Upon review of the site, it was found that slopes in excess of 40% exist in the vicinity of the tree. These slopes are considered critical areas pursuant to Edmonds Community Development Code (ECDC) 23.40 and ECDC 23.80 where slopes from 15% to 40% are considered potential erosion hazards and slopes in excess of 40% are potential landslide hazards. Additionally, Meadowdale Stream is near the tree and the tree may be within the buffer for the stream as established in ECDC 23.90.040.D. Generally the removal of trees, or any vegetation, within a critical area or critical area buffer is not an allowed activity, unless, pursuant to ECDC 23.40.220.C.7, it involves the removal of invasive species or hazard trees. Documentation from a certified arborist (Sean Dugan of Tree Soultions Inc.) confirmed that the large Douglas fir tree has butt rot disease (Phaeolus schweinitzii) and that given its proximately to the residence at 16710 76`h Avenue West, the tree posed a significant threat to the residence. As indicated in emails and your April 20, 2010 letter, the intent is to create a wildlife snag approximately 20 feet in height out of the tree. The City of Edmonds code allows for the retention of wildlife snags in lieu of planting replacement trees. ECDC 23.40.220.C.7.b.ii states that, "Tree cutting shall be limited to pruning and crown thinning, unless otherwise justified by a qualified professional. Where pruning or crown thinning is not sufficient to address the hazard, trees should be removed or converted to wildlife snags", and ECDC 23.40.220.C.7.b.iv further states that "the landowner shall replace any trees that are removed with new trees at a ratio of two replacement trees for each tree removed." As long as a snag is left, replacement trees will not be required. The proposed wildlife snag must remain as tall as possible without posing a threat to the residence at 16710 761h Avenue West. If the snag that remains is less than 10 feet in height, as measured from the upslope side of tree, replacement trees must be replanted at a ratio of 2:1 consistent with ECDC 23.40.220.C.7.b.iv. Subject: Permission to cut down a diseased, dying fir on Brookacres Common Property Thank you very much for the help you have provided so far regarding the City of Edmonds' approval process and procedure for removing our dying tree. This memo is a follow up to the telephone conversations and email correspondence between Kernen Lien and resident, Kay Teo, regarding a plan and permission to remove a large, diseased, dying Douglas Fir located on Brookacres Common Property. The tree is located about 12 feet due West of the private residence located at 16710 — 76`t' Ave West. We have read through the Edmonds City Code 23.40.220 as provided by Kernen and have followed the steps for a certified arborist's evaluation. Enclosed is that report from Tree Solutions, along with a photograph taken of the base of the tree. The arborist has determined that the tree has Phaeolus sulpherensis and is rated as a moderately high risk for failure. We have opted, on the recommendation from TS arborist to leave a snag for wildlife to nest or rest in. The snag should last at least for the next 15 years and it will most likely not pose a danger to the existing residence. Please let us know if you have any additional questions. We hope to hear from you soon, so that we may proceed with the tree removal (down to snag level). Kay, Here is the photograph I took on site today of the Velvet Top fungus {Phaeolus schweinitzi►l located on the west side of the trunk. This is a root and butt rot disease of Douglas -fir (Pseudotsuga menziesii) trees and can ultimately lead to trunk failure. Given that the fruiting body is located on the base of a flare root it is likely to be a moderate to advanced case. There is no cure for the disease. Bats often use narrow cracks or loose pieces of bark that occur as a snag deteriorates to roost in. This process can be speeded up by cutting in a birdhouse or bat slit in the created snag. CAUTION, these techniques require advanced chainsaw skills. Use a small, sharp saw and extreme care. 1. Bore a triangular "pie' shaped piece from the trunk. Use a crowbar to pop the piece loose. 2. Send the piece to the ground and cut the back off, leaving a 1-2" thick slab of wood with the bark. 3. Drill an appropriately sized hole. Two northwest species that use trees are chickadee ( 1 ") and Flicker (2.5") 4. Deepen and enlarge the hole using the tip of the saw bar 5. Specificaton for Wildilfe Snags Page 2 of 2 Consulting Arborists GENERAL SPECIFICATION FOR CREATION OF WILDLIFE SNAGS Goal The object of creating a snag is to preserve as large a portion of a defective tree as the location permits. The tree is meant to serve as habitat for birds and insects and to blend in with the landscape. In order that the tree does blend in, the cuts made by chainsaw are disguised to look like a natural break rather than a saw cut. Snag Height The height of a snag is dependent on the site. It is important to remember the tree will slowly decay and fall apart. In busy locations, it is best to choose a height that will not put anything at risk as