CASE NO.: CU 97-115 and ADB 97-116 LOCATION: 141 Dayton St. APPLICATION: Consolidated Permit Application for a Conditional Use Permit for an 83-bed "Assisted Living Care Facility" and compliance with the City's Architectural Design Board Design Criteria. (Exhibit A, Attachments 2, 3, 4 and 6). REVIEW PROCESS: Conditional Use Permit: Hearing' Examiner conducts public hearing and makes final decision. The Architectural Design Board (ADB) has reviewed the proposal and has made a recommendation. MAJOR ISSUES: (1) Compliance with Edmonds Community Development Code (ECDC) Section 16.53 (Community Business - BC). (2) Compliance with Edmonds Community Development Code (ECDC) Chapter 20.05 (Conditional Use Permits). SUMMARY OF RECOMMENDATION AND DECISION: Staff Recommendation: Approve with conditions Hearing Examiner Decision: Approve with conditions PUBLIC HEARING: After reviewing the official file which included the Planning Division Staff Advisory Report; and after visiting the site, the Hearing Examiner conducted a public hearing on the application. The hearing on the application was opened at 10:55 a.m., April 1, 1999, in the City Hall, Edmonds, Washington, and closed at 12:08 a.m. Participants at the public hearing and the exhibits offered and entered are listed in this report. From the City: Steve Bullock reviewed the staff advisory report and entered it into the record (Exhibit A). He noted this is a consolidated review for both design and use. He also noted that after the Architectural Design Board (ADB) review of the proposal, the applicant redesigned the roof to provide modulation in accordance with the ADB motion. From the Applicant: Julie Brockman, Applicant, reviewed the proposal and discussed the assisted living concept. Charlie Wright, Johnson Architects, explained the revised plans and said they had attempted to mitigate view impacts. From the Community: Shirley Faris, neighbor, asked questions about the ratio of employees to clients, hours of construction, length of construction, noise, access to the trash area, and deliveries to the site. She also expressed concerns about traffic and parking related to the proposal. Sterling Jensen, neighbor, said he too was concerned about parking (including visitor parking) and had a strong objection to the loss of Landau parking, which now uses the site. He asked where the mechanical equipment would be placed. Merrill Younkin, neighbor, took exception to the view analysis that was submitted with the revised plans. He expressed concerns about loss of views from the El Capitan condominiums and he expressed concerns about loss of parking in the area. Response from the Applicant: Julie Brockman responded that there will be maximum of 15 staff on site during any shift. She also said after construction 24 parking spaces will be provided to Landau and that Edmonds Financial will provide the other 12 spaces. Jeff Saboda, Johnson Architects, discussed the parking issue and responded to questions about the location and design of the trash enclosure. He said construction would take place over a period of 12 to 14 months and noted that parking may be able to be staged on site during construction. He said they plan to locate much of the mechanical equipment in the garage. Dale Watkins, Traffic Engineer, said the use will be a low traffic generator and only 14 trips are expected during the PM peak. W REVIEW BY THE ARCHITECTURAL DESIGN BOARD The ADB met on March 17, 1999 to review the request and adopt a recommendation to LL the Hearing Examiner (Exhibit A, Attachment 2). Comprehensive Plan and other adopted City policies, it meets the requirements of the zoning ordinance, and satisfies the criteria in the Edmonds Community Development Code. Motion Carried The Board's major concern was that the ridgeline of the roof that runs north and south the length of the building be broken up to allow for view corridors of Puget :t Sound to the west to be maintained for properties to the east of the proposed building. In discussion between the applicant and the Board it appeared that the applicant could make some changes to their proposal to address the Boards concern. Drawings have been submitted which reflect the Board's request (Exhibit A, Attachment 7). With this design, the Board would recommend approval of the roof as a modulated design. All other element of this proposal met with the approval of the Architectural ® Design Board, including landscaping and materials. A. SITE DESCRIPTION ai) Facts: (1) Land Use: The subject property contains a single warehouse type structure.- (2) Zoning: The subject property is located in a Community Business (BC) zone (Ekhibit A, Attachment 1). Q Terrain and VeaeCation: The site is relatively flat with a slight slope from east to west side of the property. 