To meet the City's criteria (only 1 ft. of trench side can be included in design infiltration area) the proposed trench was revised from 26'x6'x4 to 26'x10'x2'. The following sizing calculations replace the original sizing calculations included in the original Engineering Report dated May 31 ", 2005. Additionally, per the City's request, attached is the original percolation test data for the #1541 10' Place site developed. The existing house located on -site recently burned down in an accidental fire. Arround the house the lots is covered with grass lawn with surrounding landscaping. Fruitdale Creek runs westerly through the north half of the site with an existing man-made pond located in the main channel. To mitigate the development of the site, an infiltration system will be installed to control the drainage runoff from the impervious surfaces. All of the new on -site impervious surfaces are proposed to be collected and routed to the on -site infiltration system. A 6" overflow pipe will provide a discharge outlet if the infiltration system reaches capacity (to prevent flooding). Listed below is a summary of the infiltration trench design. IInfiltration Trench Design: ' The on -site infiltration trench is to be constructed per the City of Edmonds' standard practices. The length of the trench is dependant upon the measured infiltration rate of the native soils and the collection area conveyed to the individual trench. ' SCS soil survey designates the area soils as an Alderwood-Urban land complex (#5- type C) soil. SCS defines the Alderwood- Urban land complex as a mixture of multiple types of soils, including Alderwood, Everett and Norms soils. General soil characteristic can vary greatly due to the ' variation of multiple pockets of soil types (see attached description). Test pits explored during the construction of the neighboring property (by the developer) found the soils to be a clean medium sand. Thus, confirming the SCS description of an Everett (#18- type A) soil. The tested infiltration ' rates were so great that the maximum rate of 20 inch per hour will be used. Using the City's design criteria ("King County Method"), a required trench length was computed. ' A length of 26 feet of 4 feet deep, 6 feet wide trench was determined to fully infiltrate the 100-year design storm (P,00). LSA No. 4630 A -I 1 1 Grading and Erosion Control: This project will require grading to raze the existing house (recently burned down) and construct the proposed single family resident development. Standard erosion control measures are proposed to be used during construction. The primary erosion and sediment control BMP during construction will be proper soil stabilization methods. Exposed soils shall be stabilized by application of effective bmp's that protect the soil from the erosive forces of raindrops, flowing water, and wind. Applicable practices include, but not limited to, temporary and permanent seeding, sodding, mulching, plastic covering, erosion control fabrics, matting, soil application of polyacrylamide (pam) , the early application of gravel base on areas to be paved, and dust control. The contractor shall select a soil stabilization method best suited for the particular situation. Stock piles must be stabilized and protected with sediment trapping measures. In addition, site containment of exposed soils shall be sustained by using silt fence barriers along the down -slope boundaries of the site's disturbance areas. See the site development plan for details. Estimated grading calculations: Minimal project grading is expected due to nature of the project (a redevelopment project) and the relatively flat site. The attached calculations were performed using and average horizontal areas (slice method). An additional three feet of depth for the footing and crawlspace construction in the house addition area (note garage area will be slab on grade) was added to the calculations (see attached calculation tables). The quantities listed are for the permitting process only and should not be considered precise amounts for bidding purposes. The estimated grading quantities are: Approximate Fill: 140 CY Approximate Cut: 90 CY Conclusion: Included in the site development construction plans are specific grading and ' drainage improvement notes and details. With proper installation, maintenance and inspections of the proposed construction the project should have minimal impact to the surrounding environment. Care should also be taken to keep this material away from slopes, neighboring property, sidewalks and streets. It is recommended that this material be covered with plastic. (see Erosion/sediment control Criteria in Volume 11). • Stone Aggregate Placement and Compaction - The stone aggregate should be placed in lifts and compacted using plate compactors. As a rule of thumb, a maximum loose lift thickness of 12 inches is recommended. The