Box 2078 Woodinville, Washington 98072 Attention: Gary Reid Reference: Geotechnical Study Reid Property 15514 72nd Avenue West Edmonds, Washington Dear Mr. Reid: At your request, we have conducted a geotechnidal study at the above site and prepared a soils report which conforms to the Gootachnical Report Guidelines set forth in the City or Edmonds' Ordinance #2661 (Meadowdale Notebook). The purpose of this report is to summarize the results of our field observations and to provide conclusions and recommendations for the proposed construction. SCOPE The scope of our study was to view the surface and subsurface soil and ground water conditions at the above site, to address slope stability before during and after construction, and to provide specific recommendations for site preparation, grading, foundation design, lateral pressures, drainage, erosion control and construction monitoring requirements. Our fieldwork consisted of a visual site reconnaissance and the drilling of two (2) test borings. Samples were obtained from selected depths in accordance with ASTM D-1586 sampling procedures. The test boring locations were determined in the field by our engineering geologist and were located on -site by pacing relative to }mown landmarks. The soil Samples obtained from the test borings were described in the field and were classified using the Unified Soils Classification System. The test boring locations are shown on the site plan in Appendix A. The test boring logs and soil descriptions are presented in Appendix B. A copy of the Unified Soils Classification System is presented in Appendix C. PROJECT DESCRIPTION we have reviewed the building plans by Michel Druelle dated September 1989. The proposed building will be a 3092 square foot, two (2) story, wood framed, single family residence with an attached garage. The proposed foundation consists of a continuous strip footing on the perimeter with interior spread footing post supports. A wood deck is proposed for the northwest corner of the house at the main floor elevation. The living area will utilize a wood joist flour with a crawl space. The garage will be concrete slab -on -grade. A paved driveway is proposed to be built between the garage and 72nd Avenue west. Based on our review of the building plans, the Topographic Survey map by Lovell-Sauarland & Associates, Inc. dated June 6, 1990 and the Site Plain by Gary Reid, Inc. dated October 26, 1989, we understand the main floor will be at elevation 288.93, the second floor will be at elevation 297.93 and the garage floor will be at elevation 288.43. Job No. 9004-26C Page 3 The City of Edmonds requires a review of the final building plans by our office to confirm that our recommendations were properly interpreted. The existing topography as shown on the Topographic Survey map and the proposed house footprint ac shown on the Site Plan are presented in Appendix A. BITE DESCRIPTION The site is located west of and adjacent to the right-of-way for 72nd Avenue west and north of 156th Street S.W. in the Meadowdalo area of Edmonds, washington. The site is bounded by Lund15 Gulch (Meadowdale Beach Park) to the north, a gravel drive to the south, a single family residence to the west and the right-of-way for 72nd Avenue Hest to the east. The northern portion of the property slopes moderately to steeply down to the north and northwest. The remaining portions of the site are relatively flat to gently sloping. As shown on the topographic map, site elevations range from al. 292.02 in the southwest corner of the site, to el. 239.85 in the northeast corner of the site. The upper twenty (20) feet of the slope in the northwest portion of the site appeared to be fill. The filled portion was mostly bare soil. Minor erosion of the race of the fill slope had occurred. Largo piles of fill had been stockpiled near the top of the slope. The fill material in the piles was similar to the fill silty sand with gravel exposed on the slope. The area below the toe of the fill slope is a relatively flat banch. The flat area extends approximately twenty (20) feat laterally to the northwest from the toe of the fill, then drops down to the north and northwest. The natural slope below the till is vegetated mostly with mature fi.r, cedar and maple trees. The site is not located within the Meadowdale landslide complex as shown on the "Landslide -Hazard Map" by GeoEngineers, Inc. presented in the City of Edmonds' +'Meadowdale site Evaluation checklist". Based on our review of the above map, the site is located approximately 800' east of the northern extent of the mapped slide area. The Landslide Hazard Map has classified the upper, relatively flat portion of the site as a landslide hazard area 1 (defined as having no landslide hazard identified). The northern edge of the site, adjacent to the steep slope has been classified as a landslide hazard area 3AO5 (defined as hazard from slumps in material that has not previously failed, with e 5 percent probability of occurrence during a 25 year period). The proposed building will be located approximately fifteen (15) to twenty (20) feet back from the top of the existing fill slope, on the upper, relatively flat portion of the site. 6UBSURFACS CONDITIONS The subsurface soil and ground water conditions at the site were observed in two (2) test borings. Test Boring #1 was drilled near the top of the slope at the north end of the site (approximately el. 