The property is located in the 16300 block of 75th Place . West. Leufkens September 20, 1988 Page 2 The purpose of our work is to provide you with information regarding geotechnical conditions at the site pertinent to residential development in accordance with City of Edmonds Building Department requirements. Specifically, our work includes: 1. Exploration of shallow subsurface conditions at the site by means of test pits. 2. Review of information pertaining to past landslides which may influence development plans for the site. 3. Evaluation of the stability of the soils at the site in accordance with the criteria required by the City of Edmonds. 4. General recommendations for site development, including site grading, foundation support, site drainage and erosion controls. Our work has been performed on the basis of a review of existing information, surface reconnaissance of the site and adjacent areas, observations of water levels in nearby ground water monitoring wells, exploration of subsurface conditions at the site by means of four test pits excavated using a tractor -mounted backhoe, and our experience. We have utilized a topographic map of the site prepared by Group Four, Inc., and dated August 30, 1988. Assumptions regarding the location and construction of the proposed residence are based on discussions with you . and Mr. Clyde Miller. No specific building plans have been developed at the time of our study. A site evaluation checklist relating this report to the requirements of UBC 2905 is attached as Appendix A. SITE CONDITIONS The subject site is located downslope of 75th Place West, between that street and the Burlington Northern right-of-way along the Puget Sound shoreline. The property slopes moderately downward to the west, ranging from approximately Elevation 80 along 75th Place West to approximately Elevation 40 along the railroad right-of-way boundary. Leufkens September 20, 1988 Page 3 inclination of approximately 20 percent, except along the shoulder of 75th Place West where it locally slopes approximately 30 percent for a few feet in height (see Figure 1). A relatively level, regraded area near the northwest corner of the property is bounded on the east by a roughly 4-foot-high, west -facing cut. A steep (approximately 1.5H:1V) west -facing slope approximately 15 to 20 feet high along the west property boundary separates the site from the Burlington Northern railroad tracks. There are no buildings or other improvements on .the lot at this time. Most of the site is presently vegetated by grass, with a number of small deciduous trees in the eastern portion of the property. Brush is present mainly near the top of the cut slope in the northwest portion of the property and along an abandoned drainageway that traverses the property from east to west. The ground surface throughout the site was dry at the time, of our surface reconnaissance and subsurface explorations; no evidence of recent surface water runoff was observed within the drain- ageway. The proposed single family residence will be located near the southwest corner of the site, at the approximate location shown in Figure 1. The residence will be of wood frame construction with a daylight basement. The lowest floor will be at approximately Elevation 46 and an approximately 10- to 12-foot cut will be required along the east wall of the building. We understand that the actual location of the proposed residence may be adjusted slightly to accommodate final design. Subsurface conditions at the site were explored by excavating four test pits using a tractor -mounted backhoe. A representative from our firm observed the excavations and classified the soils encountered. The logs of the test pits are shown -in Figure 2. Subsurface conditions at the site generally consist of 3 to 5 feet of brown silty sand and sandy silt, overlying stiff gray silt. The upper 3 feet of the brown silty sand and sandy silt is generally loose or soft. The underlying gray silt increases, in hardness with depth. Leufkens September 20, 1988 Page 4 HISTORY The site is located within the Meadowdale landslide complex, an area in which large and small earth movements have been documented in the last 40 years, and in which movement has undoubtedly been occurring for many centuries. This area is the subject of a landslide hazards report by Roger Lowe Associates, Inc. (Final Report, Landslide Hazards Investiga— tion, Meadowdale Area, Edmonds, Washington, dated October 16, 1979); two of the undersigned were the authors of that report. The site which is the subject of this consultation is located in an area classified in 'the 1979 RLAI report as 114A9011. This designation identifies a landslide hazard from movement of previously failed material, indicates that the failure would likely include a considerable depth of material, and that there was a 90 percent probability of such a failure occurring during a 25—year period. A landslide encompassing the subject property is known to have occurred during the winter of 1946-47. This movement involved an area extending from approximately 220 feet south to approximately 500 feet north of the subject site. The headscarp was located approximately 400 feet east of the Burlington Northern tracks. The 1979 landslide hazards map was developed on the basis of conditions that existed prior to construction of the Meadowdale sewer and storm drainage project. The relative landslide hazard was reevaluated in 1985 by our firm and we concluded that the conditions which exist today are less hazardous, due primarily to a declining water table resulting from installation of storm and sanitary sewer. However, some risk of landsliding still exists. We concluded that in 1985 the risk of land — sliding, as classified in the RLAI report, had been reduced to an approxi— mate 30 percent probability of failure in a 25—year period. Observations of ground water levels in nearby monitoring wells during the course of this consultation confirm that the water table in the vicinity of the site has declined to levels commensurate with this lower risk. 771 • (. Leufkens September 20, 1988 Page 5 CONCLUSIONS AND RECOMM=ATIONS GENERAL . In our opinion, the site can be 'developed for a residence provided adequate care and practice in the design and construction of drainage, earthwork, structural walls and foundations are employed. These measures will make the site more expensive to develop than for a similar house on a lot without the conditions and history of. earth movements that occur at the site. Construction in accordance with the recommendations provided below will not reduce the. stability of the site or adjacent areas during or following site development. The material that underlies the site has previously failed in at least one large—scale landslide. The risk of reoccurrence of such a landslide has been reduced due to a declining water table in the area. This water table decline has been caused, at least in part, by implementa— tion of a storm and sanitary sewer system. The risk reduction will remain effective as long as the overall storm and sanitary drainage system is operational. The risk level may, in fact, continue to decline, becoming more prevalent as development progresses with more efficient drainage measures. The recommendations in this report are directed toward avoiding localized slope stability problems and minimizing damage to the proposed residence in the event that significant movements occur. We recommend that footings for the residence be set back at least. 