This report has been prepared for the exclusive use of Mr. and Mrs. Conners and their agents, for specific application to this project in accordance with generally accepted geotechnical engineering practices. SITE AND PROJECT DESCRIPTION The residential lot is located on the east side of 73rd Avenue West in the Meadowdal e area of the City of Edmonds, Washington. The lot slopes upwards towards the east, with a shallow gully running up the south side of the lot and a deeper gully running near the northern margin of the property. The property is covered with native evergreen and deciduous trees and an understory of blackberry brush, fern and nettle. Horse tails were also noted at the bottom of the. property, next to the street. We understand that conventional, two-story, wood -frame residence with a daylight garage is to be constructed near the center of the property. A cut on the order of 10 to 12 feet will be required for the back of the garage. area. The garage elevation will be approximately 18 feet, first -story elevation 28 feet and second -story elevation 38 feet. '3c'� n - Conners W-5722 1 July 1988 Page 2 Subsurface Conditions Four test pits were excavated with a rubber-ti red backhoe on 13 June 1988, contracted by you. Approximate test locations are indicated on the attached site plan. Test pit logs are presented at the end of this letter report. The relative soil densities indicated on the test pit logs are interpretive descriptions based on the conditions observed during the excavation. Test pit TP-1, located on the upper portion of the property, encountered topsoil over a loose zone of silty, gravelly sand with some roots. This loose zone extended to a depth of 2-1/2 feet. and typically results from weathering of the soil and root penetration. Below this loose zone, the native, silty, gravelly sand increased in density to medium dense and then dense at a depth of 6 feet. Test pit TP-3, located the southern end of the proposed residence within the shallow gully, encountered the same material type and sequence as test pit TP-1. Both test pits were wet to saturated at depth. Test pit TP-2 was located on the upper portion of the lot at approximately the first -story elevation. This test pit encountered topsoil over a loose, weathered zone to a depth of 2-1/2 feet. Below the weathered zone, dense to very dense, silty, gravelly sand (glacial till) was revealed to the full depth of the test pit. Test pit TP-4 was located near the garage area of the proposed house. It encountered the same depth of topsoil over the loose, weathered zone as the other test pits. The test pit then revealed medium dense, silty, fine sand grading to dense, silty, gravelly sand with cobbles at a depth of 7 feet. No ground water was encountered in any of our test pits, however much of the native soil, revealed in our test pits, was classified as wet to saturated at depth. Also, water -seeking vegetation (horse tails) were noted at the lower portion of the property near the street, indicating that near -surface ground water exists year-round in these areas. It is likely that the majority of the ground water seepage may be following the line of the shallow gully on the south side of the property. It should be noted that the ground water conditions may vary with changes in the season, precipitation, site utilization or other factors. d444-4-4ay ConnerX 1 July 1988 W-5722 Page 3 CONCLUSIONS The proposed residence is to consist of a conventional, two-story, wood -frame structure with a daylight garage. In our professional 'opinion, subject to the conditions set forth herein, the risk of local instability on the site and from neighboring sites will be minimal as defined by the City of Edmonds, if the recommendations set forth in this report are followed. The risk of probability of earth movement is less than 30 percent within a 25-year period for the site, using the procedure described in a report by Geoengineers, Inc. dated 28 February 1985, in its present configuration and after the completion of the proposed development. In our opinion, the site will be stable during construction, if our recommendations in this letter report are followed. No indications of previous movement on the site was observed by us on the surface of the site or in our test pit explorations. The site soils are silty in nature and should be considered moisture -sensitive. Special construction precautions will be required, especially on the lower portion of the property, such as subsurface drains and a sand and gravel.blanket to cover the exposed subgrade of the driveway area immediately after reaching the desired elevation. Additional recommendations for site preparation and structural fill placement are provided in the following sections of this report. Site Preparation Due to the silty nature of the site soils, special considerations are appropriate if construction proceeds during cool, damp or wet weather, or in wet site conditions. To reduce the seepage occurring across the lower portion of the site, we recommend a trench drain be installed along the street draining to the steep gully on the north margin of the property. The trench drain should consist of a perforated pipe surrounded by pea gravel or washed rock on all sides and which backfills the remainder of the trench. Silty on -site soil should be used to cap the upper 1 foot of the trench, separated by filter fabric between the drain rock and silty soil, to prevent direct surface water inflow into the trench drain. Additional trench drains can then be installed up the slope, such as up the shallow gully and possibly above the house, which are connected to this lower drain. ..