the tree slowly decays and falls apart. Based on management concerns and budget, long-lived snag species may be monitored and reduce in height again as they break down. Species selection: Long lasting snags = 15 years or more Douglas fir (Pseudotsuga menziesii), Western red cedar (Thuja plicata) Bigleaf maples (Acer macrophyllum) Other maple species (Acer) Oak species (Quercus) Short lived snags = Less than 15 years Western hemlock (Tsuga heterophylla) Red Alder (Alnus rubra) Bitter cherry (Prunus emarginata) Black cottonwood (Populus trichocarpa) Snag Creation techniques: Birds love a perch, and so, it is important not to strip a snag tree of the lower branches. Branches can be cut back, but stubs should be left to serve as perches and to mimic nature. Ragged cuts at the end of branches will look best when the tree is finished. The cut at the top is important to the look of the final project. ➢ Try to mimic the way trees that break naturally look. ➢ Many small slits in the edge of the trunk works well. ➢ Use a small sledgehammer to break and bend the smaller pieces created with saw cuts. Specificaton for Wildilfe Snags Page 1 of 2 V �Iot ► Consu It n g iArboris'ts Tree Risk Assessment The Pacific Northwest International Society of Arboriculture (PNWISA) Tree Risk Assessment method is adapted from the United States Forest Service risk assessment approach and is considered the present Standard of Care. This method provides assessors a structured process, based on good science and arboriculture, to assign recommended thresholds for action for the purpose of informing risk managers. The PNWISA Tree Risk Assessment method requires assessor certification. The method uses a 12 point system, divided into three categories, to rate the potential risk from a tree and its parts. FP —]Probability of Failure is rated at 1-5 points based on the judgment of the assessor. 1 point = Low risk — The defect is not likely to lead to imminent failure and no further action is required. In many cases these defects might not even be recorded. 2 points = Moderate risk — One or more defects that are well established but would typically not lead to failure for several years. Corrective action might be useful to prevent future problems but only if time and money are available. Not the highest priority for action, these are the "retain and monitor" situations that can be used to inform budget and work schedules for subsequent years. ants = Moderately High risk — One or more defects areas well established but not yet deemed to beat h priority issue. Additional testing may be required or, the assessor may feel the problems are not serious enough to warrant immediate action, but do warrant placing the tree on a list of trees to be inspected more regularly. These are Retain and Monitor trees. 4 points = High risk — The defect is serious and imminent failure is likely and corrective action is required immediately. These cases require treatment within the next few days or weeks. .5 points = Extreme - The tree or component part is already failing. An emergency situation where treatment is required today. FSSize of the Defective Part(s) is rated 1-3 with 1 point for branches or stems up to 10cm (4 inches) in diameter, 2 points for branches or stems between 10-50cm (4-20 inches) in diameter anc points for branches or stems over 50cm (20 inches) in diameter. F-1 Target Area is rated 1-4 based on the following target descriptions. 1= Low — Sites rated at one point are very rarely used for any long period of time, and people passing through the area (regardless of how they travel) do not spend a lot of time within the striking range of the tree within any one day. There are no valuable buildings or other facilities within striking range. 2= Moderate — Valuable buildings are at the edge of striking distance, so they would not be seriously damaged even if the tree did fall down. The site has people within striking range occasionally, meaning less than 50% of the time span in any one day, week , or month, and do not stay within striking range for very long. 3= Moderately High — The site has valuable buildings within striking range. Action to mitigate the risk is required within weeks rather than months. 12 Extreme This tree, or part of it, is in the process of failing. Immediate action is required. All other less significant tree work should be suspended, and roads or work areas should be closed off until the risk issues have been mitigated. Options for Mitigation of Risk Trees include: Remove the risk altogether if possible by cutting off one or more branches, removing dead wood, or possibly removing the entire tree. Extreme risk situations should be closed off until the risk is abated. Modify the risk of failure probability. In some cases it may be possible to reduce the probability of failure by adding mechanical support in the form of cables braces or props. Modify the risk rating by moving the target. Risk ratings can sometimes be lowered by moving the target so that there is a much lower probability of the defective part striking anything. Moving the target should generally be seen as an interim measure. Retain and monitor.