25 feet from the top of slope indicated along the west property boundary. This setback provides a margin of relatively level ground adjacent to the residence and provides distance between the house and any minor debris slides that may occur along the steep slope within the Burlington Northern railroad right—of—way. No fill should be placed within 10 feet of the existing top of slope. Site grading should not result in the ground surface being raised or lowered more than 3 feet from existing elevations except within the foundation area of the house. • GeAQ�Engineers Mr. Bud J. Leufkens September 20, 1988 Page 6 SITS DRAINAGE No springs or surface water drainage appears to presently occur within the site. The abandoned drainageway indicated on the plot plan appears not to have carried surface water in recent years. The storm drain that previously crossed beneath 75th Place West and emptied into the head of the drainageway appears to have been truncated during construction of the sanitary sewer along 75th Place West. Surface water runoff generated within the site from roof, and other impervious surfaces must be collected and conducted via a tightline off the site to the west so as to 'pass beneath the Burlington Northern railroad tracks via the existing culvert. If a tightline is constructed down the slope, it must be designed and constructed to accommodate some surficial movements without danger of pulling apart or rupturing. Ground water was not encountered in our test pits and is not expected to be present in sufficient quantity to require a. system of subsurface drains other than the footing drains recommended below in conjunction with subsurface walls. Water from the footing drains must be conducted offsite in a tightline as noted above. SITE PREPARATION AND EARTHWORK The surface soils within the site contain substantial silt and are moisture -sensitive. These soils will absorb moisture during wet weather and, when wet, are easily disturbed during construction and difficult or impossible to compact. We therefore recommend that site grading and earthwork be done only during periods of dry weather. Site preparation for the building and paved areas should include stripping the surface soil and removing any organic soil. The excavated soil should not be stored, even temporarily, in the zone between the house and the crest of the steep western bank. Leufkens September 20, 1988 Page 7 The soils within the upland portion of the site have a high potential for erosion during construction where the soils are disturbed by con- struction activities. This applies particularly to temporary or permanent fill. Erosion controls will be necessary and should include the proper control of surface water runoff, minimizing the time of exposure in the area stripped during construction, and prompt revegetation. Erosion control measures should be in place around the perimeter of the site prior to any other earthwork on site. Prior to placing any structural fill, all vegetation and topsoil should be removed. Exposed surface should then be compacted. to a firm, nonyielding condition. Where fill is placed on an existing slope, the fill should be keyed. in by cutting level benches so that the contact between the fill and existing ground is horizontal. Any structural fill placed on the site should be placed in level lifts not more than 12 inches in loose thickness, properly conditioned and compacted to at least 95 percent of its maximum dry density in accordance with the ASTM D-1557 method, unless otherwise specified below.. All structural fill should be free of debris and organic contam- inants. The suitability of material for use as fill will depend on the gradation and moisture content of the soil. As the amount of fines (material passing the No. 200 sieve) increases, soil becomes increasingly more sensitive to small changes. in moisture content and adequate com- paction becomes more difficult to achieve. We recommend that structural_ fill for placement in wet weather consist of free -draining sand and gravel containing no more than 5 percent fines. Material with more fines may be used during dry weather. Areas receiving nonstructural fill for lawns or landscaping should be cleared of vegetation and soft areas compacted to a firm condition by rolling. Nonstructural fill should be placed in level lifts not more than 12 inches thick and compacted to a dense condition. Leufkens September 20, 1988 Page 8 FOUNDATION SUPPORT We recommend that structural design of the foundation consider the possibility that future ground movement may occur. This movement could consist of an irregular subsidence of the ground and/or differential downslope movement. To accommodate possible ground movement, we recommend that continuous spread footings be of sufficient stiffness to allow loss of support over a horizontal distance of 20 feet with minimal deflection, and that the foundation design allow for loss of support at any one isolated spread footing. The design should be such that releveling can be accomplished if necessary. Alternatively, protection of the house against potential future damage by ground movement can be accomplished by designing the entire house and foundation system as a "rigid box." This design concept would permit rotation or displacement of the entire structure without sustaining structural damage. This technique would require substantial bracing and stiffening of the structure and, in our opinion, might not be cost— effective. We recommend that the house be supported on spread footings founded directly on the stiff gray silt that underlies the site, or on structural. fill supported by the stiff gray silt. If structural fill is used beneath the footings, it should extend a distance on each side of the footing, equal to the depth of fill. All structural fill should be placed and compacted as specified above. The minimum depth of embedment for all footings should be 18 inches below the nearest adjacent exterior grade. We recommend minimum footing widths of 18 inches and 24 inches for continuous and isolated spread footings, respectively. We estimate that footing settlements resulting from structural loads will be less than 1/2 inch, total and differential. RETAINING WALLS The basement walls for the proposed residence function as retaining walls and should be designed as such. For design of semi —rigid retaining walls at the site (i.e., basement.walls), we recommend an active lateral pressure equivalent to a fluid density of 45 pounds per cubic foot (pcf), assuming level backfill compacted and drained as outlined below. If the backfill surface slopes no steeper than 20 percent upward away from the wall, a lateral soil pressure value of 65 pcf should be used. The above lateral soil pressures assume the walls will be backfilled with clean, free —draining sand or sand and gravel containing less than 5 percent fines (material passing the No. 200 sieve). This drainage zone should be at least 18 inches thick horizontally. The drainage material and remaining backfill placed behind the wall and not supporting struc— tural elements should be compacted to approximately 90 percent of the maximum dry density. Heavy compaction equipment should not be operated within 5 feet of the retaining walls. A permanent subsurface drainage system should be installed at the base of all subsurface walls. These subdrains should consist of rigid, smooth —wall, 4—inch—diameter (minimum) perforated PVC pipe bedded in pea gravel. The pea gravel should extend a minimum of 6 inches below and above the pipe. The drainpipe should discharge into tightlines and be disposed of as described under "SITE DRAINAGE." Roof drains or other collected surface water runoff should not discharge into the subsurface drains, but could be collected and routed into the tight discharge lines. Lateral loads can be resisted by friction on the base of the footing and by passive resistance on the face of the footings. Frictional resistance can. be determined using 0.5 for the coefficient of friction. It is our feeling that these items listed below can be dealt with after issuance of the building permit. First, the Miller's drainage plan calls for a plugging of the City storm