The specific item you asked us to review was comment number 8 stating the following: "Provide letter or report from a licensed mechanical engineer to evaluate auxiliary inflation system for conformance with IBC 2003 3102.8. L" As part of my review our firm has done the following: • Visited site and recorded product information on the blowers and generator. • Observed owner's staff member shut off main power to blower system, heard loud alarm signal go off and witnessed immediate start up of back up generator which then energized the existing blower system to maintain bubble pressure at approximately .95" w.c. with no primary power feed. • Reviewed Farley Groups "Air Structure Calculations" dated 9/18/06 for the single purpose of determining what airflow and static pressure requirements they state the bubble requires for proper inflation. Our review did not include any structural review for this project nor did we review the calculations made for determining these airflow rates and pressures. We have assumed that the responsibility for structural calculations has been accomplished by others. • We have Confirmed product information with blower manufacturer to confirm that the existing blowers are capable of operating at the design airflow rates and pressures as determined in the Farley Group Calculations (i.e., 6784 cfm at 1" w.c. and 7191 cfin at 1.13" w.c.) while operating under the rated hp of the motors. We have attached information on these blowers as a reference. Summary As required by 2003 IBC Section 3102.8.1: • The air inflation system is equipped with two blowers, one primary, one auxiliary that are equipped with automatic operating controls that energize the auxiliary blower upon loss of dome pressure. The blower curves themselves are near the A 4 peak of maximum capable static pressure at the fixed operating points so as long as they are initially properly balanced, they should not be able to significantly increase the dome pressure above the normal set point. • The blowers are equipped with 2 hp motors that are rated for continuous duty and the predicted fan operating bhp under all expected flow conditions is less than 2 hp. • The blowers are equipped with inlet screens and belt guards. Note: We recommend that padlocks be added to belt guard access doors in order to protect them from unauthorized access. • Section 3102.8.1.2.3 states that blowers shall be housed within a weather - protecting structure. The generator and control system are enclosed in a weatherproof structure. The blowers are installed outdoors and not within a weatherproofing structure. However, it appears that they are suitable for outdoor installation and have not suffered significant visible degradation caused by being outdoors. • The blowers are provided with a backdraft check system. We were not able to actually see the check system but could indirectly tell that it was there by the fact that there was no significant backflow of air through the no operating blower (with either blower on or off). • The blower inlets were protected with screens and did not appear to be adjacent to any significant source of air contamination. The back up generator exhaust was also not directed near the air intakes. • The standby power system started automatically upon power failure (simulated by opening main disconnect switch) and fired up with a few seconds. The generator is hard piped to the natural gas utility and therefore should be capable of 4 hours of run time as long as gas service is not interrupted. Conclusion: Based on our review as summarized above, it is our opinion that the existing air inflation system conforms with the intent of IBC 2003 3102.8.1. We recommend that the actual airflow rate of the blowers be professionally balanced/set by a 3`d party balancing contractor such as Neudorfer Engineers, Inc (206-621-1810, Seattle) in order to assure correct airflow, system pressure, operating bhp, and stable fan operation. The existing fans are capable of providing the design airflow and pressure as calculated by the Farley Group. However, if the actual airflow required is less than that calculated, the fans could operate in an unstable portion of their fan curve and might be at risk of surging. It is for this reason that the dome air leakage rate may need to be adjusted in the field using the dome relief ports to assure that the fans are operating in a stable range on their fan curve. In addition, the pressure sensing tubing between the dome and the control system needs to be replaced and its routing between the new dome and the control panel properly secured and protected (i.e., it is currently laying on the ground). The provisions of this chapter shall govern spe- cial building construction including membrane structures, tem- porary structures, pedestrian walkways and tunnels, awnings and canopies, marquees, signs, and towers and antennas. SECTION,3102 __� -ME,YMBRANE STRUCTURES 3102.1 General. The provisions of this section shall apply to air -supported, air -inflated, membrane -covered cable and mem- brane -covered frame structures, collectively known as mem- brane structures, erected for a period of 180 days or longer. Those erected for a shorter period of time shall comply with the International Fire Code. Membrane structures covering water storage facilities, water clarifiers, water treatment plants, sew- age treatment plants, greenhouses and similar facilities not used for human occupancy, are required to meet only the re- quirements of Sections 3102.3.1 and 3102.7. 