This area has recently been rezoned from multi -family residential to commercial, and this will be a = of commercial building in an appropriately -zoned area. f-� John Bissell clarified that building permit applications cannot proceed until the Architectural Design w Board has given approval. There are instances when architectural changes are required, however, r tom- typically they are very minor and do not require further review by the ADB. He suggested that any `—` specific areas of concern regarding potential design changes which may be required be addressed in the LU rn Board's motion. Mr. Bissell also explained that buildings may change color in their remodel process and o staff has been given Iimited authority to approve that type of change without it being returned to the z ADB. John Bissell also suggested that when the Board considers how this building may fit into a neighborhood, rather than looking at it as a newly constructed building, they evaluate how it will fit into the surrounding area and how it will appear. John Bissell presented the staff report and explained that this is a proposal to install a new informational "? kiosk in the northeast corner of the Edmonds Antique Mail parking lot, at the comer of Sunset and 'i James. The building will be a small octagonal structure with a gray, pre -finished, smooth metal roof and blue, pre -finished, smooth metal siding. He pointed out that the structure will house a bulletin board and an area where pamphlets and brochures will be made available, as well as a public telephone. There will be a door into the back of the kiosk, and lighting will be used so that the information can be accessed after dark. Mr. Bissell stated that staff believes the Board can find that the proposal meets all necessary criteria and is recommending approval of this application. Don Olmstead commented that this is a community project originally started by the Edmonds Alliance u for Economic Development. The Port of Edmonds is assisting with the technical aspects of the building's construction. The colors were chosen by the Board of the Edmonds Alliance for Economic § Development upon the recommendation of the architect, Warren LaFon. The lighting will be low-level, 1 and used to make the displays readable in the evening. While there is no immediate plan for signage, in the future it may be appropriate to add an information sign. Mr. Olmstead stated that this facility will be used to list events, businesses and services in the Edmonds area for people traveling through the community by ferry. This facility is a community effort, with funding for the kiosk being provided by a grant from Snohomish County through their hotel/motel tax. In addition, the Iand owner has donated the property, the Port of Edmonds is donating expertise in the y areas of materials and costs, and the City of Edmonds will provide power to light the facility. Board Chairman Young asked who the applicant is for this proposal. He also inquired as to why no signage is planned at this time. John Bissell commented that there are several agencies involved, however, from the City's perspective, the Port of Edmonds is considered the applicant due to the fact that they completed the application. Don Olmstead stated that this will be an eye-catching, free-standing building, will provide the closest telephone booth, and will have a captive audience in the ferry lines. He commented that the need for a sign will have to be determined. Board Chairman Young indicated that he would support having a sign showing the sponsorship of the facility, if one is proposed in the future. Boardmember Chalupnik asked about the purpose of the door in the kiosk. Don Olmstead explained that the door will provide access for utilities which will surface in the center of the kiosk. There may be shelves inside for storage of additional brochures, and the door would also access those. Boardmember Rubenkonig asked if more of these information centers will be placed throughout town in the future. She also asked Mr. Olmstead to talk about the salmon sculpture which will be placed on top of the kiosk. Boardmember Young agreed with other Boardmember comments and stated that any future signage, which was tastefully designed, could probably be approved by staff without the need to return to the Board. ADB-97-90 PRELIMINARY REVIEW OF A NEW GROCERY STORE AND SHOPPING CENTER Boo -Nam Han Yuns Construction 22618 Highway 99 Ted Litzenberger and Keith Nam, Architects, 1600 Graham Street, Seattle, the applicant's representatives, were present. John Bissell presented the staff report and explained that this is a proposal for a new multiple -tenant shopping center with a grocery store anchor. The property is located in the General Commercial zone and this use would be allowed with a conditional Use Permit. SEPA review is required and the Environmental Checklist is currently being reviewed by the City. Architectural Design Board Meeting 0 �. Page 7 November i, 1997 711 z E C7 John Bissell explained that a multiple -tenant freestanding sign measuring 183 square feet is being proposed. In addition, there is a large amount of structural material around the sign which would be counted as sign area, and would increase the total sign area to 681 square feet, where 118 square feet is allowed. He stated that two vehicle accesses from Highway 99 are proposed. The building will be located at the north and west property lines with the parking in the southeast portion of the site. This configuration allows for direct pedestrian access from Highway 99 to the stores in the building. Proposed landscaping includes street trees and other ornamental landscaping throughout the site, however, no landscape buffer has been proposed for the south side of the access easement, along the south property line, or for the entire length of the north property line. Ted Litzenberger pointed out that the property to the south of the site is owned by the same person and that the north side of the property is hidden by a building on an adjacent site. Boardmember Rubenkonig complimented the applicant on the use of maple trees along Highway 99, which is in keeping with other vegetation in the area. Boardmember Chalupnik asked about the property uses to the west and to the north of the west end, and what the zoning is for these properties. Ted Litzenberger stated that on the northwest corner there is an access street which abuts the property. The lot to the west contains a residence. John Bissell stated that the property to the west is zoned RS-8. Boardmember Chalupnik cautioned that the mechanical equipment proposed to be located adjacent to residence may produce too much noise. Ted Litzenberger pointed out that the mechanical equipment is located 15 feet lower than the adjacent property and that landscaping for that area is planned as well. Board Chairman Young asked for staff comments on the Highway 99 Design Guidelines and asked Boardmembers to discuss the concept of a large white building in this location. John Bissell pointed out that the Highway 99 Design Guidelines illustrate some acceptable and unacceptable site designs. An example of an unacceptable site design would be to place a large box -like building at the back of a site with all parking in front. Having a building up front on a site, or along one side creating an "L" shape, would be acceptable. Separate pedestrian access from a Highway 99 sidewalk into the sidewalk of a site is encouraged as well. Boardmember Chalupnik asked for clarification on the total sign area. The Port is assisting the Edmonds Alliance for Economic Development in the construction of an information Kiosk at the corner of Sunset Street and James Street on property owned by Albert Dykes. The information Kiosk Project is sponsored by a grant from the Snohomish County Department of Planning and Development Services and is intended to benefit the business community in the City of Edmonds. The Port is financing and managing the construction. GTE is supplying the phone equipment and installation. The landowner is donating the use of his property. Once completed, the Kiosk will be operated as a community service by the Edmonds Alliance for Economic Development, The Kiosk will be equipped with phone and power. The closest phone service is located an the utility pole in the northwest corner of the property. The closest I 1 OV power is an additional 235 feet away and would require a variance to run an overhead wire between those two poles. You have indicated that this variance might be possible. I have also consulted with Noel Miller about running ring power under James Street and connecting with the lighting in the City parking lot north of James Street. Bill Toskey has written Paul Mar requesting that the city participate in the project by supplying power through this circuit. The wiring under James Street will involve approximately 200 feet of underground conduit and a right of way permit. The Port has not received any response from Mr. Mar. I understand he has been absent due to serious family problems. In our phone conversation on Friday, September 19, you indicated that this project might not require ADB review for the building permit, I am confident that architect Warren Lafon's design will be enthusiastically received and I would appreciate your help in expediting the permitting process. The Port is in the process of finalizing a contractual agreement with the landowner and awaiting a response from the City on the power issue. Thank your for your assistance.
