This letter presents the results of our site reconnaissance and geotechnical conclusions and recommendations
for the proposed deck replacement project. The scope of this limited geotechnical reconnaissance was
outlined in our Proposal Number G12-287WAB, dated May 21, 2012.
Introduction
It is our understanding that current project plans include a the replacement of an existing deck at the single
family residence located at 16508 — 76"' Avenue West in Edmonds, Washington as shown_ in the Vicinity
Map in Figure 1. The City of Edmonds requires a geotechnical study for the proposed deck project.
We have been requested to provide geotechnical engineering services regarding the planned site
improvements. The scope of this limited evaluation includes a limited background review of available
historical records and published geologic information for the site, a limited surficial reconnaissance of the
site slopes, and exploration of near -surface soil conditions with a shallow hand tool excavation in the area of
the planned deck foundations.
For our use in preparing this proposal we have been provided with plan sheet Al by tecinsfruct LLC, dated
May 9, 2012. We have also been provided with a letter from the City of Edmonds, dated May 10, 2012,
regarding critical areas and the need for a geotechnical report for this project. According to the City of
Edmonds letter, applicable Edmonds code for this project are ECDC 23.80.040.A.3 (Allowed Activities —
Geologically Hazardous Areas — Erosion and Landslide Hazard Areas) and ECDC 23.80.070.A.2
(Development Standards — Specific Hazards.— Alterations). The letter also indicates that the project site is
located within the mapped North Edmonds Earth Subsidence and Landslide Hazard Area (ESLHA).
The site is located near the southern portion of an area known as the Meadowdale Landslide and is within the
North Edmonds ESLHA as defined by Landau Associates in their report to the City of Edmonds in 2007. In
particular, the site is situated just beyond the top of the southern scarp of the landslide. The Landau

Associates report defines this area along the top of the landslide as Zone D and provides recommendations
for geotechnical report requirements.
Zone D. This zone encompasses the active scarp of the landslide and incorporates ground that
is outside the currently active landslide area. The west part of this zone includes parts of the
slope that are actively failing as shallow debris slides. This zone also includes areas that can
potentially fail as large block failures. . The eastern part of this zone includes currently stable
ground that has not yet failed behind the present top of the landslide scarp. This area could be
subject to failure from a large block -type landslide failure or a series of shallower debris slides
occurring on the face of the bluff and the resultant bluff retreat over a period of years. Any
development near a designated landslide hazard zone will require consideration of the landslide
hazard, potential bluff retreat, and buffers (designated as a distance of 50 ft or the height of the
steep slope back from the top of the slope, whichever is greater, per the requirements of ECDC
23.80).(Landau Associates, 2007)
It is our understanding that due to the light structure being replaced, and the fact that there is no proposed
change to the footprint of the existing deck, the City is willing to accept a geotechnical report with less
stringent requirements for subsurface exploration, slope stability analysis, and geotechnical recommendations
than those recommended for Zone D in the Landau Associates 2007 report.
General Site Description
The project site is situated near the Puget Sound shoreline, north of downtown Edmonds in a residential
neighborhood. The site includes sloping ground, generally sloping down to the north and west. The site
currently includes a single family residence and existing deck. A lawn and other landscaping features are
located throughout much of the property.
Geologic Setting: The site lies within the central Puget Lowland. North of Olympia, Washington, this
lowland is glacially carved, with a depositional and erosional history including at least four separate glacial
advances and retreats. The Puget Lowland is bounded to the west by the Olympic Mountains and to the east
by the Cascade Range. The lowland includes deposits of glacial and non -glacial sediments.
The "Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles, Washington,"
prepared by James P. Minard (U.S.G.S., 1983) indicates that the site area is underlain by Glacial Till (Qvt).
In general, Glacial Till. consists of a very compact, unsorted mixture of silt, sand, gravel, cobbles and some
boulders.
Other materials mapped near the site include the Quaternary Whidbey Formation (Qw) located to the north
and west of the property, and generally include compact interglacial deposits of sand and gravel. Quaternary
Olympia Gravels (Qog) are located stratigraphically above the Whidbey Formation and include compact
interglacial fluvial deposits of gravel and sand. The Olympia Gravels are located northeast of the property.
Above the Olympia Gravels, the map indicates that Quaternary Transitional Beds (Qtb) are present. The
Transitional Beds generally include compact clay, silt and fine sand layers from ancient low -energy
depositional environments. These materials are generally located east and northeast of the project site.
Above the Transitional Beds, the map indicates the presence of Quaternary Advance Outwash (Qva).