296). Test Boring #2 was drilled approximately thirty (30) feet south of Test Boring #1 (approximately el. 287). Tact Boring #1 showed approximately six and one-half (6.5) feet Of uncontrolled fill and two and one-half (2.5) feet of colluvium overlying native, dense to very dense sand: The uncontrolled till generally consisted of brown to dark brown, very loose to loose silty sand with gravel. Job No. 9004-250 Page 5 tan -brown sand with minor silt, a trace of organic debris and a trace of gravel. Test Boring 92 showed approximately four (4) feet of uncontrolled fill overlying native, medium dense to very dense sand and medium Stiff to stiff silt. The uncontrolled rill in Test Boring #2 was similar to the uncontrolled fill encountered in Test Boring #i. Both Test Boring #1 and Test Boring #2 were terminated within very dense sand at thirty-nine (39) feet and nineteen (19) feet below the surface elevation at the respective boring locations. The dense to very dense native soils observed in the test borings are consistent with the preliminary mapped geologic classification of glacially overconsolidated sand, silt and clay of the Whidbey Formation as shown on the "Preliminary Surf icial Geologic Map of the EdmondS East and Edmonds West Quadrangles, Snohomish and King Counties, Washington" by Mackey Smith, 1975. GROUND WATER No ground water seepage or wet soils were encountered in either of the test borings. CONCLUGIONB It is our conclusion that the fill slope in the northwest portion of the site is potentially unstable. In order to stabilize the upper portion of the slope, the uncontrolled fill should be removed from the slope, or removed, replaced and regraded as recommended in the Grading section of this report. It is our conclusion that the natural slope below the fill is presently stable, and presents little risk of slope failure. Job No. 9004-25G Page 6 We conclude that the construction of the residence will not decrease the stability of the site or the ourrounding area if our recommendations are carefully followed. It is our conclusion that the uncontrolled fill and the colluvium found in the propcsed building area are not suitable for supporting the building loads or the garage slab -on -grade floor it significant differential settlement is to be avoided. All building and floor loads should be supported by the medium dense to very dense, native sand. This may be accomplished by transferring the building and floor loads through the uncontrolled till and Colluvium to the nature sand with drilled piers. Alternate methods of structural support could be to place the footings on structural fill or lean - mix concrete that has been placed in trenches which extend through the uncontrolled fill to the native bearing soil, or to utilize a daylight basement which would require an excavation to the elevation of the native soil. The building plans do not indicate the use of a basement. It is our conclusion that the most appropriate approach for control of storm drainage from footing drains and impervious surfaces is to utilize an enclosed, on -site detention and conveyance system which routes the water to the bottom of the natural slope north of the property. An on -site infiltration system appears less desirable due to the limited available space for the drainfield, and the significant amount of tine grai.nad matarial in the upper soils. Due to infiltration trench setback requirements, the only araa suitable for an infiltration trench system would be south of the proposes] building area. The drainfield should not be placed at the top of the slope or on the face of the slope on the north end of the site. Percolation tests are required for an infiltration system. Job NO. 9004-25G Page 7 RECOMMENDATIONS site vra a ation We recommend removing all vegetation and topsoil from the proposed building area. Excavated material should be removed from the site. We also recommend leaving the existing vegetation intact in areas outside the proposed building location during construction. These areas may be cleared and planted with erosion resistant vegetation or landscaped in the future. we recommend that the earthwork be done during an extended period of dry weather. The fine-grained fill Boil noted on the slope and at the surface of the site may cause significant additional construction costs and slope instability from the adverse effects of wet weather construction. Gradia The Grading Plan by Gary Reid, Inc. dated October 26, 1989 indicates calculated excavation and fill volumes on this site to be 212 cubic yards and 405 cubic yards respectively. The plan shows a relatively flat yard area between the top of the existing fill slope and the proposed building. The plan also indicates regrading of the fill slope to a slope of approximately 2.5(H):l(V) (40 percent). Based on our findings in the test borings and the following recommendations these values may have to be adjusted. once the uncontrolled fill is stripped from the slope, the native slope shoulcl oe terraced to create horizontal benches for placement of the fill. The horizontal portion of the bench cuts should be at least ten (10) feet wide. The cut slopes separating the horizontal steps should be no more than five (5) feet high and should be no steepar than 0.5(H):l(V) (200 percent). Job No. 9004-260 Page 8 should be placed on the horizontal benches in twelve (12) inch lifts, and should be mechanically compacted. The