RE: Snowstorm Plowing Response
Dear Mr. Jessberger:
I'm sorry to hear of your displeasure in the lack of snow plowing in your neighborhood..
As you are probably aware, this was an extremely unusual series of storm events. After the
first snowstorm of December 26, the city's two snowplows were dispatched to clear the
arterial roadways and bus routes. On Friday; December 27, crews were also assigned over
the weekend to plow the remaining roadways in the city. Unfortunately, the second
snowstorm struck Saturday night before Public Works could complete the task of plowing
the roads from the first snowfall. Public Works primary responsibilities during this second
storm and immediately afterwards were the following:
1. Open the main traveled routes to traffic and emergency vehicles.
2. Assist emergency vehicles in responding to 911 calls.
3. Responding to flooding in various areas of town.
Public Works general policy is to continue plowing secondary roads when time permits. I
assure you that during this emergency, Public Works along with the Fire and Police
Departments were doing their utmost with the resources available to them.

Dear Sir:
I would like to register a complaint about the lack of snow plow
service during the recent snowstorms of 12/27 &. 12/29. I live
just north of the intersection of 72nd Ave and 155 St, an area
north of the Meadowdale Playfields. 72nd Ave in front of my
house and the hill portion of 155 St east of 72nd Ave was never
plowed during the period 12/27-12/30.
I understand the priority of plowing arterials first. A Edmonds
plow did plow 160th St-70th Ave -155th on Saturday, but he
stopped on the hill at 155th because he didn't want to get stuck!
While there is a hill on 155th , 72nd to the north is perfectly
flat. To claim there wasn't enough time isn't valid because
earlier I had seen the truck plowing 164th St near Meadowdale in
Lynnwood. To leave us with 24 inches of snow for four days is
very poor service to the 9 families who were adversely affected.
Hopefully this type of poor service won't be repeated the next
time we have an extensive snowstorm.

Dear Mr. Saterlie:
At the request of Jay Bollinger and in response to your
letter of December 1, 1987, I am writing concerning the
building height of the residence presently being constructed at
15508 - 72nd Avenue West.
In June of 1987 and in connection with a short subdivision
of Tract 2, Lund's Meadowdale Tracts (Ref.: Edmonds Planning
Department File No. S-16-87), of which the subject property
constitutes Parcel 1, we conducted a topographic survey of the
subject premises. The survey was performed prior to any
clearing or grading of the property and was for the purpose of
establishing mutually protective height res'Crictions for the
two parcels in the short subdivision and for future use •in
determining maximum allowable building heights as prescribed by
the Edmonds Community Development Code.
Using a plot plan that was furnished to ne by Jay
Bollinger, I have determined that a building envelope which has
an east -west dimension of 65 feet and a north -south dinension
of 65 feet encloses all of the house, including decks. The
building envelope has a setback of 30 feet from the east
property line (72nd Avenue W.) and a setback of 10 feet from
the north property line. Using this data and by extrapolating
elevations from our topographic survey, I have determined the
following surface elevations for the natural undistrubed ground
at the four corners of the building envelope:

Using the measurements derived from our location of the '
existing house, I have reviewed the maximum allowable height
computation set forth in my letter of December 7, 1987. By
superimpcsing the building envelope, as now actually located in
the field, ove- the topographic map that we produced as a
result of our topographic survey of the property in June of
1987, I have determined the following elevations for the
surface of the natural undisturbed ground at the four corners
of the building envelope:
