shall sell or trade any form, type or kind of fire extinguisher which is not approved or which is not in proper working order, or the contents of which do not meet the requirements of this code, provided, however, this shall not apply to the sale or trade of fire ex- tinguishers to any person or firm engaged in the business of selling or handling of such extinguishers or the sale or exchange of obsolete or damaged equipment for junk.