final grade on the face of the fill slope should be 2(A):1(v) (50 percent) or flatter. The uncontrolled fill found below the proposed building area had been placed on a relatively flat surface and will not require removal if a drilled pier foundation is utilized - I f structural fill will be utilized for garage slab--on-grade support, the fill material should be placed as recommended in the St ctural Fil section of this report. It may be possible to reuse the on -site uncontrolled fill as structural fill if the material is free of organic material and the moisture of the soil is at or just below the optimum moisture content. If the old fill is too wet to achieve adequate compaction, aeration of the soil will be required. This procedure will require continuous working of the soil by ripping or plowing, and will cause construction delays if not anticipated. If the on -site soils cannot be adequately dried or contain significant amounts of organic material, an imported fill soul will be required. A gradation for imported fill soil is presented in the Structural FiU section of this report. The placement of falls on this site must take place during dry weather. We recommend utilizing a track -mounted hoe to remove uncontrolled fill, excavate the terraces and place fill on the terraced slope. This equipment will allow work to be performed "at arms reach", and will minimize traffic over work areas. Excavated soils to be re -used an -site should be stockpiled at the south end of the site, away from the slope, and should be covered TEL No. CASCADE GEOTECHNICAL June 25F 1990 Gary Reid, Inc. Job No. 9004-25G Page 9 Mar 26,91 16:01 No.021 P.12 with plastic sheeting. All remaining excavated soils should be hauled away. Under no ciroumatance should excavated soils be wasted by pushing it over the slope. At the time of our fieldwork, the natural slope was not undergoing significant active erosion. The rill slope showed minor erosion on the west portion of the face, with some associated sediment deposition at the toe of the rill. We expect that erosion during and after construction will be minimiZed if our recommendations for erosion control and drainaga are carefully followed. Erosion control during construction should consist of straw and/or geotextile fabric barriers placed along the downclope extent of all grading activities, and should be constructed so as to prevent any sediments from being deposited on the lower elope. we recommend placing plastic sheeting over bare slopes during construction to minimize the potential of erosion. The plastic sheeting should be anchored at the top with stakes, and should be weighted down on the slope face with tires or sand bags. After construction, all bare, sloping ground should be planted with erosion resistant vegetation or landscaped to prevent erosion. Steeper portions of the site may require the use of an erosion control/vegetation enhancement fabric (jute or equal). we should review the erosion control plan prior to construction. r9undAtion Design Based on the building and grading plans provided to us, and the thickness of uncontrolled fill we encountered in the test borings, we estimate that the northwest portion of the building is underlain TEL No. Mar 26.91 16:01 No.021 P.13 CASCADE GEOTECHNOCAE June 25, 1990 Gary Reid, Inc. Job No. 9004-25G Page 10 by a significant amount or uncontrolled fill. where the footings of the proposed building cannot be readily lowered to the native, medium dance to dense sand, we recommend utilizing a deep foundation consisting of drilled piers. It appears that the garage and a portion of the house will be able to utilize a standard strip footing on the perimeter and spread footings for interior post support. (Drilled Piers) Based on our test borings, we recommend placing the residence on drilled piers or auger cast piles. This would transfer the building loads to the underlying bearing soils and reduce the load on the colluvium. We recommend utilizing eighteen (18) inch diameter drilled piers which penetrate at least five ( 5 ) feet into the medium dense to very dense, native sand. individual piers may be designed for an allowable bearing capacity of twenty (20) eons, and a lateral load of five (5) tons. we ostimate that the piers will have a maximum length of twenty (20) feet. We recommend a minimum pier length of ten (10) feet. We should be engaged to observe the drilling of the piers to confirm penetration to the recommended depths. The spacing of the piers should be selected by your structural engineer. We recommend a minimum grout strength of 3000 psi to help ensure pier quality. A grade beam foundation should be used to span from pier to pier. The grade beam foundation should be designed by your structural engineer. It should be understood that the recommended depth of penetration specifically refers to the depth of penetration into the TEL No. Mar 26,91 16:01 No.021 P.14 CASCADE GEOTECHNiCAL June 25, 1990 Gary Reid, Inc. Job No. 9004-Z5G Page 11 undisturbed bearing soil and does not take into account the ovarlying colluvium or uncontrolled fill. The estimated lengths discussed here are based on the plans we were provided. (spread Footings) Strip footings and interior spread footings designed to a maximum safe bearing value of 200o psf may be placed directly on the native, medium dense to very dense sand if the soil is undisturbed, free of organic material and does not become wet