3102.2 Definitions. The following words and terms shall, for the purposes of this section and as used elsewhere in this code, have the meanings shown herein: AIR -INFLATED STRUCTURE. A building where the shape of the structure is maintained by air pressurization of cells or tubes to form a barrel vault over the usable area. Occupants of such a structure do not occupy the pressurized area used to sup- port the structure. C; ?)S JPPURTED STRUCTURE _A juilding wherein. the shape df"the structure is attained by air pressure and occupants of the structure are within the elevated pressure area. Air -sup- ported structures are of two basic types: Double skin. Similar to a single skin, but with an attached liner that is separated from the outer skin and provides an airspace which serves for insulation, acoustic, aesthetic or similar purposes. Single skin. Where there is only the single outer skin and the air pressure is directly against that skin. CABLE -RESTRAINED, AIR -SUPPORTED STRUC- TURE. A structure in which the uplift is resisted by cables or webbings which are anchored to either foundations or dead men. Reinforcing cable or webbing is attached by various methods to the membrane or is an integral part of the mem- brane. This is not a cable -supported structure. MEMBRANE -COVERED CABLE STRUCTURE. A nonpressurized structure in which a mast and cable system pro- vides support and tension to the membrane weather barrier and the membrane imparts stability to the structure. MEMBRANE -COVERED FRAME STRUCTURE. A nonpressurized building wherein the structure is composed of a rigid framework to support a tensioned membrane which pro- vides the weather barrier. NONCOMBUSTIBLE MEMBRANE STRUCTURE. A membrane structure in which the membrane and all component parts of the structure are noncombustible. 3102.3 Type of construction. Noncombustible membrane structures shall be classified as Type IIB construction. Noncombustible frame or cable -supported structures covered by an approved membrane in accordance with Section 3102.3.1 shall be classified as Type IIB construction. Heavy timber frame -supported structures covered by an approved membrane in accordance with Section 3102.3.1 shall be classi fied as Type IV construction Othermembrane structures sh I . The area of a membrane struc- ture shall not exceed the limitations set forth in Table 503, ex- cept as provided in Section 506. 3102.5 Maximum height. Membrane structures shall not ex- ceed one story nor shall such structures exceed the height limi- tations in feet set forth in Table 503. Exception: Noncombustible membrane structures serving as roofs only. 3102.6 Mixed construction. Membrane structures shall be permitted to be utilized as specified in this section as a portion of buildings of other types of construction. Height and area lim- its shall be as specified -for the type of construction and occu- pancy of the building. 3102.6.1 Noncombustible membrane. A noncombustible membrane shall be permitted for use as the roof or as a sky- light of any building or atrium of a building of any type of construction provided it is at least 20 feet (6096 mm) above any floor, balcony or gallery. 3102.6.1.1 Flame -resistant membrane. A flame -resis- tant membrane shall be permitted to be used as the roof or as a skylight on buildings of Type IIB, III, IV and V con- struction provided it is at least 20 feet (6096 mm) above any floor, balcony or gallery. 2003 INTERNATIONAL BUILDING CODE® 555 SPECIAL CONSTRUCTION 3102.7 Engineering design. This inflation system shall consist of one or more blowers and shall include provi- sions for automatic control to maintain the required infla- tion pressures. The system shall be so designed as to prevent overpressurization of the system. 3102.8.1.1 Auxiliary inflation system. In addition to the primary inflation system, in buildings exceeding 1,500 square feet (140 m2) in area, an auxiliary inflation system shall be provided with sufficient capacity to maintain the inflation of the structure in case of primary system fail- ure. The auxiliary inflation system shall operate auto- matically when there is a loss of internal pressure and when the primary blower system becomes inoperative. 3102.8.1.2 Blower equipment. Blower equipment shall meet the following requirements: 1. Blowers shall be powered by continuous -rated motors at the maximum power required for any flow condition as required by the structural design. Z. Blowers shall be provided with inlet screens, belt guards and other protective devices as required by the building official to provide protection from in - Jury. 3. Blowers shall be housed within a weather -protect- ing structure. 4. Blowers shall be equipped with backdraft check dampers to minimize air loss when inoperative. 5. Blower inlets shall be located to provide protection from air contamination. The location of inlets shall be approved. 3102.8.2 Standby power. Wherever an auxiliary inflation. system is required, an approved standby power -generating system shall be provided. The system shall be equipped with a suitable means for automatically starting the generator set. upon failure of the normal electrical service and for auto- matic transfer and operation of all of the required electrical functions at full power within 60 seconds of such service failure. Standby power shall be capable of operating inde- pendently for a minimum of 4 hours. 3102.8.3 Support provisions. A system capable of sup- porting the membrane in the event of deflation shall be pro- vided for in air -supported and air -inflated structures having an occupant load of more than 50 or where covering a swim- ming pool regardless of occupant load. The support system shall be capable of maintaining membrane structures used as a roof for Type I construction not less than 20 feet (6096 mm) above floor or seating areas. The support system shall be capable of maintaining other membranes at least 7 feet (2134 mm) above the floor, seating area or surface of the wa- ter. SECTION 3103 TEMPORARY STRUCTURES 3103.1 General. The provisions of this section shall apply to structures erected for a period of less than 180 days. Tents and other membrane structures erected for a period of less than 180 days shall comply with the International Fire Code. Those erected for a longer period of time shall comply with applicable sections of this code. Exception: Provisions of the International Fire Code shall apply to tents and membrane structures erected for a period of less than 180 days. 3103.1.1 Permit required. Temporary structures that cover an area in excess of 120 square feet (11.16 m'-), including connecting areas or spaces with a common means of egress or entrance which are used or intended to be used for the gathering together of 10 or more persons, shall not be erected, operated or maintained for any purpose without ob- taining a permit from the building official. 