Handicapped accessibility on 3rd Ave. Dear Karen, I investigated the matters you referenced in your letter of May 3, 1995. When the wheelchair ramps were located and constructed at 3rd and James, the project engineer had the contractor build the ramp to create the maximum space possible for manipulation of a wheelchair. Unfortunately, because of the location of the power pole, there is an interference to the ramp. Unless the power pole were to be relocated by the P.U.D., which you know is a very expensive procedure, no improvement is possible. After doing a field inspection of 3rd and Main, we realized that only one handicapped accessible ramp was installed at the northwest corner. I discussed this with the project manager who was in charge of the installation of the ramps at this location. We are researching the whys and wherefores and will let you know what the reasoning was when we uncover the mystery.. When timing the signal at 3rd and Main, I was required by the manual to set the walk time at 4.5 to 6.0 seconds. Taking into account our more elderly population and the needs of the less mobile, I set the walk time at 8.0 seconds. I also increased the walk clearance timing so the pedestrians have a total time of 16.0 seconds to cross the roadway. I believe this is adequate. for the mobility of the pedestrians without unduly delaying the vehicles that use the roadway. If you have any questions, do not hesitate to contact me at 771-0220. Possibly they could be looked into and corrected. The first one is at the SW corner of 3rd and James. It is impossible to use that curb cut. If you do you would run right into the power pole. This necessitates going into the street. On Sunday, I had occasion to speak with a local resident, also in a wheelchair. He said he cannot use it either and has to go out into the street also. The other problem is that.there is no curb cut at :the NW corner of 3rd and Main (by Metropolitan Bank). That also means you have to go out into the street. The dumpster was in place before the application was requested. This is the same thing that happened with the mobile office at the same address. 2. The dumpster does not have any reflectors on it to help warn motorists of its existence. 3. Neighbors complained• about the mobile office when it was installed, saying that it took up needed parking. I do not see that the applicant has secured signatures from abutting property owners or affected property owners in the area regarding this concern. 4. The dumpster stands out farther than any parked vehicle on the street, which makes it a potential hazard. 5. The dumpster is unsightly. Contractors would enjoy a better working relationship with the City if they would get the necessary permits before doing some action. 2) Flashing barricades must be maintained around the dumpster for the duration of the permit. 3) This permit will be valid through August 31, 1992, at which time the dumpster must be removed from public right-of-way. 4) The dumpster cannot protrude beyond the parking lane and must be placed immediately adjacent to the porta-toilet on the south side of the mobile office. This will allow parking (3 hour limit) south of the dumpster and will allow the Community Transit coach operators to negotiate their turning movements more easily. When the dumpster is relocated per item #4, I will recommend approval of the permit. This proposed office -condo building is located at the intersection of Dayton Street and 3rd Avenue South, one block south of SR-524 and one block east of SR-104. The WSDOT has reviewed the traffic analysis provided with the mitigated determination of nonsignificance for Pacific Rim Architecture's development. We have the following comments: 1. A zero percent annual growth rate was used for determining future traffic impacts. This is not representative of the study area and is not acceptable to the state. Existing traffic volumes must be projected to the expected date of full occupancy. The WSDOT has analyzed the.impacted intersections with a representative growth rate and has concluded that no mitigation is required for the developments's impacts to the SR-104/Dayton Street and SR-524/3rd Avenue South intersections. Both will operate at an acceptable level of service with the addition of the development's traffic in the horizon year. 2. The trip distribution diagram (figure 3) indicates that 10 or more PM peak hour trips will be added by the development to the SR-104/SR-524 (Main Street) intersection. It is planned to be located in a two story building situated on the northwest corner of Third Avenue South and Dayton Street, with the main entrance on Third Avenue South. Due to the hillside terrain, the parking will be built underneath the building, which will open to the west and be accessible from Dayton Street. ' The development is situated on the corner of two minor city arterials: north -south Third Avenue South and east -west Dayton Street. It is also located two blocks from the state highway SR 104 to the west and from state highway SR 524 to the ' north. SR 104, a major north -south arterial, carries traffic for the Kingston Ferry to the terminal of which is located two blocks north of Dayton Street. The developer of this project is Jack Wiggins Construction Company, Inc. ' located at the same address. The telephone number is (206) 776-1143 and Jack Wiggins is the developer's representative. I The expected opening date of this development is December 1991. ' II. EXISTING CONDITIONS The minor arterials bordering the development site are two lane roadways with curbs and sidewalks and parallel parking on both sides of the street. ' The intersections in the immediate vicinity are unsignalized, low impact crossings, controlled by stop signs. Two more travelled signalized intersections are two ' blocks away on SR 104 and SR 524 (Main Street). 