prior to concrete placement. we recommend a minimum strip footing width of fifteen (15) inches for support of two (2) story construction, and twelve (12) inches for support of single story construction. Interior, isolated spread footings should have a minimum width of eightaon (18) inches. All perimeter footings should be placed at least eighteen (18) inches below the outside finished grade for frost protection. Garage Blab -on -grade The garage slab -on -grade should be supported by the native, medium dense to very dense sand or on structural fill that has been placed as recommended in the structur.alFill section of this report. A four (4) inch layer of clean sand, pea gravel or crushed rock having less than 5 percent material passing the #200 sieve based on the fraction passing the #4 sieve, should be placed below tha slab as a capillary breaK. we recommend placing a vapor barrier between the bottom of the slab and the capillary break material. No foundation walls over four (4) feet in height are shown; however, if the four (4) foot walls are to be designed as retaining walls, we recommend thatthe walls be backfilled with a free -draining granular fall which conforms to the followinq gradation: sieve Size Peggent paaaiag 4 inch 100 14 25 - 75 #200 5 maximum based on the fraction passing the 04 sieve. The Lree-draining fill should extend from the base of the retaining wall to within one (1) foot of the top of the wall, and should extend at least two (2) feet back, laterally from the wall, A drain should be placed along the base of the retaining walls and tightlined to the storm system. The drain should consist of a four (4) inch diameter, perforated PVC pipe that is backfilled with at least twelve (12) inches of pea gravel. Retaining walls drained and backfilled as recommended may be designed to resist an active lateral force equivalent to a fluid having a density of 35 pcf. This assumes a horizontal backfill, and backfilling which precedes first floor framing or other constraints on wall deflection. The native sand may be assumed to nave a passive resistance of 400 pcf equivalent fluid pressure. We recommend utilizing a ccefficient of friction of .45. Job No. 9004-25G page 13 strue ural Fill Mar 26,91 16:01 No.021 P.16 Based on the floor elevations provided to us, and the presence of uncontrolled fill on the site, it appears that structural fill may be required to raise the grade of the garage floor area. it may be possible to re -use the on -site soils as structural rill if the moisture of the soils can be maintained at or just below the optimum moisture content, and the soils are free of organic material. If an imported fill soil is required, we recommend that the soil conform to the following gradation. sieve Size Percent Passing 4 inch 100 #4 25 -- 75 #200 5 maximum based on the fraction passing the #4 sieve. Fill should be placed on a horizontal base or firm, native soil in twelve (12) inch loose lifts and compacted to at least 95% of the ASTM D-1557 maximurn dry density value, Drainagg We recommend utilizing an enclosed, eub-surface detention and conveyance system that routes the water from footing drains and roof downspouts to the bottom of the steep slope located north of the proposed building. We suggest utilizing a continuous, four (4) inch diameter polyethylene pipe from the detention facility to the bottom of the slope. All pipe sections should be butt fused. We recon mend placing the end of the polyethylene pipe in a elesve which will resist lateral movement of the polyethylene pipe but will allow movement along the pipe's length due to expansion and contraction. (Building Drainage) We reco=end placing a continuous drain along the lower edge or the perimeter footings and tightlining it to the detention system. The drain should consist of a four (4) inch diameter perforated PVC pipe that is backfilled with at least twelve (12) inches of pea gravel. Our current study follows a preliminary site slope stability evaluation, which was su„niarized in our letter of May 30, 1985. We understand that a proposed residence will be located on the center lot of the 3 lot.parcel and that, at present, specific design and siting details have not been finalized. We - understand that a general design concept involving.a single-family dweliing utilizing a daylight basement set at or near existing grade is currently pla;;ned. Beyond minor excavation for the basement area, we understand that regrading of the property is not anticipated. Authorization was provided by Rick Kent to conduct a study to evaluate geotechnical development considerations for this site. Our evaluations included slope conditions and relative stabili-ty,.establishing geotechnical design criteria and related development considerations. The scope of our work included observation of the excavation of backhoe exploration pits, evaluation of subsurface conditions related to the proposed development and the preparation of this report. Site Conditions and Subsurface Explorations The subsurface conditions at this site were explored by excavating five (5) backhoe exploration pits at the approximate locations shown on the attached site location mar, Figure 1. Locations and elevations of the exploration pits were established using tape, compass and hand level measurements and should be considered accurate to that extent. Site elevations are referenced to our interpolation of the City of Edmonds 