3103.2 Construction documents. A permit application and construction documents shall be submitted for each installation of a temporary structure. The construction documents shall in- clude a site plan indicating the location of the temporary struc- ture and information delineating the means of egress and the occupant load. 3103.3 Location. Temporary structures shall be located in ac- cordance with the requirements of Table 602 based on the fire -resistance rating of the exterior walls for the proposed type of construction. 3103.4 Means of egress. Temporary structures shall conform to the means of egress requirements of Chapter 10 and shall have a maximum exit access travel distance of 100 feet (30 480 mm). SECTION 3104 PEDESTRIAN WALKWAYS AND TUNNELS 3104.1 General. This section shall apply to connections be- tween buildings such as pedestrian walkways or tunnels, lo- cated at, above or below grade level, that are used as a means of travel by persons. The pedestrian walkway shall not contribute to the building area or the number of stories or height of con- nected buildings. 3104.2 Separate structures. Connected buildings shall be considered to be separate structures. Exceptions: 1. Buildings on the same lot in accordance with Section 503.1.3. 2. For purposes of calculating the number of Type B units required by Chapter 11, structurally connected buildings and buildings with multiple wings shall be considered one structure. 3104.3 Construction. The pedestrian walkway shall be of noncombustible construction. More than 12 inches (305 mm) into areas where openings are prohibited. 704.2.1 Type I and II construction. Projections from walls of Type I or 11 construction shall be of noncombustible mate- rials or combustible materials as allowed by Sections 1406.3 and 1406.4. 704.2.2 Type III, IV or V construction. Projections from walls of Type III, IV or V construction shall -be of any ap- proved material. 704.2.3 Combustible projections. Combustible projec- tions located where openings are not permitted or where protection of openings is required shall be of at least 1-hour fire -resistance -rated construction, Type IV construction or as required by Section 1406.3. Exception: Type V construction shall be allowed for R-3 occu- pancies, as applicable in Section 101.2. 704.3 Buildings on the same lot. For the purposes of deter- mining the required wall and opening protection and roof -cov- ering requirements, buildings on the same lot shall be assumed to have an imaginary line between them. Where a new building is to be erected on the same lot as an ex- isting building, the location of the assumed imaginary line with relation to the existing building shall be such that the exterior wall and opening protection of the existing building meet the criteria as set forth in Sections 704.5 and 704.8. Exception: Two or more buildings on the same lot shall ei- ther be regulated as separate buildings or shall be considered as portions of one building if the aggregate area of such buildings is within the limits specified in Chapter 5 for a sin- gle building. Where the buildings contain different occu- pancy groups or are of different types of construction, the area shall be that allowed for the most restrictive occupancy or construction. 704.4 Materials. Exterior walls shall be of materials permitted by the building type of construction. 704.5 Fire -resistance ratings. Exterior walls shall be fire -re- sistance rated in accordance with Tables 601 and 602. The fire -resistance rating of exterior walls with a fire separation dis- tance of greater than 5 feet (1524 mm) shall be rated for expo- sure to fire from the inside. The fire -resistance rating of exterior walls with a fire separation distance of 5 feet (1524 mm) or less shall be rated for exposure to fire from both sides. 704.6 Structural stability. The wall shall extend to the height required by Section 704.11 and shall have sufficient structural stability such that it will remain in place for the duration of time indicated by the required fire -resistance rating. 704.7 Unexposed surface temperature. Where protected openings are not limited by Section 704.8, the limitation on the rise of temperature on the unexposed surface of exterior walls as required by ASTM E 119 shall not apply. The verbal agreement you had with the previous Building Official, Dick Mumma, regarding the building classification, type of construction, occupancy designation, occupant load and allowable area shall be honored. LAURA M. HALL MAYOR The building is hereby classed as V-N, B2 with a maximum occupant load of 24. Although the allowable area for a V-N is slightly over what is permitted by code, we will uphold the determination of the past City representative,.that it will not create a hazard to life safety. A two hour wall is required between the court and tennis facility, and the revolving door must be a 1 1/2 fire rated door. All openings in this wall shall be protected by fire assemblies having a 1 1/2 fire protection rating. The total of all openings shall not exceed 25 % of the length of the wall. The Fire Marshall noted to me that in preliminary discussions with City officials it was indicated to you that if the City made the previous concessions the membrane material would need to be flame resistant, (as opposed to non-combustible) with appropriate flame spread and smoke develop ratings and the dome support would have to be justified. The membrane material specifications that you have submitted cannot be approved under Appendix 5502A Exception, because of this original agreement. Also, the light standards need engineering to verify the integrity to support the membrane materials in the event of collapse. If you are unable to produce this information to the satisfaction of the City, the permit will have to be denied.