1. Traffic ' Third Avenue South and Dayton Street carries traffic that serves immediate residential and light commercial areas of downtown Edmonds. The Kingston Ferry traffic, and that of major links between Edmonds and other communities to tthe southwest and southeast, is being serviced by the two state highways. Three key intersections in the immediate vicinity listed below were determined as ' potential impact intersections. Manual counts were performed at these intersections on Tuesday, November 20, 1990, between 3:30 and 5:30 p.m. These intersections are: . SR 104 and Dayton Street 3rd Avenue South and Dayton Street 3rd Avenue South and Main Street (SR 524) ' The counts were summarized and PM peak hour volumes determined as a basis for further analysis. The results and summaries are presented in Appendix B - ' Traffic Counts. 2. Parking A survey of existing parking available on the street in the vicinity was performed on Tuesday afternoon, November 27, 1990. The survey was done in the PM Peak hour determined from the traffic counts. This was determined as peak parking time for the businesses and restaurants combined. The results of the parking survey are presented in Figure 2. If we look at the immediate area adjacent to the development, bordered by Second Avenue, Fourth Avenue, James Street and Walnut Street (the shaded area in Figure 2), the parking situation is as follows: Number of parking spaces surveyed 74 Number of occupied spaces 31 Number of available (empty) spaces 43 3. Transit System The transit system in the city includes several bus stops in the vicinity. These are shown also in Figure 2. Both Dayton Street and Third Avenue South carry public transportation and no conflicts or severe backups that would impact bus traffic were observed. DEVELOPMENT IMPACT PM peak hour traffic was chosen as the heavier of the two (AM and PM) peak traffic hours for the assessment of the impact of this development. 1. Trip Generation Trips generated by the development were projected using ITE "Trip Generation Report" 4th edition. Sections 230 for condominiums and 710 for general office were used. For the purpose of assessment of two different design options, two different scenarios were analyzed. Scenario a) Four condominium units and 15,339 square feet of office space Scenario b) Five condominium units and 13,200 square feet of office space. PARKING SURVEY (11-27-1990, PM) Figure 2 r The combined usage trip generation shows that the Scenario b) would generate in the average 40 vehicles in the PM peak hour which is five less than average 45 vehicles for Scenario a). For purposes of further analysis, we will use Scenario a) generated trip as the worse case. The results of the trip generation determination for both Scenarios are shown in APPENDIX A - Trip Generation. 2. Trip Assignments The continued usage trip generation resulted in nine entering and 36 exiting vehicles being generated by the development in the PM peak hour. These vehicles were distributed as shown in Figure 3. The intersections that were impacted by more than 10 vehicles were then further analyzed. 3. Intersection Analysis Analysis of all three impacted intersections determined their current and future quality of operation. The techniques used in this analysis came from the Highway Capacity Manual (1985) using Highway Capacity Software developed through the University of Florida - McTrans Center by SRA Technologies, Inc. for the Federal Highway Administration. Techniques outlined in the Transportation and Traffic Engineering Handbook (1982) prepared by the Institute of Transportation Engineers were also used. Appendix C - Level of Service Calculations contains the output from the Highway Capacity Software. The "Level of Service" (LOS) concept provides a qualitative description of the traffic conditions in this area. This concept assigns a letter value A through F to traffic congestion conditions encountered on the roadway. The letter A indicated the most free -flowing or best traffic conditions and the letter F indicated the most clogged and congested or worst traffic conditions. The rule most often used by traffic engineers is to design facilities to operate at the LOS of C and to allow deterioration to LOS D for short periods during the peak hours. Typically, LOS E is considered to be the point where the roadway is operating at capacity. A summary of the intersections' level of service is shown in below. The LOS analysis was made for each intersection for current conditions (as counted) and for projected conditions (which included the generated volumes). Parking ' The development design provides for 38 parking spaces in the building. The City Development Code calls for 2 parking spaces for a condominium unit, one space for each 400 square feet of professional use (on -site client service) office space and for one space for each 800 square feet of non-professional use (no on -site client service) office space. The number of spaces provided for the development are then distributed as follows: 4 Condominium Units 8 spaces ' 15,339 square feet of office space: ' professional use X400=8,400 sq.ft. 21 spaces 70% non-professional X800=7,200 sq.ft. 9 spaces 30% ' 15,600 sq.ft. 38 spaces 100% IV CONCLUSION ' The LOS analysis determined there is no significant impact of this development on the service of surrounding intersections. The trips generated by the development are not significant enough to degrade the LOS of the intersections. ' Providing the two parking spaces per condominium unit is adequate, the development provides for all required parking spaces in the building. ' For occasional guests or events the overflow parking can easily be accommodated in the streets, since the survey shows 43available spaces in the area.
