I approve the Special Event for the "American Heart Walk" on October 14', 2000 with the
following conditions:
1. Occupant load is 600 maximum
2. Remove curtains obstructing four exits (NW, NE, E & SE) to accommodate temporary
increased occupant load.
3. Remove all netting between courts, which are obstructing access to exits.
4. A single row of seats may be provided around the perimeter of the interior, to be kept clear
of exit openings. No other seating will be allowed.
5. Hours of operation are limited to October 14', 2000 between 6 a.m. and 2 p.m. as proposed.
6. Provide a fire watch. This person does not require any expertise, but must be directly
attentive to fire problems and have access to a telephone to dial 9-1-1 immediately if a
problem should arise.
7. Open overhead door for duration of occupancy coverage.
8. An Edmonds Fire Company will inspect conditions prior to the event. Upon approval, a
permit for Public Assembly will be issued to you for the event. An additional $5 fee will be
charged for this permit.

While the EMT bicycles from the Edmonds Fire Department were working your event on Saturday, they handled a cardiac
emergency at the Harbor Square Athletic Club.
At 1110, the bikes were in the crowd near the end of the Heart Walk, and simultaneosly received a 911 dispatch and a
"flag down" regarding a "CPR in Progress" in the tennis court area of the Harbor Square Athletic Club. As it turned out, a
59 year old male complained of chest pains, went to the locker room, and collapsed. Civilian CPR was started by other
patrons, including a physician.
The bikes (carrying defib unit, oxygen, and medical supplies) drove through the large crowd , iatQ the locker room, and
rendered aid. The subject had a rythm when they hooked him up to the monitor. The patient was treated and transported
to Stevens via medic unit.
Bystander CPR.was instant, EFD bicycle response time was 1 minute; EFD aid unit response was 5 minutes, ALAS unit
was 6 minutes.
In summary, a textbook outcome, assisted by the innovative EMT bicycle unit. How about that tie-in?

RE: Assistance at a CPR incident in Edmonds on October 9, 1999
Chief Widdis:
I want to bring to your attention the actions of Fire District I I I Firefighter Mike Hill
during the American Heart Walk in Edmonds on October 9`h, 1999.
Firefighter Hill was a communications volunteer at this event, and was located near the
Harbor Square Athletic Club as the event ended. Wearing a Fire Department T-shirt,
Mike was approached by a citizen and advised of a patient collapse inside the tennis area
of the building. As it turned out, a 59-year-old male had complained of chest pains and
diaphoresis while playing tennis, and walked to the locker room where he collapsed. CPR
was initiated by a nearby physician and a citizen as well as Firefighter Hill. The Edmonds
Fire Department Bicycle Unit arrived one minute later, and Mike continued to assist them
until the patient was packaged and transported. The patient regained consciousness at the
scene, and was admitted to Stevens Hospital.
Having served with Firefighter Hill many years ago, I am personally aware of his
dedication and professionalism. His involvement here contributed to a successful
outcome. His involvement in the Heart Walk itself speaks to his dedication to the
community.
Please extend my thanks and appreciation to Firefighter Mike Hill on behalf of the entire
Edmonds Fire Department.

American Heart Walk: Special Event Application:
154 W. Dayton St. Harbor Square Athletic Club
Again, Mr. Jack Tawney and the Paul Kalil of the American Heart Association, have
made application for a Special Event involving an annual walk/run event to observe
survivors of cardiac arrest. The event will involve registration (no seating) in the
approximately 19,000 square feet, type III-1 HR concrete tilt -up building with A3
occupancy. The building is an indoor tennis facility housing three tennis courts. Both
Building Department and developer agreed to occupant load limitation of 24 persons.
The building is not smoke- or fire -detected and has no fire protection system. This
event follows a separate auction event in the same space on May 14.
1 met Mr. Kalil and Mr. Tawney on 9/8 at the site. The courts are surrounded with a 8'
durable opaque fabric which deadens the deflection of tennis balls. Nets separate the
tennis courts. Illuminated emergency lighting and exits are provided, installed above
the curtains. Exits to the East provide direct exterior access. NW exit access passes
through smoke -detector protected lobby. There are no apparent barrier -free
accommodations in the tennis area.
No drawn plans have been provided for building use, the event is mainly an outdoor
activity. Proposal includes participant registration and food will be provided following
the event, inside the courts. A high school jazz band will provide live entertainment
after participants complete the run. A drawing is attached, not drawn to scale.
The Uniform Building Code (UBC) allows up to 299 for A3 occupancy. The Fire Chief
may allow up to 10% over capacity specified by the Building Code, where additional
exit facilities are provided. The requested occupant load of 600 exceeds the building
occupancy and the use for this event.
The assembly area can be calculated for occupant load by a factor of 15 for "assembly:
less concentrated use", per UBC Table 10-A (19,000 sq. ft./15=1266 occ. load), which
exceeds the posted occupancy and use for this event. Required exit width and
placement is met for A3 occupancy (300 x .2=60"). Occupant load of 600 would double
the exit width required. The exit width is still accomodated and exits remain
appropriately spaced, with panic hardware and identified as exits. Doubling the
occupant load would classify this occupancy as A2.1 (Assembly > 300). Additional fire

