The site will have access from 9`h Avenue via a private driveway within a joint -use access and utility easement. The lot uniformly slopes about 13% northwesterly toward Puget Sound. Site drainage is provided by an existing 8" storm drain at the westerly end of the adjacent lot, which discharges into the drainage ditch that runs along the easterly side of the Railroad tracks. From there, the runoff travels about 200' to the inlet of an existing pipe that conveys water under the railroad tracks and directly into Puget Sound. Section 3: Proposed Project: The applicant proposes to obtain City permits to construct a new single-family residence. Since the site is within the City's infiltration feasibility area, the applicant proposes to infiltrate ' developed runoff. The infiltration facility has been sized to handle the onsite impervious area based on the long-term infiltration rate of 6 inches/hour recommended testing done by Earth Solutions, N.W. as shown in their enclosed report. An emergency overflow is provided by a ' separate outfall line in a private drainage easement across the Dedonker site (enclosed in this report) to a spreader trench which discharges to the existing pipe that drains to the Railroad ditch. Access to 91h Avenue will be provided by the joint -use driveway constructed under the Dedonker ' Permit (BLD#2008-0024). ' Section 4: Upstream Analysis There is no significant upstream runoff to the site. The thickened edge along the westerly side of 9`h avenue prevents street runoff from draining westerly onto the site. Section 5: Downstream Analysis ' Downstream of the site, runoff discharges from the existing onsite 8" pvc pipe into the ditch on the east side of the railroad tracks. From there, it travels about 200' northerly until it enters an ' existing culvert that goes under the tracks and discharges stormwater directly to Puget Sound, at a point about 300' downstream from the site. ' Section 6: Drainage Methodology and Applicable Code The site is within the Talbot Park watershed and the City's infiltration feasibility zone. According to the soils maps, the site has Everett (type A) soils. It is proposed to infiltrate the ' entire 100-year storm. An emergency overflow pipe is proposed. The design infiltration rate of 6 inches/hour was used based on the Earth Solutions, N.W. report. Section 7: Water Quality ' Water quality will be provided by infiltration into the existing soils. These methods will include a temporary construction entrance, silt fencing, existing catch basin protection, dust control, and temporary seeding of disturbed areas as required. If required, a temporary sediment pond can be constructed to reduce runoff turbidity. Section 9: Infiltration Calculations: The infiltration facility was sized in compliance with the City's design standards using the `Stormshed' computer program. The facility was designed to have capacity to infiltrate the 100- year runoff from the onsite areas. See the enclosed calculations. Lane in: Edmonds, Washington The subject site consists of .a..single tax parcel approximately 30,651 square feet in size. The -subject site is irregularin shape; and is bordered ' to the north, west and'south by existing sand to the east by 9 ;singlefamily residences th Avenue North, Topography across the site is slightly 'sloping to the; west. Currently the property is undeveloped and coveredwith grass. Subsurface ' ESNW observed two. excavations within the proposed stormwater infiltration trench alignment located throughout the we portions of the site.. Topsoil was observed to a depth of up to approximately 12 inches from the surface at both excavation sites. Below the topsoil, sand deposits suitable for site infiltration were encountered. The native sand deposits consist of ' poorly lt (USCS SP and SP-SM). ESNW observed p y9rade sand and poorly graded sand with si similar soil conditions at both of the excavations conducted along the alignment of the proposed ' infiltration trench. .The available geologic map of the area identifies the site as being located. within stratified fluvial ' sands and gravel of. the .Olympic Gravel deposits (Qog). The Snohomish County SCS map indicates the site is underlain by Everett gravelly sandy loam. deposits (Map Unit 18). In general, the soil conditions observed at our test sites generally correlate with the geologic map ' and soil survey designations. Based on our observations, fluvial sands were encountered within the test, pits along the west portion of the site. No groundwater was observed at the test pits located within the.proposed infiltration trench on , '- the site during the'feldwork (March 18, 2008). The excavations were observed at a maximum depth of approximately four feet below existing grades. Due to the relatively high infiltration capacity of the in -situ sandy soils observed onsite, we do not anticipate groundwater related '. impacts. to the proposed residential infiltration system. In -situ Soil infiltration Teg t The infiltration testing of the;, in -situ soils consisted of an EPA Falling 'Head Infiltration Test .and was conducted in general accordance with the "EPA Falling. Head Percolation Test Procedure" testing guidelines. The infiltration. test was completed near the center of the proposed stormwater infiltration trench alignment along the western margin of the site.. ' The test pit (TP71) was, excavated approximately 20 feet east of the western property line and 45 feet south of the .northern _property line. A,,, second .test pit (TP-2) was excavated , approximately 20 feet east of the western property line :and 30. feet south of the northern ' property line, in.order to confirm: similar.soil conditions,with in the proposed trench alignment. A post hole. digger was used to excavate a pilothole within the test excavation for purposes of conducting the falling head infiltration testing. The falling head infiltration .testing was , conducted :at a depth of approximately,30 inches below grade: Earth Solutions NK LLC ' Caruso Enterprises, Inc. ES-1734 March 23, 2010 Page 3 A section of PVC pipe was used to sleeve the pilot hole . and pea gravel was placed at the ' bottom of the testing hole to minimize scouring of the native soils. The test excavation was saturated with a 12 inch head of water prior to testing: After the initial soaking period, a six to eight .inch head of water was added to the .test hole and the drop of the water level was recorded in order to determine the in -situ infiltration rate of the soils. Two consecutive 30 ' minute tests were completed within the test hole. The average infiltration rate observed during the testing was 12 inches per hour. Infiltration Recommendations. In our opinion, based on the results of the field infiltration testing, infiltration of stormwater collected by the impervious surfaces onsite within the native soils is feasible. The average tested infiltration rate observed was 12 inches per hour. ESNW recommends a factor of safety of 2.0 be included to the field measured infiltration rate for design. Thus we recommend the following infiltration rate for design: b Design Infiltration rate 6 inches per hour Infiltration Trench. Desion ' We have reviewed the attached preliminary infiltration trench design plans provided by Lovell- Sauerland and Associates, Inc. (LSA). We understand that the infiltration trench system proposed, by LSA will be comprised of a two and a half foot deep by seven foot wide by 50 feet long infiltration trench., Within the trench a four inch perforated pipe will be used. to convey ' stormwater into the trench. The proposed, infiltration trench will be located within the targeted and tested native soils at a.depth of approximately 30 inches. In our opinion, the proposed trench design is acceptable from a geotechnical standpoint. We trust this letter meets your current needs.