� Q_ i - _�C'N dill D—day ConnerX 1 July 1988 W-5722 Page 4 The footing areas, any slab -on -grade floor area, the driveway area, or any area to receive structural fill should be stripped of all topsoil, brush and any uncontrolled fill. The site soils are silty and very moisture -sensitive. The soils are prone to disturbance and wet site conditions. The contractor should minimize traffic across the prepared subgrade areas. In very wet conditions and where traffic cannot be avoided, such as the driveway, the use of a working surface of quarry spal 1 s or sandy gravel may be required to protect the subgrade, especially from vehicular traffic. We recommend a minimum 1 foot thickness of sand and gravel be placed in the area of the driveway immediately after reaching the desired subgrade elevation. If the naturally occurring soils exposed by the stripping possess the required minimum density of at least 90 percent of the modified Proctor maximum dry density (as determined by the ASTM:D 1557 test procedure) no further site preparation will be required in those areas. Should the site soils not exceed this minimum standard, we recommend that the building and driveway areas be compacted with a roller or other suitable heavy equipment to a firm and non -yielding condition in order to achieve this minimum compaction level. Any excessively soft, wet, or significantly organic areas disclosed by the pre -rolling should be overexcavated as necessary and backfilled with structural fill as described subsequently. We anticipate that the upper, loose, weathered zone soils may be excessively wet, depending on the recent weather conditions, and may not be able to be properly compacted. In this case, the contractor may attempt to dry the native, silty soils to within a couple of points of their optimum moisture content for proper compaction as described further in the following section. However, if the soils cannot be effectively dried, removal of the west, silty soils may be necessary and replaced with imported soil as described subsequently. If the subgrade exposed by stripping or overexcavation is at least medium dense, but more than several percent over its optimum moisture content, at the concurrence of the geotechnical engineer, no compaction should be applied to the subgrade. Conner 1 July 1988 W-5722 Page 5 The subgrade should be cleaned as much as possible of any loose or soft material, and a layer of clean, sand and gravel or quarry spalls placed before compaction is applied. Structural Fill All fill placed in the building area, as well as under pavements or sidewalks, should be placed in accordance with recommendations for structural fill. All surfaces to receive fill should be prepared as previously recommended prior to placement of structural fill. Structural fill should be placed in loose, iifts not exceeding 8 inches in thickness. Individual lifts should be compacted such that a density of at least 90 percent of the modified Proctor maximum dry density (ASTM:D 1557) is achieved. We recommend that a representative of our firm be present during placement of structural fill .to observe the work and perform a representative number of in -place density tests. In this way, the adequacy of the earthwork may be evaluated as grading progresses. The suitability of soils to use for structural fill depends primarily on the soil particle size, gradation and moisture content of the material when it is placed. As the amount of fines, (that soil fraction passing the U.S. No. 200 sieve) increases, the soil becomes increasingly sensitive to small changes in moisture content and adequate compaction becomes more difficult or impossible to achieve. Any soil containing more than about 5 percent fines by weight (such as the site soils) cannot be consistently compacted to a firm, non -yielding condition when.the moisture content is about 2 percent above optimum. The use of an imported, clean, granular soil would expedite wet site or wet weather site construction. The existing topsoil and any soil containing organics at the site is not considered suitable for structural fill application. These soils may be used for landscaping purposes. We anticipate the remaining site soils that would be available for fill use, as the result of site grading, would primarily be silty, gravelly sand or silty, fine sand. These silty soils will be difficult to use as structural fill, except during dry summer months when the water content may be carefully -controlled by aeration and drying. %_)OQ_ �, &" ail l A -dap Conners 1 July 1988 W-5722 Page 6 Even during the summer, delays in grading may occur due to precipitation. If inclement weather occurs, the upper wetted portion of the site soils may need to be scarified and dried prior to further earthwork. If it is not practical to dry the wet, silty soils, it may be necessary to remove the wet materials and replace them with clean granular materials to accommodate wet site or adverse weather conditions. Soil used for structural fill should have a maximum particle size on the order of 6 inches and be free of organics, debris or any other deleterious material. If grading must occur during damp or wet weather, fill should consist of a select material containing no more than 5 percent by weight passing the No. 200 sieve, when measured on the minus No. 4 fraction. This material would have to be imported to the site. Spread Footing Foundation The proposed structure may be supported by conventional shallow spread footings and continuous wall footings. These footings may be founded in at least medium dense native soil, recompacted loose native soil, or imported structural fill placed above suitable native deposits. All footings should have a minimum width of at least 12 inches. The base of the exterior footing should be located at least 18 inches below the lowest adjacent ground surface or top of floor slab, for frost protection. Interior footings need only penetrate 12 inches below the lowest surrounding grade or slab surface. Based on these conditions, we recommend that the foundation elements be designed with a maximum allowable bearing pressure of 2000 pounds per square foot (psf). This alowable bearing pressures may be increased by up to one-third to accommodate seismic or transient loads. All footings must be founded in the prescribed bearing stratums. The foundations should not be set in or above loose or disturbed soils or any existing uncontrolled fill. As the site soils are silty, site work when the soils are wetter than optimum, could result in disturbance to the bearing stratum. The contractor should avoid disturbance to the soils and limit traffic across the building pad and foundation area when the ground is wetter than optimum. To minimize disturbance associated may Conners 1 July 1988 W-5722 Page 7 with foundation form work and reinforcement bar placement, the use of a sand and gravel blanket, quarry spall blanket or a "mud mat" may be required in the footing excavation. Assuming the foundations are founded in the above recommended stratums, we anticipate that