protection would not be required if the structure had been built for this capacity,
however, a manual fire alarm would have been.
Mitigating circumstances are the time of day (6:00 am-2:00 pm) and the nature of
participants, who are awake, alert, and physically capable.

Mr. Jack Tawney made application for Special Event Application and Public
Amusement License on May 17. The event is a charity auction in an approximately
19,000 square feet, type III-1 HR concrete tilt -up building with A3 occupancy. The
building is an indoor tennis facility housing three tennis courts. Both Building
Department and developer agreed to occupant load limitation of 24 persons. The
building is not smoke- or fire -detected and has no fire protection system.
I conducted a field inspection of occupancy on May 14. The courts are surrounded with
a 8' durable opaque fabric which deadens the deflection of tennis balls. Nets separate
the tennis courts. Illuminated emergency lighting and exits are provided, installed
above the curtains. Exits to the East provide direct exterior access. NW exit access
passes through smoke -detector protected lobby. There are no apparent barrier -free
accommodations in the tennis area.
Proposed plan is not drawn to scale. Applicant proposes to serve alcohol. Proposed are
24 tables seating 8 persons each (=192), with non -fixed seating in approximately the two
courts to the South (12,000 sq. ft.), and accessory use of four rows of silent auction tables
with items in approximately the northernmost court (6,000 sq. ft.). The Uniform
Building Code (UBC) allows up to 299 for A3 occupancy.
The assembly area is calculated for occupant load by a factor of 7 for "assembly: more
concentrated use", per UBC Table 10-A (12,000/ 7=1714), which is adequate for the
proposed occupant load of 200. Required exit width is met for A3 (299 x .2=59.8").
The silent auction accessory area is calculated for occupant load by a factor of 30 for a
like use of "stores/retail", per UBC Table 10-A (6,000/30=200), which meets the
proposed occupant load of 200. Required exit width is met for A3 (200 x .2=40").
Adequate exits and exit widths are provided, however, I remain concerned regarding the
sprinkler requirement for "drinking establishments" greater than 5,000 square feet. Recent
construction projects for assembly use "for lease" with incidental alcohol service (in a strict
sense) have not been required to be sprinklered. Those occupancies have been typically
provided with smoke- and fire -detection as a result of the assembly type occupancy intended.

I've been reviewing this public event in light of fire & life safety requirements. There
may be a means for fire department approval, with specific restrictions and
accomodations, however, the fire department is not the only department that may have
issues.
I asked Mr. Tawnee today to make a "Special Event" application through the City
Clerk's office. This will provide a mechanism for the proposal to be routed for a more
detailed review by all city departments.
We are at a disadvantage by time and strict denial is an attractive response pending a
more extensive review. I encouraged Mr. Tawnee to make quick application.

I have on file a determination made by the Building Official in 1992 regarding this structure for Warren LaFon, project
architect. This occupancy was classed B2 with an occupant load of 24. The Fire Code will allow a ten percent increase
over that determined by BO as long as additional exits are provided. Concerns then may have been the parking
requirements, where accomodation for appropriate parking was opted away at time of building design with an agreed to
reduction of occupant load. Parking requirements may have not been able to be met then and in that case are likely not to
be met now. Whether or not parking is available, the staff hours of design consideration for the structure did not take into
account the assembly -type use.
For the immediate, we are bound by the builder/jurisdiction agreement and current type of use and existing occupant load
requirements. For the long term, perhaps a pre -application meeting for COU would allow the City to re-evaluate the
occupant load, exiting, construction type (flame -resistance) and parking requirements to see if the existing building can
accommodate that type of use or not.

