In response to your letter of January 6, 1998, the City of Edmonds Engineering
Division has identified several non-functional and undeveloped portions of public
rights -of -way which we wish to remove from City ownership and return to private
ownership. We feel this will provide alternative uses of property. which will be of
greater public benefit. Basically, when the land in the Meadowdale area was first
subdivided into plats by owners and/or developers in the early 1900's, the County
required them to dedicate portions of the property for public right-of-way. Over time,
suitable portions of right-of-way were developed into roads, while the remaining
portions remained undeveloped due to steep terrain or other physical restraints that
would not meet the standards for public development. As a result, the City feels
alternative uses would benefit the public more and, therefore, is proposing to return
those unused portions of land back to private ownership.