2. Neighboring Development And Zoning: (1) Fact: The property is surrounded on the north, east and west by the BC zone and �et commercial and mixed -use development. The property across the to the south is the City wastewater treatment plant. ( 2Fact: The ferry ) holding lines are adjacent to the property on the west. B. STATE ENVIRONMENTAL POLICY ACT (SEPA) 1. -Fact: SEPA is requiTed of any project, which requires 4 Conditional Use Permit. A Mitigated Determination of Nonsignificance was issued November 13, 1997, based on a submitted traffic study. No comments or appeals were received. C. EDMONDS COMMUNITY DEVELOPMENT CODE (ECDC) COMPLIANCE 1. Critical Areas Corn liance a) Facts: (1) This proposa I is. subject to review under ECDC Chapter 20.153 I (Critical Areas Ordinance). (2) A Critical Areas Checklist (CA-97-170) was submitted and the requirement for a study waived. b) Conclusion: The applicant has met the requirements of the Critical Areas Ordinajrice.l 2. Compliance with the Community Business, (BC) Zoning Standards a) Facts: standards pertaining (1) The fundamental site developmentrta'ining' to development in the Community Business (BC) zone is setforth in "W, Chapter, 16.5 020. Compliance with Requirements for a Conditional Use Permit a Fact: (1) Chapter 20.05 of the ECDC sets forth the mechanism whereby the following findings and criteria must be meta The criteria are as follows: (a) The proposed use must be consistent with the Comprehensive Plan. (b) The proposed use, and its location, is consistent with the purposes of the zoning ordinance and the purposes of the zone district in which the use will meet all applicable requirements of the zoning ordinance. (c) That the use, as approved or conditionally approved, will not be significantly detrimental to the public health, safety and welfare, and to nearby private property or improvements unless the use is a public necessity. (d) The Hearing Examiner shall determine whether the conditional use permit shall ran with the land or shall be personal. b) The applicant has submitted the following declarations with their submittal which address the decisional criteria (see Exhibit A, Attachment 4): (a) The project is consistent with the Comprehensive Plan in that it is in Edmonds, and it is zoned Community Business. (b) . The project is consistent with the Zoning Code in that the BC zone states as one of its purposes: "To allow for multiple dwelling units(s) as a secondary use to the business uses. (c) The project will not be detrimental in that the proposed use does not put a great burden on surrounding properties or uses. The typical resident will be 84 years old, not drive their own_: car and have occasional visitors. The parking plan shall address: (a) How and where alternate parking for the 36 spaces now allocated to Wiggins Properties will be provided, and (b) How and where parking for construction workers will be provided. (4) Prior to issuance of a certificate of occupancy, the applicant shall submit a visitor parking plan to the Planning Division for review and approval. The plan shall address how visitor parking can be readily provided during visiting hours at the facility. (5) The permit shall run with the Iand and be transferable. Any person wishing to file or respond to a recommendation or appeal should contact the Planning Department for further procedural information. REQUEST FOR RECONSIDERATION Section 20.100.010.E allows for the Hearing Examiner to reconsider his decision or recommendation if a written request is filed within ten (10) working days of the date of the initial decision by any person who attends the public hearing and signs the attendance register and/or presents testimony or by any person holding an ownership interest in a tract of land which is the subject of such decision or recommendation. The reconsideration request must cite specific references to the findings and/or the criteria contained in the ordinances governing the type of application being reviewed. APPEALS Section 20.105.020.A & B describe how appeals of a Hearing Examiner decision or recommendation shall be made. The appeal shall be made in writing, and shall include the decision being appealed along with the name of the project and the date of the decision, the name of the individual or group appealing the decision, their interest in the matter, and the conditional use permit. shall expire and be null and void, unless the owner files an application for an extension of the time before the expiration date.' The ADB has reviewed the proposal for consistency with the Design Guidelines and has made a recommendation of approval with conditions to the Hearing Examiner. A. III. RECONSIDERATION'S AND APPEALS The following is a summary of the deadlines and procedures for filing reconsideration's and appeals. Any person wishing to file or respond to a recommendation or appeal should contact'the Planning Department for further procedural information. A. Request for Reconsideration Section 20.100.010.E allows for the Hearing Examiner to reconsider his decision or recommendation if a written request is filed within ten (10) working days of the date of the initial decision by any person who attends the public hearing and signs the attendance register and/or presents testimony or by any person holding an ownership interest in a tract of land which is the subject of such decision or recommendation. The reconsideration request must cite specific references to the findings and/or the criteria contained in the ordinances governing the type of application being reviewed. B. Appeals Section 20.105.020.A & B describe how appeals of a Hearing Examiner decision or recommendation shall be made. The appeal shallbe made in writing, and shall include the decision being appealed along with the name of -the project applicantand the; date of the decision, the name and address of the individual or group appealing the decision, their interest in the matter, and reasons why the appellant believes the decision to be wrong. The appeal must be filed with the Community Development Director within fourteen (14) calendar days after the date of the decision being appealed. IV. LAPSE OF APPROVAL Section 20.85.020.0 states "The approved variance must be acted on by the owner within one year from the date of approval or the variance shall expire and be null and void, unless the owner files an application for an extension of the time before the expiration and the city approves the application. V. The facility will be comprised of one building which will be a Type 5 (rion-rated) two- story wood frame construction (approx. 