July 9, 1986 TO: Bob Alberts FROM: Jerry Hauth�# SUBJECT: JERRY STEELE PROPERTY IN MEADOWDALE The assessment levied against the Steele property is approximately ten times the minimum assessment. This was based on the assumption that the highest and best use of the property could yield ten single family residences. This may require that the property be developed in a PRO in order to get credit for non -buildable land on the side of the hill. From a marketing or an standpoint, putting ten houses.on the Steele property may look cheap or unattractive. However, based on the zoning, the appraiser determined that it could be done legally within the existing Development Code. The assessments have been amortized over a twenty or twenty-five year time frame in order to make the payments more palatable to those .land- owners with the larger assessments. Mr. Steele's comment that his assessment appears to be much higher than other comparable properties is erroneous. The assessment may appear higher than the surrounding properties (that cannot be further subdivided), but if compared to lots near the water, his assessment -is only -about one-half of the assessment of a single lot. In the upper area, the assessment for almost all of the lots is $2,469 per each potential lot. I have attached a copy of the Grinder Pump Policy that was approved by the City Council. In this we tried to establish a policy that was fair and equitable to all parties involved. It was assumed that the costs of future lift station(s) should be born by the developers, as would be the case anywhere else within the City. After talking with Bob .Rogerson of Stang Hydronics, I established the costs for.a packaged, compatible lift station of adequate size for Mr. Steele's proposal to be about $10,000. Mr. Bagerly of Stead and Bagerly advised me that the costs for a compatible telemetering system would be about $5,000. In addition, an emergency generator will cost about $2,500, and there will be installation costs associated with the lift station that needs to be considered. The totally installed, operational lift station, with auxiliary generator and telemetering, would probably cost $30,000 or less. Adams City Engineer MEADOWDALE SEWER PROJECT - APPROVAL OF GRINDER PUMP POLICY FOR L.I.D. 210 When the application was made to the Department of Ecology (D.O.E.) for grant funds, the preliminary Engineering plans showed approximately fifty (50) of the parcels within the project having to pump their sewage. The City included funds to purchase these pumps (approximately $54,000) in the D.O.E. grant application. The Department of Ecology agreed to our request if we established an inspection and maintenance program for the pumps. (See the attached pages from "Criteria for Sewage Works Design"). When Macaulay and Associates prepared the assessments .for this L.I.D.; they made certain assumptions. One of the assumptions is that there is an equal benefit from either the gravity system or a pressure system with the L.I.D. furnishing the pump and the City taking care of all future maintenance. Under the assumption made for the L.I.D., it would be the responsibility of the City to provide each parcel with either a gravity sewer connection or a grinder pump (if needed). Attached is a copy of the proposed "Grinder Pump Policy". This has been reviewed by Mr. Macaulay and it is within the parameters that he assumed when he prepared the preliminary assessment roll. The policy was also reviewed by the City Attorney. The alternative to providing and maintaining these pumps is to not take the grant funds for the pumps and require the owners to pur- chase their own. This would also require Mr. Macaulay to revise the assessments. A policy must be adopted prior to D.O.E. approval to proceed with construction. If the funds are returned to D.O.E. and the home- owners have to purchase their own pumps, the assessment roll will have to be revised. We recommend that the City Council approve the attached grinder pump policy for L.I.D. 210. JH/ap Attachment //;_7 lx3l Je autZhi Dt Irene V. Moran Dt PROPOSED GRINDER PUMP POLICY For L.I.D. 210 Meadowdale The City will provide one grinder pump and sump (together with the necessary electrical controls) for each LID parcel that will require a pump in order to reach the new sewer system. It will be the homeowner's responsibility to have the pump/sump, controls, and the.pressure line installed. This cost will be approximately equivalent to that which the homeowners incur with the installation of their side sewer connections. (Side sewer connections, including pump/sump systems,.require a City permit and inspection and approval by the City.) The City will have a maintenance and inspection responsibility for the pump/sump and the pressure line. .(An easement will be necessary for this, and the easement must be. recorded prior to, or with, the issuance of the side sewer permit.) A phone number will be provided to permit 24-hour plumbing service for the pump, should something go wrong with it. If the pump is jammed because of inorganic material being flushed into the system, the homeowner will be responsible for the cost of the service call and repair. The maintenance and emergency repair service may be awarded to a franchise, rather than City staff. If a parcel is subdivided, and, as a result of this subdivision there will be new houses that will require grinder pumps, it will be the developer's responsibility to buy and install these grinder pumps, and the additional grinder pumps will be from a City approved list (to insure the interchangeability of parts). (The City will maintain all pumps.) The City, or the company with the franchise, will have a 5% reserve stock of the pumps, together with spare parts as needed: They will perform maintenance on all of the pumps as specified by the pump vendor, together with performing a regular inspection of all the pumps. 2.32 Low Pressure Systems Low pressure sewer systems are considered Developmental Technology. 2.321 Application Low-pressure systems should be considered for . situations in which gravity sewers are extremely costly or impractical, such as rock or high ground- water table. 2 Grinder Pumps [Revised 3/801 All raw wastewater should be collected from indi- vidual buildings/dwellings and transported to the pressure system by appropriately sized grinder pumps• Grinder pumps are not required for septic tank effluent, however an adequate septic tank pumpout and disposal program shall be provided. All pumps shall be positive -displacement -type or have operating curves that do not allow backflow under maximum head conditions. Sumps shall be watertight and located above the seasonal groundwater table where possible. 