Residence. A site visit and surface reconnaissance was performed at the site on August 12, 2004. An existing two -level deck was observed at the top of a relatively steep slope. Columns supporting the deck were founded on concrete cylinder footings embedded in the slope soils near the top of the slope. Some of the column supports for the deck were not vertical, apparently due to downslope movement of their foundations. An examination of one of the footings revealed that its base was exposed and a void was present beneath the footing, causing loss of support. Hand probing of the near -surface soils adjacent to the footings revealed very loose soil conditions with probe penetrations ranging from 21/z to over 3 feet. The scope of our investigation was confined to foundations of the existing deck at the residence at the above -referenced location. Our scope did not include an investigation of the stability of the overall slope or the existing house foundation. Conclusions and Recommendations In our opinion, failure of the existing footings was caused by settlement and slow downslope creep movement of loose to very loose soils beneath the footings. To avoid such failure in the future, a deep foundation system is recommended, embedded in underlying dense soil layers. A pin pile foundation system appears to be the most suitable for this application due to the difficult access and the portable equipment, which can be used. Based on our surface reconnaissance and limited hand probing in the vicinity of the footings, it is anticipated that pin piles will reach refusal at depths of 5 to 10 feet below the ground surface. No subsurface investigation was performed for this study, however, and therefore the actual refusal depth may vary significantly. In addition, it may be required to modify the pile layout if boulders or other obstructions are encountered during driving. Darin Mock Page 2 8/25/04 For the relatively low loads required, an appropriate material for the pin piles would consist of 2-inch-diameter (2.375-inch O.D.) schedule 80 steel pipe. Pipe segments are typically 3 to 5 feet in length and are joined by threaded couplings, slip couplings or butt welds as they are driven. Pin piles are driven to refusal by means of a pneumatic hammer, with refusal defined as penetration of less than 1 inch per minute during continual driving under the combined body weight and the weight of the hammer. The hammer should weigh at least 90 pounds. After reaching the refusal depth, the piles are cut off to the design elevation. A structural connection can be made to a pile cap, if desired, by welding a reinforcing bar to the pile or by cutting and splaying apart the top of the pile. Allowable axial load capacities of individual pin piles are presented in the table below. The values assume properly installed, 2-inch diameter steel pipe piles driven to refusal, as defined above. A qualified geotechnical engineer should be present during all pile driving. operations to verify the bearing capacity. Uplift capacity can only be assumed if the piles are designed to resist tension by the use of threaded couplers or butt welds. Pin piles will not provide significant lateral resistance and the lateral capacity is generally neglected. If required, battered piles can be installed to provide lateral resistance. 2-inch diameter Pin Pile Capacity Allowable Compression Capacity 4000 lb. The 3 pile footing should be used along the 44' long side. The 2 pile footings are for the remainder of the column that carry smaller tributary areas. STUDY REQUIREMENT — STEEP SLOPE HAZARD AREA To determine if a Steep Slope Hazard Area does exist, prior to submission of any development permit, you will be required satisfy the requirements of the Critical Areas Chapter by completing the following Steep Slope Hazard Area Delineation Requirements: • A topographic survey must be completed that delineates any Steep Slope Hazard Areas prepared by a Licensed Land Surveyor. [A steep slope hazard areas is defined by the Edmonds Community Development Code as ground that rises at an inclination of 40% or greater within at least 20 feet of elevation change. In order to delineate a steep slope hazard area, it is necessary to locate the top and toe of the slope. The inclination of the slope is established by averaging the inclination over at least 20 feet of vertical relief. A steep slope hazard area is bordered by a 50 foot wide buffer measured from both the top and the toe of the steep slope hazard area. Adjacent to the buffer, there is a 15 feet wide building setback.] • In order to complete this Study Requirement, the survey must be submitted to the Planning Division for review and approval. • NOTE: If the steep slope hazard area lies outside of your property boundaries, you may use existing topographic information to attempt to determine whether or not a steep slope hazard area exists on areas adjacent to your property. DEVELOPMENT PROPOSALS ON A SITE WITH STEEP SLOPE HAZARD AREAS Development is restricted within the Steep Slope Hazard Area, its buffer, and/or building setback. If development must occur within these areas, the applicant may pursue certain processes provided in the Critical Areas Chapter of the Edmonds Community Development Code. The applicable process depends on the specific development proposal and site but may include one of the following: o For development proposals within the 50-foot buffer, but no closer than 10 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. This is a process through which