71,286 sq. ft.) over an enclosed parking garage (approx. 20,485 sq. ft.) A total of 52 parking spaces, including 3 spaces for handicapped parking, will be provided. The total site area is approximately 60,062 square feet. Hearing Process: We request that the project submittal for both the Architectural Review Board and the Conditional Use be processed concurrently at the same hearing with the Hearings Board Examiner. Consistency with Comprehensive Plan This request for a conditional use permit is consistent with the comprehensive plan; the property lies within the Urban Growth Area Boundary of the City of Edmonds comprehensive plan; and the property is designated in the comprehensive plan as, and is currently zoned, Community Business (BC). The project's defined use under City of Edmonds Code is as a "Congregate Care Facility" which is a primary use requiring a Conditional Use Permit under Community Business Zoning. Consistency with Zoning Ordinance Community Business (CB) zoning has the following stated purposes: A. Not Detrimental The use will not be significantly detrimental to the public health, safety and welfare, or to the nearby private property or improvements. The occupancy of the facility by up to 81 senior citizens with an average projected age of 84 years will have no detrimental impacts to public health, safety, welfare or to nearby private property or improvements. This type of facility is generally considered to be a "good neighbor" and highly desirable land use in commercial and residential neighborhoods. Family and friends of the residents are occasional visitors that park within the parking garage. As an assisted care facility for seniors, there is relatively little demand on public services and facilities. The building design is very architecturally pleasing in appearance. There is a great need for senior services of this type as our population grows older and this project would provide a positive addition to the local community and surrounding areas. Following is a description of the services the Assisted Living facility will provide to the community. Licensure The facility will be licensed by the State of Washington, Department of Social and Health Services, Residential Care Facilities, as a Boarding Home. The application process for a Boarding Home is done concurrently with the development of this facility. Community Approaches to Assisted Living The Community's approach to assisted living is expected to be a combination of housing, personalized supportive services (such as dressing, bathing, medication reminders, meal preparation, and housekeeping services), and health care designed to respond to the individual needs of those who require assistance with activities of daily living, enabling seniors to manage as long as possible on their own. The Community's residential atmosphere is an attractive alternative to health care facilities having an institutional appearance. A.D.L.'s include assistance with bathing, grooming, dressing, walking, laundry, diabetic monitoring, incontinence management, and medication monitoring and administration. Each apartment will have wall-to-wall carpeting, window treatments, and emergency call system. The Assisted Living apartments will have a private bath with shower and a kitchenette containing a two -burner range top and microwave. A freestanding z monument sign is proposed on the southeast corner of the site. The building style is a colonial type style and exterior materials include vinyl siding and stucco. Mr. Bullock stated that the proposal meets the City's bulk standards. He also reviewed the Code with respect to allowed building height, stating that the allowed height is 25 feet unless the roof has a i 3/12 pitch or greater or the ADB approves it as a part of an approved modulated roof design. The Board discussed ECDC Section 20.10.070(A)6 and (C)3 and how they relate to the proposal. One requires the size and height of buildings to be compatible with the character and existing views of the ' surrounding area; and the other states that buildings taller than two stories shall be reviewed to determine the extent to which they will block views from surrounding property. 