Meadowdale Road would need to be changed. I have contacted the City Building Official and City Fire Marshall and all have concurred that the address should be changed to 16119 North Meadowdale Road in order to be consistent with the surrounding addresses and be within the approved County addressing grid. It was installed by Russ Johnson Sewage and Plumbing, and would recommend you contact that firm if you —feel the system is not functioning properly. After Mr. Johnson has corrected the alleged problem, we would encourage the county to use our pasture.to place clean fill in order the system continue to function properly. Several years ago, your office was asked to conductea study of the Johnson property at 16009 North Meadowdale Road (two residences) to locate the source Of soap suds in the stream and ponds West of the Johnson property. A partial dye test was conducted, but Mr. Johnson refused your personnel the privilege of conducting dye tests on the washing facilities contained in the old resi- dence. As a result, the suds source was never located and the suds continue to flow. Further, it is alleged both houses use'the same septic tank system and the overflow is piped to a covered holding tank located in the storm sewer system mr. Johnson installed along North Meadowdale Road. Apparently, as the storm water runs down the storm se'aers (ditches) it washes through the holding tank and ends up in the Sound. And further, the horse barn on the Johnson property is directly over that portion of the creek that has been partially piped and covered. With two horses in and around the creek, one could assume more pollution is entering the creek and ending up in the Sound. You are encouraged to further examine the Johnson property, both residences, and would appreciate a copy of your final findings. I am sure you are aware of your study declaring the Meadowdale area a health hazard, and that funding is not forthcoming to install sanitary sewers. What measures is the Snohomish Iiealth District planning to initiate in order to alleviate the extreme health problem in our area? HAHN DIRECTOR Our records show that you have not connected to the sanitary sewers in your area. If our records are in error, please notify us. Otherwise, we'd appreciate it if you read the rest of this letter. On July 19, 1988, the Edmonds City Council passed an ordinance which allows the City to turn off water service to residents who choose to continue not connecting to the sanitary sewers. Although all of you were notified of this hearing, only one affected person spoke to the Council. The Council and I were hoping to hear directly of the reasons why you have not connected. For those of you who may be on wells, the Council's direction is to ensure compliance by other means, so this letter applies to you also. The Council's and City's intent is to achieve 100% connection, and my direction is very clear in this regard. I recognize, however, the need to work individually with you and to provide you with some flexibility in helping to achieve the goal of the ordinance. I would ask each one of you to propose to the City a reasonable plan and timetable for complying with the Council's intent. We are prepared to be flexible, but we are prepared to eventually resort to the measures which the Council included in the Ordinance in the event of non-compliance. If that point were to be reached, and I certainly hope we would not even get. close, there would be extensive notification and contacts with you. Please send me your plan and proposed timetable by August 12. If there is any reason for delay of this date, state so in a letter. Once we get these plans, we will review your proposals and get back to you. Meanwhile, please do not hesitate to contact Jerry Hauth in the Engineering Division for any technical questions.