culvert that daylights onto the lot on the eastern property line. This implies that the water from this pipe will then be rerouted to the City catch basin to the north. In order to do this, the Millers will need Burlington Northern's permission because the water that is being rerouted flows under the tracks through a different culvert. The Miller's engineer should also provide the design flow calculations and their review of any downstream impacts for verification. Second, a sanitary sewer line bisects the property running north/south near the westerly property -line. The exact location can be verified by stretching a line from manhole to manhole, which are on the properties to the north and south. It appears that this line will fall in the western setback, which is allowable. { There also appears to be a conflict between the cross section shown and stated earth quantities shown for excavation. Unless resubmitted, the applicant.should be notified that the City assumes that the stated quantities are correct. According to the Meadowdale Ordinance, the owner is required to choose either the design architect or structural engineer as the lead design professional for his/her project. In your case the architect was chosen, he coordinated all submittals and acted as the liaison between the City and all other applicable parties during the permit review process. The responsibility of the lead design professional does not end with the issuance of the permit. This person is charged with assuring the City, as well as the owner, that the home is built per the approved plans. Therefore, if you decide to replace your current architect, you will be required to select a new design professional. On another matter, the code is specific that construction reports are to be submitted on a weekly basis by the structural engineer on the project. The purpose of this letter is to clarify the issues that need to be resolved with BNRR prior to engineering approval. of your building permit. I have attached a copy of your proposed plans for reference. You have proposed to abandon the drainage swale across your property. In order to accomplish this, you propose to remove and replace an existing catch basin on 75th P1. and extend a pipe from the new replacement catch basin northerly to an existing catch basin. The catch basin that you propose to replace currently has pipes coming into it from the north, east and south, and discharges westerly across your property. By diverting this flow northerly, it will take any flow which currently goes across your lot and into the adjoining culvert under BNRR tracks, to 162nd St. and into the BNRR culvert adjoining Meadowdale Marine. When we built the sewers in the Meadowdale area five years ago, BNRR staff made it very clear that they were concerned about the capacity of their drains under the tracks. Because of this concern, I need to have verification from BNRR staff that the proposed diversion is acceptable. This can be in the form of a letter from one of their engineers stating that he has reviewed the plans and feels that the proposed diversion is acceptable. Graf, Permit Coordinator 37.,Cc47, SUBJECT: Proposed CA Miller Residence at 16320 75th Place West Meadowdale Landslide Hazard Area Driveway Slope The building division has received a written request from Mr. Miller for exemption on driveway slopes as provided for in Chapter 18.80.060 (D) of the Edmonds Community Development Code. As stated in this code section the public works director may authorize driveway slopes up to a maximum of 20% provided that the following criteria be met: 1) The driveway is the only economically and environmentally reasonable alternative, 2) The driveway will not present a traffic, pedestrian, bicycle or safety hazard, 3) The Police and Fire Chief concur in allowing the increased driveway slope, 4) The public health, safety and general welfare will not be adversely affected. The attached plan indicates a 21% average driveway slope with a 24% maximum slope. This grade is calculated from the end of the driveway by the house out to the street. In the steepest area the slope actually appears to exceed 34%. The revised plans implement a number of changes suggested by Landau Associates Inc. in their letter of January 12, 1989, and also several recommendations which we provided to you during the course of our review. The revised plans indicate a sand filter surrounding the footing drains, and contain specifications for the drain and backfill materials. It is our opinion that the footing drain design specified can adequately provide long term drainage at this site. It is our opinion that cutting of the trees on the slope between the street and the location of the proposed residence will not significantly decrease the stability of that slope, provided that the slope is promptly revegetated with ornamental or native vegetation having similar ground cover and root strength characteristics. The proposed location of the driveway crossing the slope appears to minimize the amount of slope disturbance required by site access. Dear Bobbi: This letter is a request to exceed the 14% to 20% slope allowance at the above referenced address for a new home presently submitted for a building permit. There are several reasons for this. Most importantly, we want to maintain minimum disturbance of the site and its existing soil conditions. This project is in a thirty percent slide zone and that fact, we feel, justifies this request. In order to ever achieve a 20% or less slope to the drive would cause considerable site disturbance, upheaval and destabalizing the present upper layers of soil plus construction of more retaining walls, or additional rockeries and considerable landfill being hauled in. The drive shown has been designed to minimize the site disturbance in an optimum way, mostly to minimize ground disturbance. The direction of the drive may minimize any possibility for potential accident from occuring at the house if a heavy vehicle were to enter the drive. Lastly, the construction of a drive within the guidelines would be economically excessive and a risk requirement for the city and others involved. The information provided by the City of Edmonds for our review -is listed on the attached reference page. In our opinion, the September 20, 1988, geotechnical report by GeoEngineers, Inc. was accomplished in general accordance with applicable standards of practice. However, we have concerns with regard to how the conclusions and recommendations contained in the geotechnical report have been applied to the final building plans. Specific concerns and comments follow: 1) The GeoEngineers' report states that grade changes in excess of 3 feet should not be allowed, with the exception being at the basement/retaining walls. Based on the Grading and Drainage Plan, an approximate 10 foot high cut will be made immediately east of the garage. Slope regrading or a properly designed restraint system (retaining wall or rock- eries) must'. be installed at this location. Encroachment into the 10 foot setback should be evaluated for any permanent retaining structure. 2) Based on existing and proposed grades, it will be necessary to pump sewage effluent from the residence to the municipal system. If a pressure pumping system is used, a separation of the discharge line could result in direct injection of fluid into the hillside. For this reason, we suggest that the system be designed to: a) fully drain the discharge 1 • line between pumping testing. Plans or should be provided. cycles, and b) allow for periodic leak specifications covering this detail 3) The Drainage Plan shows a 6-inch drain line extending down the hill and discharging near the Burlington Northern Railroad tracks. The drawing shows this line to be buried at a depth of 4 to 8 feet. This depth of excavation appears excessive and will make excavation and backfilling of the line difficult. For this reason, we suggest that the line be installed at a shallower depth or staked to the face of the hillside. 