Property Tax Acct #: 5131 000 105 05 Project Description Non -Project Specific Determination: Study Required: During review and inspection of the subject site, it was found that the site appears to contain and/ is adjacent to a Steep Slope Hazard Area pursuant to Chapter -20.15B of the Edmonds Community Development Code (ECDC). To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. Any slope over 40% with more than 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50 foot buffer is required from both the top and toe of the slope. A 15 foot building setback is required from the 50 foot buffer. For development of any kind which is proposed within the critical area, 50 foot buffer or 15 foot buffer setback, it must be shown that the development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: For development proposals which will occur within the 50 foot buffer, but no closer than 10 feet from the top or toe of the slope, the 50 foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. All Critical Area Studies must be completed under a three party contract where the City hires the professional required, and the applicant pays for the study (pursuant to ECDC Section 20.15B.150). 2. If development must occur within the critical area, buffer, and/or buffer setback, and is not identified as an exception per ECDC Chapter 20.15B, a Reasonable Use Exception and Variance must be obtained pursuant to ECDC 20.15B.180A and 20.15B.040C. All proposed development of the subject lot must meet the requirements of Chapter 19.05 (Building Permits - Earth Subsidence and Landslide) of the Edmonds Community Development Code. If the property owner wishes to apply for a specific development permit which they feel would not impact the Critical Areas located .on the site, they may submit their proposal to the Planning Department for review. If the Planning Department finds that the proposed development permit will not.adversely impact a Critical Areas or its buffers, a conditional waiver may be issued on a project by project basis. AFM R-Control panels are factoryassr-mbled sandwich panels con- sisting of oriented strand board (OSB) facings, and PERFORM GUARD expanded polystyrene (EPS) cores. The panels are used ns load -bearing walls and roof or floor components. 2.2 Installation: The R-Control panels are connected to each other with factory -cut wood splines, dimensional lumber or engineered wood composites such as wood 1-beams, with EPS-compatible wood -to -wood bond- ing adhesive/sealant. The splines must be attached to the panels with tad box nails at 6 inches (152 mm) on center, Alternatively, another approved System tier connecting the splines to the panels may be used, provided the alternate system has equivalent or higher shear strength properties. Top and bottom plates are dimensional lumber, sized to match t11e core thickness, and secured to the panel core and Facings with adhe- siva/sealint and 8d common or Nix nails at 6 inches (152 mm) on center. An EPS-compatible sealant is applied along the bottom of the panel before placement. For increased strength and stiffness, douhicd 2-by dimensional lumber brurns are placed between adjacent panels. Single 2-by di- mensional lumber is placed at panel ends. As an alternative, weed 1-hearns (SWl-T34) or insulated spline beams (SWII), recognized in evaluation report ER-4801, are placed between adjacent panels. Single 2-hy dimensional lumber is placed at panel ends. Typical installation details are shown in Figure 1. 2.3 Alluwable Loads; Allowable transverse; axial; combined axLtl and transverse; ind racking shear loads are set forth in Tables 1 through 6. 2.4 Openings: 2.4.1 Panel Header: Openings up to R feet (2439 mm) wide are per- mitted with panel headers. Headers must have minimum 7/tt,-inch- thick (11.1 mm) facings and 31/,-inch-thick (89 mm) cores. Joints are permitted, provided 2-by dimensional lumbet blocking is connected to all facings with aid common or box nails spaced 6 inches (152 mm) on center. Panels are considered weather -re- sistive barriers and do not require building paper except where ce- mentitious plaster is used. See Section 2506.4 of the code. All panel joints must be sealed with a compatible acrylic latex caulk. The interi- or finish must include a thermal barrier as described in Section 2.5 of this report. 2.7 One -hour fire -resistive Wall Assemblies: 2.7.1 Assembly 1: R-Control wall panels, with 11/2-, 51/-3- and 71/4-inch-thick. The wallboard face laver is placed over the base laver with joints staggered 16 inches (406 mm), minimum, from those beneath and fastened through the base layer into the panel with 2-inch-long (51. mm), No, 6, bugiehead, self -tapping screws in necurdancr with Table 25-H of the code, staggering; the screws 6 inches (152 mm) from the base laver screws. Face layers of gypsum wallboard must havejoints taped and screw heads created withjointcompnund. Gypsum wallboard tape and joint compound roust comply with ASTM C 474 and C 475. Where the panels are exposed to the exterior, the exterior side must have 5,18-inch-thick (15.9 mm), Type X, water-resistant core gypsum sheathing complying with ASTM C 79, instead of the gyp- sum wallboard. The maximum allowable axial load is 1,800 pounds per lineal foot (26 kN/m) for fire-resistivewall assemblies. 2.7.2 Assembly 2: R-Control wall panels with .511,- and 71/4-inch- thick (140 and 184 mm) cores, and minimum 7/16-inch-thick (11.1 ram) OSB Eicings, covered by a single layer of 5/pAnch-thick (15.9 mm), Type C, gypsum, fire -rifted wallboard on each side, are one - hour tire -resistive assemblies. The Type C gypsum wallboard is Type SG-C, produced by Stand- ard Gypsum. This wallboard is installed vrttically, with the vertical joints offset 12 inches (305 mm) front the panel joint.
