(Hankinson) and Residential Development in the North Meadowdale Area Residential development in the north Meadowdale area and particularly the property mentioned above involves a number of serious development problems. One'of these is the totally inadequate water supply sv.!:tom. Tn 1QE,R the Fire Chief, Engineer. and myself asked the City Council to establish --a moratorium on subdivisions in the north end of the City (north of 164th St. S. W.) because of an inadequate water supply system. At that time the Council was unwilling to take this step toward slowing development in the area. In addition, the area is without sanitary sewer systems and a request has been made to the City by the County Health Department asking that no additional septic tanks be installed in this area due to the hazard of polluted ground water. The construction of additional septic tanks seriously compounds a problem of land- slide hazardous soil. Each additional tank adds polluted waters to greasy clay soils which lie on a slope and additional water increases their tendency to col- lapse and slide. Refer to the attached article outlining the hazard of septic tanks in landslide hazardous areas. Because of these problems, I strongly recom- mend that one of the following actions be taken regarding residential development and the above -named permit: 1. This permit should be denied and no additional septic tanks allowed in the landslide hazardous area as outlined in the Dames & Moore report filed in the Engineering Office. No further construction should be done in this area until an adequate sanitary sewer and storm system are installed in the area to reduce the amount of sub- surface and surface water. 2. I-f the above action seems too severe to the City, then I would strongly recommend that the City obtain from each building permit . applicant a Hold Harmless Agreement releasing the City from damage claims resulting from landslides. 3. If the City desires to permit development', we should strongly con- sider the use of chemical or mechanical toilets to avoid adding additional water to the landslide hazardous areas. 4. The City should establish a moratorium on all plats and subdivisions in the area of inadequate water service and landslide hazardous soils.
