RE: Permit Application for Hot Tub #95-46
The City is in receipt of your application for a hot tub. As you are aware, since your
property is located in the designated Meadowdale Earth Subsidence area, all permits are
subject to. Edmonds Community Development Code Chapter 19.05. Of significant interest
with this particular application is leakage concerns, the durability of tub walls over time
and the long term maintenance of the hot tub drainage system.
Since the Meadowdale area is typically compromised of water saturated soils (which
increases the potential of landslides) permit applications for pools or for other water
related plans (lawn sprinklers) are viewed as increasing this risk of landslide hazard. For
example, underground lawn sprinkler systems can rupture without immediate evidence,
hot tub walls can crack and slowly leak unnoticed quantities of water into the ground.
The report by your geotechnical engineer does not address the problem of water leakage,
complete tub wall failure and maintenance of the tub drain. Since these concerns have not
been considered, it is my determination that the engineer of record shall formally address
these questions with specific response to short and long term water leakage and the means
to mitigate, monitor or prevent this likely problem. The results of his analysis and
recommendations for mitigation shall be reviewed and a determination of permit issuance
shall be conciuded when all other City requirements and concerns are resolved.