0 Mr. Wright distributed updated elevations and entered them into the record as Exhibit 2 and a sample board of exterior materials as Exhibit 3. He described some of the changes, stating that the entry has been enhanced to make it more interesting. Mr. Wright stated that their intent was to create a financially feasible project that was aesthetically pleasing. He feels the proposal meets the design guidelines and the exterior materials (stucco and wood -look vinyl siding) fit well with the surrounding buildings. The building is well modulated on all four sides and the transition of height provides a more human scale. Mr. Wright stated that there were no plans to have mechanical equipment on the roof or the exterior of the building. Boardmember Sullivan asked for clarification on the roof and asked how far pitches go up on the side. He stated that elevation A-6 shows that the roof is flat on top. He felt there was not enough information in the application to make a determination on the roof design. Mr. Wright responded that the roof slopes all the way around with a two foot, six inch overhang. Mr. Sullivan said that it was his understanding that all portions of the roof must have a pitch of 3/12 or greater. Boardmember Chalupnik sated that he feels the roof modulation does not seem to meet the specified criteria and asked if the building could be lowered to keep the building height at 25 feet. Mr. Wright stated that the tight site limited how far they could drop down for the garage. Mr. Chalupnik said that he likes the building design with the exception of the roofline, Chair Rubenkonig asserted that using the term "assisted living community" on the monument sign r might draw undue attention to the building and its residents and create a safety concern. Julie Brockman explained that for marketing purposes it was important to differentiate their building from zgyp; a regular apartment. She felt that the facilities would be secure and safety would not be an issue. z� g The Board discussed the roofline and Mr. Wright clarified the roofline by drawing it on an elevation. The primary concern was with view blockage and the flat portions of the roof that extend above the 0 F, 25-foot height limit. The applicant has stepped the building in and out along its street frontages and in addition, has provided four large patio areas which further break up the massiveness of the building. With the parking under the building, nothing extra needs to be done to screen it from view. ® b. Landscaping: A proposed landscape plan is included in Attachment 3. A mixture of small and large trees with ground covers and shrubs are proposed throughout the site. Dumpster Screening: The dumpster is large enough and adequately screened, but the City's recycling coordinator has concerns about the haulers ability to access it. d. Lighting: Most of the proposed lighting is within the site. Of the few fixtures that could spill light off of the site, those fixtures are located at entrances and exits for safety. A site plan showing the proposed location of the lighting fixtures is contained in Attachment 3. 2. Building Design. The building has a kind of colonial flavor. The shallow pitch gable ends together with the iron guard rails reinforce this perception. a. Exterior Materials: Siding types include a mixture of stucco and horizontal vinyl siding. b. Color: The horizontal vinyl siding will be a beige mixed with a white and beige stucco. The roof is indicated as being a greenish color. c. Shape: The building is a two story, wood frame structure that looks Iike 2 "H's" smashed together in plan view. The result is a building that contains four interior courtyards and has a substantial amount of exterior walls to give it some interest and variety. d. Views: Some views may be affected from residences to the immediate east, but the applicant is not proposing anything beyond what the code allows. 3. Sign Design: (Freestanding Sign) a. Engineering Division Memo 97116sr.doc page 3 sip► �,�► . 7aninty and Vir-initu Man EXECUTIVE SUMMARY EDMONDS ASSISTED LIVING FACILITY ....141 DAYTON STREET EDMONDS, WASHINGTON Project Proposal Requesting Conditional Use Permit: We are requesting a conditional use permit from the City of Edmonds to build an 81 unit (81 bed) Assisted Living/Independent Facility, located on the property at 141 Dayton St. in Edmonds (Tax Parcel #2327034-090-0002). The facility will be comprised of one building which will be a Type 5 (non -rated) two- story wood frame construction (approx. 71,286 sq. ft.) over an enclosed parking garage (approx. 20,485 sq. ft.) A total of 52 parking spaces, including 3 spaces for handicapped parking, will be provided. The total site area is approximately 60,062 square feet. Hearing Process: We request that the project submittal for both the Architectural Review Board and the Conditional Use be processed concurrently at the same hearing with the Hearings Board Examiner. Consistency with Comprehensive Plan This request for a conditional use permit is consistent with the comprehensive plan; the property lies within the Urban Growth Area Boundary of the City of Edmonds comprehensive plan; and the property is designated in the comprehensive plan as, and is currently zoned, Community Business (BC). The project's defined use under City of Edmonds Code is as a "Congregate Care Facility" which is a primary use requiring a Conditional Use Permit under Community Business Zoning. Consistency with Zoning Ordinance Community Business (CB) zoning has the following stated purposes: O A. To reserve areas for those retail stores, offices, service establishments and amusement establishments which offer goods and services to the entire community. B. To ensure compact, convenient development patterns by allowing uses that are operated chiefly within buildings. D C. To allow for multiple dwelling unit(s) as a secondary use to the business uses. The proposed assisted living facility will provide a community service establishment delivering assisted living care to senior citizens. The senior assisted care residential activities will occur chiefly within the proposed building, except for passive recreational activities that would take place on the patios and decks of the building. Prepared by Northwest Care Management, Inc., 1/99 ATTACHMENT I Transferability We and the land owner request that the conditional use permit run with the land and that the permit may be used by a subsequent occupant of the same property. Not Detrimental The use will not be significantly detrimental to the public health, safety and welfare, or to the nearby private property or improvements. The occupancy of the facility by up to 81 senior citizens with an average projected age of 84 years will have no detrimental impacts to public health, safety, welfare or to nearby private property or improvements. This type of facility is generally considered to be a "good neighbor" and highly desirable land use in commercial and residential neighborhoods. Family and friends of the residents are occasional visitors that park within the parking garage. As an assisted care facility for seniors, there is relatively little demand on public services and facilities. The building design is very architecturally pleasing in appearance. There is a great need for senior services of this type as our population grows older and this project would provide a positive addition to the local community and surrounding areas. Following is a description of the services the Assisted Living facility will provide to the community. Licensure The facility will be licensed by the State of Washington, Department of Social and Health Services, Residential Care Facilities, as a Boarding Home. The application process for a Boarding Home is done concurrently with the development of this facility. Community Approaches to Assisted Living ® The Community's approach to assisted living is expected to be a combination of housing, personalized supportive services (such as dressing, bathing, medication reminders, meal preparation, and housekeeping services), and health care designed to respond to the individual needs of those who require assistance with activities of daily living, enabling seniors to manage as long as possible on their own. The Community's residential atmosphere is an attractive alternative to health care facilities having an institutional ® appearance. 2 Description of the Assisted Living Facility The Assisted Laving facility will have 81 units licensed under a Boarding Horne license issued by the State of Washington to provide assistance with activities of daily living UJ' (A.D.L.'s). A.D.L.'s include assistance with bathing, grooming, dressing, walking, laundry, diabetic monitoring, incontinence management, and medication monitoring and o o' administration. Assisted Living is the fastest growing segment in senior housing in the Yi United States. o The Assisted living units will be rented on a monthly basis with a full range of services: three daily meals, all utilities (except telephone), weekly housekeeping and linen service, �j full-time activities program administered by an Activity Director, scheduled transportation 24-hour service, staff and security, individual heat and air-conditioning, a == and emergency call systems. The community is designed around a residential -model, not a medical model environment. It is specifically designed to address the needs of the elderly population who have a level of functional limitations, but do not require the intensive care offered at skilled nursing facilities. !IJ The community will offer common areas for the benefit of the residents and family r Z1 members, with a dining room, activity room, and other common areas. Each apartment will have wall-to-wall carpeting, window treatments, and emergency call system. The N Assisted Living apartments will have a private bath with shower and a kitchenette containing a two -burner range top and microwave. The following is a list of services that are offered as part of the total service package: • Personal assistance with dressing, bathing, medication administration, and special diets; • Three daily meals and snacks; • 24-hour staff; • Emergency call systems in each apartment and common areas; • Housekeeping and linen service; • Utilities; © • Daily activities and programs; • Personal laundry services; • Exercise and wellness programs; • Van transportation; • Beauty Shop. ® The facility will be managed by Northwest Care management and designed by The Johnston Associates architectural firm. We have been involved in the development, design, and management of several facilities in Washington State of Assisted Living, Retirement, and Alzheimer's Communities. The City Engineer, prior to building permit issuance, must approve for construction, a site plan prepared by a registered Professional Engineer. The existing HDPE pipe parallel with 2nd Ave. & cannot be driven over without additional structural considerations. The applicant must comply with Ordinance 3013 regarding storm drainage. Show how water and sewer service will be provided to the facility. A double detector check valve assembly may be required as part of the water supply system. Meet Fire Department