4) The GeoEngineers' report states that no fill is to be placed within the 25-foot zone between the residence and the top of the slope. In our opinion, this no -filling zone should be clearly noted on the plans. 5) The GeoEngineers' report states.that the building is to have a 25 foot setback from the top of slope; however, the plans show that the setback has been taken from the property line. The architect and geotechnical engineer should reach an agreement on the proper setback. 6) Typical wall section D-D on Sheet A-4 of the Building Plans shows several items which we believe need clarification. These are summarized below. a. Based on recommendations contained in the GeoEngineers report, the burial depth for the footings will vary and, in most cases, will be in excess of 2 feet. The 2-foot burial depth shown on this section is misleading and should be modified to indicate a variable burial depth. b. The GeoEngineers' report recommends a minimum 18-inch zone of select backfill adjacent to basement/retaining walls. The 1-foot wide zone noted on Section D-D should be modified to reflect the GeoEngineers' recom- mendation and highlighted so that it will be apparent to the contractor. In our opinion, material specifica- tions and compaction requirements for wall backfill should be noted on the Plans. C. The footing burial depth could be in excess of 4 feet in places. The design, as shown, has no soil restraint at the interim base of the footing. We suggest that GeoEngineers re-evaluate the present design to verify that it complies with their design recommendations. Also, our review of the structural engineer's calcula- tions did not reveal that sliding or overturning had not been evaluated during the design of ,,foundations. Since onsite soils are silty and the footing drain may introduce or intercept water at the soil/foundation contact, we are concerned that inward yielding of the 6 • 0 footing could occur, especially in areas where a substantial thickness of exterior wall backfill is present. 7) The use of native vegetation in lieu of irrigated lawn or irrigated landscaped areas should be encouraged wherever possible on marginally stable hillsides. In our opinion, this recommendation should be provided to the owner and incorporated by the designer. Construction during the dryer summer months should be encouraged at this site. Also, we recommend a preconstruction meeting attended, by the designer and geotechnical engineer to cover items such as: 1) temporary and permanent erosion control, 2) depth of excavation for footings, 3) site preparation, 4) filling for the driveway, 5) ways to mitigate weather impacts, 6) schedule for onsite geotechnical visits, 7) quality of imported fill for use as wall backfill, and 8) compaction requirements and techniques. A notice of application must be immediately posted and maintained at the site at each street frontage of the lot. The City recommends a freestanding wood sign structure, maximum size 10 square feet. The sign must indicate that an application for permit has been filed with the City, and the date should be clearly indicated. The owner is required to complete an affidavit of poster once the sign is installed, obtain form from building division. This sign must remain until occupancy of the structure is granted; 9. A tree cutting plan prepared by a registered forester or landscape designer is required; 10. Once the contractor for the project is chosen; contractor information, including a state contractor's license number must be provided. The contractor must post general public liability insurance with the City; (See page 9 #10 (b) of the checklist) 11. A surety bond or cash deposit must be posted with the City prior to issuance of the building permit. The fiqure should reflect repair and replacement costs based on the potential loss to both public and private property, which could be attributable to this development. This amount should be broken down but not limited to the following categories; new dwelling, adjacent structures, personal property, public property, loss of use, medical payments and personal liability. The amount of insurance must be approved by the Community Services Director; Please be advised the permit application will not be considered 100% complete until all of the materials are accepted and approved by the City. The property is located in the 16300 block of 75th Place West. Our services for this project are provided in general accordance with our agreement dated August 5, 1988; our work was authorized by you on August 8, 1988. The site is located west of 75th Place West, between that street and the Burlington Northern railroad right—of—way which parallels the shoreline of Puget.Sound in this area. It includes Lots 5 and 6 of Block 60 of the plat of Meadowdale Beach and is shown in Figure 1. We under- stand that you are considering selling the property and that you need information regarding geotechnical conditions that may influence resi- dential development of the site. Leufkens September 20, 1988 Page 2 The purpose of our work is to provide you with information regarding geotechnical conditions at the site pertinent to residential development in accordance with City of Edmonds Building Department requirements. Specifically, our work includes: 1. Exploration of shallow subsurface conditions at the site by means of test pits. 2. Review of information pertaining to past landslides which may influence development plans for the site. 3. Evaluation of the stability of the soils at the site in accordance with the criteria required by the City of Edmonds. 4. General recommendations for site development, including site grading, foundation support, site drainage and erosion controls. Our work has been performed on the basis of a -review of existing information, .surface reconnaissance of the site and adjacent areas, observations of water levels in nearby ground water monitoring wells, exploration of subsurface conditions at the site by means of four test pits excavated. using a tractor -mounted backhoe, and our experience. We have utilized a topographic map of the site prepared by Group Four, Inc., and dated August 30, 1988. Assumptions regarding the location and construction of the proposed residence are based'on discussions with you and Mr. Clyde Miller. No specific building plans have been -developed -at the time of our study. A site evaluation checklist relating this report to the requirements of UBC 2905 is attached as Appendix A. SITE CONDITIONS The subject site is located downslope of 75th Place West, between that street and the Burlington Northern right-of-way along the Puget Sound shoreline. The property. slopes moderately downward to the west, ranging from approximately Elevation 80 along 75th Place West to approximately Elevation 40 along the railroad right-of-way boundary. The ground surface within the' site generally slopes downward to the west-northwest at an G e o lEngtneers Mr. Bud J. Leufkens September 20, 1988 Page 3 inclination of approximately 20 percent, except along the shoulder of 75th Place West where it locally slopes approximately13O percent for a few feet in height (see Figure 1). A relatively level, regraded area near the northwest corner of the property is bounded on the east by a roughly 4-foot-high, west -facing cut. A steep (approximately 1.5H:1V) west -facing slope approximately. 