During review and inspection of the subject site, it was found that the site has some potential for
steep slopes on portions of the property and/or adjacent to the property pursuant to Chapter
20.15B of the Edmonds Community Development Code (ECDC).
Based on these findings, prior to submission of any development permit, you will be required
satisfy the requirements of ECDC 20.15B by completing the following:
Steep Slope Hazard Area Delineation Requirements:
To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a
Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. The
topographic survey may confirm the need for further study or it may indicate that there are no
steep slopes on the property.
In any case, a slope of 40% or more with at least 20 feet of rise will be classified as a Steep
Slope Hazard Area. A 50-foot buffer is required from both the top and toe of the slope. A 15-
foot building setback is required from the 50-foot buffer.
For development of any kind which is proposed within the critical area, 50-foot buffer or 15-foot
buffer setback, it must be shown that the development will not adversely impact the Critical Area
or its buffer, by doing one or possibly both of the following depending on the outcome of the
study:
1. For development proposals which will occur within the 50-foot buffer, but no closer than
10 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to
10 feet if a study is completed by a licensed geologist or geotechnical engineer which
clearly demonstrates that the proposed buffer alteration will have no adverse impact upon
the site, the public or any private party. All Critical Area Studies, except those done by a
licensed geotechnical engineer, must be completed under a three party contract where the
City hires the professional required, and the applicant pays for the study (pursuant to
ECDC Section 20.15B.140).
2. If development must occur within the critical area, buffer, and/or buffer setback, and is
not identified as an exception per ECDC Chapter 20.15B, a Reasonable Use Exception,
or a Steep Slope Exemption must be applied for and obtained pursuant to ECDC
20.15B.170A and 20.15B.040C.
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located on the site, they may submit their proposal to
the Planning Department for review. If the Planning Department finds that the proposed
development permit will not adversely impact a Critical Areas or its buffers, a conditional
waiver may be issued on a project by project basis.

During review and inspection of the subject site, it was found that the site may be
adjacent to a critical area, specifically a Steep Slope Hazard Area pursuant to Chapter
20.156 of the Edmonds Community Development Code (ECDC). The area of concern
is the slope that drops downward to the west of the house.
STUDY REQUIREMENT — STEEP SLOPE HAZARD AREA
To determine if a Steep Slope Hazard Area does exist, prior to submission of any
development permit, you will be required satisfy the requirements of the Critical Areas
Chapter by completing the following Steep Slope Hazard Area Delineation
Requirements:
A topographic survey must be completed that delineates any Steep Slope
Hazard Areas prepared by a Licensed Land Surveyor.
[A steep slope hazard areas is defined by the Edmonds Community
Development Code as ground that rises at an inclination of 40% or greater within
at least 20 feet of elevation change. In order to delineate a steep slope hazard
area, it is necessary to locate the top and toe of the slope. The inclination of the
slope is established by averaging the inclination over at least 20 feet of vertical
relief. A steep slope hazard area is bordered by a 50 foot wide buffer measured
from both the top and the toe of the steep slope hazard area. Adjacent to the
buffer, there is a 15 feet wide building setback.]
In order to complete this Study Requirement, this map must be submitted to the
Planning Division for review and approval.
DEVELOPMENT PROPOSALS ON A SITE WITH STEEP SLOPE HAZARD AREAS
Development is restricted within the Steep Slope Hazard Area, its buffer, and/or
building setback. If development must occur within these areas, the applicant may
pursue certain processes provided in the Critical Areas Chapter of the Edmonds
Community Development Code. The applicable process depends on the specific
development proposal and site but may include one of the following:
o For development proposals within 65-feet (50-foot buffer plus 15-foot
building setback), but no closer than 25 feet (10-foot buffer plus a 15-foot
building setback) from the top or toe of the slope, the 50-foot buffer
requirement may be reduced to 10 feet if a study is completed by a
licensed geologist or geotechnical engineer which clearly demonstrates
that the proposed buffer alteration will have no adverse impact upon the
site, the public or any private party.
This is a process through which development could be allowed as close

Dear Mr. Mills:
Thank you for informing me that two of my neighbors want to
cut city trees in front of 15926 70th West without going
through the permit review process.
I am concerned by the rationale behind this request. The
one neighbor who lives across the sheet form the trees,
desires to cut them down to obtain a view. This is contrary
to City of Edmonds policy. The other neighbor whose
property abutts the trees proposes to remove them in order
to build ornamental brick pillars at the entrance to his
driveway. Before such final measures are taken lesser steps
should be tried after a thorough review of all the
ramifications of this proposal.
My concern is not only the amenity issues, but the safety
question. The street is a banking 90 degree turn on a
pronounced grade. During the fourteen years I have lived on
the corner there has been several hit and run property
damage incidents. Some of the objects destroyed by errant
drivers are mail boxes, fence posts, cable TV junction
boxes, garbage cans and a tree uprooted.
Approximately 950 of the stand of trees is infront of my
residence. The trees are in healthy condition. I have
maintained them to provide protection. If the trees are
removed it will expose the power pole, my property and my
family to more risk with the continuing neighborhood
development.
Please keep me informed of any upcoming hearings regarding
this matter.

I understand that you talked with Bill Stroud regarding trimming the
trees on the corner of 160th and 70th. Mr. Stroud asked you to talk to
the neighbor regarding pruning of these trees, which you did. However,
Mr. Oliver is very much concerned that removal or major pruning of
these trees would severely impact him as they do provide him with
protection as well as privacy.
The City has an ordinance which allows us to remove trees which are
dead, dying, diseased or causing a impaired sight problem. We do not
remove trees for views. You may appeal this decision to a higher level
if you so desire.
Should you decide to do any major work, such as tree removal,
landscaping, fencing, etc. in public right-of-way, a permit is
required. This can be obtained at the Community Services Department at
250 - 5th Avenue North.
Your cooperation would be very much appreciated and if I may be of any
assistance, please feel free to call. I will be glad to visit the
location for discussion.

READ THE FOLIOKI,.NG AND SIGN:
a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public right-of-way.
b. The side sewer contractor assumes full reponsibility for each
installation for one year.
C. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure.
e. Side sewer lines must be laid at a minimum grade of 2% (1.150)
and maximum grade of 100% (450).
f. No turn in side sewer greater than 450 (1/8,bend) is allowed
between cleanout. All 90 turns must be constructed of a 450 (1/8
bend) and Wye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 100' along sewer line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible for right-of-way failure
due to poor compaction of fill.
k.. Side sewer must be left uncovered until inspected and approved
by the City.