compaction process ensures geotextile conformity to the excavation sides, thereby reducing potential piping and geotextile clogging, and settlement problems. • Potential Contamination - Prevent natural or fill soils from intermixing with the stone aggregate. All contaminated stone aggregate must be removed and replaced with uncontaminated stone aggregate. Overlapping and Covering -Following the stone aggregate placement, the geotextile must be folded over the stone aggregate to form a 12 inch minimum longitudinal overlap. When overlaps are required between rolls, the upstream roll should overlap a minimum of 2 feet over the downstream roll in order to provide a shingled effect. Voids behind Geotextile - Voids between the geotextile and excavation sides must be avoided. Removing boulders or other obstacles from the trench walls is one source of such voids. Natural soils should be placed in these voids at the most convenient time during construction to ensure geotextile conformity to the excavation sides. Soil piping, geotextile clogging, and possible surface subsidence will be avoided by this remedial process. • Unstable Excavation Sites - Vertically excavated walls may be difficult to maintain in areas where the soil moisture is high or where soft or cohesionless soils predominate. Trapezoidal, rather than rectangular, cross -sections may be needed. Areas are irregular in shape and are 100 to 1,000 acres in size. The native vegetation is mainly conifers. Elevation is 50 to 550 feet. The average annual precipitation is about 40 inches, the average annual air temperature is about 50 degrees F, and the average frost -free season is 170 to 190 days. This unit is about 60 percent Alderwood gravelly sandy loam and about 25 percent Urban land. The components of this unit are so intricately intermingled that it was not practical to map them separately at the scale used. Included in the unit are small areas of McKenna and Norma soils and Terric Medisaprists in depressional areas and drainageways on plains. Also included are small areas of soils that are very shallow over a hardpan; small areas of Everett, Indianola, and Ragnar soils on terraces and outwash plains; and soils that have a stony and bouldery surface layer. Included areas make up about 15 percent of the total acreage. The Alderwood soil is moderately deep over a hardpan and is moderately well drained. It formed in glacial till. Typically, the surface layer is very dark grayish brown gravelly sandy loam about 7 inches thick. The upper part of the subsoil is dark yellowish brown and dark brown very gravelly sandy loam about 23 inches thick. The lower part is olive brown very gravelly sandyloam about 5 inches thick. A weakly cemented hardpan is at a depth of about 35 inches. Depth to the hardpan ranges from 20 to 40 inches. Permeability of the Alderwood soil is moderately rapid above the hardpan and very slow through it. Available water capacity is low. Effective rooting depth is 20 to 40 inches. Runoff is slow, and the hazard of water erosion is slight. A seasonal perched water table is at a depth of 18 to 36 inches from January to March. Urban land is areas that are covered by streets, buildings, parking lots, and other structures that obscure or alter the soils so that identification is not possible. The Alderwood soil in this unit is used mainly for parks, building sites, lawns, gardens, and woodland. The main limitations of the Alderwood soil for homesites and septic tank absorption fields are the depth to the hardpan and the seasonal perched water table. Onsite waste disposal systems often fail or do not function properly during periods of high rainfall. Drainage is needed if buildings with basements and crawl spaces are constructed. Topsoil need to be stockpiled during site preparation and subsequently used to cover the exposed material. Additions of fertilizer and peat are desirable prior to seeding grass for lawns. This engineering report presents the results of a geotechnical evaluation of the Pacific Emerald Homes property at 1551 10th PI. N, Edmonds, Washington. This evaluation was required due to owner / contractor concerns, as well as City Edmonds requirements. REFERENCES: • Property Survey and Topographic Map by LSA dated November 29, 2004 • Proposed new residence Site Plan (attached) • Site photographs BACKGROUND: The overall property is irregular in shape as shown on the attached Site Plan. The property previously contained a single-family residence that is understood to have burned down. Currently (July 2005), the site contains the remnants of the brick patio zone adjacent the northerly pond area (see Site Plan and photographs). The overall site is essentially flat in the building portion (central and southern segments). The northern segment of the property contains a pond as indicated on the Topographic Map. This pond represents a wider basin within the