1" = 200', 5-foot contour topographic. datum. For the purposes of this study, the elevation of the manhole cover located in the roadway (72nd Ave W), west of the southwest corner of the central lot, was assumed to be 292 feet. Our site plan (Figure 1) is based on the property boundary survey information developed.by Reid, Middleton & Associates, Inc. The rectangular shaped parcel is bounded on the west by 72nd Avenue West, on the south by 156th Street SW, on the east by residential property and on the north by undeveloped land. The northernmost port.ion'of the parcel lies over the steep, north facing slope which forms the south flank of Lunds Gulch. This major east -west trending slope feature forms the northern terminus of the Meadowdale upland. The property currently supports a growth of moderate sized evergreen and deciduous trees in the south and north (steep slope area) and a dense low brush cover in the central area. Rotted old growth (?) stumps and dead falls occur over much of the property. Our initial site reconnaissance notes indicated the .potential for fill soils along the steep slope margin,. Based on our exploratory pit information, evidence of such grade modification is not observed in this area. The property (and most probably the upper elevations of the gross slope feature) is underlain by a sequence of a very dense sandy glacial drift and lodgement till soils. In the area of EP-1, the sandy drift is found to underly and to be interbedded with the very dense glacial till material. In the area of EP-4 and 5, the glacial till is found to underlie the dense sandy drift. In the area of EP-2 and 3, the sandy drift is not observed. In that area (the southeast portion of the north lot), the dense basal till is overlain by about 1.5' of medium dense gravelly sands. The uppermost foot of native soils noted in our study consist of an accumulation of forest duff, root mass and loose to moderately dense, brown to reddish brown, silty fine sand with.a varying gravel content and occasional cobbles and boulders. Aside from the occurrence discussed in our report of May 30, 1985, ground water was not observed in our explorations. Concluding 0pjnions General: IThe findings of the geotechnical explorations conducted indicate that the site is generally suitable for residential development. Site development may involve excavation efforts for basement areas. These activities may involve cutting into most of the site soils encountered in our exploratory pits. We would expect that while a very dense condition may exist for some of the subgrade soils, conventional excavating equipment should be appropriate in construction activities. Considering the dense in -tact character of the encountered soil types and the general appearance of the major slope feature, we are of the opinion that the likelihood of slope failure is small. The risk assessment criteria developed by City of Edmonds Engineering Department for the slope feature in this area (i.e. 5% over a 25 year period) would seem reasonable, if not somewhat conservative for this property. Foundation type, design and specific risk allowance could be taken into account in reevaluating the setback distance for future development. Even small increases in water content could create difficulties.in trafficability, workability and compactibility. Foundations: The following recommendations are directed primarily at the proposed Kent development, which we understand will be sited within the center lot of the subject parcel. However, these recommendations are expected to be generally applicable to the other areas outside the setback from the top of slope. The dense naturally occurring subgrade soils should prove suitabl.e for support of building foundations and floor slabs. An allowable net bearing pressure of 6000 psf would be suitable for shallow spread footing foundations placed in the dense sandy drift or glacial till soils. A bearing pressure value of 2500 psf would be appropriate for shallow footings founded in the moderately dense, undisturbed recessional sands and gravels or ground moraine soils. Observed soil conditions, including soils descriptions and depth to bearing materials are contained in the attached exploratory pit logs and in Table 1, "Exploratory Pit Summary". Foundations should be placed 18 inches below the lowest adjacent grade and should have -minimum dimensions as specified by the City of Edmonds or U.B.C. criteria. Settlement of such footings is expected to be less than one inch, but could vary depending upon construction techniques. To reduce potential construction related settlements, the bottom of the footing excavation should be hand cleaned of all loosened or softened soils prior to placing the concrete for the footings. Basement walls should be designed to resist lateral equivalent fluid pressures of 40 pounds per cubic foot (pcf) if backfilled per the guidelines shown on the attached Subdrain and Backfill Scheme. Recommendations for peripheral footing drain systems are shown on the attached Subdrain and Backfill Scheme. The use of a drainage sand.and gravel blanket placed below the floor slab will assist in dampness control. - A minimum of 6 inches of drainage sand and gravel is recommended. Roof drainage should be collected in downspouts and directed away from the house. A collector system for these drains with tight -line discharge into an appropriate disposal area is recommended.
