I will attempt to outline what I would anticipate seeing in a drainage submittal, and our authority to require this information. I have attached Section 18.30 from the Community Development Code for your reference. This is our basis for our drainage requirements. In 18.30.030 (A), (B) and (C) you will see the basic minimum requirements of any drainage plan that you submit to the City. In 18.30.040 (A) you will see the requirement for the plans to be prepared by a professional engineer. The plans and calculations that were submitted for review the first time were illegible. A subsequent submittal of those plans reflected calculations for one lot and a portion of the road, rather than the entire development. The calculations should be based on: 1) a forrested predevelopment site condition; and, 2) the construction of three new houses and a road for post development site condition. The plans should reflect the proposed drainage system and the proposed grades of this system. These should be prepared on standard Federal Aid sheets (plan and profile). In reviewing this matter, it is clear that your office is raising unreasonable demands for the design of the storm water drainage system for the development of the remaining lot on this tract. If the City of Edmonds had completed the storm drainage system to service this property, my client would not have been forced at great expense to develope .individual site drainage systems for each lot. At our meeting on October 19, 1988, your Engineering Department recognized its error in failing to properly design and complete the Meadowdale Storm Drainage Plan so as to provide service to these lots which have been assessed for this service. In any event, your letter of May 1, 1989 indicates a reversal of the commitments made by your department at this meeting. My client has previously submitted a storm drainage plan which was approved as a part of the short plat approval for the subdivision. Individual building permits which included the drainage plans of lots 1 and 3 have been processed and approved by your department. All that remains for review by your department is the drainage plan for lot 2. This lot has less than 5,000 square feet of impervious surface and should qualify for approval with a standard drainage plan per your code requirements. Mr. Campbell is submitting with this letter a revised drainage plan for lot 2. This plan has been prepared and signed by Mr. Kase Vanden Ende, P.E., a licensed civil engineer. I assure you that Mr. Campbell as a licensed Architect and builder, is strongly concerned with constructing a high quality home on this site. Mr. Jerry W.