RE: Proposed Tennis Facility for Harbor Square Athletic Club
Dear Warren:
I have reviewed the permit file for the existing Tennis Court membrane structure, contacted ICBO for
assistance, and conferred with the Building Official regarding the occupancy and construction type
classification. The existing membrane structure was classified as a B-2 occupancy, Type V-N
construction (per previous Building Official). For the proposed design, the tennis court portion of the
structure shall be classed as an A-3 occupancy, the office portion classified as a B occupancy and the
construction type must be determined by you based on the following:
Pursuant to UBC Section 503.3 an assumed property line must be established between the existing
membrane structure and the proposed structure. Table 5A of the 1994 UBC does not permit openings less
than 5 feet from the assumed property line for B occupancies of Type V-N construction. Therefore, in
order to have any opening in the exterior wall of the existing V-N, B-2 membrane structure, or the future
proposed mixed use building (A-3,B occupancy regardless of the type of construction), a minimum
distance of 5 feet must be provided on each side of the assumed property line (total 10.1 feet min. between
buildings). Openings in exterior walls less than 10 feet from the assumed property line must have at least
a 3/4 hour rating and are limited to 50% of total wall area. Also, the fabric enclosure by the revolving
door is not permitted since a minimum of 10.1 feet must be maintained between the exterior walls of
buildings located on the same property and the membrane wall constitutes the exterior wall.
According to UBC Table 5-B, the proposed area of the mixed use building
construction) will exceed the allowable area for mixed use occupancies. AnareaasseparatV-N�ion wall Type
in the type of construction of both occupancies, or a fire sprinkler system may be required in order to meet
maximum allowable area. Allowable area calculations will be required with permit application. Note,
both the location and the allowable area play a part in determining the required fire resistive construction
between the existing membrane structure and the proposed building.
Please keep in mind that corridors within the B occupancy must be one -hour when the occupant load
exceeds 30, and all openings other than doors must be a minimum of 3/4 hour. Doors must be a
minimum of a 20 minute FR door. The total area of all openings, other than doors, in any portion of the
interior corridor shall not exceed 25% of the area of the corridor wall of the room which it is separated
from the corridor.
To help determine occupant load of the A-3 occupancy, please have Harbor Square Athletic Club submit a
letter stating the intended purpose of the tennis court area, and the maximum number of people using the
facility at one time. Will there ever be receptions, tournament audiences, award ceremonies, etc.?

One exit will be required for each tennis court directly to a public way, each with an illuminated sign
which will not be blocked by court separation screens.
Handicap facilities and paths of travel are required in accordance with the State Barrier Free Code,
including handicap toilets, showers, lavatories, reception area, and parking.
How will the revolving door connection meet code? Will it be a pedestrian walkway and can it meet the
provisions within the UBC? Also, windows between the B area and courts must be impact resistant.

American Heart Walk: Special Event Application:

Again, Mr. Jack Tawney and the Paul Kalil of the American Heart Association, have
made application for a Special Event involving an annual walk/run event to observe
survivors of cardiac arrest. The event will involve registration (no seating) in the
approximately 19,000 square feet, type III-1 HR concrete tilt -up building with A3
occupancy. The building is an indoor tennis facility housing three tennis courts. Both
Building Department and developer agreed to occupant load limitation of 24 persons.
The building is not smoke- or fire -detected and has no fire protection system. This
event follows a separate auction event in the same space on May 14.
I met Mr. Kalil and Mr. Tawney on 9/8 at the site. The courts are surrounded with a 8'
durable opaque fabric which deadens the deflection of tennis balls. Nets separate the
tennis courts. Illuminated emergency lighting and exits are provided, installed above
the curtains. Exits to the East provide direct exterior access. NW exit access passes
through smoke -detector protected lobby. There are no apparent barrier -free
accommodations in the tennis area.
No drawn plans have been provided for building use, the event is mainly an outdoor
activity. Proposal includes participant registration and food will be provided following
the event, inside the courts. A high school jazz band will provide live entertainment
after participants complete the run. A drawing is attached, not drawn to scale.
The Uniform Building Code (UBC) allows up to 299 for A3 occupancy. The Fire Chief
may allow up to 10% over capacity specified by the Building Code, where additional
exit facilities are provided. The requested occupant load of 600 exceeds the building
occupancy and the use for this event.
The assembly area can be calculated for occupant load by a factor of 15 for "assembly:
less concentrated use", per UBC Table 10-A (19,000 sq. ft./15=1266 occ. load), which
exceeds the posted occupancy and use for this event. Required exit width and
placement is met for A3 occupancy (300 x .2=60"). Occupant load of 600 would double
the exit width required. The exit width is still accomodated and exits remain,
appropriately spaced, with panic hardware and identified as exits. Doubling the
occupant load would classify this occupancy as A2.1 (Assembly > 300). Additional fire