Advance Outwash includes compact, poorly to moderately sorted sand with some gravel. This material is
shown on the map to be located east and northeast of the project site.
We also reviewed a geologic map by Mackey Smith (WA DNR and U.S.G.S., 1975), titled "Preliminary
Surficial Geologic Map of the Edmonds East and Edmonds West Quadrangles, Snohomish and King
Counties, Washington". This map indicates that the area to the north of the project site consists of
Quaternary Old Landslide deposits (Qols).
We reviewed the "North Edmonds Earth Subsidence and Landslide Hazard Map", created by Landau
Associates, Inc. (May 2006), for additional information regarding the local geology in the site area. The map
indicates the presence of a large landslide scarp north of the project site. In particular, the southern edge of
the scarp is located along the northern property boundary of the site. The existing residence and attached
deck are located outside of the southern edge of the landslide scarp. The northern edge of the proposed deck
project is approximately 16 to 20 feet from the top of the steep slope.
The site is located within the ESLHA, but outside of the active landslide area. A report by GeoEngineers,
Inc. (1985) noted that the installation of sanitary sewers and storm drains by the City of Edmonds had since
lowered groundwater levels in the area and reduced the landslide hazard risk. Even with a reduced slide
hazard, there still exists some risk of landsliding. We did not find documentation of other significant slides
in the area since the 1946-47 event, including the winter of 1996-97 when significant slides occurred
throughout the Puget Sound Region.
Site Reconnaissance
We visited the site on May 31, 2012 for a limited geotechnical site reconnaissance. The primary intent of the
site visit was to observe current surface conditions prior to preparing a letter for the planned deck
replacement project. During our site reconnaissance, we did not observe indications of recent instability on
the slope. The steep slope in the northern portion of the property was interpreted to be the edge of a large
landslide that was active as recently as the winter of 1946-47. Most of the property is gently to moderately
sloping down to the west. A Site Plan showing property boundaries, approximate residence location, and
approximate elevation contours is presented as Figure 2.
We explored the near -subsurface soil conditions in the planned deck footing areas near the western side of
the existing structure. Approximately 2 to 3 feet of loose, undocumented fill was encountered in the hand
auger explorations. Deeper fill areas are possible in the planned deck remodel area. We interpret native
Glacial Till to underlie the undocumented fill.
Conclusions and Recommendations
General: It is our opinion, from a geotechnical engineering standpoint, that the proposed deck replacement
project is feasible and should not adversely impact the overall stability of the site, provided that our
recommendations are incorporated into project plans.
The plans indicate that the deck will be a lightly loaded structure and recommendations for foundation
support were not included in the scope of work. However, due to the loose surficial soils encountered in our

shallow hand auger explorations near the proposed deck replacement footings, we are providing a few
general guidelines'for improved foundation support for the proposed deck.
The proposed deck should be supported on shallow footings bearing on the medium dense or firmer native
soils, or on structural fill extending to the medium dense or firmer native soils. Based on our explorations,
the medium dense or firmer native soils should typically be encountered at least 2 to 3 feet below the current
grade in the western portion of the deck area. It is possible that deeper areas of loose soils could be
encountered at the site. A representative of Krazan and Associates should be available to evaluate soil
conditions in the planned footing areas during construction, upon request.
Footings should have a minimum embedment depth bf 18 inches below pad subgrade (soil grade). Footing
widths should be based on the anticipated loads. Water should not be allowed to accumulate in footing
trenches. All loose or disturbed soil should be removed from the foundation excavation prior to placing
concrete.
Structural fill should be compacted to at least 95 percent of the maximum dry density based on ASTM Test
Method D1557. Footing excavations should be inspected by the geotechnical engineer to verify that the
foundations will bear on suitable material.
Site Stability: The site is in the ESLHA and studies indicate that there is some continued risk of landsliding.
We did not observe indications of recent instability at the site or on the adjacent slopes. We observed large,
mature trees and the absence of noticeable tension cracks on and near the pre-existing slide scarp along the
northern property boundary. Glacial Till is interpreted to underlie the site at depth, and is typically
considered to have good strength due to its very dense, granular nature.
Stormwater Runoff: The area of impervious surfaces will not be increased by the deck replacement project.
Stormwater is not currently allowed to concentrate from the existing deck area. The existing deck floor has
gaps, and water is dispersed throughout the landscaping below the deck. Based on current project plans, it
appears that stormwater runoff conditions at the site should remain unchanged.
Erosion Control: We recommend that the site soils be protected from erosion due to flowing water or wind.
Stormwater should not be allowed to concentrate near the top of slopes or be allowed to flow over the steep
slopes.
Erosion and sediment control (ESC) is used to minimize the transportation of sediment to wetlands, streams,
lakes, drainage systems, and adjacent properties. Erosion and sediment control measures should be
implemented and these measures should be in general accordance with local regulations. At a minimum, the
following basic recommendations should be incorporated into the design of the erosion and sediment control
features of the site:
1) Phase the soil, foundation, utility and other work, requiring excavation or the disturbance of the site
soils, to take place during the dry season (generally May through September). However, provided
precautions are taken using Best Management Practices (BMP's), grading activities can be
undertaken during the wet season (generally October through April), but it should also be known that
this may increase the overall cost of the project.