Fruitdale Creek flow. Visual evaluation of the property revealed no evidence of any geotechnical distress: no slides, no soil tension cracks, or any evidence of erosional degradation. July 23, 2005 Page 2 This engineer understands that the new proposed residence will be constructed south of the pond area and setback the appropriate wetland / pond buffer distance (see LSA Plans). EVALUATION: In order to augment the existing site geotechnical information, 2 soil test pits were dug under this engineer's observation on July 20, 2005. Both test pits revealed similar sub -grade conditions, namely: 0" to 6" Roots, organics and organic silt 6" to 7' (bottom of pits) Dense sands with occasional gravels No water was encountered in either of the 2 test pits. Both test pit walls remained vertical and stable. No sloughing or caving occurred. CONCLUSIONS / RECOMMENDATIONS: Based on the findings of this investigation, and experience with similar sites in the area, the property at 1551 1 & PI. N, Edmonds, Washington is geotechnically approved for the proposed new residence, subject to the following: • Setbacks: The new residence shall comply with City of Edmonds setback distances with regard to the adjacent Fruitdale Creek and pond area. • Standard reinforced continuous and spread footings. Allowable bearing pressure: 2,000 p.s.f. • Equivalent fluid pressure of 35.p.c.f. is recommended for any retaining wall design provided drainage zone is inspected and verified by this engineer. • For retaining wall design, use friction factor of 0.55 and passive pressure of 350 p.c.f. • Geotechnical inspections by this engineer prior to any foundation concrete placement. The proposed structure can be supported on conventional continuous and spread footings bearing on undisturbed native soils or on structural fill placed above native soils. See the later sub -section entitled General Earthwork and Structural Fill for structural fill placement and compaction recommendations. Continuous and individual spread footings should have minimum widths of eighteen (18) and twenty-four (24) City of Edmonds • • Go Pacific Emerald Homes, Inc. July 23, 2005 Page 3 inches, respectively, and should be bottomed at least eighteen (18) inches below the lower adjacent finish ground surface. Depending on the final site grades, some over -excavation may be required below footings to expose competent native soils. Unless lean concrete is used to fill the over excavated hole, the width of the over -excavation at the bottom must be at least as wide as the sum of two times the depth of the over -excavation and the footing width. For example, an over -excavation extending two feet below the bottom of a three-foot wide footing must be at least seven feet wide at the base of the excavation. Footings constructed according to the above recommendations may be designed for an allowable soil bearing pressure of two thousand (2,000) pounds per square foot (p.s.f.). A one-third increase in this design bearing pressure may used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that total post -construction settlement of footings founded on competent, native soils (or on structural fill up to five (5) feet in thickness) will be about one-half inch, with differential settlements on the order of one -quarter inch. NOTE: The bearing capacity of 3,000 p.s.f. applies to over -excavated and backfill conditions. Footings placed on native soils may be designed for 2,000 p.s.f. Lateral loads due to wind or seismic forces may be resisted by friction between the foundations and the bearing soils, or by passive earth pressure acting on the vertical, embedded portions of the foundations. For the latter condition, the foundations must either be poured directly against undisturbed soil or the backfill placed around the outside of the foundation must be level structural fill. We recommend the following design values be used for the foundation's resistance to lateral loading: Parameter Coefficient of Friction Passive Earth Pressure Design Value 0.55 350 p.c.f. (1) p.c.f. is pounds per cubic foot. (2) Passive earth pressure is computed using the equivalent fluid density. We recommend that a safety factor of at least 1.5 be used for design of the foundation's resistance to lateral loading. City of Edmonds • • Go Pacific Emerald Homes, Inc. July 23, 2005 Page 4 SLABS -ON -GRADE: Slab -on -grade floors may be supported on undisturbed, competent native soils or on structural fill. The slabs may be supported on the existing soils provided these soils can be re -compacted prior to placement of the free -draining sand or gravel underneath the slab. This sand and gravel layer should be a minimum of four (4) inches thick. We also recommend using a vapor barrier such as 6-mil. plastic membrane beneath the slab with minimum overlaps of 12 inches for sealing purposes. PERMANENT FOUNDATION AND RETAINING WALLS: Retaining walls