requirements for location of fire hydrants, construction of fire sprinkler systems, and fire flow. Submit cross section of the driveway egress from the building to the existing alley. Submit detailed drawing of the proposed driveway to the existing alley, show number of parking stalls to be deleted at Edmonds Financial Center parking lot, if any. Maximum driveway slope is 12%. The drawing indicated the slope of the driveway from 2nd Ave. S. to the building is 16%. In addition, what is the width of the proposed driveway? To show one way entry only at 2nd Ave. S., you should construct channelization at the entrance to indicate one way. The one way entry on 2nd Ave. S. will be restricted to right -in only. What is the width and slope of the proposed driveway egress ingress to the dumpster? The proposed traffic mitigation is $3,770.62. Sidewalk and wheelchair accessible ramps should be according to the City of Edmonds standards. Wheel stops will be required in the underground parking spaces. Is the parking garage gated, as was proposed earlier? The Engineering Division will not be responsible for delays or additional requirements that affect the project due to errors, incompleteness, or omissions in the submittal. The following comments apply. The Storm drainage concept is approved as proposed. The City Engineer, prior to building permit issuance, must approve for construction, a site plan prepared by a registered Professional Engineer. The existing HDPE pipe parallel with 2nd Ave. S. cannot be driven over without additional structural considerations. The applicant must comply with Ordinance 3013 regarding storm drainage. Show how water and sewer service will be provided to the facility. A double detector check valve assembly may be required as part of the water supply system. Meet Fire Department requirements for location of fire hydrants, construction of fire sprinkler systems, and fire flow. Submit cross section of the driveway egress from the building to the existing alley. Submit detailed drawing of the proposed driveway to the existing alley, show number of parking stalls to be deleted at Edmonds Financial Center parking lot, if any. Maximum driveway slope is 12%. The drawing indicated the slope of the driveway from 2nd Ave. S. to the building is 16%. In addition, what is the width of the proposed driveway? To show one way entry only at 2nd Ave. S., you should construct channelization at the entrance to indicate one way. The one way entry on 2nd Ave. S. will be restricted to right -in only. What is the width and slope of the proposed driveway egress ingress to the dumpster? The proposed traffic mitigation is $3,770.62. Sidewalk and wheelchair accessible ramps should be according to the City of Edmonds standards. Wheel stops will be required in the underground parking spaces. Is the parking garage gated, as was proposed earlier? The Engineering Division will not be responsible for delays or additional requirements that affect the project due to errors, incompleteness, or omissions in the submittal. The Engineering Division reserves the f" right to make additional comments and requirements on forthcoming submittals for this project. The following traffic impact analysis is an update of the traffic analysis prepared for a previous proposed facility at this same location. The proposed building location is north side of Dayton Street west of Second Avenue. The proposed structure will have two occupied stories and a lower level dedicated to parking. The front of the building faces Second Avenue where the building garage entrance to the lower parking level is located. The parking exit will be located on the north side of the building where exiting traffic Will access an existing alley. Existing Street System The proposed facility abuts Second Avenue, Dayton Street and Edmonds Way (SR-104). No direct vehicular connection will exist with the adjacent stretch of SR-104 which acts as a holding area for the Washington State Edmonds -Kingston Ferry. The other two surface streets will have direct access. These streets provide access to the various commercial sites and residences in Edmonds. 0 A number of the major downtown arterials routes are under the jurisdiction of Washington State Department of Transportation (WSDOT). These roadways include SR-524 beginning at the ferry terminal and consisting of Main Street west of Third Avenue and Third Avenue north of Main Street. SR-104 begins at the ferry terminal and proceeds south on Edmonds Way west of the proposed project. SR-104 provides access to SR-99 and 1-5. A spur of SR-524 begins on Third Avenue at Main and includes Third Avenue to Dayton and Dayton to Edmonds Way. Trip Generation The total number of vehicle trips expected to be generated by the project were determined using the ITE Trip Generation Manual, 5th Edition, 1991. Accordingly, the fee charged by the City, $269.33 PM peak hour trip, is designed to provide funds to complete capital projects to maintain traffic within the City to an acceptable level of service. Traffic mitigation is provided for trips within Edmonds and is therefore based on 8 P.M. peak hour trips. On this basis the -fair share traffic mitigation fee is $2,152. A traffic study prepared by Lovell Sauerland & Associates has revealed an impact to the level of service of the intersection of Dayton Street and Sunset Avenue.
