Edmonds, WA 98020 FAX: 206-780-9026 FROM: Steven Caruso SUBJECT: Response to Plan Review Corrections for Plan Check #: 02-017 dated 2-14-02, from the Engineering Dept. Reviewer: Jeanie McConnell Dear Jeanie, I received your fax dated February 141h with respect to 6 items needing clarification. As we discussed over the phone I dropped off to Kathleen Taylor,. in planning, a copy of the Boundary Line Adjustment that was completed by LSA and recorded with the county on June 2, 2000. This was a lot consolidation whereby we turned what had been Lots 1 & 2 as called out in the Dedonker short plat into 1 lot. With respect to the 6 items in your fax I will address items #1=3. Item #4 has been forwarded to my architect for review and clarification. I will respond to Vs 5 & 6 and in addition clarifications for these 2 items will be submitted in writing by my architect if necessary. 1. We plan to use the existing side sewer stub on the northwest side of the house. The side sewer location on the drainage plan marked "'Approximate Location Side Sewer" along 91 Ave. North was intended to be used if the property was developed as proposed in the Dedonker short plat plan. It was never installed and will not be utilized. The property is now consolidated into 1 lot. 2. We plan on using the existing water meter on the north end of the property. The location on the drainage plan marked "Approximate Location of Water Meter' towards the southern end of the property was also intended to be used if the property was developed per the Dedonker short plat plan. 3. As previously indicated, Lots 1 & 2 have been consolidated into 1 lot. The detention system proposed for Lot 1 in the Dedonker short plat was never installed. However, the storm drain line along the south side of the property is in place but capped off. IMWN G. GARUSO 601 Northwest 162°d Street Seattle, WA 98177 Phone: (206) 367-1567 Fax: (206) 367-1567 4. 1 have sent a copy of your fax to my Architect, Peter Manning. He will review the calculations- and submit a clarification with respect to the grading calculations. 5. The silt fence will be installed along the western property line which is the down hill side of the property. In addition, we left about a 50' strip of grass along the western property boundary to act as an additional buffer against any silt runoff. The property to the north, south and west is either level with or higher than my property. The rock construction entrance is located about 15' from the northern property line and then extends the required distance to the south from this point. The construction entrance is already in place and was subject to field inspection by your staff at the time the work was done with respect to demolition permit for this property. The demolition work has been completed and has passed :final inspection. 6. The proposed driveway is 12' wide. You indicated that I could redline the plans if I came by your office. If this is not possible my architect will submit a new plan correcting any inconsistencies in the plans. Please resubmit 3 copies to the Development Services Coordinators. 1. Indicate on the plans which sewer stub will be used. 2. Indicate on the plans which water meter will be used. 3. The Dedonker short plat civils show the installation of a detention system to lot 1. Was this system ever installed and will it create any conflicts with your project? 4. A total of 767cy of cut was calculated for the grading on this project. This total greatly differs with the grading plan submitted for review. Please provide new grading caics or additional information to support the original grading Talcs. Please note that SEPA Is triggered at 500cy of grading. S. The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. With a signed copy of this form, the applicant should also submit a vicinity map or plot plan for individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent information (e.g. site plan, topography map, etc.) or studies in conjunction with this Checklist to assist staff in completing their preliminary assessment of the site. Edmonds, WA 98020 jo 2 2 1996 ENGINEERING RE: Popular tree root damage from trees on city easement at 1565 9th Ave N. Edmonds;-4WA (reference map) Dear Mr. Walker: We wanted to bring to your attention the problem that the large popular trees are causing to the drainage situation on our property at 1576 9th Ave N. Edmonds and the street itself. There is an natural flow of underground water running from the higher elevations of land beyond our property. When this area was developed .in the 1960's french drains were installed below ground to allow for drainage to accur on an ongoing basis. Since that time additional drainage was added to better accomodate the water. This past december, however,.the flow was blocked by the root system from the popular trees running under the road. we were told that this had occurred before at this location J The water meter box at the end of our property filled with water and would not drain. The lawn became saturated with water and it began seeping to the right and to the left of the box. The street became a constant stream of water for weeks. We contacted Bill Straud at the Edmonds Public Works Office. He coordinated the clean out of the drain running under the street along with your engineering crew. They dug out roots from above 1570 to the inground drain at the end of the drive of 1610 9th Ave. N. They had to dig up the drain concrete box and replace it because of root damage. The drain was packed with roots. We also had to do some digging and cleaning out of pipes. Our drain pipe was filled with fine hair root along with larger roots. The pipe was completly clogged with roots to well over 3 yards long from the water box toward our house. We still have one of the larger root balls lying on" the lawn for your inspection. The hole where the pipe goes into the drain is also still open for you to see. It is also important to note that the street itself infront of the water meter box is bulging up from the roots of these trees. We understand that the plan for paving this street is in the works and thought it was pertinent to bring this water blockage problem to your attention. It is appropriate at this time to address the removal of these large trees. Besides their encroachment on the street and ajoining property, they also present a safety problem of falling branchs during wind and rain storms. It was mentioned that there was discussion about 7 years ago.about the removal of the trees. We think it is appropriate to continue the discussion at this time. we have spoken to several 1 neighboring property owners about the trees and all are in favor of their removal. we appreciate your time and considertion on this matter. 0 Sincerely yours, John TLindsay Betty A.