backfilled on one side only should be designed to resist lateral earth pressures imposed by the soils retained by these structures. The following recommended design parameters are for walls less than twelve (12) feet in height, which restrain level backfill: Parameter Active Earth Pressure" Passive Earth Pressure Coefficient of Friction Soil Unit Weight Where: Design Value 35 p.c.f. 350 p.c.f. 0.55 125 p.c.f. (1) p.c.f. is pounds per cubic foot (2) Active and passive earth pressures are computed using equivalent fluid densities. For restrained walls which cannot defect at least 0.002 times the wall height, a uniform lateral pressure of one hundred (100 p.s.f. should be added to the active equivalent fluid pressure). The values given above are to be used for design of permanent foundation and retaining walls only. An appropriate safety factor should be applied when designing the walls. We recommend using a safety factor of at least 1.5 for overturning and sliding. The above design values do not include the effects of any hydrostatic pressures behind the walls and assume that no surcharge slopes or loads will be placed above the walls. If these conditions exist, then those pressures should be added to the above lateral pressures. Also, if sloping backfill is desired behind the walls, then we will need to be given the wall dimensions and slope of the backfill in order to provide the appropriate design earth pressures. July 23, 2005 Page 5 Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of the wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Placement and compaction of retaining wall backfill should be accomplished with hand -operated equipment. Retaining Wall Backfill Backfill placed within eighteen (18) inches of any retaining or foundation walls should be free -draining structural fill containing no organics. This backfill should contain no more than five (5) percent silt or clay particles and have no particles greater than four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should be between twenty-five (25) and seventy (70) percent. Due to their high silt content, if the native soils are used as backfill, a drainage composite, such as Mirafi and Enkadrain, should be placed against the retaining walls. The drainage composites should be hydraulically connected to the foundation drain system. The purpose of these backfill requirements is to assure that the design criteria for the retaining wall is not exceeded because of a build-up of hydrostatic pressure behind the wall. The subsection entitled General Earthwork and Structural Fill contains recommendations regarding placement and compaction of structural fill behind retaining and foundation walls. EXCAVATION AND SLOPES: At the time of this investigation and report (July 2005), no soil cuts are anticipated deeper than 4 feet below grade. As such, no temporary shoring is required. If, however, actual soil exceed 4 feet in depth, this engineer should review actual plans and make recommendations for temporary shoring (most likely Ecology -Blocks), if required. In no case should excavation slopes be greater than the limits specified in local, state and national government safety regulations. Temporary cuts up to a height of four (4) feet deep in unsaturated soils may be vertical. For temporary cuts having a height greater than four (4) feet, the cut should have an inclination no steeper than 1:1 (Horizontal:Vertical) from the top of the slope to the bottom of the excavation. Under specific recommendations by the geotechnical engineer, excavation cuts may be modified for site conditions. All permanent cuts into native soils should be inclined no steeper than 2:1 (H:V). Fill slopes should not exceed 2H:1 V. It is important to note that sands do cave suddenly, and without warning. The contractors should be made aware of this potential hazard. July 23, 2005 Page 7 The allowable thickness of the fill lift will depend on the material type, compaction equipment, and the number of passes made to compact the lift. In no case should the lifts exceed twelve (12) inches in loose thickness. Use of On -Site Soils If grading activities take place during wet weather, or when the sandy, on -site soils are very wet, site preparation costs may be higher because of delays due to rains and the potential need to import granular fill. The on -site soils are generally sandy and thus are not highly moisture sensitive. Grading operations will be difficult when the moisture content of these soils greatly exceeds the optimum moisture content. Moisture sensitive soils will also be susceptible to excessive softening and "pumping" from construction equipment traffic when the moisture content is greater ftm the optimum moisture content. Ideally, structural fill, which is to be placed in wet weather, should consist of a granular soil having no more than five (5) percent silt or clay particles. The