total settlements should be less than 3/4 inch with differential settlements between footing elements on the order of one-half that total for foundations in similar soils. Most of the settlement should occur during the construction of the building. However, if any disturbed or soft materials are left within the footing areas prior to concrete placement, settlements may be increased. For that reason, the condition of the footing subgrade should be checked by the geotechnical engineer or his representative prior to concrete placement, to see that the condition of the bearing soils are consistent with those assumed during design. Slab -On -Grade Floors We recommend that any organic material be removed from beneath the floor slab within the building area and any loose, native soils recompacted. The slab -on - grade should be founded on prerolled native ground or structural fill as per our recommendations outlined previously. We recommend that the floor slab be underlain by a minimum 4 inch -thickness of clean, coarse sand and gravel, crushed rock or pea gravel to serve as a capillary break and working surface. The fines content (percent passing No. 200 sieve) of the capillary break should be limited to less than 5 percent. An impervious moisture barrier should also be placed beneath the slab. Backfilled Retaining Malls All backfill placed behind walls or around foundation units should be placed as per our recommendations for structural fill and drainage considerations as described in this report. -The following recommended earth pressures, presented as equivalent fluid unit weights, are based on the assumption of a uniform, level, granular backfill and no buildup of hydrostatic pressure behind the wall. Surcharges due Conner 1 July 1988 W-5722 Page 8 to adjacent footings, sloping ground, structures, vehicles, construction equipment, hydrostatic pressures, etc., should be added to these values. To minimize lateral earth pressures and prevent buildup of hydrostatic pressures, the wall backfill should consist of free -draining, granular material with drainage provided as discussed in the subsequent "Drainage Considerations" section of this report. If the backfilled walls are structurally restrained from lateral movement at the top, we recommend that they be designed for an equivalent fluid unit weight of 50 pounds per cubic foot (pcf). If the top of the walls are free to move, laterally or rotate to delect at least to 0.1 percent of the wall height, the walls may be designed for an equivalent fluid unit weight of 35 pcf. The above equivalent fluid unit weights assume that the wall backfill is compacted to approximately 90 percent of laboratory maximum dry density (ASTM:D 1557). Additional compaction adjacent to the wall will increase the lateral pressure while a lesser degree could permit excessive post -construction settlements. If settlement -sensitive facilities are to be 1 ocated wi thi n or at the top of the back fi 11 , we shoul d be contacted to review the options available for their protection, as well as lateral surcharges to the backfilled wall. Lateral loads transmitted to the footings could be resisted by a combination of base friction and passive earth pressure. An ultimate base friction coefficient of 0.4 and an allowable passive pressure of 250 pounds per cubic foot (pcf), should be used for footings which are extended into at least medium dense native soils or properly compacted structural fill. If the on -site silty materials are used for backfill behind the retaining walls, far greater lateral pressures can be expected to act on the wall. It is difficult to evaluate what lateral earth pressures will actually be imposed onto the retaining wall due to the use of this low permeability soil. The density of the soils, as well as the moisture content, play a significant role. If much of the soil material is loose, the soil will readily absorb water and become a saturated mass, even further increasing wall pressures (as the water pressure and soil components are t ayr Conner W-5722 1 July 1988 Page 9 additive). Also, the fines of the on -site silty soils if used for backfill can plug the washed rock or the footing drain itself and thereby allow a full hydrostatic pressure to develop against the wall. The on -site materaisl are only recommended for use as wall backfill, if a free -draining, granular zone at least 24-inches wide is placed adjacent to the wall through the full backfill height. Drainage Considerations The majority of the soils encountered in our test pits were classified as wet and saturated. Although no seepage was noted into our test pits, horse tails were noted along the lower portion of the site, indicating a near -surface ground water at these locations. Site soils are silty and highly susceptible to disturbance when wet. Prior to construction, surface water should be routed away from the construction and building area as much as possible. We recommend that the building be provided with a perimeter footing drain system to collect available water. The footing drain should consist of a perforated pipe surrounded by at least 4 inches of pea gravel on all sides. The gravel drainage material should extend up the full -height of the backfill, in a width of at least 24 inches. The drainpipes should lead away from the building via gravity to a storm sewer or other suitable discharge. Site grades should be planned to slope away from the building. Roof and surface runoff should not discharge into the footing drain system. Instead, a separate tight -line drain network should be installed or splash blocks should be used. CLOSURE The conclusions and recommendations presented in this report are based on the explorations accomplished for this study. The number, location and the depth of the explorations were completed within the site and proposal constraints so as to yield the information used to formulate our recommendations. Our recommendations are directed at addressing sloughing and small-scale earth movements on the property, and are not meant to prevent or address deep-seated or large-scale earth failure. The integrity and performance of the building foundation depend on proper site preparation and construction procedure. I was assured that the driveway would be paved. It has been almost eight (8) months since my final inspection and the work has not been done.