15 to 20 feet high along the west property boundary separates the site from the Burlington Northern railroad tracks. There are no buildings or other improvements on the lot at this time. Most of the site is presently vegetated by grass, with a number of small deciduous trees in the eastern portion of the property. Brush is present mainly near the top of the cut slope in the northwest portion of the property and along an abandoned drainageway that traverses the property from east to west. The ground surface,throughout the site was dry at the time of our surface reconnaissance and subsurface explorations; no evidence of recent surface water runoff was observed within the drain- ageway. The proposed single family residence will be located near the southwest corner of the site, at the approximate location shown in Figure 1. The residence will be of wood frame construction with a daylight basement. The lowest floor will be at approximately Elevation 46 and an approximately 10- to 12-foot cut will be required along the'east wall of the building. We understand that the actual location of the proposed residence may be adjusted slightly to accommodate final design. Subsurface conditions at the site were explored by excavating four test pits using a tractor -mounted backhoe. A representative from our firm observed the excavations and classified the soils encountered. The logs of the test pits are shown -in Figure 2. Subsurface conditions at the site generally consist of 3 to 5 feet of brown silty sand and sandy silt, overlying stiff gray silt. The upper 3 feet of the brown silty sand and sandy silt is generally loose or soft. The underlying gray silt increases in hardness with depth. No ground water seepage was observed in any of the test pits. Geo �1 'd Engineers Mr. Bud J. Leufkens September 20, 1988 Page 4 HISTORY The site is located within the Meadowdale landslide complex, an area in which large and small earth movements have been documented in the last 40 years, and in which movement has undoubtedly been occurring for many centuries. This area is .the subject of a landslide hazards report by Roger Lowe Associates, Inc. (Final Report, Landslide Hazards Investiga— tion, Meadowdale Area, Edmonds, Washington, dated October 16, 1979); two of the undersigned were the authors of that report. The site which is the subject of this consultation is located in an area classified in the 1979 RLAI report as 114A90". This designation identifies a landslide hazard from movement of previously failed material, indicates that the failure would likely include a considerable depth of material, and that there was a 90 percent probability of such a failure occurring during a 25-year period. A landslide encompassing the subject property is known to have occurred during the winter of 1946-47. This movement involved an area extending from approximately 220 feet south to approximately 500 feet north of the subject site. The headscarp was located approximately 400 feet east of the Burlington Northern tracks. The 1979 landslide hazards map was developed on the basis of conditions that existed prior to construction of the Meadowdale sewer and storm drainage project. The relative landslide hazard was reevaluated in 1985 by our firm and we concluded that the conditions which exist today are less hazardous,. due primarily to a declining water table resulting from installation of storm and sanitary sewer. However, some risk of landsliding still exists. We concluded that in 1985 the risk of land - sliding, as classified in the RLAI report, had been reduced to an approxi- mate 30 percent probability of failure in a 25-year period. Observations of ground water levels in nearby monitoring wells during the course of this consultation confirm that the water table in the vicinity of the site has declined to levels commensurate with this lower risk. Leufkens September 20, 1988 Page 5 CONCLUSIONS AND RECOMMENDATIONS GENERAL In our opinion, the site can be developed for a residence provided adequate care and practice in the design and construction of drainage, earthwork, structural walls and foundations are employed. These measures will make the site more expensive to develop than for a similar house on a lot without the conditions and history of earth movements that occur at the site. Construction in accordance with the recommendations provided below will not reduce the stability of the site or adjacent areas during or following site development. The material that underlies the site has previously failed in at least one large-scale landslide. The risk of reoccurrence of such a landslide has been reduced due to a declining water table in the area. This water table decline has been caused, at least in part, by implementa- tion of a storm and sanitary sewer system. The risk reduction will remain effective as long as the overall storm and sanitary drainage system is operational. The risk level may, in fact, continue to decline, becoming more prevalent as development progresses with more efficient drainage measures. The recommendations in this report are directed toward avoiding localized slope stability problems and minimizing damage to the proposed residence in the event that significant movements occur. We recommend that footings for the residence be set back at least 25 feet from the top of slope indicated along the west property boundary. This setback provides a margin of relatively level ground adjacent to the residence and provides distance between the house and any minor debris slides that may occur along the steep slope within the Burlington Northern railroad right-of-way. No fill should be placed within 10 feet of the existing top of slope. Site grading should not result in the ground surface being raised or lowered more than 3 feet from existing elevations except within the foundation area of the house. Geoff Engineers Mr. Bud J. Leufkens September 20, 1988 Page 6 SITE DRAINAGE No springs or surface water drainage appears to presently occur within the site. The abandoned drainageway indicated on the plot plan appears not to have carried surface water in recent years. The storm drain that previously crossed beneath 75th Place West and emptied into the head of the drainageway appears to have been truncated during construction of the sanitary sewer along 75th Place West. Surface water runoff generated within the site from roof and other impervious surfaces must be collected and conducted via a tightline off the site to the west so as to pass beneath the Burlington Northern railroad tracks via the existing culvert. If a tightline is constructed down the slope, it must be designed and constructed to accommodate some surficial movements without danger of pulling apart or rupturing. Ground water was not encountered in our test pits and is not expected to be present in sufficient quantity to require a system of subsurface drains other than the footing drains recommended below in conjunction with subsurface walls. Water from the footing drains must be conducted offsite in a tightline as noted above. SITE PREPARATION AND EARTHWORK The surface soils within the site contain substantial silt and are moisture —sensitive. These soils will absorb moisture during wet weather and, when wet, are easily disturbed during construction and difficult 'or impossible to compact. We therefore recommend that site grading and earthwork be done only during periods of dry weather. Site preparation for the building and paved areas should include stripping the surface soil and removing any organic soil. The excavated soil should not be stored, even temporarily, in the zone between the house and the crest of the steep western bank. After stripping and any excavation, soft areas should be recompacted or excavated and replaced with compacted structural fill. Geo�Engineers Mr. Bud J. Leufkens' September 20, 1988 Page 7 The soils within the upland portion of the site have a high potential for erosion during construction where the soils are disturbed by con- struction activities. This applies particularly to temporary or permanent fill. Erosion controls will be necessary and should include the proper control of surface water runoff, minimizing