Test pits excavated on the residence site encountered a clean, medium -dense, fine to medium sand deposit at shallow depth. Infiltration tests in this sand deposit confirmed that the in -situ infiltration rate is close to 70 iph (inches per hour). Our findings of the subsurface condition of the site and the infiltration test results were presented in our 2/27/2008 report submitted to you earlier. In: our 2/27/2008report, we recommended that a design infiltration rate of 12 iph (inches per hour), which is a relatively conservative value based on a factor of about 5.5 on the in -situ infiltration test results, be used for sizing of infiltration trenches. We understand that the revised design .for the subject residence has increased the total impervious area for the subject residence by more than 2,000 square feet. The site will have access from 9`' Avenue via a private driveway within an access and utility easement. The land uniformly slopes about 13% northwesterly toward Puget Sound. Site drainage is provided by an existing 8" storm drain at the westerly end of the site, which discharges into the drainage ditch that runs along the easterly side of the Railroad tracks. From there, the runoff travels about 200' to the inlet of an existing pipe that conveys water under the railroad tracks and directly into Puget Sound. Section 3: Proposed Project: The applicant proposes to obtain City permits to construct a new single-family residence. Since the site is within the City's infiltration feasibility area, the applicant proposes to infiltrate developed runoff. The infiltration facility has been sized to handle the onsite & offsite impervious area based on the 12 in/hr infiltration rate from the February 27, 2008 report by Liu & Associates. An emergency overflow is provided. Access to 9th Avenue will be provided by construction, under separate permit, of an offsite 12' wide paved driveway within a 15' private easement across the adjacent lot to the east. The road will drain into the site via a new pipe system in the road and will be directed to the proposed infiltration. Section 4: Upstream Analysis Upstream offsite runoff west of 91h Avenue N that is intercepted in the new driveway will be collected in a storm pipe system and directed into the onsite infiltration facility. An emergency overflow has been provided. Section 5: Downstream Analysis Downstream of the site, runoff discharges from the existing onsite 8" pvc pipe into the ditch on the east side of the railroad tracks. From there, it travels about 200' northerly until it enters an existing culvert that goes under the tracks and discharges stormwater directly to Puget Sound, at a point about 300' downstream from the site. Section 6: Drainage. Methodology and Applicable Code The site is within the Talbot Park watershed and the City's infiltration feasibility zone. According to the soils maps, the site has Everett (type A) soils. It is proposed to infiltrate all of the 100-year storm. An emergency overflow pipe is proposed. Based on the February 27, 2008 study by Liu & Associates, a long-term infiltration rate of 12 in/hr was used. Section 7: Water Quality Water quality will be provided by infiltration into the existing soils. The general location of the subject residence site is shown on Plate 1 — Vicinity Map. To evaluate the feasibility of and provide design recommendations for infiltration trenches, one test pit was excavated within the footprint of the stormwater disposal area and an in -situ infiltration test was conducted next to the test pit. The test pit was to explore the subsurface condition in the stormwater disposal area and the infiltration test to determine the in -situ infiltration rate of the targeted soil stratum into which stormwater is to be dispersed. The terrain within the site generally slopes down westward at 5 to 13 percent grade. The site is currently undeveloped and is mostly covered with lawn grass. Geologic Setting The Geology May of the Edmonds East and Part of the Edmonds West Quadrangles, Washington, 1983, by James P. Minard, published in 1983 by U. S. Geological Survey, was referenced for the geologic and soil conditions of the site. .According to this publication, the surficial soil units at and in the vicinity of the site are mapped as Olympia Gravel (Qog) underlain by Transitional Beds (Qtb)- The Olympia Gravel soil unit is composed of stratified fluvial sand and gravel, deposited before the Frazer Glaciation by the meltwater of advancing glacial ice. Due to its generally granular composition, the Olympia Gravel soils are of high permeability and generally drain well. The Olympia Gravel deposits are glacially overridden and are generally dense to very dense in its natural, undisturbed state, except the top 2 to 4 feet where exposed which may be weathered to a loose to medium -dense state. The undisturbed fresh Olympia Gravel deposits can stand in steep cuts or natural slopes for extended period of time and can provided good foundation support to light, to moderate structures. The Transitional Beds soil unit, normally overlying the Olympia Gravel soil unit, is composed of glacial and non -glacial deposits consisting mostly of massive, thick or thin beds and laminae of gray to dark -gray fine -sandy to clayey