percentage of particles passing the No. 200 sieve should be measured from that portion of the soil passing the three -quarter -inch sieve. The use of "some" on -site soils for fill material may be able if Oxe. upper organic materials are segregated and moisture contents are monitored by engineering inspection. City of Edmonds • Go Pacific Emerald Homes, Inc. July'23, 2005 Page 8 DRAINAGE CONTROLS: No drainage problems were evident with the overall property at 1551 101h Pl. N. The sandy sub -grade soils allow for infiltration of any storm water runoff. Additionally,. the adjacent Fruitdale Creek and pond area provide an excellent out fall for drainage controls. Compliance with City of Edmonds drainage stipulations is recommended. CONCRETE: All foundation concrete (footings, stem walls, slabs, any retaining walls, etc.) shall have a minimum cement content of 5-1/2 sacks per cubic yard of concrete mix. SLOPES - SETBACKS - BUFFERS: As previously stated, it is understood that the new residence will comply with the City of Edmonds setback requirements for the adjacent creek and pond areas. INSPECTIONS: The recommendations of this report are only valid when key geotechnical aspects are inspected by this engineer during construction: • Soil cuts • Foundation sub -grade verification • Temporary shoring if excavation exceeds 4 feet in depth — as required • Any retaining wall, or rockery placement • Any fill placement • Subsurface drainage installation • Temporary and final erosion control measures SUMMARY: The proposed new residence at 1551 1 Oth PI. N, Edmonds, Washington is geotechnically viable when constructed in accordance with the recommendations herein, compliance with City of Edmonds approved plans and requirements, and key geotechnical inspections during construction. Wetland conditions were evaluated using the Washington State. Department of Ecology Wetlands Identification and Delineation Manual March 1997, as required by the Cityof Edmonds. The subject :property is irregularly shaped with access from the east via 10t' Pt N. The site is undeveloped, surrounded by single-family residences, and is comprised entirely of maintained lawn with a subtle west aspect. A Category 3 stream flows. across the northeastern corner of this property and off -site to the northwest. This stream is shown as a Type 5 water on the Snohomish County Water Types Classification maps, and is not mapped as containing fish on the Snohomish County bull trout or Chinook distribution maps. Given the extent of alteration, the stream does not appear to be suitable habitat for fish. The stream flows from east to west through a series of man-made ponds and often landscaped stream channel.. This series of ponds do not.contain .wetlands, but comprise the ordinary high water mark of the Category ..3 stream. Category 3 streams in the City of Edmonds typically receive 10-foot protective buffers. As portions of the_: Category. 3 stream, these ponds shall receive 10-foot buffers. No wetlands are located on the subject property. Otto Marten had purchased Parcel B on September 11, 1956. (Vol. 602, Page 462) records of Snohomish County. The Lerdrups later purchased Parcel A on October 7, 1957 from James and Doris Matheson, Auditor's file number 1255641. I've also enclosed a copy of a survey drawing by Reid Middleton, (September 1956) showing this property as two parcels as well as a Parcel C. Snohomish County Assessor has also acknowledged that there are two separate parcels on this property. Please review this information. A nonconforming lot is one which met applicable zoning ordinance stan- dards as to size, width, depth and other dimen- sional regulations at the date on which it was. created but which, due to the passage of a zon- ing ordinance, the amendment thereof or the annexation of property to the city, no longer conforms to the current provisions of the zon- ing ordinance. A lot which. was not legally cre- ated in accordance with the laws of the local governmental entity in which it was located at the date of the creation is an illegal lot and will not be recognized.for development. . B. Continuation. A nonconforming lot may be developed for any use allowed by the zon- ing district in which it is located, even though such lot does not meet the size, width, depth And other dimensional requirements of the dis- trict, so as long as all other applicable site use and development standards are met or a vari- ance from such site use or development stan- dards has been obtained. In order to be developed a nonconforming lot must meet .minimum lot size standards established by the provisions of this code, subject to the provi- sions of subsection D of this section. C. Combination. If, since the date on which it became nonconforming due to its failure to meet minimum lot size or width criteria, an undeveloped nonconforming lot has been in the same ownership as a