the time of exposure in the area stripped during construction, and prompt redegetation. Erosion control measures should be in place around the perimeter of the site prior to any other earthwork on site. Prior to placing any structural fill, all vegetation and topsoil should be removed. Exposed surface should then be compacted to a firm, nonyielding condition. Where fill is placed on an existing slope, the fill should be keyed. in by cutting level benches so that the contact between the fill and existing ground is horizontal. Any structural fill placed on the site should be placed in level lifts not more than 12 inches in loose thickness, properly conditioned and compacted to at least 95 percent of its maximum dry density in accordance with the ASTM A-1557 method, unless otherwise specified below. All structural fill should be free of debris and organic contam- inants. The suitability of material for use as fill will depend on the gradation and moisture content of the soil. As the amount of fines (material passing the No. 200 sieve) increases, soil becomes increasingly more sensitive to small changes in moisture content and adequate com- paction becomes more difficult to achieve. We recommend that structural fill for placement in wet weather consist of free -draining sand and gravel containing no more than 5 percent fines. Material with more fines may be used during dry weather. Areas receiving nonstructural fill for lawns or landscaping should be cleared of vegetation and soft areas compacted to a. firm condition by rolling.. Nonstructural fill should be placed in level lifts not more than 12 inches thick and compacted to a dense condition. The fill surface should be sloped to drain efficiently. Geoff Engineers Mr. Bud J. Leufkens September 20, 1988 Page 8 FOUNDATION SUPPORT We recommend that structural design of the foundation consider the possibility that future ground movement may occur. This movement could consist of an irregular subsidence of the ground and/or differential downslope movement. To accommodate possible ground movement, we recommend that continuous spread footings be of sufficient stiffness to allow loss of support over a horizontal distance of 20 feet with minimal deflection, and that the foundation design allow for loss of support at any one isolated spread footing. The design should be such that releveling can be accomplished if necessary. Alternatively, protection of the house against potential future damage by ground movement can be, accomplished by designing the entire house and foundation system as a "rigid box.". This design concept would permit"rotation or displacement of the entire structure without sustaining structural damage. This technique would require substantial bracing and stiffening of the structure and, in our opinion, might not be cost— effective. We recommend that the house be supported on spread footings founded directly on the stiff gray silt that underlies the site, or on structural fill supported by the stiff gray silt. If structural fill is used beneath the footings, it should extend a distance on each side of the footing, equal to the depth of fill. All structural fill should be placed and compacted as specified above. The minimum depth of embedment for all footings should be 18 inches below the nearest adjacent exterior grade. We recommend minimum footing widths of 18 inches and 24 inches for continuous and isolated spread footings, respectively. For foundations designed and constructed as recommended, an allowable bearing pressure of 2000.pounds per square foot may be used. For retaining walls, an average bearing value of 2000 psf may be used and maximum edge pressures should be below 3000 psf. This value applies to the total of dead and long—term live loads exclusive of the weight of the footings and any overlying tit Mr. Bud J. Leufkens September 20, 1988 Page' 9 backfill. We estimate that footing settlements resulting from structural loads will be less than 1/2 inch, total and differential. RETAINING WALLS The basement walls for the proposed residence function as retaining walls and should be designed as such. For design of semi -rigid retaining walls at the site (i.e., basement walls), we recommend an active lateral pressure equivalent to a fluid density of 45 pounds per cubic foot (pcf), assuming level backfill compacted'and drained as outlined below. If the backfill surface slopes no steeper than 20 percent upward away from the wall, a lateral soil pressure value of 65 pcf should be used. The above lateral soil pressures assume the walls will be backfilled with clean, free -draining sand or sand and gravel containing less than 5 percent fines (material passing the No. 200 sieve). This drainage zone should be at least 18 inches thick horizontally. The drainage material and remaining backfill placed behind the wall and not supporting struc- tural elements should be compacted to approximately 90 percent of the maximum dry density. Heavy compaction equipment should not be operated within 5 feet of the retaining walls. A permanent subsurface drainage system should be installed at the base of all subsurface walls. These subdrains should consist of rigid, smooth -wall, 4-inch-diameter (minimum) perforated PVC pipe bedded in pea gravel. The pea gravel should extend a minimum of 6 inches below and above the pipe. The drainpipe should discharge into tightlines and be disposed of as described under "SITE DRAINAGE." Roof drains or other collected surface water runoff should not .discharge into the subsurface drains, but could be collected and routed into the tight discharge lines. Lateral loads can be resisted by friction on the base of the footing and by passive resistance on the face of the footings. Frictional resistance can. be determined using 0.5 for the coefficient of friction. Passive resistance may be determined using an equivalent fluid pressure of 325 pcf, providing the backfill surface is level and footings are poured GeoEngineers Mr. Bud J. Leufkens September 20, 1988 Page 10 neat against native soil. The above values are based on a factor of safety of 1.0. We recommend that a factor of safety of at least 1.3 for sliding and overturning be used for design. USE OF THIS REPORT We have prepared his report for your use and your design representa- tives in planning and design for residential development of this site. Specific design details of the proposed residence are not. available at this time. When the design has been finalized, we. recommend that we be retained to review the final design and specifications to see that our recommendations have been interpreted and implemented as intended. There are possible variations in subsurface conditions from those observed in the explorations, and also with time. We recommend that a contingency for unanticipated conditions be included in the budget and schedule for the project. We recommend that our firm be retained during construction to confirm the conditions indicated by the explorations or to provide additional recommendations based on the conditions revealed during the work. The scope of our services does not include services related to construction safety precautions and our recommendations are not intended to direct the contractor's methods, techniques, sequences or procedures, except as specifically described in our report for consideration in design. The revised plans implement a number of changes suggested by Landau Associates Inc. in their letter of January 12, 1989, and also several reccmmendations which we provided to you during the course of our review. The revised plans indicate a sand filter surrounding the footing drains, and contain specifications for the drain and backfill materials. It.is our opinion that the footing drain design specified can adequately provide long term drainage at -this site. It is our opinion that cutting of the trees