silt, deposited during the transitional period near the close LIU & ASSOCIATES, INC. February 27, 2008 Mike DeDonker Residence ' L&A Job No. 8A018 Page 3 ' of pre -Fraser interglacial (Olympia Interglaciation) time and into early Fraser glacial time. The transitional beds deposits are very stiff to hard and of extremely low permeability in its natural, undisturbed state. This soil unit, however, was not encountered by the test pit excavated on the site. Soil Conditions The subsurface conditions in the stormwater disposal area were explored with one backhoe test pit excavated to 7.0 feet deep. The location of this test pit is shown on Plate 2 — Site Plan. A geotechnical engineer from our office was present during subsurface exploration, who examined the soil and geologic conditions encountered and completed logs of test pits. Soil samples obtained from each soil unit in the test pits were visually classified in general accordance with United Soil Classification System, a copy of which is presented on Plate 3. Detailed descriptions of soil strata encountered during site exploration are presentedin the test pit log on Plate 4. The test pit encountered a layer of loose, organic topsoil, about 12 inches in thickness. The topsoil is underlain by a layer of weathered soils of brown, loose to medium -dense, fine to medium sand, about 1.5 feet thick. Underlying the layer of weathered soils to the depth explored ' is a fresh deposit of medium -dense, fine to medium sand, with a trace of gravel. ' The Soil Survey of Snohomish County Area of Washington, published by in U. S. Department of Agriculture in cooperation with Washington State Department of Natural Resources and Washington State University Agriculture Research Center, was also referenced for the surficial soil unit at the subject lot. According to Sheet 56 of this publication, the advance outwash soils ' at the subject site is also classified as Everett gravelly sandy loam (Type 19) by the Soil Conservation.Services (SCS) Classification System. February 27, 2008 Mike DeDonker Residence L&A Job No. 8A018 Page 4 Groundwater Conditions Groundwater was not encountered by the test pit excavated in. the stormwater disposal area. The sandy soils covering the site are of high permeability and would allow stormwater to seep through easily. The infiltrating stormwater would perch on a fine-grained, low -permeability soil unit underlying the sandy soil strata encountered by the test pit. We expect the low -permeability soil unit will be at such greater depth that the groundwater perching on it would have little impact on the proper functioning of infiltration trenches to be used to dispose stormwater onsite. IN -SITU INFILTRATION TEST A field infiltration test is conducted next to the test pit in the targeted light -gray deposit of clean, fine to medium sand, with a trace of gravel. The infiltration test was conducted in general accordance with the procedure outlined in the EPA test guideline of "Falling Head Percolation Test Procedure". A 6 feet by 4 feet pit was excavated next to the test pit to about 2 feet 10 inches below grade, at about 4 to 5 inches into the targeted light -gray, fine to medium sand deposit. An about 8-inch-diameter hole was then dug with a post -hole digger to about 22 inches below the pit bottom for conducting the infiltration test. The soils were first saturated for about 5 minutes with tab water conveying into the hole with a garden hose. Washed gravel was placed at the bottom of the test hole to prevent scouring of soils by water poured into the test hole. After the soaking period, the test hole was then filled with tap water to its rim, and the drop of water level in the test hole was measured over elapsed time to determine the in -situ infiltration rate of the target soil stratum. Table 14 of the Soil Survey of Snohomish County Area of Washington lists the permeability of this soil unit at depths from 18 to 60 inches to be from 6.0 to 20.0 iph (inches per hour), which may be used as a general guideline without the benefit of in -situ infiltration tests. The in -situ infiltration rates determined from the in -situ infiltration test is on the order of 60 iph. Based on this infiltration rate and use of a factor of safety of 5.0, we recommend a design infiltration rate of 12 iph be used for the design of the infiltration trenches for disposing stormwater for the subject residence. Infiltration trenches should be setback at least 10 feet from adjacent buildings and 5 feet from property lines. Our recommendations for the construction of the infiltration trenches are shown on Plate 5 attached hereto. The bottom of infiltration trenches should be excavated at least 6 inches into the underlying, clean, light -gray, fine to medium sand with a trace of gravel. The side walls of the trenches should be lined with a layer of non -woven filter fabric, and the trenches backfilled with clean 1-inch washed gravel or 7/8-inch crushed rock to within about 16 inches of LIU & ASSOCIATES, INC. A 4-inch perforated PVC pipe through which stormwater is to be dispersed into the ground should be set level on the gravel fill. The trenches should then be backfilled with more washed gravel or crushed rock to within about 8 inches of the fmish grade.