protection would not be required if the structure had been built for this capacity,
however, a manual fire alarm would have been.
Mitigating circumstances are the time of day (6:00 am-2:00 pm) and the nature of
participants, who are awake, alert, and physically capable.
I approve the Special event for "American Heart Walk" on October 9, with the following
conditions:
1. Occupant load is 600 maximum.
2. Remove curtains obstructing four exits (NW, NE, E & SE) to accommodate
temporary increased occupant load.
3. Remove all netting between courts which are obstructing access to exits.
4. A single row of seats may be provided around the perimeter of the interior,
to be kept clear of exit openings. No other seating will be allowed.
5. Hours of operation are limited to October 9,1999 between 6 a.m. and 2:00
p.m. as proposed.

The Special Event Application submitted for the American Heart- Walk to take place on
October 9, 1999, has been reviewed by all applicable city departments and has been
approved with the following conditions:

1. The occupant load is to be a maximum of 600 people.
2. Remove curtains obstructing four exits (NW, NE, E & SE) to accommodate
temporary increased occupant load.
3. Remove all netting between courts that are obstructing access to exits.
4. A single row of seats may be provided around the perimeter of the interior, to be
kept clear of exit openings. No other seating will be allowed.
5. Hours of operation are limited to October 9, 1999 between 6:00 a.m. and 2:00 p.m.

Dear Mr. Tawney:
I approve the Public Amusement License for "A Rea of Hope" with the following
conditions:
1. Occupant load is 200 maximum.
2. Remove curtains obstructing four exits (NW, NE, E & SE) to accommodate
temporary increased occupant load.
3. Remove all netting between courts that are obstructing access to exits.
4. Maintain 44" aisles between chairs in seating area, between tables in silent auction
areas, and around the perimeter of occupancy.
5. Hours of operation are limited to June 5, 1999 between 6 p.m. and 11:00 p.m. as
proposed.
6. Alcohol may be served with respect to existing State and Federal standards,
limitations, and guidelines.
7. Provide fire watch as an alternative to a smoke- or fire -detection system. Fire watch
will be an uniformed firefighter with the Edmonds Fire Department equipped with a
portable radio. Fire watch will assure that occupant load is maintained; that aisles,
exits, and exit access remains free and unobstructed; and that any emergency
conditions will be immediately reported for dispatch of nearest available emergency
vehicle and crew. The cost incurred for professional firefighter is $40 per hour, which
includes employee benefits.
The fire watch will be the investigator who will provide final Fire Department approval
prior to event (approximately 5:30 p.m.) and upon satisfactory compliance with the
previous requirements. I will make arrangements for a fire watch and will provide a bill

The Fire Department has the following comments:
Provide exit signage to second exit. Signs shall be approved "LED -type"
electrically powered from house wiring with battery backup, or a self -
luminous type (UBC Section 1013).
a. Directional exit sign will be provided at south end of corridor,
where corridor turns west.
b. Exit sign will be provided for exterior door at west termination of
corridor.
2. Provide multi -purpose dry -chemical portable fire extinguishers, with
minimum rating of 2A:10B:C. Provide brackets or cabinets for fire
extinguisher mounting (UFC Standard 10-1).
Locate as follows:
a. wall south of NE court exterior door,
b. wall north of SE court exterior door,
C. wall south of storage room entrance,
d. south end of corridor: south of entry to 109,
e. north end of corridor: south of entry to 104.
3. Post facility address at main entrance. Numbers shall be visible from the
fronting road and contrast with their background (UFC 901.4.4).
Numbers shall be 6" high with a minimum 3/4" stroke.