on the slope between the street and the location of the proposed residence .,rill not significantly decrease the stability of that slope, provided that the slope is promptly revegetated with ornamental or native vegetation having similar ground cover and root strength characteristics. The proposed location of the driveway crossing the slope appears to minimize the amount of slope disturbance required by site access. We have recommended against alternative driveway layouts that would increase the disturbed area. of the slope. However, Gary had been operating the excavator in the area near the southwest corner of the excavation when I had driven by the site earlier, at approximately 2 p.m. The site has been cleared of trees and also of other vegetation in the vicinity of the foundation excavation. Considerable bulldozing has been done throughout the remainder of the site, to provide access from the street to the site and also in other areas for reasons that are not apparent. Neither the cut nor the fill slopes along the access driveway exceed 3 feet in height. Bulldozing has also been performed on the adjacent property to the south, owned by Mr. Perides. This includes construction of an equipment access route across Mr. Perides' property to the Miller property. The contractor has placed a string line along the approximate top of slope for his reference. Some excavated material has been stockpiled in the area between the excavation and the top of slope. The stockpiled material is locally 3 to 4 feet in thickness. A small quantity of material (roughly 1 cubic yard) has been pushed into the area of blackberry bushes west of the top -of -slope line. It appears that the area of the daylight basement has been excavated to or below the floor grade. The walls of the excavation range in height from approximately 4 feet along the western boundary to approximately 8 feet along the eastern boundary of the excavation. The west wall of the excavation is sloped at approximately 1:1 to allow access for equipment, and the remaining three walls are nearly vertical. The north wall of the excavation exposes reddish -brown silty sand and gray sandy silt which appears to be native material but which has been deformed by past ground movement. The material ranges in consistency from loose to medium dense, and from soft to stiff. The material on the floor of the pit, which has been disturbed by the mechanized equipment, is generally soft in consistency and could easily be penetrated by a probe rod to a depth of 1 foot to 18 inches. This report presents opinions formed as a result of our.observation of activities relating to geotechnical engineering. Material below that surface is similar to the material in the north wall of the excavation. The material above that surface is a heterogeneous Swale -fill consisting of silt and sand and including large wood fragments. Locally, particularly near the south end of the wall, this material is wet and seepage emerges onto the pit floor. Near the south end of the east wall of the excavation, caving has caused the top of the excavation to retreat approximately 4 feet. The soils on the floor of the excavation adjacent to the east wall. particularly near its south end, are wet and soft and standing water is locally present. These soils were easily penetrated to a depth of 2 to 2-1/2 feet using a steel probe. The soils along the south wall of the excavation also appear to be fill, but are sandier in character and not as wet. The soils on the floor of the excavation adjacent to the south wall could generally be penetrated to a depth of 2 feet using the steel probe. Near the southwest corner of the excavation, immediately outside the footing area,.the contractor has excavated a trench/sump; no water was present in that trench at the time of my site visit. While on site, DWT and JWK met with Clyde Miller and Gary Goodnight . At this time, the basement area for the house has been excavated. The excavation extends about 4 feet outside of the basement wall line and is 4 to 5 feet below the basement floor grade. The excavation in its present configuration was dug July 28 and 29. A shallow ditch.extends from the southwest corner of the excavation to daylight. The soil conditions encountered in the excavation are described in field report No. 2. The floor of the existing excavation is wet and soft. Water is emerging from the floor and from the excavation walls a few inches above the floor. Some caving of the excavation walls has occurred, particularly at the south end of the east wall where the soil stands about 7 feet vertical. Our recommendations are as follows: 1. Clean the remaining soil from the excavation floor with the excavator backhoe by working from outside of the excavation. Do not run equipment on the floor of the excavation. 2. Cover the floor of the excavation with a single layer of nonwoven filter geotextile such as Mirafi 140N. The filter fabric should extend 1 to 2 feet up the excavation walls. 3. Install a drainline from the southeast corner of the excavation floor, extending out the trench at the southwest corner. That drainline should be a perforated, 4-inch minimum diameter, rigid PVC pipe. It should be covered with a single layer of nonwoven geotextile similar to that used on the excavation floor. 4. Install the initial lift of imported granular backfill. The backfill gradation should conform with the specifications for wet -weather structural fill described in the soils report. The initial lift should be installed 2 feet minimum to 3 feet maximum thickness and must be installed without running equipment on the floor of the excavation. Once the initial lift is in place, it may be compacted using a small self-propelled or tow -behind compactor. This report presents opinions formed as a result of our observation of activities relating to geotechnical engineering. This structural fill should extend to the basement slab subgrade; wall and interior footings should be reexcavated as required on the design drawings. The backfill subdrain described above must be separate from the required footing drains described in the soils report. Each drain system must be installed so water carried by one system cannot back up into the other system. We understand the -contractor plans to remove waste fill from the basement excavation before importing backfill material. The excavated material which had previously been stockpiled between the excavation and the top of the slope has been removed. Filter fabric has been placed on the floor of the excavation in the basement area. Four -inch smooth -wall, perforated drainpipe wrapped with filter fabric has been installed along the south side of the excavation, below the filter fabric. I explained to the contractor that the drainpipe should be installed above the filter fabric within the backfill. He began replacing the drainpipe above the filter fabric'while I was at the site. I examined the stockpiled sand that the contractor proposes to use as free - draining backfill and as structural fill. The material consists of moderately well -graded, coarse sand with a mean particle size of approximately one millimeter. I estimated the percent fines to be less than 2 percent. While I was at the site, a truck operated by one of the contractor's employees arrived at the site with another load of the sand and dumped it at the northeast corner of the excavation. I also inspected the excavated areas for the southern portion of the house and for.the garage. The soils in the area of the southern portion of the house were penetrated using a steel probe to a depth of approximately 1 foot. This area is presently excavated to about 1 foot below the footing grade and will be backfilled with structural fill. Within the area of the garage, the excavation is now at approximately the elevation of the proposed footings. Probing in