Confirming conversation of this date, this is to advise you
that the connection charge for connecting to L.I.D. #173 sewer is
$647,57, and when you connect there will be a $10.00 permit fee and
$25.00 trunk charge, however, at this time $647.57 is the account
required. It is requested that this amount be deposited with the
City of Edmonds for the L.I.D. #173 account on or before April 20,
1970.

Thank you for meeting with me tuesday afternoon for the purpose of reviewing
the status of the referenced letter.
We agreed that you would provide me verbally with the information from both
the Telephone Company and the Public Utility District that their service was
field -checked and found to be undamaged and operational. In addition, the
City will mail me a copy of the survey completed by Reid and Middleton as
provided for in item #4 of the understanding.
The only item that remained unresolved was item #2; "The City, through its
Engineer, Jim Adams, will design as a part of this overall sewer project a
sewer stub to your property that will provide gravity sewer service for most
of the buildable area of your lot." We discussed the difficulty of working
the side hill, the depth of the main, the size of the equipment needed for
installation, etc. and the general reasons why this item was a part of the
original settlement.
You asked me to mention in this letter if I knew of any alternatives to the
actual installation of the gravity service by the City. Obviously, as we
discussed, I would still prefer to go with the agreement. However, it might
be feasible for the City to defer the installation of the system to some
future date. Secondly, if this is not practical, then perhaps a monetary
settlement could be considered.
Jerry, if you have any additional thoughts or I misconstrued anything, please

Subject: Lot 7 Haines Wharf'No. 2 (see attached map)
Dear Mr. Adams:
We have appealed the assessed valuation of the subject prop-
erty. For the purpose of the appeals hearing and. to establish
the impact of the City's building moratorium on the subject lot,
we sincerely request your answers to the following questions.
A Sewer Availability
1. Has the Snohomish County Health District declared the
moratorium area to -be a health hazard?
2. To the best of your knowledge what was the date of the
first public meeting where, The City made a full disclosure
on the orobl'ems of the moratorium area, possible solutions
and the pending moratorium?
3. Will the current treatment processing plant require
expansion prior to handling the additional sewage from the
moratorium area?
4. Is an application being made for Federal or State part-
icipation?
5. Does the City have a definite timetable for the engi-
neering and property acqu.ition in the moratorium area?
6. Can you determine, at this time, if it is feasible that
sewer and storm water service will be made available for
use at the subject site in the future?
7. News releases have estimated a cost of $100.00 per zoned
front foot. Would you please ballpark a low to high assess-
ment range for the cost of storm and sewer service to the
subject lot.
8. What is your best guess as to when the moratorium will
be lifted by the City?
B< Edmonds B'suilding Permit No. 790099'
1. Permit No. 790099 was issued to William Campbell and the
building site is located adjacent to and immediately west
of the subject lot (see attached map). The Edmonds Building
Dept. has on file the approved set of plans for the permit.
A date stamp on the cover page of the plans indicates that
the plans were received by the Edmonds EnFineerin,g Dept. on
January 5,1979. In my prior discussion with ,you, you did
confirm that the owner and/or his aeent had contacted you
prior to Jan. 1, 1979 on at least three occassions regard-
ing their building permit application. Partially because
of these contacts with the annlicant, the City proceeded
in processing the application. Is this basicly true and
please comment if you wish.

2. With the exception of Permit No. 790099, have any permits
for the construction of a residence been issued in the
moratorium area since January 1, 1979?
