Services provided included a brief site visit to observe the site and surrounding area, a discussion with Mr. Joe Schmaus of Classico Homes (builder) regarding site plans, and preparation of this letter. Our services were provided to the City of Edmonds (City) at your request. We understand that the subject property to be developed consists of the south portion of the lot with the address of 15703 701h Avenue West and that the subject .site is located within an area where current City code requires that site stormwater be routed to the City's storm drain system. We further understand that when the original property was platted into four lots, infiltration was an allowable alternative for disposal of site stormwater. Three of the lots have been developed, and stormwater from those three lots is disposed of by infiltration. From our discussion with Mr. Schmaus, we understand that he plans to collect stormwater from the roof drains and from the new driveway only, and direct it to an infiltration gallery to be located in the southeast corner of the site. The infiltration gallery will be constructed in accordance with City requirements. During our brief July 30, 1999 site visit, we observed that the subject property is located hundreds of feet east from the top of a west -facing slope .that rises about 300 plus ft from Puget. Sound. The topography of the subject site would be described as flat to gently rolling, and generally slopes away from the west -facing slope. The subject site is landscaped with lawn scattered with shrubs and trees. A shallow, incised drainage (which was observed to be dry at the time of our site visit) is located along the south side of the property immediately south of the subject site. It appears that runoff from 701h Avenue West enters this drainage. Based on soil exposures observed in the general site vicinity, the subject property is likely underlain by glacial soil which has a relatively low permeability and infiltration rates would likely be low. With respect to slope stability of the surrounding area, it is our opinion, that it would be acceptable to dispose of site stormwater (roof drainage and runoff from hard surfaces) by infiltrating. The infiltrated stormwater will have little, if any, impact on the overall stability of the slope to the west of the property. Under post -development conditions, the amount of water entering the ground from natural infiltration (precipitation falling on the ground surface) and from infiltrated site stormwater will generally be the same as for the predevelopment condition. Though the infiltration system will concentrate more of the stormwater in the southeast portion of the site, the horizontal distance to the west -facing slope is great enough such that the location of the storm .water infiltration on the property will have no effect by the time any groundwater reaches the slope face.