2) All site work should be completed and stabilized as quickly as possible.
3) Additional perimeter erosion and sediment control features may be needed to reduce the possibility
of sediment entering the surface water. This may include additional silt. fences, silt fences with a
higher Apparent Opening Size (AOS), construction of a berm, or other filtration systems.
Conclusion: Provided that the geotechnical recommendations and construction specifications relevant to the deck
remodel are implemented during construction, it is our opinion that the proposed improvements should not
increase the potential for erosion and landslides within the project site, neighboring properties and other
critical areas.
Testing and Inspection
We are available on request to evaluate soil conditions during construction of the proposed replacement deck.
This activity is an integral part of our services as acceptance of earthwork construction is dependent upon
observation of the consistency of the soil and groundwater conditions, and making appropriate adjustments if
conditions vary from those indicated by out explorations.
LIMITATIONS
Geotechnical engineering is one of the newest divisions of Civil Engineering. This branch of Civil
Engineering is constantly improving as new technologies and understanding of earth sciences improves.
Although your site was analyzed using the most appropriate current techniques and methods, undoubtedly
there will be substantial future improvements in this branch of engineering.
In addition to improvements in the field of geotechnical engineering, physical changes in the site either due
to excavation or fill placement, new agency regulations or possible changes in the proposed structure after
the time of completion of the geotechnical letter may require the geotechnical letter to be professionally
reviewed. In light of this, the,Owner should be aware that there is a practical limit to the usefulness of this
letter without critical review. Although the time limit for this review is strictly arbitrary, it is suggested that
two years be considered a reasonable time for the usefulness of this letter.
The recommendations made in this letter are based on the assumption that soil and groundwater conditions
do not vary significantly from those disclosed during our field investigation. If any variations or undesirable
conditions are encountered during construction, the geotechnical engineer should be notified so that
supplemental recommendations can be made.
The conclusions of this letter are based on the information provided regarding any proposed construction. If
the proposed construction is relocated or redesigned, the conclusions in this letter may not be valid. The
geotechnical engineer should be notified of any changes so that the recommendations can be reviewed and re-
evaluated.
This letter is a limited geotechnical reconnaissance with the purpose of observing surficial geologic
conditions at the site to evaluate the impact of the deck replacement project. The scope of our services did
not include any environmental site assessment for the presence or absence of hazardous and/or toxic

materials in the soil, groundwater or atmosphere, or the presence of wetlands. Any statements, or absence of
statements, in this letter or on any exploration log, regarding odors, unusual or - suspicious items, or
conditions observed are strictly for descriptive purposes and are not intended to convey engineering judgment
regarding potential hazardous and/or toxic assessments.
The information presented herein is based upon professional interpretation utilizing standard engineering
practices and a degree of conservatism deemed proper for this project. It is not warranted that such
information and interpretation cannot be superseded by future developments. We emphasize that this letter is
valid for this project as outlined above, and should not be used for any other site.

