J August 5, 1999 This letter provides Landau Associates' opinion regarding allowing infiltration of stormwater at the subject site. Services provided included a brief site visit to observe the site and surrounding area, a discussion with Mr. Joe Schmaus of Classico Homes (builder) regarding site plans, and preparation of this letter. Our services were provided to the City of Edmonds (City) at your request. We understand that the subject property to be developed consists of the south portion of the tot with the address of 15703 70"' Avenue West and that the subject site is located within an area where current City code requires that site stormwater be routed to the City's storm drain system. We further understand that when the original property was platted into four lots, infiltration was an allowable alternative for disposal of site stormwater. Three of the lots have been developed, and stormwater from those three lots is disposed of by infiltration. From our discussion with Mr. Schmaus, we understand that he plans to collect stormwater from the roof drains and from the new driveway only, and direct it to an infiltration gallery to be located in the southeast corner of the site. The infiltration gallery will be constructed in accordance with City requirements. During our brief July 30, 1999 site visit, we observed that the subject property is located hundreds of feet east from the top of a west -facing slope that rises about 300 plus ft from Puget Sound. The topography of the subject site would be described as flat to gently rolling, and generally slopes away from the west -facing slope. The subject site is landscaped with lawn scattered with shrubs and trees. A shallow, incised drainage (which was observed to be dry at the time of our site visit) is located along the south side of the property immediately south of the subject site. Based on soil exposures observed in the general site vicinity, the subject property is likely underlain by glacial soil which has a relatively low permeability and infiltration rates would likely be low. With respect to slope stability of the surrounding area, it is our opinion, that it would be acceptable to dispose of site stormwater (roof drainage and runoff from hard surfaces) by infiltrating. The infiltrated stormwater will have little, if any, impact on the overall stability of the slope to the west of the property. Under post -development conditions, the amount of water entering the ground from natural infiltration (precipitation failing on the ground surface) and from infiltrated site stormwater will generally be the same as for the predevelopment condition. Though the infiltration system will concentrate more of the stormwater in the southeast portion of the site, the horizontal distance to the west -facing slope is great enough such that the location of the storm water infiltration on the property will have no effect by the time any groundwater reaches the slope face. August 5, 1999 This letter provides Landau Associates' opinion regarding allowing infiltration of stormwater at the subject site. Services provided included a brief site visit to observe the site and surrounding area, a discussion with Mr. Joe Schmaus of Classico Homes (builder) regarding site plans, and preparation of this letter. Our services were provided to the City of Edmonds (City) at your request. We understand that the subject property to be developed consists of the south portion of the lot with the address of 15703 7e Avenue West and that the subject site is located within an area where current City code requires that site stormwater be routed to the City's storm drain system. We further understand that when the original property was platted into four lots, infiltration was an allowable alternative for disposal of site stormwater. Three of the lots have been developed, and stormwater from those three lots is disposed of by infiltration. From our discussion with Mr. Schmaus, we understand that he plans to collect stormwater from the roof drains and from the new driveway only, and direct it to an infiltration gallery to be located in the southeast corner of the site. The infiltration gallery will be constructed in accordance with City requirements. During our brief July 30, 1999 site visit, we observed that the subject property is located hundreds of feet east from the top of a west -facing slope that rises about 300 plus ft from Puget Sound. The topography of the subject site would be described as flat to gently rolling, and generally slopes away from the west -facing slope. The subject site is landscaped with lawn scattered with shrubs and trees. A shallow, incised drainage (which was observed to be dry at the time of our site visit) is located along the south side of the property immediately south of the subject site. Based on soil exposures observed in the general site vicinity, the subject property is likely underlain by glacial soil which has a relatively low permeability and infiltration rates would likely be low. With respect to slope stability of the surrounding area, it is our opinion, that it would be acceptable to dispose of site stormwater (roof drainage and runoff from hard surfaces) by infiltrating. The infiltrated stormwater will have little, if any, impact on the overall stability of the slope to the west of the property. Under post -development conditions, the amount of water entering the ground from natural infiltration (precipitation falling on the ground surface) and from infiltrated site stormwater will generally be the same as for the predevelopment condition. Though the infiltration system will concentrate more of the stormwater in the southeast portion of the site, the horizontal distance to the west -facing slope is great enough such that the location of the storm water infiltration on the property will have no effect by the time any groundwater reaches the slope face. Three of these lots have been developed to date. The storm water management system that is currently used by the three developed lots is that of infiltration. Evidently, the City of Edmonds requested Landau Associates to evaluate any impacts, if any, on infiltration to the overall slope stability. See August 5, 1999 report, where the report concludes, " ... It would be acceptable to dispose of site storm water (roof drainage and runoff from hard surfaces) by infiltrating. This engineer performed a visual site evaluation on December 1, 1999 (see photographs). The weather conditions were extremely rainy, and ponded runoff was observed in the gravel access road south and east of the proposed Eaglewood Home (see photographs). Test pit excavations verified the presence of granular sands with occasional gravels. The weather conditions during the December 8, 1999 investigation were extremely rainy. No groundwater was encountered in the test pit. Heavy rain water did not pond or collect. This engineer performed an infiltration test and verified percolation rates faster than two and one-half minutes per inch of water. As stated, the conditions were extremely saturated. Thus, the subgrade conditions justifying infiltration were verified. Based on the findings of this engineer's on -site evaluation, test pit investigations, percolation tests, and review of previous engineering opinions, the following are concluded and recommended: • The method of infiltration is aR rp oved for storm water management for the proposed Eaglewood Homes new residence at 15709 - 70th Avenue West. • See attached drainage design for infiltration trench dimensions and pipe lengths. • The installation of a proper drainage trench will help improve the current ponded water on the access easement driveway to the south. • Engineering inspection by this engineer required during the installation of the infiltration trench.
