The site is accessed via an access easement from ICP Place N, a paved City local access street. The site is generally open, covered with grass, with a few sparse trees along the eastern and southern portions of the property. The site soils are an Alderwood series, Type C. The site slopes from NE to SW at slopes varying from 3% to 5% maximum. A flowing stream traverses the site from east to west in the southern portion of the site, then turns south across the access easement in the SW corner of the site, and continues southwesterly to the Sound. Surface runoff, from the site, sheet flows generally from the NE corner to the SW corner of the site, and into the existing stream. Surface runoff, from the access easement, sheet flows from east to west, to 10'h Place N. There is an existing drainage system consisting of open ditch and 12" concrete pipe along the east side of 10'h Place N, which flows from north to south, beneath the access easement, to the aforementioned existing stream, approximately 300' south. Development surrounding the site is residential on all sides. The site is not within a critical drainage basin. There are no designated wetlands located on the site. PROPOSED DEVELOPMENT & INFILTRATION ANALYSIS The proposed single-family lot contains the same 0.42 acres in total area, and proposes a single-family residential structure, accessed by a 12' wide driveway within a 15' easement from I & Place N, parallel and adjacent to the south property line. The SCS Soils Classification Map depicts the site as containing Alderwood soils that are typically not suitable for on -site infiltration. The site is, however, close to areas known to have Everett soils that are conducive to infiltration, and it was felt that the site soils could be in a transition area and possess some Everett soil type characteristics. The site soils were investigated and infiltration tests were accomplished in accordance with the criteria set forth in the 1992 KCSWMDM. Three test holes were dug and infiltration tests accomplished in the site of the proposed infiltration facility. The detailed results are attached hereto. In summary, the average measured rate for the 3 holes is 0.37 in./min. = 2.71 min./in. = 22.10 in./hr. All runoff from the new impervious areas (roof + patio + parking pad) will be collected and tightlined into the infiltration trench. After applying a factor of safety of 2.0, the required area of infiltration trench bottom = 278 SF. Water quality is not required since the tributary area of new asphalt paving is 884 SF, which is less than 5,000 SF. The pervious areas will continue to sheet flow southerly, through vegetation, to the existing stream. The measured rate shall have the following factor of safety applied: for the EPA method F.S. = 2.0; for ASTM D-3385, F.S. = 1.75. A minimum of two soils logs, extending a minimum of 5 feet in depth below the bottom of each proposed tank and a minimum of two soils logs, extending a minimum of 5 feet in depth below the bottom of each proposed pond shall be obtained for each 10,000 square feet (plan view area) of proposed pond infiltration surface area. Ponds shall have an emergency spillway designed in accordance with the RID pond standards. All infiltration overflow systems shall be designed to convey the 100-year 24-hour design storm event to the natural surface outlet. All overflow systems shall meet the requirements of Section 1.2.1. Oil Spill Control All infiltration facilities must have an oil spill control device upstream of the facility to capture any oil or other floatable contaminants before they enter the infiltration facility. The oil control device may consist of a Tee section in a catch basin or manhole. The oil control device shall provide protection up to the 10-year design storm. Groundwater Protection Standards The protection of groundwater quality is recognized as an issue of greater concern than in the past and groundwater protection standards are changing rapidly. Increased safeguards are required. The applicant must check state and other local regulations such as the Critical Aquifer Recharge Areas ordinance, basin plans, community plans, King County Health Department regulations and check with local water purveyors to determine if there are sole source aquifers, wellhead or groundwater protection zones, or aquifer recharge areas which may impose more stringent requirements on infiltration facilities than those in this manual. Groundwater purveyors should be responsible for determining the capture zones of their water supply wells. If federal, state or other local jurisdictions have more stringent groundwater protection requirements than those contained herein, the more stringent requirements shall apply. In no case should infiltration ponds and tanks be placed closer than 100 feet from drinking water wells and springs used for drinking water supplies. (Pentec), conducted a salmonid presence/absence survey of the section of North Stream located at 1422 loth Place North, Edmonds, Washington (subject parcel). In addition, Pentec conducted a brief stream reconnaissance on the section of North Stream downstream of the subject parcel. Salmonid Presence/Absence Survey Pentec conducted the salmonid presence/absence survey by electrofishing the 150-ft reach of North Stream located on the subject parcel with a Smith -Root Model 15-B backpack clectrofishing unit. This reach of North Stream is approximately 3-ft wide and has a predominately gravel substrate. The banks of the stream are vertical and about 1-ft tall. The ordinary high water mark is the top of the 1-ft-tall bank on both sides of the stream. There is no evidence of bank instability along this 150-ft reach of North Stream. No salmonids or other fish were observed during; the salmonid presence/absence survey. Stream Reconnaissance Pentec conducted a brief stream reconnaissance of North Stream downstream of the subject parcel, looking for the presence of barriers to upstream fish passage. During the stream reconnaissance, a year-round fish passage barrier was observed on the reach of North Strearn that runs along Driftwood Place. The barrier is a 6-ft waterfall and includes an 18-inch-deep pool located at the base of the waterfall.