Site Description
During review and inspection of the subject site, it was found that the site may contain (or be adjacent to) critical
areas, including a Geologically Hazardous Areas (Erosion'Hazard Area or Landslide Hazard Area, as well as within
the buffer of the Earth Subsidence and Landslide Hazard Area "ESLHA"), pursuant to Chapter 23.40 of the
Edmonds Community Development Code (ECDC). Geologically hazardous areas include areas susceptible to
erosion, land sliding, earthquake, or other geological.events. They pose a threat to the health and safety of citizens
when incompatible development is sited in areas of significant hazard. Such incompatible development may not
only place itself at risk, but also may increase the hazard to surrounding development and use. Cited sections of
the Edmonds Community Development Code (ECDC) can be found on the City of Edmonds website at
www.EdmondsWA.gov.
The LiDAR map (inset) indicates that there is a steep
slope (approximately 48%) just north of the house.
The site is generally comprised of a rolling slope of
30% across the entire property rolling from west to
east. Soils on the property are identified as
Alderwood gravelly sandy loam series, which
classifies the site as a potential erosion hazard.
These slopes qualify as potential "geologically
hazardous areas." Projects proposed further than
65' from the top or toe of the slope (50' buffer + 15'
setback fromthe critical area) may not require a
geotechnical report to address critical areas issues
(of course, other departments may require a report
to address their codes).
Allowed Activities & Exempt Proposals
Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.220. Similarly, certain
development proposals may be exempt from Critical Areas requirements (ECDC 23.40.230). If you have any
questions about whether your proposed development qualifies as an allowed or exempt activity, please contact
a Planner for more information.
General Report Requirements
Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may
qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific
development proposal. If a specific development proposal results in an alteration to a critical area the critical
areas report will also contain a mitigation plan. You have the option of completing the portion of the study that
classifies and delineates the critical areas and waiting until you have a specific development proposal to complete
the study. You may also choose submit the entire study with your specific development application. Please review
the minimum report requirements for all types of Critical Areas which are listed in ECDC 23.40.090.D. There are
additional report requirements for different types of critical areas (see below). Note that it is important for the
report to be prepared by a qualified professional as defined in the ordinance. There are options on how to
i complete a critical areas study and an approved list of consultants that you may choose from. You may contact the
Planning Division for more information. General Mitigation Requirements for all Critical Areas are discussed in
ECDC 23.40.110 through 23.40.140.
Landslide Hazard Areas
Development is restricted within a Landslide Hazard Area and its buffer. Projects that will intrude into these areas
will require a report by a licensed Geotechnical Engineer. Geologically hazardous areas include areas susceptible
to erosion, land sliding,, earthquake, or other geological events. They pose a threat to the health and safety of
citizens when incompatible development is sited in areas of significant hazard. Such incompatible development
may not only place itself at risk, but also may increase the hazard to surrounding development and use.
The criteria that are applied depend on the amount that the buffer is reduced. The buffer can be reduced to a
minimum of ten (10) feet (with an additional 15' building setback per ECDC 23.40.280) if a report is prepared that
meets the standards listed in ECDC 23.80.050). The alteration must also meet the requirements listed ECDC
23.80.060. In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the design
standards listed in ECDC 23.80.070.A.3. Development is restricted within a Landslide Hazard Area and its buffer.
Projects that will intrude into these areas will require -a report by a licensed Geotechnical Engineer.

Determination: Study Required
This review applies to the entire subject parcel. Depending on the location and project proposed relative to the
identified critical areas, certain studies and reports may be required. Please contact the Planning Division at'
425.771.0220 if and when you have a specific development proposal for this site in order to discuss the various
permits that will be required. Please note that tree removal on sites containing critical areas may first require a
tree cutting permit, and the illegal removal of trees may result in penalties and steep fines (ECDC 1&45.070,
ordinance #3828).

RS-12 zone. I have reviewed the above building permit application for the Planning Division and it was found that
the following information, corrections, or clarifications will need to be addressed before the Planning Division
review can continue.
1. Deck Footprint: Please clarify that there is no proposed change to the footprint of the existing deck.
2. Critical Areas / Geotechnical Report: As you are aware, there is a steep slope on your property. Steep slopes
are a type of critical area (geologically hazardous area). Projects proposed on or near steep slopes, such as
this, require a geotechnical report to ensure that the critical areas (steep slope) are not adversely impacted.
We have a title in our code "Title 23 — Natural Resources" and chapters 23.40 (Environmentally Critical Areas
General Provisions) and chapter 23.80 (Geologically Hazardous Areas) of this title are applicable to your
project. Your geotechnical engineer will need to review ECDC 23.80.070.A.2 and ECDC 23.80.040.A.3 and
submit a report describing how the proposed deck replacement will meet these requirements of our critical

telephone to Ms. Goodrick, the situation on 76th Ave. W. will continue to be monitored
by Engineering staff. As indicated in the same telephone conversation, it is very difficult
to make all sections of all roadways safe for all drivers.
If a means is developed that will increase the safety at 76th Ave. W., City staff will
certainly pursue its installation. It must be remembered, however, that obstructions
placed in the roadway often become hazards themselves, so typically, they are not
installed without due judgement and consideration.

We have reviewed the subdivision, building permit and septic
disposal system application. We recommend approval.of the
variance for the following reasons:
1.. The total square footage in the two lots. of the
subdivision exceeds 40;000 square feet. This would,
therefore, make it possible to meet the criteria
of 20,000 square foot lot size for the purpose of
a septic tank.
2. The septic tank disposal system design meets the
minimum requirements of the City of Edmonds.
3. The lot arrangement has little bearing in this
case on the location of the proposed house and,
septic tank system. If the lot lines were changed
the house and septic disposal system would be
constructed in the same location as proposed at
the present time.