development could be allowed as close as 25' from the top or toe of the slope (assuming the buffer may be reduced to 10' — the 15' building setback still applies). o Development proposals closer than 25' from the top or toe of the slope may be allowed through the approval of a Steep Slope Exemption, Critical Areas Variance, or Reasonable Use Exception. These are Land Use Permits that must be obtained through the Planning Division. If you think your specific development proposal may require one of these processes, contact a Planner for more information. STUDY REQUIREMENT — STREAM • The site investigation has shown that the site is in close proximity and may be within the buffer area of a stream designated as a Class 2 B (non -salmon bearing) by the City of Edmonds. Based on the above finding, a Critical Areas Study is required to locate the stream and buffers in relation to the subject property. • Stream Classification: The stream has been classified by the City as a Class 2 B, as noted above. • Stream Delineation: A surveyor licensed by the State of Washington must perform the following: o Physically mark the edge of the stream. o Delineate the required buffer. The buffer for a Class 2 B stream is 25-feet (refer to ECDC 20.15B.120. (A) for the required buffer widths). o Delineate the required building setback from the buffer (required setback is 15 feet). o Create a map showing the stream, the buffer and the building setback. • In order to complete this Study Requirement, this map must be submitted to the Planning Division for review and approval. • NOTE: One survey may be completed that shows any steep slopes and the stream. DEVELOPMENT PROPOSALS ON A SITE WITH A STREAM Development proposals that encroach into the stream buffers or building setbacks may be allowed through the approval of certain processes. The specific process depends on the individual site and development proposal but may include Buffer Averaging, a Critical Areas Variance, and/or a Reasonable Use Exception. Residence. A site visit and surface reconnaissance was performed at the site on August 12, 2004. An existing two -level deck was observed at the top of a relatively steep slope. Columns supporting the deck were founded on concrete cylinder footings embedded in the slope soils near the top of the slope. Some of the column supports for the deck were not vertical, apparently due to downslope movement of their foundations. An examination of one of the footings revealed that its base was exposed and a void was present beneath the footing, causing loss of support. Hand probing of the near -surface soils adjacent to the footings revealed very loose soil conditions with probe penetrations ranging from 2'/Z to over 3 feet. Our scope did not include an investigation of the stability of the overall slope or the existing house foundation. Conclusions and Recommendations In our opinion, failure of the existing footings was caused by settlement and slow downslope creep movement of loose to very loose soils beneath the footings. To avoid such failure in the future, a deep foundation system is recommended, embedded in underlying dense soil layers. A pin pile foundation system appears to be the most suitable for this application due to the diff cult access and the portable equipment, which can be used. Based on our surface reconnaissance and limited hand probing in the vicinity of the footings, it is anticipated that pin piles will reach refusal at depths of 5 to 10 feet below the ground surface. No subsurface investigation was performed for this study, however, and therefore the actual refusal depth may vary significantly. Pipe segments are typically 3 to 5 feet in length and are joined by threaded couplings, slip couplings or butt welds as they are driven. Pin piles are driven to refusal by means of a pneumatic hammer, with refusal defined as penetration of less than 1 inch per minute during continual driving under the combined body weight and the weight of the hammer. The hammer should weigh at least 90 pounds. After reaching the refusal depth, the piles are cut off to the design -elevation. A structural connection can be made to a pile cap, if desired, by welding a reinforcing bar to the pile or by cutting and splaying apart the top of the pile. Allowable axial load capacities of individual pin piles are presented in the table below. The values assume properly installed, 2-inch diameter steel pipe piles driven to refusal, as defined above. A qualified geotechnical engineer should be present during all pile driving . operations to verify the bearing capacity. Uplift capacity can only be assumed if the piles are designed to resist tension by the use of threaded couplers or butt welds. Pin piles will not provide significant lateral resistance and the lateral capacity is generally neglected. Residence. A site visit and surface reconnaissance was performed at the site on August 12, 2004. An existing two -level deck was observed at the top of a relatively steep slope. Columns supporting the deck were founded on concrete cylinder footings embedded in the slope soils near the top of the slope. Some of the column supports for the deck were not vertical, apparently due to downslope movement of their foundations. An examination of one of the footings revealed that its base was exposed and a void was present beneath the footing, causing loss of support. Hand probing of the near -surface soils adjacent to the footings revealed very loose soil conditions with probe penetrations ranging from 2'/2 to over 3 feet.