contiguous lot or lots, the nonconforming lot is and shall be deemed to have been combined with such contiguous lot or lots to the extent necessary to create a conforming lot and thereafter may only be used in accordance with the,provisions of the Edmonds. Community Development Code, except as specifically provided in subsection D of this section. D. Exception for Single -Family Dwelling Units. An applicant may build one single-fam- ily dwelling unit on a lot or parcel regardless of the size of the lot or parcel if, but only if, one of the following exceptions applies: 1. In an RS zone, such nonconforming lot may be sold or otherwise developed as any other nonconforming lot pursuant to the fol- lowing conditions and standards:: -a. The lot area of the nonconforming lot is not less than the minimum lot area spec- ified in the table below for the zoning district in which the subject property is located, and b. Community facilities, public utili- ties and roads required to serve the noncon- forming lot are available concurrently with the proposed development, and . c. Existing housing stock will not be destroyed in order to create a. new buildable lot, and d. The proposed development of the lot is generally consistent with the character of the surrounding neighborhood. Normal maintenance of the sign; 2. A change in the name of the business designated on the sign; or 3. Any action necessary to .preserve the public safety in the event of damage to the sign brought about by an accident or an act of God. B. Any nonconforming . sign shall be brought into immediate compliance with the code in the.event that: 1. An act prohibited by the provisions of I ubsection A of this section occurs; 2. The building to which the noncon- forming sign or signs is appurtenant is remod- eled or receives an addition equal to 25 percent of the building's value prior to the addition or remodeling; 3. The property consists of two parcels. One parcel, described above as parcel "B", is developed with a single-family residence. The other parcel, described above as parcel "A", is vacant and appears to be substandard according to the development standards of the RS-12 zone where it is located. (See Attachment 6) The surveyor was able to provide information in the form of deeds that describe the two parcels and show the transfer of ownership to separate parties (Attachments 3, 4, and 5) as well as an old survey map that shows the two parcels (Attachment 6). The two parcels as described above were sold as separate parcels to two separate parties in 1956 At this point, the property was within unincorporated Snohomish County. In Snohomish County, prior to 1972, a formal subdivision process was not required to create a new legal lot. The deeds and survey indicate that the lots were legally created and, when annexed to the City of Edmonds in 1958, became nonconforming lots based on size according to ECDC 17.40.030.A (Nonconforming lots) (Attachment 7) The lots are now in ownership by the same person and are thus considered to be combined according to ECDC 17.40.030 (Nonconforming lots — combination). According to this section, the lots are deemed to be combined and thereafter may only be used in accordance with the provisions of the Development Code unless that property qualifies for an exemption that would allow it to be considered a separate building lot. Section 17.40.030.D (See Attachment 7) provides specific exceptions that, if apply, can be used to build one single-family dwelling unit on a nonconforming lot or parcel regardless of size Staff has determined that the first exception provided in Section 17.40.030.D 1 (Exception for Single Family Dwelling Units) can be applied to the nonconforming vacant lot The key element of this exception is that the lot must meet the minimum area requirement provided in this section In this case the minimum area is 8,400 square feet. The survey map (Attachment 8) shows that the vacant lot parcel "A" meets the exception because it is 11,375 square feet An address of 1541 10`h Place North, has been assigned to this vacant lot. Therefore, the determination of the Planning Division is that lots "A" and "B", as described above, are not required to be combined and are considered separate' buildable lots This determination was made based on the information provided above and with the documentation.that is listed as attachments 1 through 8 as listed below. • This determination is made with Pe u that the status of the parcel may be altered by amendments to the Edmonds Community Development Code (ECDC) adopted subsequent to the issuance of the determination and provided that the City shall not be liable for damages for its action to amend the ECDC affecting this determination. This determination shall be null and void if any activity, action, or omission as listed in ECDC Chapter 17.40 occurs which would terminate the nonconforming status.