2.323 Provision for Maintenance Approval of a low-pressure sewer system shall be contingent on the following minimum provisions being made for operation and maintenance: a. At least a 5 percent reserve stock of replace- ment pumping units shall be maintained. .b. There shall be qualified grinder pump mainten- ance personnel on the municipality staff as long as the system exists. C. There shall be a written service agreement with the manufacturer assuring the availability of factory -trained maintenance personnel, the con- tinued availability of standby equipment and replacement parts, other provisions assuring the Department that breakdowns will be repaired within 24 hours, and a written preventative maintenance plan. 28 q • d. Grinder pumps shall be owned by the municipal- ity and shall be maintained by the municipality or its assignee but, in any case, under super- vision of the municipality. e. The owner of each building served by a grinder pump and low-pressure sewer system will give an easement and/or right-of-way to the municipal- ity for maintenance and inspection services. No. 210, a final assessment of $22,063 was levied against the subject property, of which I am the owner, and on which I have lived since 1954, for the construction of sanitary sewers. Because my wife and I live on a fixed retirement income, the assessment inflicts a financial hardship sufficient to require that we develop and/or sell the bulk of the property to enable us to pay the assessment. The elevations of the sewer lines that were constructed to serve my property are such that it will be impossible to utilize a gravity flow system in the development of the property and, in lieu thereof, it appears it will be necessary to install a sewage pump station and pressure line to sewer the property. Due to the cost of such apparatus, this has a signifi- cant impact on the cost of developing my property and consequently, on its value. I have been informed that, in the course of computing the assessment for my property, no consideration was given to the fact that future develop- ment of the property will require the use of a sewage pump station. Therefore it appears that my property has, in effect, been subjected to a much higher assessment than other comparable properties in L.I.D. No. 210. In view of the above, I am requesting hereby that the City of Edmonds either furnish or assume the cost of the pump station that will be necessary to facilitate the subdivision and development of my property for single family residential purposes. HAHN July 28, 1986 DIRECTOR RE: East Half of Tract 21, Meadowdale Beach Mr. Alberts and I have spent considerable time reviewing the points that you made in your letter regarding the LID 210 assessment you received and its relation to your site development costs. Your feeling, if I may summarize it, is that your assessment did not take into account the significantly higher (compared to other properties) cost of site development caused by the need for a sewer lift station. I believe you deserve a full response to a legitimate concern. The method used by Macaulay and Associates in performing the Benefit Analysis as part of the LID assessment compares the value of a property before the LID improvements with its value after the improvements are completed. The analysis showed that your assessment is less than this increase in value for your property. This method, as all other LID assessment methods typically used, does not attempt to equalize the "net" value of your property by taking into account site development costs. Virtually all lots have differing development costs: some lots are steeper than others; some lots wetter; some lots have soils which require additional foundation costs; on some lots the house is way back from where the sewer comes in and requires a long side sewer, on others the house is right near the City sewer. The main point is that the site development costs were there before the LID and after. It would be an impossible task to equalize all these costs as part of the LID assessment. The sole exception to this, as you know, is that the City did furnish one grinder pump for each property without non -gravity access to the City sewer. Costs associated with future development of presently undeveloped land were never intended to be included. In view of this I cannot recommend City assumption of the costs of construction of a sewer.lift station. Should you wish further explanation please do not hesitate to contact Mr. Alberts. Logan put a vicinity map on the board showing the property outlined in red, and a.map shoving the proposal of Mr. Christensen, fie said the topography of the property does not show, but the front two lots drop off quite sharply. fir. Logan said that between 70th and 75th there has been no development of streets and there has been no planning for future access. At this time Mr. Logan said it was his recommendation that the subdivision be granted as a two lot subdivi- sion, with lot A as one lot and Lots B, C, and D as the second lot. He also recommended that the access to the second lot be on a temporary 15 foot ease- ment diagonally across Lot A. Mr. Logan said he could foresee a public street, which would be 71st Ave. W. on the back side of this property. Engineer Allen said this property is in Unit 7,of the Sewer Plan and does not have severs or an adequate water supply. 11e said there are some problems also with steep topography. Mr. Allen said that the Comprehensive Storm Sewer Plan calls for drainage to come through this area. Mr. Allen asked that a 10 foot utility easement be established across the south side 'of the property for future storm drain and also to be used :for sanitary sewers when they are installed. He asked that the standard 90 day period for dedication be set'. Council had passed an ordinance setting up requir order to build. He said that the Hardy Plat had been approved by the Commission Mr. Maxwell asked if the engineers are requesting all building be stopped in the area until water and sewer lines are installed. Mr. Logan said there is a variance procedure builders can apply for which goes through the Board of Appeals. Mr. Wallace said the Board of Appeals is given the right to make these decisions under the new Fire Protection Code. Jim Murphy, Realtor representing Mr. Christensen said that they are trying to make the home and property more salable. The proposed lot sizes range from 12,000 square feet to 18,000 square feet. lie said that the temporary easement road across Lot A would be no problem. He said that someday there would be sewers and water mains in the vicinity and lie was asking that they approve the subdivision for four lots with restriction on development. Mr. Murphy said the back lots is quite flat and the front is quite steep. He said there was suffi= cient property to set aside for a future street and any easements the Commission might require.