this.area penetrated approximately 6 inches, and no overexcavation and replacement with structural fill is necessary. The contractor said that he will notify us a day in advance of when the footings are formed and ready to pour, so we can schedule our next inspection accordingly. Approximately 18 inches to 2 feet of clean sand, such as described in Field Report No. 4, has been placed within the basement area of the excavation. A lesser amount of fill has been placed in the southern portion of the excavation. Equipment tracks within the excavation indicate that -the fill surface has been compacted by rolling. Probing of the fill placed within the excavation indicates that it is of relatively uniform density, except near the northeast and southeast corners of the basement excavation where the fillappears to be less dense, possibly due to less effective use of the roller compactor in these corner areas. During a telephone conversation earlier this afternoon, the contractor indicated that additional compaction will be,performed and that approximately one more foot of fill will be placed and compacted within the basement area. Excavation has also been performed within the area of the foundation north of the basement, but no fill has been placed there yet. Some sandy fill is stockpiled near the northeast corner of the excavation. Roughly 5 cubic yards of excavated material has been pushed into the area northwest of the northwest portion of the excavation, between the excavation and the top of the adjacent slope. Roughly 6 to 8 inches of sandy fill has now been placed within the foundation excavation north of the basement. This fill, as well as the fill within the basement area and to the south, has been thoroughly compacted by rolling. I probed the fill with a steel rod and found it to be generally dense, except for an area of approximately 20 square feet near the southeast corner of the basement where the fill is only moderately dense. Additional compaction should be performed in this area. The fill surface is everywhere dry except for within this area, where it is wet. A small amount of seepage is presently emerging from the silt exposed in the excavation walls in this area. The fill in this area was dry during my last site visit, prior to the heavy rains of earlier this week. Two to three feet of excavated material is still present northwest of the foundation area, between the excavation and the adjacent top of slope. This material should be removed. The foundation crew was trenching and setting footing forms, and preparing steel for placing within the footings. The trenching was being done by hand excavation, and the bottoms and sides of the trenches contained little or no loose, disturbed material. The footing forms were constructed of 2-by-8 inch planks, spaced about 20 inches apart. Four 1/2-inch diameter steel reinforcing bars were being prepared and placed along each of the footing -segments. The trench for the footings near the southeast corner of the basement area was northwest of the area where wet soils had been observed during my previous site visit. The soils exposed in the trench there and throughout the rest of the site were dry, except within the trench for the grade beam that crosses the center of the basement excavation, where the soils were locally wet. On the adjacent (Perides) property to the south, a "Bobcat" front-end loader was removing rock from a rock pile along 75th Place West near the southeast corner of the Miller property, appparently for use in a rockery wall being constructed -between the Perides residence and the Miller property. The foundation footings have been poured and the forms have been stripped. The footings and the grade beam within the basement area have been poured "neat" (i.e. - without forms) within the trenches that I inspected during my previous site visit. The other footings for the house and garage had been poured within forms. No areas of wet soils were observed within the foundation areas for the basement or other portions of the house. Some seepage was observed emerging from the cut -slope adjacent to the northeast corner of the garage, where approximately one cubic yard of soil has sloughed into the excavation. The footing drain pipe had been mostly installed and wrapped with filter fabric, and some backfill had been placed adjacent to the west wall of the basement area. The footing drain pipe consists of 4-inch diameter smooth wall pipe, with two rows of 1/2-inch perforations. The pipe is being placed such that the perforations are located 1/3 of the way up the pipe along the east wall of the foundation, and 2/3 of the way up the pipe along the north, south and west walls of the foundation. The pipe is being wrapped with a non -woven filter fabric. The backfill being placed adjacent the pipe (and which will also be used for the drainage zone adjacent to the subsurface walls) consists of medium to coarse sand. I estimated to percentage of fines within the sand to be approximately 2 percent. Crushed rock has been placed along most of the length of the driveway. The soils on the downslope side of the upper driveway segment have been compacted using a Dresser model TD-8G bulldozer, which is presently parked at the site. The steepest portion of that slope has been covered with wood chips approximately 0.5 to 1 inch across. A soil berm has been constructed along the top of the steep slope adjacent to the lower driveway segment, to prevent drainage across that slope. A thin layer of straw mulch has been spread across most of the bare soil areas south and west of the house, and on the slope adjacent to the north property line. A soil berm has also been constructed to deflect water away from the latter slope. The remaining areas of sloping bare soil should be protected from erosion. The water that presently emerges from the drains near the top of the slope should be conducted via a tight line to the bottom of that slope, along with any other surface water runoff that may occur within the site. We should be notified when final earthwork is completed and permanent drainage measures are installed, so that we can inspect the site and submit our final construction report. This report presents opinions formed as a result of our observations of activities relating to geotechnical engineering. Construction and final grading appears to be complete, and final landscaping has begun with the planting. of shrubs. Clyde indicated that he will be importing some topsoil (no more than 6 inches) and will seed and plant the ground cover. Permanent surface drainage has been installed. Downspout drains and driveway drains join at a cleanout box near the top of the slope, :and descend diagonally across the slope as a single tight line to the base of the railroad bulhead. The discharged water then flows northward to the existing culvert beneath the railroad tracks. Clyde and Gary indicated that an engineer for the railroad specified the location for the tight line to descend the bulkhead. Construction of the drain line between the cleanout box and the bulkhead required minor cut and fill across the slope, and 2 to 3 cubic yards of fill material is present downslope from the cleanout box. Gary indicated that the drain line is entirely.within native soils. I recommended to Clyde that he periodically observe the amount of water entering and exiting the tight 'line to assure that no leakage is occurring within the area of the slope, and that repairs be made promptly if they are needed. A small portion of the driveway appears to drain onto an area to be planted with ground cover, rather than draining into the surface water collection system. I recommended to Clyde that, if sufficient runoff occurs to cause overland flow for more than a few feet beyond the driveway, an asphalt berm be installed to direct the water to the adjacent catch basin.
